As the federal government cease to send the monthly wages to federal institutions in furtherance of her effort to implement the new minimum wage on the Integrated Personnel Payment Information Sysytem (IPPIS). Workers are shocked with the latest development that led to the delay of their February salary without prior notification from the authority. In a new development the Senior Staff Union of Colleges of Education has briefed members in a broadcast quoted below "

Good evening my fellow congress Men and Women !!

I am directed to inform you the following information from SSUCOEN National Secretariat.Dear Comrades.

Following our visitation and consultations with the office of the Accountant General of the Federation and that of Director IPPIS, on non payment of February salary. I am directed to inform you:

1. That February salary would be paid with approved minimum wage

Increase, on IPPIS platform

2. The delay was as result of the efforts being made to implement new minimum wage

3. February salary would be paid as soon as possible, as they are working very hard to ensure payment" said Chairman SSUCOEN.

_*Payment of February, 2020 Salary: IPPIS Update*_

Distinguished Comrades, from grapevine, we gathered that IPPIS office is set to pay salary next week although without arrears but with the new minimum wage.

Same source also pointed out that PAHA(peculiar, academy and hazard allowances) is not captured not because it will not be paid but the IPPIS office is processing letter to Salaries and Wages Commission for the approval of the allowance which hitherto was being paid from IGR.

Information also trending from Federal Polytechnic Auchi suggests that they have been paid February, 2020 Salary also without PAHA (peculiar, academy and hazard allowances) which was previously funded from polytechnic's IGR. However they have been enjoying the new minimum wage and minimum wage arrears paid as at December, 2019.

Distinguished Comrades, while we expect February, 2020 salaries by next week, we earnestly hope and pray the issue of PAHA(peculiar, academy and hazard allowances) is resolved with the Salaries and Wages Commission for immediate payment.

The CEC will continue to update members on new developments as it relates to delayed February, 2020 salary as well as IPPIS enrollment.

My Guys at Federal Universities, Polytechnics, and Colleges of Education, make una all hear this. There is no indication that February salary will be paid this month at all and not even by March end. Due to the peculiarity in the functioning and system of universities, polytechnics and colleges of education, guys at the IPPIS are having serious difficulties with mounting the Federal tertiary institutions' payrolls on IPPIS. Hence the endless Memos to the federal tertiary institutions requesting for endless data they think would help them in their impossible mission. ASUU has seen it that IPPIS cannot handle the peculiarities in the financial administration of tertiary institutions. That is why ASUU directed all its members to shun registration on IPPIS.

Now that ASUU has declared a strike action, it is expected that all non-teaching unions of federal tertiary institutions in the country should reassess their stand on IPPIS. They should ask for withdrawal and de-registration of all non-teaching staff of federal tertiary institutions from the IPPIS with immediate effect. If this is not done, staff of federal tertiary institutions should get ready for LONG DAYS OF HUNGER

This cannot be true. Once staff that enrolled on IPPIS are not paid, there will be total shutdown of the education system. Government cannot afford that. They might likely resort to using GIFMIS to pay. Already, ASUU strike has brought tension to them

Bruh, trust me I cannot abuse you. I do not do that. You asked me how I know all these. It is through simple logic and paying attention to subsequent and unfolding events. If you study the peculiarities of the financial administration of tertiary institutions system, you will discover they are totally different from those of MDA's. IPPIS is so rigid that it cannot accommodate those peculiarities. ASUU has raised alarm about this but FG has hitherto remained adamant. Now guys at IPPIS for the past three months have been laboring to mount IPPIS on tertiary institutions without result and I am certain they are not giving up until you all suffer months of hunger without salary. The implication is that we should all be ready for months of salary delay until this impasse is resolved definitely by industrial actions which I strongly believed the non-teaching unions would soon declare.

You are right. FG will resolve to GIFMIS but not only after una don suffer salary delay and embark on industrial action. You guys should know how FG operates. FG no dey comply with workers demand unless strike action has been declared. This is why I am a bit relieved with ASUU' two weeks warning strike. STRIKE is the only language FG understands.

You're totally correct!! I feel that the leadership of nonacademic unions are either just plain cowardly or compromised. They should have gone on strike immediately minimum wage was not implemented in January.

I so much like ASUU leadership. They don't allow themselves to be intimidated, no matter what!

The payment will be in gross or net salary without any deduction apart from TAX and PENSION. This is to enable individual staff ascertain the total amount of his/her salary based on the new minimum wage consequential adjustment. In subsequent months, cooperative loans, bank loans, union dues and other deductions shall be made from the source.

However, my viewpoint on the effectiveness of the IPPIS still remains that of skepticism.
