Nigerian University Student Suspended For Calling Vice Chancellor 'Foolish' On Facebook

A student of Akwa Ibom State University (AKSU), Ikot Akpaden, has been suspended “indefinitely” from the school for allegedly calling the university vice chancellor ‘foolish’ on Facebook.

The student, Joy Nkanang, was in her second year in the department of performing arts before her suspension on May 9.

Ms Nkanang, from Akwa Ibom State, on May 5 made the following post on Facebook: “AKSU what is happening? A dry cleaners shop was robbed last night along college road….”

Ms Nkanang’s Facebook post, PREMIUM TIMES learnt, was about the increase in cult activities and insecurity around the university campus.

The post attracted some comments, including one Facebook user calling for a protest against insecurity in the university.

“No…. we don’t want to spoil the schools image…. foolish vc,” Ms Nkanang wrote on the social media site, in response to the call for protest.

The university’s attention was drawn to her “foolish vc” comment which the authority, in the suspension letter, described as “gross misconduct” and a “breach of matriculation oath”.

Ms Nkanang would remain suspended from studies and barred from entering the campus until the conclusion of investigation on her case, the university said.

The suspension letter, signed by the school registrar, John Udo, said Ms Nkanang admitted before a meeting with university officials that she did call the vice chancellor foolish.

But a source who witnessed the meeting proceedings said the student was not allowed to make any comment when she appeared before the officials.

“They just asked her where she’s from in Akwa Ibom and who her father is.

“At the end of the meeting, they told her she is dismissed from school. She knelt down and begged, but nobody listened to her,” the source said.

Ms Nkanang declined comment when PREMIUM TIMES contacted her, Friday evening.

Akaninyene Ibanga, the spokesperson of the Akwa Ibom State University, told PREMIUM TIMES, Friday evening, Ms Nkanang may be recalled or expelled from the university when the case is “determined”.

Mr Ibanga said the suspended student is yet to be invited to appear before a disciplinary committee of the school.

Eno Ibanga, a professor, is the vice chancellor of the university which is owned by the Akwa Ibom State Government.

In a bid to stop the wanton diversion of local government allocations by state governments under the guise of joint account principle, the federal government, Nigerian Financial Intelligence Unit, NFIU has warned that the June 1 takeoff date of the new regime on cash payment remains sacrosanct.

The government, through the Nigerian Financial Intelligence Unit, NFIU, said in a statement on Wednesday in Abuja that it would not go back on its decision to ensure that all allocations to LGAs in the country must hit their accounts directly and any payment above N500,000 must be done via cheques or electronic transfer.

The statement signed by the Chief Media Analyst of NFIU, Ahmed Dikko, Warner that any view being expressed on the legality of the new directive by any institution, groups or individuals was of no effect, as the law had empowered the agency to ensure that local government allocations get to them.

The agency said: “The Nigerian Financial Intelligence Unit (NFIU) is using this second press statement on the above subject to reiterate its position that the 1st June effective date of the guidelines to all financial institutions and public officials on the local government funds stands.

“The Unit also maintains its understanding of the 1999 constitution that no debit is allowed on any local government funds unless and until the funds are credited to and reach the bank accounts of a local government in any state of the federation.

“The provision of the cumulative cash withdrawal not exceeding N500,000 per day is also firmly in place effective 1st June 2019.

“We observed isolated comments to the contrary in the past few days which in our assessment only amounted to wilful misinterpretation of the 1999 constitution and therefore, of no consequences to the operations of the entire financial system.

“The provision of the guidelines to the financial institutions was also on account of legitimate powers provided by the NFIU Act 2018 and any violations of the said guidelines will be sanctioned appropriately,” NFIU explained.

The House of Representatives on Wednesday abolished age discrimination against job seekers in Federal Government Ministries, Agencies and Departments (MDAs).

This followed the passage, by the lawmakers, of a “Bill for an Act to Eradicate the Age Discrimination against Job seekers in Federal Government Agencies,” sponsored by Sergius Ogun (APC, Edo) and Babajimi Benson (APC, Lagos).

The bill, which was read for the second time in 2018, subsequently passed third reading after unanimous adoption by the lawmakers and Speaker Yakubu Dogara.

Ogun, moving a motion for a third reading of the bill, said the new law seeks to ensure that no Nigerian job seeker is disqualified from government employment on the basis of age.

He noted that the bill, when enacted, would first take effect in Federal Government MDAs with the hope that private employers of labour would follow suit later.

“It is a key responsibility of we parliamentarians, as representatives of the people, to ensure that no Nigerian job seeker is discriminated against with regard to age in employment opportunities in Federal Government Ministries, Departments and Agencies (MDAs),” Ogun submitted.

The lawmaker added that the bill would also ensure that the fundamental human rights of job seekers are safeguarded while significantly reducing the spiralling number of unemployed graduates and school leavers on the streets.

He lamented that the incessant strikes by the Academic Staff Union of Universities (ASUU) has made it almost impossible for Nigerian university students to graduate within stipulated time, hence the necessity of the bill.

Meanwhile, Benson, a co-sponsor of the bill, pointed out that apart from age, sex, religion and ethnicity, were other variables in which discrimination is rampant in government employment.

He therefore called for the abolition of such barriers that “deprives qualified, energetic, and patriotic Nigerians the opportunity to fulfil their goals and contribute to societal development.”

In his contribution, Deputy Speaker, Yusuf Lasun (APC, Osun) argued that the major aim of the bill has been taken care of by relevant provisions of the 1999 Constitution as amended, which if enforced, could be taken advantage of by anyone affected by discrimination in government employment.

For House spokesman, Abdulrazak Namdas (APC, Adamawa), age ceiling for job seekers could only apply to societies with stable education calendar, not in Nigeria with recurring strikes, especially in public universities.

When put to voice vote by Speaker Yakubu Dogara, the bill was unanimously adopted and passed for third reading.

The chickens may be coming home to roost for state governors as the Nigerian Financial Intelligence Unit (NFIU) has made moves to tighten the noose on the disbursement and transactions around local government funds.

The NFIU, a creation of the National Assembly, became independent after the bill was passed and President Muhammadu Buhari assented to it.

Nigeria was on the brink of suspension from the Egmont Group, the global body of financial intelligence units, because the NFIU was not autonomous.

Now that the unit has been strengthened, there is hope for the democratization of financial dealings at the grassroots, as the diversion of local government funds had stifled development at that tier of government leading to all the attendant issues of insecurity, poverty and non-existence of local councils.

Instructively, there has been a clamour for the amendment of the Constitution of the Federal Republic of Nigeria so state governments loosen their grip on the local governments’ control and allow councils to provide the much-needed basic services to the people.

The establishment of local government was aimed at providing good governance and accountability at the grassroots, especially as it is the closest tier of government to the people.

Many attempts to amend the constitution had been frustrated by governors who usually usurp the powers of the third tier of government in order to have absolute control of the allocation and resources accruing to them, by hiding under the window of the joint account.

Over the past few years many state governors did not want the constitution to be amended to give autonomy to the local governments.

One of such ways was to ensure local government elections are not held to elect their executives. Rather, governors bypassed the law and imposed on the councils caretaker chairmen.

Ironically, just when some of these governors are out of office and have retired to the senate, they would be the first to join the agitation for autonomy for the local councils they shunned while in office.

This was what played out last Wednesday during plenary at the senate chamber when Senator Aliyu Sabi Abdullahi (Niger North) moved a motion on the Nigerian Financial Intelligence Unit (NFIU) and Local Government Finances.

Most of the senators were unanimous in urging the 36 state governments and the Federal Capital Territory (FCT) to fully implement the new Nigerian Financial Intelligence Unit’s (NFIU) guidelines for the promotion of good governance at the grassroots level. They also called on all financial institutions to support the implementation of the guidelines of NFIU with diligence and professionalism. The motion was adopted at plenary presided over by Senate President Bukola Saraki.

While moving the motion, Abdullahi explained that the new NFIU guidelines came as a result of the threats by international financial watchdogs to sanction Nigeria for alleged financial abuses. Part of the guidelines, according to the lawmaker which would come into practice by June 1, will limit cash transactions in the accounts of local governments to a maximum withdrawal of N500,000 per day.

”The new guidelines further provided that subsequent withdrawals must be by approved cheques or electronic payment channels to promote registered transactions by all the local governments,” he said.

The legislator, who is also the Senate Spokesman, emphasised that part of the advantages of the NFIU guidelines was to forestall suspicious transactions for terrorism-prone areas. He further said adherence to the guidelines would check vices of terrorism, proliferation of small arms, kidnapping, ethnic violence, cattle rustling and provide credible intelligence for law enforcement and national security.

In their contributions, majority of the lawmakers supported the motion, arguing that local governments across the country should be given full autonomy in order to rescue the third tier of government from being an appendage of the state over their monthly allocations provided by the Federal Government.

The legislators also urged the state assemblies to support the constitutional amendment that would deepen democracy at the local government level.

However, Sen. Jona Jang (Plateau) faulted the intellectual capacity and financial discipline of some local government chairmen, particularly in the north, to manage the monthly allocations effectively. He said most of them were not properly educated and therefore unfit to manage the funds.

In his ruling, Senate President, Saraki, stated that there was need for the National Assembly to engage state governors to allow local government autonomy. According to him, it is time for the country to try another system where LGAs will be independent of the state governments.

Saraki said, “We all talk about the local government administration which has been an issue of great concern for some of us who have had the opportunity to be governors and later legislators. I think it is clear like everything else that a few bad eggs tend to give the whole system a bad name.

“I think that apart from all this, there must be a kind of interface between the National Assembly and governors to let them understand the need for funding and allowing the local governments to have their autonomy. I think it is important because it is clear that this is affecting the local government administration.”

When the motion was put to a voice vote, it was unanimously adopted by the lawmakers. The Senate therefore urged the Federal Government to urgently fund the operations of NFIU to enable it earn the confidence and trust of Nigerians and its international partners. It also agreed that the NFIU’s guidelines would reinforce the existence of local governments as independent governments established by the constitution at the grassroots level, with sovereignty and elected officials directly from the people for their protection and welfare.

The NFIU’S intervention seems to be coming at the right time as it has tightened the noose on some complicit banks. It is on record that the NFIU had shown widespread abuse of the State Joint Local Government Accounts (SJLGA) by state governors.

FOR instance, a state governor is already on the watchlist for allegedly withdrawing about N10 billion from his state’s Joint Local Government Account (SJLGA) under the guise of addressing security challenges.

Much of the funds were withdrawn in cash on the orders of the governor. The alleged fraud was uncovered by the Nigerian Financial Intelligence Unit (NFIU) following suspicious transactions by the governor.

The banks which facilitated the withdrawals have been assisting security agencies, especially the NFIU, on how the fraud was perpetrated. Ongoing investigation by the NFIU has shown widespread abuse of the State Joint Local Government Accounts (SJLGA) by state governors.

The development was said to have informed the decision of the NFIU to ban banks, governors, other financial institutions, public officers, and relevant stakeholders from tampering with the statutory allocations of local government areas from the federation account.

It was learnt that although new financial guidelines by the NFIU would become effective from June 1, the agency has already put all the banks on notice to forestall last minute withdrawals from the joint accounts by governors.

The NFIU said as from June 1, 2019, any bank that allows any transaction from any local government account without monies first reaching a particular local government account will be sanctioned 100 per cent, both locally and internationally. According to a reliable source, the NFIU has retrieved a table of massive withdrawals by state governors from the joint account.

The source said: “Of all the instances at hand, we have a case of cash withdrawal from a joint account which was as much as N10 billion by a governor. This is a state with all sorts of insecurity. About N10 billion out of the N100 billion was recently withdrawn in suspicious circumstances.

“We have shared the intelligence with all relevant agencies. We cannot allow the trend to continue at all because whatever we are doing has global implications. Some agencies are already handling the case of the said governor. Before the international community comes talking to us, we have decided to act with the issuance of new guidelines.”

Senator Abdullahi, at a press conference after plenary, said he was motivated to sponsor the bill because of his passion and belief that local government is for sustainable development at the grassroots level and key to the existence the country.

According to him, “Contrary to what some people will always want us to believe that local government as the third tier of government should not exist, I disagree. I will continue to submit that we all need the local government if Nigeria must sustainably survive.

“But today the situation we find ourselves is such that the third tier is non-existent but only on paper and they are only being used to cart away funds anyhow they want and at the end of the day you go to the local government area there is no activity.

“So when the Nigerian Financial Intelligence Unit came up with this guideline which is aimed at providing the framework for managing cash in the local governments I was excited. I felt this is something that should not be buried.”

ABUJA – The Civil Defence, Fire, Immigration and Prisons Services Board CDFIPB has approved the abolition of dichotomy between holders of Bachelor’s Degree and Higher National Diploma in the Services under the Ministry of Interior.



This was contained in a statement issued Tuesday in Abuja and signed by the Secretary of the board Mallam

“The Board chaired by the Honourable Minister of Interior, retired Gen. Abdulrahman Bello Dambazau gave the approval at the Board‘s meeting held between 9th and 10th May, 2019 in Abuja.

“Consequently, a Technical Committee was immediately set up to work out modalities for the Implementation including the harmonization of ranks in accordance with the abolition”, the statement said.

US Authorities Arrest 50 in Alleged Marriage Fraud Scheme
U.S. authorities say they have arrested 50 people in connection with what prosecutors are calling a "large-scale marriage fraud scheme" aimed at circumventing immigration laws.
According to a grand jury indictment filed last week, the scheme operated out of the southern state of Texas and includes people located both there and Vietnam.
The court filings lay out an arrangement in which those wanting to gain permanent resident status in the United States paid between $50,000 and $70,000 to an organization led by Ashley Yen Nguyen.
Those people would then be matched with a U.S. citizen recruited by the organization, who would be given a cut of the payment, and in some cases would go on to recruit other citizens to take part in the scheme as well.
To make their immigration applications seem legitimate, authorities say the organization helped those involved create albums of wedding pictures and provided fake documents relating to taxes, utility accounts and employment records.
The indictment includes a range of charges against 96 people, including marriage fraud, mail fraud, immigration fraud, lying under oath and witness tampering.
"Marriage fraud is a serious crime," U.S. Citizen and Immigration Services Houston District Director Tony Bryson said in a statement. "USCIS remains steadfast in our commitment to ensuring national security, public safety and the integrity of the immigration system."
Prosecutors say the false nature of the marriages included spouses who have never lived together and do not intend to, ones who met briefly before applying for a marriage license if they met in person at all, and those who got married according to a financial arrangement worked out with Nguyen's organization.
The process for a U.S. citizen to seek permanent resident status for a spouse is extensive, with the USCIS asking for documents such as the marriage certificate, joint lease or ownership of property, a mixing of finances, and affidavits from people asserting the marriage is bona fide.
There are also multiple forms for both the citizen and the spouse to submit, and an interview for the couple, with warnings that providing false information is subject to criminal prosecution.

2019 recruitment: Over 500,000 applicants jostle for 3,200 vacancies in customs
The Nigeria Customs Service (NCS) says 524,315 applicants had successfully completed their application process in the ongoing recruitment exercise of 3,200 personnel by the service.

Joseph Attah, the public relations officer (PRO) of the service, disclosed this to NAN in Abuja on Monday.

NAN reports that NCS on April 17, opened a recruitment portal to fill vacancies of 3,200.

More than 90,000 persons had applied for jobs through the online portal less than 24 hours after the service announced the vacancies.

No fewer than 800 officers are to be recruited to fill vacancies for superintendent cadre, while 2,400 are to fill that of customs inspector and customs assistant cadre.

Attah told NAN that a total of 278, 582 applicants applied for the superintendent cadre while the remaining applicants completed the process for inspectorate and customs assistant cadres.

“A total number of people that registered is 828,333, but not all of them accomplished the process,” he said.

The spokesperson assured that the service would be fair and just in the screening of all the applicants.

Gunmen killed a priest and five churchgoers during mass Sunday in an attack on a Catholic church in Dablo, northern Burkina Faso, security sources and local official said.

“Towards 9.00 am, during mass, armed individuals burst into the Catholic church,” the mayor of Dablo, Ousmane Zongo, told AFP. “They started firing as the congregation tried to flee.”

The gunmen managed to trap some of the worshippers, he added. “They killed five of them. The priest, who was celebrating mass, was also killed, bringing the number of dead to six.”

The attackers set fire to the church, several shops and a small cafe before heading to the local health centre, which they looted and burnt the chief nurse’s vehicle, said Zongo.

A security source said between 20 and 30 gunmen carried out the attack.

Sunday’s attack was the latest of a series carried out against Christian churches in Burkina Faso.

Last Sunday, gunmen killed five people in an attack on a Protestant church in the small northern town of Silgadji.

The Trump administration has drawn out a new proposal to reform the legal US immigration system.

According to people familiar with the proposal, the administration wants to among other things end the Diversity Visa Program (Green Card Lottery) make E-Verify mandatory for all employers, and reform the asylum and detention laws to discourage migrants from traveling to the US border to seek refuge in the country.

A source briefed on the proposal told Politico that the administration wants to end the diversity visa lottery, which grants 50,000 permanent resident visas annually to nationals of countries with low immigration rates to the US.

The 50,000 visas to would re-allocated to employment-based applicants, the source told Politico.


The plan would also limit visas given to family member os US residents (which Republicans call rain migration) and re-distribute the visas to more merit-based immigration programs.

More than one million individuals become US permanent residents each year, with only 140,000 doing so through employment.

The rest get permanent residency as relatives of US citizens or permanent resident, as refugees, or through the diversity visa program.

The plan is being pushed by Jared Kushner, senior White House adviser and Trump’s son-in-law. Kushner has reportedly been working on the proposal for months.

The proposal is set to be unveiled in the coming days and sent to Congress, though experts say it faces near-impossible odds of passage as far-right hardliners of immigration say it does not reduce legal immigration, while Democrats have repeatedly said they will not support any immigration reform bill that does not include DACA protection.

The Joint Admission Matriculation Board (JAMB) has released the 2019 UTME results.

About 1,792,719 candidates sat for the exams, while 34,120 candidates had their results withheld for examination malpractice.

The Registrar of the board, Professor Ishaq Oloyede, who made the announcement in Abuja on Saturday also stated that 15,145 results were withheld for further clarification.

He said, for the 2019 UTME, 1,886,508 candidates registered including those who registered at the foreign centres.

“Out of this number, which excludes the Direct Entry candidates, 59,667 were absent. A total of 1,826,839 sat the UTME. Today, we are releasing the results of 1,792,719 candidates.

“Some 34,120 results are being withheld including the results of 15,145 candidates being further clarified as identical twins and siblings” Professor Oloyede added.

Palpable fear has gripped the residents of Benin city following the arrest last Wednesday of the Chief Priest of Okhuaihe shrine, Osarodion Usuanlele, the Ohen N’ Ukoni Neyedo by the police who detained him at the Edo State Police headquarters in Benin city. This was against the tradition and customs of Benin Kingdom that forbid the Priest from setting his foot on the city during the reign of an Oba. The action of the police, according to Benin elders was a taboo and it was responsible for the unusual rain accompanied by serious lightning and thunder in Benin on the day of his arrest. They argued that the gods must be appeased in order to avert danger in the kingdom following the clash of the People’s tradition and the law.


It was gathered that there has been a tradition since 1440 that forbids the Ohen N’ Ukoni from entering Benin, the abode of the Oba or seeing the Oba face to face and that when the Oba visits the abode of Ohen N’Ukoni, he would have to leave the domain until the Oba departs the area.

The Chief Priest’s shrine is located at Evbiekoi, in Uhunmwonde Local Government Area, and as part of coronation rites of a new Oba, he would have a symbolic wrestling match with the Crown Prince. Both of them would thereafter go in opposite directions never to see each other again once the Crown Prince becomes the Oba.

Trouble started last Wednesday when operatives of the anti-cultism unit, Edo State Command of the Nigeria Police reportedly stormed Evbiekoi community following a petition by one man said to be an ex-official of the banned Community Development Association (CDA) and arrested the Chief Priest.

The arrest has stoked controversy in the community as it was gathered that the intention of the petitioners by writing the petition which was declared as frivolous was to reduce the influence of the Chief Priest in the community.

Though the petitioners were said to have been arrested, fear has gripped members of the community that unpleasant occurrence may befall the community if the necessary appeasement of the gods were not made.

According to some elders in the kingdom, the unusual arrest of the priest was responsible for the unusual rain that fell on that day accompanied by serious lightning and thunder. They claimed that the way lightning and thunder struck on that fateful day was unusual in this early period of the rainy season and that was the first indication that something was wrong in the kingdom.

The arrested priest was said to have informed the police that he was not allowed to enter Benin City by tradition or there would be dire consequences to the kingdom but the officers were said to be adamant and were even said to have boasted that they could arrest anybody including the President. They were said to have forcefully brought him to the Command.

He was said to have insisted that he should be taken to any other police station outside Benin City but the policemen refused and chose to take him round the by-pass apparently to cut-off any link with the city centre where the Oba resides. This decoy has fuelled speculations that the policemen some of who were said to be from Benin were aware of the implications of their actions.

Before he was released, three dogs were reportedly slaughtered as sacrifices near the police headquarters. However, to completely cleanse the kingdom, a list of other items has been given to the police which include 14 native cows, tortoise, sheep, goats, cocks, among others.

Briefing reporters on the incident, Secretary of Evbiekoi community, Chief Paul Ajayi said: “The policemen shot sporadically and insisted on taking Chief Priest Usunalele to Benin City, despite pleas that the man does not enter Benin or he would die. A strange and mysterious downpour, accompanied by violent wind, thunder and lightning, were part of the signs of desecration. The Oba got the signs of desecration and presence of Ohen N’ UKoni, and sent emissaries to the Police Commissioner, Danmallam Abubakar, after confirming that the Chief Priest was in Benin.”

Meanwhile, it was gathered that the Police hierarchy has ordered the arrest and detention of the policemen involved in the arrest of Ohen N’ Ukoni to calm rising tensions in Benin as various youth groups were reportedly preparing to cause mayhem over the alleged desecration of the Benin culture.

But sources at the police command said the leadership was concerned about the veracity or otherwise of the contents of the petition before the arrest was made and whether necessary directives were given by the expected officers before the action. A senior officer simply described the action of the policemen as ‘foolish’.

Police spokesman, Chidi Nwabuzor, declined speaking on the matter, stating that he was waiting for the Commissioner of Police to address a news conference before making comments. Attempts to also reach the commissioner of police, Mr. DanMallam Abubakar to speak on the case have not yielded any result. A Source close to the command confirmed the incident but said that “everybody is being careful about the matter because of its sensitive nature”. As the Joint Admissions and Matriculation Board, JAMB, released the results of the 2019 Unified Tertiary Matriculation Examinations, UTME, a 15-year-old boy from Abia State emerged the best candidate by scoring 347 marks considered as the highest by board.

Similar, a 16-year-old boy from Abia State came second by scoring 346 marks just as a 17 year old from Osun State trailed behind with 345, considered by the board as the third best result in the 2019 UTME.

But the Registrar of JAMB, Prof Ishaq Oloyode, who announced this at a media briefing, Saturday, however, said the best candidate may not be admitted in the University of Lagos,which he chose as his first choice because of age.

He gave the names of the three best candidates as Ekene Franklin: Igban Emmanuel Chidiebube and Oluwo Isaac Olamilekan

Oloyode did not disclose the intended courses of the best performing students.

The Special Anti-Robbery Squad of the Imo State Police Command has arrested a 27-year-old single mother, Nneka Donatus, who allegedly sold her baby girl a day after putting to bed.

Also arrested were a level 12 civil servant at the state Ministry of Women Affairs, Ujunwa Udechukwu, 40; and Nneoma Onwusereaka, 37; who allegedly conspired with the single mother to sell the baby to a couple.

The mother of the baby, who spoke to Southern City News at the command headquarters in Owerri on Thursday, confessed that she used part of the proceeds to buy a phone, wrapper and slippers for herself.

She told our correspondent that she was not ready to keep the baby girl having given birth to five children already.

She explained that while she bought a phone, wrapper and slippers for herself, she wanted to use what remained of the money to start a business.

The woman, who spoke in her native dialect, said, “I sold my baby girl for N600,000 and used N15,000 from the money to buy a phone, wrapper and slippers and transported myself back home.

“I asked Nneoma Onwusereaka and her husband, who had the balance to use it to start a business for me. I have five children already and I am separated from my former husband.”

A civil servant, who was arrested in connection with the crime, said she was rewarded with N10,000 for connecting the buyer with the seller.

The 40-year-old civil servant admitted that she made a mistake, adding that the N10,000 was paid into her account the following day.

A police source told our correspondent that while the single mother put to bed on March 28, the day old baby was sold for N600,000 on March 29 at Ezinachi in the Okigwe LGA of Imo State.

According to the police source, the mother of the woman who sold the baby reported the matter to SARS operatives after the lady returned home without the newborn baby.

The source noted that the suspects were arrested at different locations in the state after some SARS personnel, led by their Commander, Victor Godfrey, activated the operational strategies of the unit.

The source added that the suspects would be arraigned at the end of investigation.

He revealed that husband to one of the arrested suspects was in 2013 allegedly sentenced to a five-year jail term for offences relating to child trafficking.

The state Commissioner of Police, Rabiu Ladodo, explained that his command was fighting hard to ensure that child trafficking, which he considered as a serious crime against humanity, was curbed in the state.

Autonomy: Senate backs new guidelines on LG operations

The Nigerian Senate on Wednesday backed the new financial guidelines issued by the Nigerian Financial Intelligence Unit (NFIU) on the operations of local government accounts.

The NFIU, domiciled with the Central Bank of Nigeria (CBN), issued the new financial guideline titled “Guidelines to Reduce Vulnerabilities Created by Cash Withdrawals from LG Funds throughout Nigeria effective 1st June 2019” on Monday.

The guidelines stated that joint account system in place in most states will only exist for the receipt of allocations but not disbursement.

Specifically the guidelines provide that the State Joint Local Government Account is only a collection account of funds to be shared to only Local Government Accounts in accordance with Section 162 (7) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) and not for any other transactions or purpose.
The guidelines also will limit cash transactions in the accounts of local governments to it daily maximum of 500,000 naira only and subsequent withdrawals must be by approved Cheques or electronic payment channels to promote registered transactions by all the local governments.

Senator Aliyu Sabi Abdullahi (Niger North), presenting a motion on the development, noted that issuance of the new guidelines is prompted by threats by international financial watchdogs to sanction Nigeria because of financial abuse.

He recalled that due to lack of autonomous status for the NFIU before and the alleged interferences with its operations by the EFCC, the Egmont Group had suspended Nigeria’s membership of the body in February 2017.

The Egmont Group is a global body of 155 financial intelligence units across the world which facilitates the exchange of financial intelligence, expertise and capability.

Senator Aliyu said the Federal Government was alarmed by the continuous pillage of cash allocated to local councils across the states by state government through the State Joint Local Government Accounts and the stark reality of poor governance at the grassroots third tier of government and its attendant role in the challenges of poverty, unemployment, rural banditry, kidnapping and other social vices.

Supporting the motion, Senator Ibn Na’Allah said, “If we succeed in executing this, 60% of corruption in Nigeria will be resolved. This will be a major landmark if the Senate decides to follow through its resolutions”.

“I support this motion and i urge my colleagues to do the same because it will boost the efficiency of local government governace in elevating poverty,” Senator Adamu Aliero said.

Senator George Akume said, “The time of Local Government governace has come and I believe we should come to their rescue to save them from the shackles of the state Governors”.

According to Senate President Bukola Saraki, “This is a very important Motion that addresses two things. First of all, we talked about the Local Government administration, which has been an issue of great concern.

“For some of us that have had the opportunities to be Governors and also Legislators, it is clear that a few bad eggs tend to give the system a bad name. Apart from all this, there must be an interface between National Assembly and the Governors.

“We should allow LGAs have the autonomy. I think it is important because it is clear that this is affecting the local governments administration. So, I hope that State Assemblies would be able to make the necessary arrangements but it would require working with the Governors.

“I think it is time the governors allow this to happen. We have been trying for a long time, clearly it is not working. It is better to try the full autonomy of the Local Governments and see how it works.

“I remember when we started this process, it took a lot of courage to push it through and we can now see the benefit in both the private sector with the international community now lifting suspensions. We are now beginning to see the value of the local and state administration.

“So, I would like to commend the NIFU to continue along these lines to ensure that there is a more transparent way of administration at all levels. I thank Sen. Aliyu Sabi for this. And the committee on Anti Corruption.

“Let all financial institutions agree, and all of us agree that we must follow these guidelines and let the local governments be autonomous”.

The Senate thereafter urged the NFIU and all financial institutions to support implementation of the new guidelines with diligence and professionalism, while also urging the federal government to urgently fund operations of the new NFIU so that they can work to earn the confidence and trust of Nigerians and it’s international partners.

The Senate also urged the 36 State Governments to fully support the implementation of the new NFIU guidelines to promote good governance at the local government areas and restore governance at the grassroots levels.

The Nigeria Labour Congress (NLC) and National Association of Nigeria Nurses and Midwives (NANNM) have threatened to embark on strike if government fails to pay their two-month salary arrears.

Speaking at the opening of this year’s International Nurses and Midwives Week in Abuja, National President of NANNM, Musa Mamman, explained that two months salaries of health workers, especially nurses and midwives were still being owed since after the strike embarked upon by NLC to demand implementation of agreements Federal Government earlier reached with them.

Mamman advocated a unified scheme of service for nurses and midwives and appointment of a substantive Director of Nursing Services in the Ministry of Health and payment of teaching allowance to their members on CONHESS 7 & 8.

Also speaking, NLC President, Ayuba Waba, said nurses were the backbone of any health sector and urged them to imbibe the spirit of teamwork.

Nigerian govt moves to sack unqualified teachers




The Minister of Education, Mallam Adamu Adamu, on Tuesday, directed the Teachers Registration Council of Nigeria (TRCN) to sack unqualified teachers across the country.


Adamu stated this in Jos, the Plateau State capital, during the 6th induction ceremony of 400 newly graduated teachers trained by the University of Jos.

The Minister, who spoke through the Registrar and Chief Executive, Teachers Registration Council of Nigeria (TRCN) Prof. Josiah Ajiboye, said “The Honourable Minister of Education Mallam Adamu Adamu has directed the Teachers Registration Council of Nigeria (TRCN) that after December 31 2019, all those teaching without the requisite qualification should be disengaged.”


According to him, “A task force will be constituted to enforce the order of the Minister of Education as from January 2020.

Admonishing the fresh members who were inducted at the ceremony, he, informed them that (TRCN) renews license of practising teachers every three years.

He encourages practising teachers to always attend refresher courses and seminars to enable them meet up with current trends and development in the teaching profession.


He maintained that the Council has taken serious steps in ensuring it gets rid of quacks in the teaching profession.

In his address, the Vice Chancellor of the University of Jos, Prof. Sebastian Maimako, emphasized the need for teachers to acquire requisite qualification in their career.

“Teachers have an important role to play to adequately prepare learners for their roles in the society for achieving the set national objectives.”

Prof Maimako was represented by Deputy Vice Chancellor Academics Prof Tanko Ishaya, told the registrar Teachers Registration Council of Nigeria that the graduands have acquired needed training to teach.

“They have acquired expertise skills and discipline in teaching that distinguish them from non-professionals in the classroom.”

Earlier in her address, Dean Faculty of Education University of Jos Prof. Rahila Gowon urged government at all levels and the private sector to partner with (TRCN) for employment of qualified teachers.

A total of 41 teachers already practising the profession renewed their practising licenses at the event.

Valentine Obienyem, media aide to Peter Obi, says the news making the rounds that his principal suffered heart attack is false.
The vice-presidential candidate of the Peoples Democratic Party (PDP) was reportedly admitted in a hospital in Anambra state and said to be under close monitoring, with plans to fly him abroad if his condition did not improve.
But in a statement on Tuesday, Obienyem described those behind the reports as liars.
“Yesterday, I posted a report of how the former Governor of Anambra State felt a bit feverish and had to visit a Hospital at Onitsha,” he said.
“I equally reported that he returned and went straight to office to continue his work. We spent the whole day planning on the focus of his next apostolate: support to 50 selected hospitals.
“Today, the reckless fringe twisted the report that Obi suffered a heart attack. I should believe that anybody capable of coming out with such a wicked and twisted lie is as well as wishing him dead. But the sooner they realize that God is the creator and custodian of all lives, the better for them.
“May I therefore use this medium to inform the public that Obi did not suffer any heart attack or any debilitating illness. He felt a bit feverish, which is one of the pangs of humanity, visited a hospital in Anambra State and that is all. Mr. Peter Obi is hale and hearty.”
Obi was the running mate of Atiku Abubakar, presidential candidate of the Peoples Democratic Party (PDP), in the February election.

A Europe-wide study published in The Lancet, monitored nearly 1,000 gay male couples over eight years, where one partner was HIV-positive and receiving antiretroviral (ART) treatment, while the other was HIV negative.

Doctors did not find a single case of in-couple HIV transmission within that time. This raises hopes that widespread ART programmes could eventually end new infections.

“Our findings provide conclusive evidence for gay men that the risk of HIV transmission with suppressive ART is zero,” said Alison Rodger, from University College London, co-leader of the research.

The researchers support the message… “that an undetectable viral load makes HIV untransmittable. This powerful message can help end the HIV pandemic by preventing HIV transmission, and tackling the stigma and discrimination that many people with HIV face.”

The study alone, the researchers estimate, helped to prevent around 472 HIV transmissions during the eight years.

More than 21 million people currently receive regular ART medication, which suppresses the virus—only around 59 percent of persons living with HIV.

Authors of the study noted that the average age of the HIV-negative men was 38. Most HIV transmissions occur in people aged under 25.

Individuals currently on ART must take medication almost every day for the rest of their lives, and treatment is often disrupted for a variety of reasons.

But the fact that couples can have unprotected sex for years without passing on the virus was still worth noting, experts said.

Since the start of the AIDS epidemic in the 1980s, more than 77 million people have become infected with HIV. Almost half of them—35.4 million—have died of AIDS

“Timely identification of HIV-infected people and provision of effective treatment leads to near normal health and virtual elimination of the risk of HIV transmission,” said Myron Cohen, from the UNC Institute of Global Health and Infectious Diseases.

“Yet maximising the benefits of ART has proven daunting: fear, stigma, homophobia, and other adverse social forces continue to compromise HIV treatment.”

Its findings add to an earlier phase of the study which looked at HIV transmission risk for serodifferent heterosexual couples in the same circumstances. It also found zero risk.

While 15 of the men among the 972 gay couples in this phase did become infected with HIV during the eight years of follow-up, genetic testing showed their infections were with strains of HIV acquired from another sexual partner.

HIV and the fatal opportunistic illnesses it provokes remain one of the world’s largest health crises despite much progress in recent years.

Traders at Johnson Street, near Main Market Onitsha, Anambra State have been counting their losses following an inferno that destroyed goods worth N50 million at the market.

The fire, which started at night, when activities at the market had closed and the traders had gone home for the day, consumed no fewer than 10 warehouses stocked with diapers, babies’ items, cosmetics and other goods.

The cause of the fire has not yet been ascertained, but there are insinuations that it might be some spark from an electric outlet or from a generating set near the place.

It took the efforts of security men at the market, youths and water vendors to prevent the fire from spreading to the main market. That would, no doubt, have been a disaster.

A security man at the market gate, Mr. Clement Orakwe said that the fire started about 8pm when he sighted some smoke from the market line. He thereafter rushed to the scene and noticed that the building was on fire, he said, adding that he promptly raised the alarm.

“When I noticed the fire, I raised the alarm and other security men and some youths from nearby residential houses rushed out. So we immediately contacted the fire service that is stationed at the main market. The people came with one truck but said that they did not have enough water and they left after exhausting the little water that they came with.

“We were helpless because if the fire was allowed to spread to the next building, the entire main market would have been consumed. So, we started calling the owners of the shops on phone, and some of them came immediately. Thank God for the water vendors whom we mobilised. They were the ones that fetched the water that we used to put out the fire with the efforts of other youths,” Orakwe stated.

A victim of the fire, Mr. Chima Kenechukwu, who deals in cosmetics and babies products, said that he was called on phone by some people that his warehouse was on fire. he regretted that before he could arrive at the market, his entire stock, amounting to over N6 million, had been razed.

“My surprise is that there is no electricity in the warehouse and nobody lives there. So the question is, how did the fire come into this place? We suspect that our neighbour who uses big generating set did not change over to electricity and when they restored electric power, there was a power jam or surge that led to the spark which caused the inferno,” he stated.

Another victim, Mr. Ugochukwu Agwunobi, also known as Ugobest, who deals in sporting equipment, said that he offloaded goods worth N15 million into the warehouse two days before the incident. He regretted that all the goods were destroyed in the infernor.

“I lost over N15 million worth of goods to the fire,” he bemoaned. “When I got the information about the fire and rushed to the market, it was too late, and I could not remove anything. I don’t know the cause of the fire. We are calling on government, the state and national emergency management agencies and other kind-hearted individuals and groups to please come to our aid.

“All I have toiled for years was gone within some minutes. How will I feed my family and provide for their needs? Where will I get money to start all over again? How can I survive this? But I thank God that there is life, and I know that help will come my way. If no help comes my way, then I’m finished,” Agwunobi lamented.

Mr. Emeka Ugwumba, also known as Dada, who deals in diapers, said he lost over N8 million worth of goods to the fire.

“It was about 8pm. I had just got home when a security man called me on phone and told me that my shop was burning. I thought it was a joke because it was just about an hour after I left the place. I called another security man at the market who confirmed the incident.

“So, I had to rush back to the market, and lo and behold, by the time that I got there, all my goods that I had just stocked in the warehouse were on fire. You can imagine how diapers would burn. Nothing was saved from the place. It was the efforts of the water vendors that stopped the fire from spreading to the other shops, because they were the ones bringing water that was used to stop the fire from causing more havoc.

“The loss is too much. Where will I start? I need assistance from the government, corporate bodies and individuals. The situation in the country now is difficult. Things are very difficult. We are talking about feeding. It will not be easy to start again without getting some support. That is why we’re begging the government and kind-hearted Nigerians to help us,” he pleaded.

The caretaker of the burnt warehouse Chief Wilfred Ibe, who sympathized with the victims of the fire, said he travelled outside the state when he got the information about the fire incident. He said he quickly rushed back to notice that the shops were completely burnt.

“We are calling on government to come to their aid because the goods burnt here are worth about N50 million. We condemn the attitude of the fire fighting officials at the market who said they had no water when they were called. So what is the essence of the fact that these people were stationed at the market if they don’t always have water to put out fire?

“We commend the efforts of the Hausa youths who were bringing gallons of water with their pushing trucks that was used to put out the fire. I also commend the traders and youths who stormed the place in the night to fight the fire and put it out. But for their efforts, it would have been a total disaster for entire main market,” Ibe said.

MAY 2, 2016 – Afeni Shakur, activist and mother of the late Hip Hop luminary 2Pac, passed away on May 2, 2016 after going into cardiac arrest at her Sausalito, California home. As they say, the apple doesn’t fall far from the tree and her son was no different.
Born as Alice Faye Williams in Lumberton, North Carolina on January 10, 1947, Afeni changed her name when she was 21, with Afeni being the Yoruba word for “lover of people” and Shakur being Arabic for “thankful.” At the time, she’d made the move to Harlem where she ultimately joined the Black Panther Party.

Through her activism, Afeni eventually became a section leader of the Harlem chapter. In April 1968, she and 20 other members of the Black Panther Party were arrested after being accused of conspiring with other members of the same party to carry out a series of New York City bombings.
Pregnant with 2Pac and facing a 300-year prison sentence, Afeni opted to represent herself in court and earned all 21 of them an acquittal. ‘Pac was born a few months later in June 1971.
As the story goes, ‘Pac became one of Hip Hop’s most celebrated MCs during the 25 short years he was on this earth. On September 7, 1996, 2Pac was gunned down at a Las Vegas intersection while stopped at a red light. He died six days later at the Las Vegas Medical Center.
In the wake of his death, Afeni established the Tupac Amaru Shakur Foundation, vowing to carry on her famous son’s legacy. She was instrumental in setting up youth art programs and a Performing Arts Day Camp for kids between the ages of 12 to 18, although she sold it shortly before her death.

Afeni’s memorial , which was held at the House of the Lord Church in Brooklyn’s Fort Greene neighborhood, brought out approximately 150 mourners, including former Black Panthers.
A member of the Queens chapter, Pamela “TJ” Hanna, told the Daily News, “Tupac got his inspiration from his mother and her comrades. He was raised by a specific group of people who had revolutionary ideas. That’s what made him so special.”
Afeni was 69 at the time of her death.

She was born in a small village in the Andes in Peru to a poor family in 1933.

At the age of five, her mother noticed her growing abdomen after she complained about having stomach pains.

Just weeks later on May 14, 1939, she gave birth to a baby boy via Caesaerean as her young pelvis was deemed to small for a natural birth.

When Gerardo was born , the doctor discovered that despite only being five years old, Lina had mature sexual organs and suffered from a a condition called precocious puberty.

Although the family have never spoken to the press, Lina's mother reportedly noticed that her daughter started having periods from the age of three.

After Lina gave birth, police arrested her father Tilburelo on suspicion of incest.

But he was later released by police due to a lack of evidence and to this day the true identity of the father has never been revealed.

Growing up, Gerardo always believed Lina was his sister but at the age of ten was told she was his mother.

Gerardo grew up healthy but died at the age of 40 in 1979 after suffering from a bone disease.

Lina is now 85 years old and still lives in Peru - however, she refused to ever sell her story as she wanted to live a normal life.

Ghanaweb says the alleged dead husband was seen with his 25-year-old girlfriend. The male himself is 55-years-old. The wife followed the couple to a guest house that they were staying in. The woman asked the manager about the bookings of both the husband and his girlfriend. The manager acknowledged that the couple was staying in the guest house the evening before.

The woman dialled the authorities to come to the area so that her story can be verified. When the authorities got to the area they found the couple passed away. The manager says that the couple came to the guest house intoxicated and “started kissing as soon as we gave them the keys but don’t know what happened next.”

A police commander told an interviewee of a local radio station that they went to the area when they received the phone call from the lady. When they got to the area, the couple had already passed away. “We believe their death was caused by over-excitement but we are still investigating,” says the police commander. The story of the woman saying that the husband passed away two years ago has not been verified yet.
