Are you an Engineer?
NextD18:

Possibly, the column base, perfectly required rods, thickness of casting and other structural activities in the foundation were properly done.

How about the soil test where the strength of soil should be checked? That's what many builders overlook before building.

They just assume judging with the nearby buildings, next is site preparation, do their setting out and booom, they don start foundation.

The contractors should go to jail and their certificates seized.

The contractor probably cut corners while doing the foundation of the building. The foundation just couldn't bear to carry the weights of the floor decks and pillars much longer hence the collapse.

Whatever happens, it shows the level of rot in the society, our educational system that produced the contractor not left out.

They should hv used glass instead of blocks to cover those spaces, so to make the building lighter

If I'm not mistaken, that structure is more than fifteen years old. It was abandoned for a long time.
hmm.. Perhaps years of burrowings around and within the building by rodents ,reptiles and even insects may have weakened it on all fronts..

Building collapses are not always as a result of negligence by the engineers. Something hidden underground like a sinkhole can bring down a building.

The superstructure looks (looks can be deceptive) well organised (designed and built) so I suspect the foundations which are usually the points of problems when transitioning from the dry to wet season.

It could also be that the building plan has been amended. 7-storeys is an unusual elevation.

This is clearer photo of the building rumored to have been bought from the initial owner and hurriedly built by Emeka Ihedioha during his short stay as a sitting Governor.

using substandard materials to build such an edifice.

That Engineer needs to be questioned
Even the town planning needs to be queried

Not sub standard as u can see , this is more issue of foundation error and weight
