What does it take to submit a nigerian film for oscars consoderations?

What are the steps involved plus requirements needed by a nigerian filmmaker to present his nollywood movie to the AMPAS for awards consoderation in the 'best foreign movie' category?

Must the nigerian government or any other film body/authority be involved.

Is there a maximum number of film slots per country or whatever?
