Yusuf Maitama Sule (1 October 1929 – 3 July 2017) was a Nigerian politician , acclaimed
orator and diplomat . In 1976, he became the Federal Commissioner of public complaints, a position that made him the nation's pioneer
ombudsman. In early 1979, he was a presidential candidate of the National Party of Nigeria but lost to Shehu Shagari . He was appointed Nigeria's representative to the United Nations after the coming of civilian rule in September 1979. While there he was chairman of the United Nations Special Committee against Apartheid. [1]
After the re-election of President Shagari in 1983, Maitama Sule was made the Minister for National Guidance, a portfolio designed to assist the president in tackling corruption. [2]
Career
Public Complaints Commission
The rise of economic nationalism during the 1970s led to the enactment of a decree stipulating minimum requirements for local content in many companies doing business in Nigeria. To capitalize on the benefits of indigenous control of the economy, many permanent secretaries, federal commissioners, state governors and their cronies established firms to conduct business with the government. [3] It was with the intent of patching the revolving door and to stem small-time corruption that the Public Complaints Commission was created in 1975. It was meant to hear and tackle complaints fielded by the common man in a simple and efficient manner. Maitama Sule, as head of the commission was known to have taken his job seriously, partly because he was a potent political commodity and had a lot to gain from the good will of the people when a transition to civilian rule was in place. [4] As a result of the commission's effort, corruption during the period was temporarily curtailed
National guidance
In 1983, he returned to a familiar role, this time under a democratic government as the head of a ministry to tackle corruption. The new but short-lived ministry was created solely to invest time in an ethical re-orientation of Nigerians. Maitama, who had acquired a solid reputation as a tough U.N representative, when he was chairman of a U.N. special committee on apartheid was asked to lead the ministry. However, his appointment was not satisfactory to critics. Shagari's administration was removed by a coup, with the coupists citing corruption as a major reason for the incursion.
Polemical statement
Alhaji Yusuf Maitama Sule was quoted to have said,
“ Everyone has a gift from God. The Northerners are endowed by God with leadership qualities. The Yoruba man knows how to earn a living and has diplomatic qualities. The igbo man is gifted in trade, commerce, and technological innovation. God so created us equally with purpose and different gifts.

The statement has been used by some to stir up fears of northern political domination in the country. The fear of northern dominance can however not be dismissed. [5]
Death
Sule died on July 3, 2017 in a hospital in Cairo, Egypt, after suffering from pneumonia and chest infection [6]

A Short Reminder To His Excellency, Kogi State Governor, Alh. Yahaya Bello

Irregular payment of Salaries in the state coupled with the harsh economic atmosphere owned to the state of the nation's economy has subjected affected workers to a highly undeserved state of penury.
One would thought the screening would have been long completed and the service back on its toes, though, I do not know what the logistics responsible are but there is urgent need to take proactive steps to save Kogi Workers.

By the screening, Kogi State govt has succeeded in grouping it's workers into
1) Full-Salary Payment workers: Workers in this category expect salaries every month and in full as expected in a normal situation
2) Workers of Full Salary for only three months: This category of workers thought they were cleared and enjoyed three months salaries but were reinvited for further interview after which they never smelt the sign of salaries till date, with outstanding salaries of about 3 months.
3) Percent salary for only five months: These workers were kept for several months without salaries and eventually received 5 months salaries of about 51% of their monthly salaries. They now pray for govt to even continue that percentage rather than nothing.
4) Zero Salary payment workers: These set of workers are now the worst set of workers in that they are genuine workers waiting to be confirmed and have not received salaries for about 10 months now. Many of the workers in this category have somewhat turned beggars and have resort to living on kind people from friends and families. In most cases, creditors, friends, relatives and even neighbours find another route at the sight of them since there is every likelihood they are going to lay one complaint or the other.
5) Ghost Workers: These are the set of workers who have given the state govt reasons to conduct the interviews in the first place. Some of them have already being sacked while others await the outcome of the screening to see if their spirits were able to scale through; thanks to the manual methods employed in screening which have paved ways for irregularities (may they never succeed.... Ameen). Workers in this category feel indifferent on whether salaries are paid or not since most of them are either working outside the state, Directors/Heads of state agencies or offices, or in one way the other not a true worker and truly, should not care.
6) Any other relevant category beyond my knowledge

As much as we support the move by the state govt to cleanse the state of its ghost workers, we also urge His Excellency to please understand that many are genuine workers who in most cases, have spent years serving the state to the best of their capacities, they have families to cater for and some other related societal obligations......So, the need to care for their welfare by ensuring immediate payment of their salaries (Percentage or few months) before hunger kills them.

We hope our govt representatives will communicate this to the state govt...... perhaps, it will help hasten whatever is being done.

Hardly has a story of bravery evoked such passion in recent times amongst Nigerians as is being told of Late Lt. Col. Muhammed Abu Ali who died in confrontation with Boko Haram insurgents in the theatre of war against Boko Haram in the North Eastern part of Nigeria.

Muhammed Abu Ali was born on the 15th of August, 1980 in Lagos State. With parents hailing from Kogi State, he attended Army Children’s School in Maiduguri and later on joined Command Secondary School, Jos. He joined the Nigeria Defence Academy in 1998 and became a commissioned officer in 2003.
On the 25th of January, 2008, he and his heart throb whom he met in Kaduna got married and were blessed with 3 children, Fatima, Amir and Yasmin.
Popularly called “Slim” by his friends and “Sarkin Yaki” by fellow combatants. He was known as a human terror to terrorists for his daring campaigns as Commander of the 272 Task Force Battalion. He fought for the glory of nation and was unshakable in his steely resolve to retain the territorial integrity of Nigeria, a price that came with the sacrifice of his life in the line of duty.
A patriot per excellence and an unyielding force to enemies of our nationhood, Lt. Col Muhammed Abu Ali was not one to shy from battle. Under very difficult circumstances, he and his men successfully recovered scores of towns from Insurgents.
Before he and four others fell in combat from an ambush, he had been decorated for his gallantry by the Nigerian Chief of Army Staff, who decorated him as a Lieutenant Colonel in September 2015, shortly after he was promoted a Major. He was also Recipient of the Chief of Army Staff Award for Bravery and Excellence. In a statement by the Army Authorities, the fallen hero was said to “serve the nation with unwavering commitment and dedication, paying the ultimate price so that millions can sleep on their beds in peace.”
From the frontlines, it is reported that he was instrumental to the military campaign that won back Baga from the stranglehold of Boko Haram. From soldiers in the frontline, we learn that he initially started his brave conquests from Yola, in Adamawa State from where he was moved to Borno. He and his battalion later moved to recover Monguno and later to Konduga – dreaded no-go areas of battle.
Through Yale, he and his battalion were again instrumental to the recovery of Bama, Pulka and eventually Gwoza back to control of the Nigerian forces. The stories of uncommon courage that trails his achievements on his military assignments are unending. He was reputed as telling his men to load him up with 95% of the duties of engagement. He was a dutiful officer and will be missed by millions of Nigerians who today have come into new realisations of the challenges of the war front.
Described by Coursemates as an irreplaceable asset that Nigeria will miss, Lt. Colonel Muhammed Abu Ali is a towering source of inspiration and will now serve as a rallying point for a united re-assessment of the support that our Men and Officers require for success. His, will also be a painful loss of friendship.
Rest in Peace Gallant Soldier. Nigeria appreciates you.

Buhari, Osinbajo for inauguration of Yahaya Bello as Kogi governor, says Kogi APC January 25, 2016 President Muhammadu Buhari and Vice President Yemi Osinbajo are among the dignitaries expected at the January 27 inauguration of new Kogi State governor, Alhaji Yahaya Bello. This was contained in a statement issued on Monday in Lokoja, the state capital, by Alhaji Ishak Ajibola, the Chairman, Media and Publicity Committee set up for the inauguration ceremony. The statement said that the Senate President Bukola Saraki, governors, ministers and chieftains of All Progressives Congress (APC) were invited to the event. According to the statement, the event would hold at the Confluence Stadium, Lokoja and would feature cultural display, among others side attractions. It stated that law enforcement agents had been directed to take strategic positions in and around the venue to ensure a hitch-free event.

The Kogi State governor, Capt Idris Wada, on Thursday, said his administration would be leaving behind a N44.46 billion domestic debt in the state. Apart from this, the governor said he inherited N38.38 billion as debt when he assumed office on January 27, 2012. Wada, who said this while giving an overview of his administration at the Government House, Lokoja, the state capital, however, said over 42 per cent of the debt totalling over N18 billion was outstanding gratuities to retirees that had accumulated since the creation of the state in 1991. According to him, N5.5 billion was outstanding payment from the N8 billion drawn from the infrastructure bond approved for the state, adding that N2.9 billion was being owed commercial bank. The governor also said the debt profile included N7.7 billion being salary owed workers of the state for the months of October to December 2015, while the state also had $35.7 million as long-term external debt. He, however, said he had used the last four years to lay a solid foundation for the socio-economic development of the state with the belief that the incoming government would build on it. Wada explained that despite the paucity of funds available to his government, he was able to put in place programmes and projects that that would contribute to the development of the state. He also said government had in the last four years laid foundation for the industrial development of the state, while it encouraged no fewer than 100 private investors to establish in the state. How APC ignored EFCC’s advice not to field Audu as Kogi guber candidate October 30, 2015 Jaafar Jaafar Documents obtained by PREMIUM TIMES have shown how the chairman of the Economic and Financial Crimes Commission, Ibrahim Lamorde, wrote to the Secretary to the Government of the Federation, Babachir Lawal, seeking the disqualification of the gubernatorial candidate of the All Progressives Congress, Abubakar Audu, from contesting the forthcoming governorship election in the state. Mr. Audu won the primary election of the APC on August 30 amidst calls by some Nigerians that fielding him as candidate was a negation of the ruling party’s anti-graft war. In a letter dated September 21, 2015, with reference number EFCC/EC/SGF/03/59, and titled “F.R.N Vs Abubakar Audu & 1 other Charge No: FCT/CR/115/ 2013”, the EFCC chairman wrote to the secretary to the government of the federation reminding him that Mr. Audu was standing trial for corruption. “The candidate was arraigned by the Commission for abuse of office, theft of public funds and money laundering during his tenure as Executive Governor of Kogi State between 1999 and 2003 at both Kogi High Court, Lokoja in 2006 and the Federal Capital Territory High Court, Apo Abuja in 2013,” Mr. Lamorde wrote. “The Lokoja case was stalled for six years on the account of frivolous interlocutory applications by the accused person, which has taken us twice to the Supreme Court and eventually decided in the commission’s favour on 23rd November 2012. “The trial effectively continued in 2013 with the filing of fresh charges in Abuja. Eight prosecution witnesses have so far given evidence and 166 exhibits tendered at the proceedings, while the case adjourned till 14th October 2015 for continuation of trial. “We are genuinely concerned that the trial will be suspended for another four years if Prince Audu emerges as Kogi State Governor, similar to the situation of Governor Ayo Fayose of Ekiti State. “While not being unmindful of the constitutional presumption of innocence of all accused persons until proven guilty, we are nevertheless greatly concerned that swearing in of another accused person as Executive Governor in Nigeria may not be in consonance with the current anti-corruption policy of the new administration.” In conclusion, Mr. Lamorde cautioned that allowing Mr. Audu to contest on the ruling party’s ticket might undermine the administration’s fight against corruption, especially in the eyes of the world. “This may negatively impact our perception by the international community and give rise to scepticism and even cynicism,” the EFCC boss wrote. Mr. Lamorde’s letter appeared a re-enactment of former EFCC chairman, Nuhu Ribadu’s advisory letter to political parties in 2007, seeking the disqualification of some political office seekers for their involvement in corruption. But upon receipt of Mr. Lamorde’s advisory letter, the SGF, Babachir Lawan, immediately wrote to the national secretariat of the APC the following day, urging it to take “necessary action”. In a letter dated September 22, 2015, referenced SGF.30/ S.11/T, the SGF said “I wish to forward the attached document from the Economic and Financial Crimes Commission (EFCC), on the above subject matter for your information and action”. OBASANJO CAUTIONED AUDU ON ACQUISITION OF PROPERTIES In a similar charge on corruption against the Kogi APC governorship candidate, former President Olusegun Obasanjo wrote to Mr. Audu on October 5, 2001, cautioning him on some acquisitions of prime landed properties abroad while in office as governor. Mr. Obasanjo confirmed to PREMIUM TIMES on Friday that he actually wrote the letter to Mr. Audu, and that the copy of the letter obtained by this newspaper was genuine. PREMIUM TIMES reliably gathered that the former president also wrote to the Independent Corrupt Practices and Related Offences Commission, and the then National Security Adviser, NSA, Aliyu Gusau, directing them to investigate Mr. Audu in relation to foreign assets acquisition as a sitting governor. Mr. Obasanjo based his advice to the ICPC and the NSA on a notification he got from the British Home Office. While responding to PREMIUM TIMES’ question on his various corruption cases, Mr. Audu said in a recent interview that the matter was before the court, and that no case had so far been established against him. “This is a matter that is already before the court, and it will therefore be a contempt of court for me to disclose what happened in the court. “But as far as I am concerned, they have not established any prima facie case against me in the past 12 years,” Mr. Audu said. When contacted, the National Publicity Secretary of the APC, Lai Mohammed, said he was not aware of the issue as the letter was not addressed to him. He explained that he was not aware that the issue was discussed at any meeting of the National Working Committee. The National Secretary of the APC, Mai Mala-Buni, neither answered several telephone calls made to him nor responded to a text message seeking to know the action his party took regarding the letter from the EFCC cautioning against fielding Mr. Audu as governorship candidate.
