The verses you made refrence to are in old testament. Alot have changed since then. My opinion is based on the current times. No hard feelings or whatever, i do have great Muslim friends too.

Every country has its rules which must be respected. However, taking law into your own hand is totally unacceptable and it's not known with a conscious Muslim. The killer should allow the court to convict or acquit the offender based on their law.
Blasphemy is a great sin in Islam either you believe it or not. When some people go against the rule, they will term it intolerant. When you relax the rule, they will term it hypocrisy. If the country want to be strict about its law, let it be. That's final.
