Man is a tripartite being. We have the Spirit, Soul and Body. In the Soul we have Mind (Intellect), Emotion (Feelings) and Will (Decision)

So when you see someone and you interact with the person your sense organ transfers what you see, observe and so on to the brain and then the mind is engaged to process the information. When the information is processed, emotion will be liberated. The kind of emotion liberated is a function of the result of what your mind(intellect) has processed. Since it has to do with look, admiration and so on... Love would be liberated. So we can just say the end result of the mind processing and the emotion liberation is LOVE. So the last faculty in the Soul is the Will where decisions are made. So you are at will/volition to choose whether to follow your emotional result which is Love or shun it. So because you choose to follow your emotion which is Love that is why you were able to love the person. Everything we do as humans work this way. It's like a chain production factory. Mind receives the input.... processes it and give it to Emotion... emotion gives the output and then the Will decides what to do with it. That's why I can curse someone now and the person can decide not to be angry because he chose not to follow the anger emotion liberated when his mind processed the content of the curse.

So when people says Love is decision they are actually telling you the end result of the whole process. Meaning you decided to love. because it's possible to see someone and not love the person emotionally but you just decided to abandon the emotion and just love the person. But most times it is the emotion result that we go for. Emotions are very powerful.

Its also a commitment because you will have to nurse it. because it would have to grow. This is even where those that did not follow their emotion needs work. You will have to work out the commitment so that the love can grow.
