Dear fellow clerics and religious in Christ,
I know that most of you are hard-working and striving for holiness like I am. Most of us have our little sins we strive to conquer but sometimes fail. Maybe even a few among us are saints, although I doubt I am. Every day, we pray and we strive to help the people of God in our assigned ministry, be that a parish, school, seminary, chaplaincy, chancery, further studies, etc.
Resign if Breaking Promises of Celibacy
However, some among us have greatly broken their promises of chastity, and others have turned a blind eye or covered up. These men lower the priesthood, create credibility problems for the Church, and most of all harm each member of the people of God.
If you are sexually active as a priest, religious or bishop, please realize the gravity. It is not an act where you say, “I love you,” to the person you’re sinning with, but an act where you say, “I despise you!” to the whole Church and each of her members. You promised fidelity to the Church like a husband promises fidelity to his wife. Infidelity is unacceptable. If you are sexually active, please resign your position now!
(Obviously, I don’t include spousal sexual activity of deacons, Eastern-rite priests, and former Protestants ministers with the proper dispensation.)
Every day you remain in ministry, the people of God suffers. It is a shame that the people of God have to find out about sexually active priests, especially priests who are sexually active in ways that wouldn’t even be moral in marriage. Don’t kid yourself that the promise of celibacy was only that you wouldn’t get married or wouldn’t have a kid; you promised no sexual activity, period, ever, with a woman, a man or a child.
If your sexual activity was a consensual one-time failure with a consenting adult, there may be the opportunity for you to return to ministry after dealing with whatever underlying issues allowed you to fall so grievously. If the activities was with a minor, nonconsensual, or habitual, please inform your Bishop so you can be removed from the clerical state. If you are a bishop, please retire and explain why in your letter of resignation to the Pope. If it was nonconsensual or with a minor, please also turn yourself into the police.
Continence is possible. Millions of priests and religious have lived fruitful and healthy lives of continence before you and many continue to do so.
Resign if Covering Up
If you have ever covered up for a sexually active clergy or religious, also please resign your position! You harm the body of Christ by having such men continuing as priests. Some cases may be small where you can come back into ministry later on, but please excuse yourself from any position of authority for life. Other cases will require removal from the clerical state and/or jail time.
If you think that you cover up to protect the institution, stop now! I can maybe understand how someone might have thought this in a misguided way long ago but now we know the cover up of these sins is the biggest stain on the credibility of the institution. A cover-up might look a little nicer short term but on the medium to long term, it is absolutely disastrous.
If you are part of any kind of network of priests who hide each other’s sexual sins, please not only resign but reveal the others.
If that doesn’t motivate you, please think of your eternal destination. Jesus will forgive any sin if we go to him with sincere repentance, and welcome that former sinner into Heaven. However, if we have mortal sins we do not repent of, Hell is the result. I sincerely hope all of you convert so as not to perish.
For the Rest of Us
I hope that only a minority of priests have been sexually active or covered up for others. So, the rest of us might ask what we can do? I think we need to cooperate with any investigation: by bishops, by lay people, or by civil authorities. We can also inform the proper ecclesiastical – and in some cases civil – authorities about any priests or bishops doing what was described above. (If you don’t feel safe talking to your own bishop, the best option for ecclesiastic issues is to
contact the Apostolic Nunciature in the USA .)
We cannot let this problem continue. We must end the secrecy and silence. We must stop using euphemisms like “boundary violations” for serious sexual misconduct. “Boundary violations” are supposed to refer to things like arm wrestling a teenager or driving alone with a woman outside our family, not sexual assault.
The Church needs a cleaning and it’s going to be difficult. Nonetheless, we will end up far better if we do a thorough cleanup now rather than stop and be satisfied with a superficial resolution. Unless we dig deep and clean our whole house up, these problems will flare up again. We cannot let this happen. We must clean house today!
Never Lose Hope
In this situation, we should never lose hope. The church survived through the Renaissance papacy and the following years brought out some great saints like Thomas Moore, Ignatius of Loyola, and Teresa of Avila. We are each call to be saints in our own way. Holiness has always been and still is the ultimate solution to all the ills of the Church.
Not only do we have the historical record to show the church survived, we have the promise of Jesus who says, “I am with you always, to the close of the age.” (Matthew 28:20) Times like this should be a reminder to cling closer to him.
Seeking holiness and clinging to Jesus should not take our eyes off the need to clean up our own house. If each of us promised chastity in the ordination rite or profession, we should uphold our own chastity and help others live theirs. At times, this includes holding others accountable for their failings in this or their hiding of others in this regard.
The Church is the bride of Christ. Let’s strive to make her as spotless as possible. Sacred Heart of Jesus, have mercy on us.

Former Manchester United coach Eric Harrison is dead. Harrison was diagnosed with dementia in 2014 and spent his final few months in a nursing home. During his 27 years as youth-team manager at United, he nurtured the likes of David Beckham, Ryan Giggs, Gary Neville and Paul Scholes into first-team players.

Harrison was awarded an MBE for his services to football in the 2018 New Year Honours. Gary Neville paid tribute to Harrison in a heartfelt post on Twitter on Thursday morning.

records 62.48% 5 Credits in English, Maths

The National Examination Council (NECO) has released the 2018 November/December Senior School Certificate Examination ,SSCE, with a 62.48%  candidates scoring at least five credits and above in both English Language and Mathematics.

This was made known by the Acting Registrar of NECO, Abubakar Gana, in a statement on Friday.

According to him, while 44,497 candidates got either distinction or credit in English Language, 47,151 candidates got either distinction or credit in Mathematics.

He said 47,031 candidates got five credits and above, irrespective of English Language and Mathematics.



Polytechnic education in Nigeria is just sheer waste of time n years.After acquiring certification ,for a period of 5 YEARS while some of your counterparts in the university acquires theirs just 4YEARS,isn't it clear enough that polytechnic system of education shouldnt be an afterthought. Hardly,you get job with the certificate,Hardly you ,work or discharge your duties in civil service without fear or favour,u are restless,u know,because a career bar is place against u.........It is a sorry case! Imagine equal salary at the beginning then varied termination points!
mind u,these catogory of persons are growing in service n career development with experience too.
I suggest, a legal action should be instituted to put an end to this injustice.let it be challenged in a court of competent jurisdiction.Poly lecturers should consider this ,as a last option to address this dichotomy.
Alternatively,If for one valid reason ,that dichotomy should exist,then lets the duration of study be revert by FG to that of NCE 3years programme to properly satisfy exchange of the contents of scheme service to justify the dicothomy....

THE Federal Government has clarified that the partial removal of dichotomy between the Higher National Diploma (HND) and Bachelor’s of Science (B.Sc) degree by the National Council on Establishment.

Head of Civil Service of the Federation, Mrs Winifred Oyo-Ita, speaking on Thursday in Abuja, noted that the resolution of the Council was that an HND holder could now enter into public service on Grade Level 08, the same entrance level for B.Sc holder.

She, however, explained that the HND graduate cannot rise above level 14 except such a person acquires an additional degree for his or her conversion to officer cadre that terminates at Grade Level 17.

The Head of Service made the clarification while briefing newsmen on some of the achievements of her office under the Change Agenda 2015-2018.

She said: “This issue of HND/B.Sc dichotomy came up after the last National Council on Establishment and I think a lot of people are still confused about the policy. What was approved by the Council was that henceforth the HND holder can enter at the same level with B. Sc, which is level 08.

“But the issue of where they stop still remains that they will terminate at Grade level 14 unless they are able to acquire additional relevant degree that can now convert them to officer cadre,” she said.

Oyo-Ita, also discussed that her Office has settled out of court the outstanding promotion examination for Deputy Director, Administration, involving 97 officers, which has been pending for the last three years.

She said the promotion examination to the post of Director, Administration, was subsequently held in collaboration with the Federal Civil Service Commission (FCSC) at the Public Service Institute of Nigeria on 18th January 2018.

She noted that in the areas of promotion and conversion of pool officers between 2016 and 2018, about 10,735 officers were promoted, 872 converted while over 4525 officers are awaiting the results of 2018 promotion exercise.

She said in line with the commitment of President Muhammadu to reposition the Federal Civil Service, Federal Civil Service Strategy and Implementation Plan (FCSSIP) 2017-2020 was developed by her office and has since been approved by the Federal Executive Council in 2017.

She said the implementation of the strategy has recorded laudable achievements, especially in the areas of capacity building, automation of processes, culture and attitudinal change as well as public-private-partnership, which were the major challenges confronting the Service.

Head of Service noted that while a total of 48, 210 staff have benefited from various training programmes and workshops between 2015 and 2018, arrangements have been concluded for with the Management Development Institutes (MDIs) to jointly deliver Structured Mandatory Assessment-based Training Programme (SMART-P), Leadership Enhancement and Development Programme (LEAD-P) and Induction Training under the FCSSIP 2017-2020.

She disclosed that SMART-P training for the first batch of 1,500 officers would commence in March 2019 while the capacity fan gap assessment of Civil Servants has commenced with an online survey across the Service.

The National Identity Management Commission (NIMC) says Nigerians will begin to pay for the issuance of national identity card in 2022.

Aliyu Aziz, NIMC director-general, made this known at the reform seminar on National Digital Identity Ecosystem Strategic Road Map for enrollment of Nigerians and legal residents into National Identity Database (NIDB) in Abuja on Thursday.



“The National e-ID Card can only be issued to Nigerians registered into the national identity system and legal residents who have attained the age of 16 years and above but the national identification number (NIN) is assignable to Nigerians only,” NAN quoted him to have said. “As a government, we recognise the huge importance of moving towards a digital government, therefore, we must embrace and harness the potentials inherent in digital identity to build and develop our country.

Persons Eligible for the National e-ID Card
Unlike the National Identification Number (NIN) which is assignable to all Nigerians and Legal Residents without any age restrictions, the National e-ID Card can only be issued to Nigerians registered into the National Identity System and Legal Residents who have attained the age of 16 years and above.

Functions of the New National e-ID Card
The e-ID card has provisions for 13 applets out of which five (5) is activated at the point of
collecting the card.

The five (5) active applets are:

Electronic Identity Information (e-ID)
EMV Payment
Verification – Match-on-Card
Security – Electronic Public Key Infrastructure (ePKI)
Travel – International Civil Aviation Organization (ICAO)
The remaining eight ( applets will be implemented in subsequent phases. These are:

e-Health Application
e-Pension Application
e-Voting Application
e-Taxation Application
e-Drivers’ License Application
e-Transport Application
e-SIM Application
e-Insurance Application
The applets are designed to facilitate interactions of individuals with Government and with Institutions using the National e-ID Card to be able to assess wide range of services. The card is smart and trendy with relevant security features to forestall fraudulent activities.


“Nations all over the world and in particular, developed countries have utilised identity as a foundation to transforming governance and enhancing service delivery in the areas of healthcare, agriculture, voting, transportation, financial inclusion, access to basic service and welfare programmes.” Aziz assured Nigerians that no one would be denied government services on account of not having the national identity number (NIN).


He said the NIN can be retrieved on all mobile networks using *346# and pressing one if the phone number enrolled for NIN registration is used. He said the other option would be to dial *346#, press two and input some registered details.

“Note that using this service attracts a N20 fee only deducted from your phone credit balance,” the NIMC boss said. According to him, the e-ID card will integrate existing identity database into government institutions and enable everyone to also receive a multipurpose ID card.

In what could easily pass off as another work of fiction, a Ugandan woman who is just 37-years has placed herself in the record books after giving birth to 38 children. She is said to have started giving birth at the age of 13.

Lost along the way, a boda boda rider offers to lead me to her home since they know her by her unique name.

Nalongo Muzaala Bana (the twin mother that produces quadruples) is what Mariam Nabatanzi Babirye goes by where she resides in Kabimbiri village, Mukono District.

An overcrowded neighborhood with children running all over welcomes me to Nabatanzi’s home.

At 37, Nabatanzi has 38 children whom she has delivered from home except the last born who is four months old. She was delivered by caesarean section. Among her children are six sets of twins, four sets of triplets, three sets of quadruples and single births. Ten of these are girls and the rest are boys. The oldest is 23 years old while the youngest four months.

Eager to tell her story, she takes a minute before getting into it, tilting her head lost in thoughts. She was married off at 12 years of age after surviving death; allegedly at her stepmother’s hands who apparently pounded glass and mixed it in the food she gave Nabatanzi and her four siblings. Fortunately, she was away unlike her siblings who ate the food and died on the spot.

Married off

Nabatanzi breaks down when she recalls what she went through upon getting married. In 1993, she was married off to a 40-year-old man.

“I did not know I was being married off. People came home and brought things for my father. When time came for them to leave, I thought I was escorting my aunt but when I got there, she gave me away to the man.”

Being only a young girl, she found marriage a difficult task in the new family. “My husband was polygamous with many children from his past relationships who I had to take care of because their mothers were scattered all over. He was also violent and would beat me at any opportunity he got even when I suggested an idea that he didn’t like,” she recounts.



Starting a family

Her father-in-law gave them a piece of land to start their family, a family for which she planned to have six children.

In 1994, when she was 13, Nabatanzi gave birth to twins. Two years later, she gave birth to triplets and a year and seven months after that added a set of quadruplets. This, she says was nothing strange to her because she had seen it before in her lineage. “My father gave birth to 45 children with different women and these all came in quintuplets, quadruples, twins and triplets,” she says.

Indeed, Dr Charles Kiggundu, a gynecologist at Mulago Hospital and President of gynaecologists and obstetricians, says it is very possible for Nabatanzi to have taken after her father. “Her case is genetic predisposition to hyper-ovulate (releasing multiple eggs in one cycle), which significantly increases the chance of having multiples; it is always genetic,” he explains.

By her sixth delivery, Nabatanzi had had 18 children and wanted to stop, so, she went to see a doctor at Namaliili Hospital.

The problem

The doctor told Nabatanzi that she could not be stopped then because she had a high ovary count which would eventually kill her if she stopped.

“Having these unfertilised eggs accumulate poses not only a threat to destroy the reproductive system but can also make the woman lose their lives,” Dr Ahmed Kikomeko from Kawempe General Hospital explains.

“I was advised to keep producing since putting this on hold would mean death. I tried using the Inter Uterine Device (IUD) but I got sick and vomited a lot, to the point of near death. I went into a coma for a month,” she explains.

At the age of 23 with now 25 children, she went back to hospital to try and stop. “I was checked in at Mulago Hospital and advised to continue producing since the ovary count was still high.”



No way to stop?

Kiggundu explains that women’s ovaries are at times suppressed and stopped from ovulating. “The suppressed eggs later pile up and are released at once and here, the higher the chances of fertilizing many eggs, the higher the chances of all of them dying, Nabatanzi was lucky,” he says. “She must have been super ovulating, releasing many eggs in a cycle.” He adds that Nabatanzi could have been helped if she had really wanted to stop producing, but some people are not well informed.

At the birth of her four-month-old child who was delivered by C-section in December last year, she says; “I asked the doctor to stop me from more births and he said he had ‘cut my uterus from inside’. This was my only Cesarean delivery because I was still weak from the sickness I suffered when I tried to use an IUD.”

Kiggundu says this was most likely tubal ligation. “With tubal ligation, the tubes are blocked, a permanent method of contraception in women, but they would continue having their menses,” explains the gynecologist.

Hurdles in marriage

Nabatanzi’s 25 years in marriage have been characterised by humiliation and torture. “I have been tortured countless times by my husband; he beats to the pulp when I try to reason with him over any issue, especially when he gets home drank. He does not provide for basic needs and welfare of the family; the children hardly know who he is since he is an absent father who gives his children names over the phone and not physically,” she says.

Charles Musisi, 23, her eldest son says their father disappeared and they have grown up only with their mother’s love.

“I can comfortably tell you that our siblings do not know what father looks like. I last saw him when I was 13 years old and only briefly in the night because he rushed off again,” he says, adding that they do not know the happiness of living with a father and they only rely on their mother as their both mother and father.

Nabatanzi says her husband spends close to a year without coming home and when he does, he just sneaks into the house late in the night and leaves very early in the morning.


“I carry these humiliations because my aunt advised me to always endure in marriage and have my children as the center of focus. She advised me not to produce children from different men.”



The education challenge

Nabatanzi is optimistic about seeing her children through school, something her father could not do for her. Despite being a Primary Two dropout, she has managed to educate her children.

One of her first born twins has a certificate in nursing and the other in building although they have not found jobs yet.

Two of her other children are in Senior Six, three in Senior Five, Four in Primary Seven, and four in Senior One. The rest are between baby class and Primary Six.

“I am hopeful that my children will go to school because they all have big ambitions of being doctors, teachers and lawyers; I want them to realise these dreams, something I was not able to do.”

Nabatanzi does not have a garden or land to farm, so she has to buy food to feed her children and this is her biggest expense.

“Everything is solely from my pocket; I buy 10kg of maize flour a day, four kilogrammes of sugar a day and three bars of soap. I need to have Shs100, 000 at the least on a daily basis to have the family catered for. God has been good to me for they have never gone a day without a meal,” she says. Nabatanzi is in the process of gathering money to connect piped water she can sell since water is a big problem in the area, with a jerry can costing Shs800.

David Kazimba, who fetches her water, says he gets her 15 jerry cans of water a day. “She is a social person I have known for the last eight years. She is a hardworking and caring woman. At times, people mock her because of her many children but she just ignores them,”he says.

To meet her expenses, Nabatanzi administers local herbs for various illnesses – which she says she has done since she was a young girl- and doing casual work such as plaiting hair, decorating at events, and styling brides.

“I do not despise any job as long as it brings in some money. Feeling sorry for myself is something I dropped because I know these children are a gift from God that I have to treasure, so I try my level best to fend for them.”

The main worry

Nabatanzi’s five-year-old son who was diagnosed with a heart problem early this year worries her as she has to spend Shs120, 000 a week to buy him medicine. “In January, the doctors at Mulago Hospital advised me to raise Shs35m in nine months to have him taken to India for an operation. Since I do not have this money yet, I buy him medicine to help him cope in the meantime,” she says.

Nabatanzi finds solace in her children as the family she never had while growing up. “I wish I could get a helping hand to help me with my children’s schooling, which is my major concern. I stopped looking to my husband for anything. I’m only focusing on raising my children and I am determined to do,” she explains.

Home care

The older children help with their siblings and the general home administration. “I enjoy taking care of my children myself though. My children are my joy and I pride caring for them. I cook, wash and bathe them with ease. Children grow better under a mother’s love and care,” she says.

Health.

Nabatanzi says she delivers her children naturally and she has always felt fine after each delivery until her recent C-section birth after which she started to develop backache after doing some home chores.

“My daughter who studied nursing used to take care of me during pregnancy. Eventually, I learnt how to do this, so I have not had any difficulties or complications with my pregnancies,” she explains.

Expert view

Gynaecologist Dr Charles Kiggundu, refers to Nabantanzi’s ability to conceive so many multiples as “genetic predisposition to hyper ovulate”.

He explains;“It is an increased likelihood of having children in multiples (twins, triplets, quadruplets…) based on a person’s genetic makeup. It results from specific genetic variations that are often inherited from a parent.

In some cases, women ovulate more than one time consecutively, but in other cases they release more than one egg at the same time, leaving room for the fertilisation of released eggs. When that happens, each one develops within its own sac in the womb; hyper-ovulation naturally is hereditary.”

How common it is

I have not seen many of such cases in Uganda; the highest I have seen are twins and one case of triplets, but scientifically this condition is real.

Risks and solutions

The higher the number of eggs fertilised, the higher the risk of losing all children (miscarrying). Going for anti-natal care during pregnancy helps to have the situation monitored closely, doctors can help.

Although a person’s genetic makeup cannot be changed, some lifestyle and environmental alterations (such as having more frequent disease screenings and maintaining a healthy weight) may help ward off opportunistic health problems.

Advice to women

Nabatanzi says a woman is respected by the way she handles her family and having to settle in her marriage containing all that is there since this is her pride.

“There are no easy marriages; women should be patient because even our great grandmothers did not have a smooth one. They should be patient as there is always a lot to deal with in marriage and it is the patience that heals time, mine is to take care of my children which I am doing happily,” she says.



Advice to men

“Do not forget your responsibility because marriage is a joint responsibility to raise these children. “I cry deeply in my heart wondering whether I produced these children on my own.”

She further urges men to stop marrying off their children for quick money and gains as this not only affects them but also their children.

“I was told Germans make agreements with their government to deduct monthly tithe from their salaries and forward it to the church and this money they use to build and renovate their churches,” he added.

TIPS ON HOW TO OVERCOME GOING LATE TO CHURCH​

1. Iron all your outfit before preparation day

2. Polish / clean footwear before sunset on preparation day.

3. Get your Bible/ handbook/ tablet/ bags etc ready at one place.

4. Get your offering also ready.

5. Sleep early.

Avoid the above saying. Get there early and let someone come and meet you. Don't forget you are also someone.

8. If it takes you 15 minutes to drive/walk to the Church, always make allowance for extra time for in case of anything. For instance, if service is 8 AM and it takes you 10 minutes to drive/walk to Church, it's always better to leave home 7:40.

9. Don't give room for friends and relatives visit you few hours to fellowship. If they come when you are preparing to church, take them along (to Church) or make them wait until you are back. They are not more important than God.

"Always remember that it is the Lord your God who gives you the ability to produce wealth." (Deut. 8:18) Rather than feeling "I'm giving God 10% of my money," realize God is letting you keep 90% of HIS money. Without God's help, you would have nothing.

5. Because tithing expresses your gratitude to God for helping you earn income!
"How can I repay the Lord for all His goodness to me?" (Ps. 116:12) Here's the answer: "Each of you should bring a gift in proportion to the way the Lord your God has blessed you." (Deut. 16:17)

6. Because refusing to tithe is stealing from God!
If you don't tithe, God says you are using money that rightfully belongs to Him. "God says: "Will a man rob God? Yet you are robbing me!' But you ask, 'How do we rob you?' God says: 'In tithes and offerings. Bring your whole tithe to My house.'" (Mal. 3:8-19) (God has a right to whatever He asks for from you.)

7. Because tithing gives God a chance to prove to you that He exists and wants to bless you!
"Bring me your tithe. Test me in this," says the Lord, "and see if I won't throw open the floodgates of heaven and pour out so much blessing that you will not have room enough for it, I will prevent pests from devouring your crops and the vines in your fields will be protected from plagues."

This is one of the most amazing promises in the Bible. God actually offers you a challenge. He says "I dare you!" Start tithing and watch what happens!" He not only promises to bless you with more, but He also promises to protect what you already have! In the Bible, tithing is the only way given that you can prove God exists. Start tithing and get ready for God's amazing blessings!

"Just as you grow in everything in faith, in speech, in knowledge, in earnestness and love...see that you also grow in the grace of giving." Many Christians remain spiritual babies because they disobey God by not tithing.
