I think it made some sense. If his aim was to go as far as possible without needing to scavenge for fuel, and to be able to go almost anywhere, instead of just to places accessible by roads (roads that were not zombie infested), then a horse would be better.

A car, truck, etc. in addition to being a faster mode of transportation, does give him protection from the weather and a degree of protection from zombies (somewhere to hide), and if he had found any surviving family members, close relatives, or friends immediately after setting out, he would have been able to transport them around with him - something which he couldn't have done on a horse. Of course, none of this kind of thinking might have gone into why they had him riding a horse. The writers and producers could have just put the horse in there for the cowboy element, as you suggested.
