How Do u Approach a Lady/Guy u Admire?

This question is mostly asked by most (No liver) guys! pardon me!
But basically most guys dont have to courage to approach a guy
and some ladies(naija ladies) see it as an embarassment to ask
a guy out, they say its a guys duty to approach them,why die in
silence and still lose that dream guy u desire.
