The controversies over the dichotomy between bachelor’s Degree and Higher National Diploma (HND) certificates in Nigeria may be far from being over, especially within the nation’s civil service.

The Nigerian government through the Office of the Head of Civil Service of the Federation (OHCSF) has reemphasised the existing dichotomy via a recently leaked letter.

In Nigeria’s civil service, holders of HND certificates awarded by polytechnics cannot rise above grade level (GL) 14 or become directors in the civil service until and unless they acquire additional academic qualifications such as a postgraduate diploma or master’s certificates as awarded by universities.

However, university graduates are statutorily qualified to rise to grade level (GL) 17 as the peak of their career in the civil service in the country.

The policy also affects employees’ entry level into the civil service. While bachelor’s degree holders are placed on GL08, those with HND certificates are placed on GL07.

The development has attracted complaints from many Nigerians including the leadership and members of the National Association of Polytechnic Students (NAPS), Academic Staff Union of Polytechnics (ASUUP) and the Senior Staff Union of Polytechnics (SSANIP). They described the policy as discriminatory and unfair.

But in September 2021, the Head of Civil Service of the Federation, Folashade Yemi-Esan, said the government was committed to ending the discrepancy. She, however, also clarified that the issue was yet to be captured in the Public Service Rules (PSR) but that it will be captured in the Scheme of Service that was being reviewed.

“It’s the Scheme of Service that describes entry points and things like that. And currently, we’re reviewing the scheme of service, it’s just that we did this first, and then we’ll do the scheme of service. So that’s where that will be reflected,” Mrs Yemi-Esan said at the time shortly after the Federal Executive Council meeting.


The HOS at the event announced some reforms in the public service rules including the introduction of paternity leave for men whose wives are delivered of babies.

What the new letter states
In a leaked letter addressed to the National Commission for Mass Literacy, Adult and Non-Formal Education (NMEC) by the OHCSF, the government insisted that the existing dichotomy still subsists.

The letter dated 1st August and marked HCSF/SPSO/ODD/E&WP/6481116/47 noted that “all HND holders terminate on SGL.14 in the Public Service; whether with or without Professional Qualification.”

Office of the Head of the Civil Service of the Federation, added: “Accordingly, holders of Higher National Diploma (HND) in Accounting and Professional Certificate of Association of National Accountancy of Nigeria (ANAN) without a Post Graduate Diploma (PGD) plus a Masters Degree or a degree in Accounting from a recognised university cannot be promoted into the Directorate level in the Public Service as stipulated in the extant Schemes of Service.”

The letter referred to a circular dated 12th April 2021 with reference; to HCSF/SPSO/ODD/NCE/CND.100/s.10/III/104, which clarifies “that professional certificates from bodies such as the Association of National Accountants of Nigeria (ANAN) or Council for the Regulation of Engineering in Nigeria (COREN) are no longer acceptable as a qualification to climb the civil service cadres.”

However, the professional certificates are a requirement for HND holders in SGL 13 who are willing to move to SGL 14, it said.

“Professional certificates already in the Schemes of Service shall in the interim, serve as requirements for promotion from SGL.13 to SGL. 14. This implies that a candidate on the officers’ Cadres e.g. (Accountants & Engineers) cannot progress to SGL.14 without the relevant Professional Certificate (ANAN, ICAN or COREN) as appropriate,” it added.


Background
The battle for equality between HND and Bachelor’s degrees, which began long ago, saw a major leap when the Senate and House of Representatives passed a bill prohibiting discrimination between them in June and November 2021.

The “Bill for an Act to Abolish and Prohibit Dichotomy and Discrimination between First Degree and Higher National Diploma in the Same Profession/Field for the Purpose of Employment; and for Related Matters,” prohibits discrimination between HND and bachelor’s degree, and prescribe equality among them.


The bill read in part; “Notwithstanding any provision in any legislation, circular, regulation or policy guideline, First Degree and Higher National Diploma shall be deemed construed and treated as equivalent qualification for the purpose of employment and career progression at workplace in the public and private sectors of the Nigerian economy,” the bill reads in part.

“Any provision in-laws, enactments, instruments, circulars, scheme of service, directives, or policies by whatever name called, which is inconsistent with the provisions of this bill, shall to the extent of the inconsistency be null and void, and of no effect.”

However, President Muhammadu Buhari is yet to assent to the bill to make way for it to be gazetted.

But relevant stakeholders have appealed to the President to append his signature as soon as possible. They said it is a matter deserving urgent attention.

There are indications that the Governor Mai Mala Buni-led Caretaker/Extraordinary National Convention Planning Committee of the All Progressives Congress (APC) may have commenced steps towards nipping in the bud the controversy over which of the geo-political zones will produce the next presidential candidate of the ruling party.
It was gathered that the national caretaker leadership of the party, which is also saddled with the assignment of conducting an elective convention that will produce a new leadership for the APC at the national level, believes there is a need to resolve the issue of zoning or otherwise of the presidential ticket before the election of a new National Working Committee (NWC) for the party.

The national convention of the party is slated for June, during which the new executive council will emerge.



Sources close to the Yobe State governor and his team told reporters that Buni has been inundated with warnings about the need to let party members know what the APC intends to do with the presidential ticket before the election of a new national chairman for the APC.

Sources also said that after several deliberations and consultations on the matter, the caretaker committee now sees the need to address the burning debate on zoning before conducting an elective congress.

“Beyond the issue of an agreement, it is only fair that the party ensures that it gives all zones sense of belonging at all times,” one source said.



Continuing, the source said: “Usually, the same zone that produces the national chairman should not seek the presidential ticket.

“Some other positions of the party also need to be discussed and debated in consideration for what will happen in 2023.


“So, the general feeling in the APC now is that Buni and his men should see the resolution of the zoning controversy as part of their assignment.

“Electing a national chairman without deciding where the presidential candidate is likely to come out from is creating another problem.


“As at today, I can tell you that Governor Buni and his team have made it known to various stakeholders and groups within the party that it is better for the APC to lay the controversy over zoning to rest before electing its next NWC.

“And efforts are on to bring the party to discuss and address the matter as soon as possible.”



The APC National Executive Council (NEC) recently extended the tenure of the Governor Mai Mala Buni-led Caretaker/Extraordinary National Convention Planning Committee of the party for another six months.

The APC Emergency NEC also dissolved all states, zonal and national party structures.

As it is, Buni and his colleagues have till June this year to deliver on all their tasks.

A member of the committee, who sought anonymity, told newsmen that it is not just the committee that wants the zoning controversy addressed.

According to him, the APC is a party that believes in orderliness and as such, will not leave any controversy unresolved.

He said: “Our party is an orderly organisation that will not allow any controversy to linger to the point of becoming a crisis.

“Yes, the caretaker committee is making efforts to address the matter frontally and lay all controversies about it to rest.

“APC is one family and we have our ways of resolving issues.

“It is not just the caretaker committee or Governor Buni that wants this matter addressed, all organs of the party and even the government are united in the belief that no issue should be allowed to trouble the party for long.”

Former governor of Imo State, Rochas Okorocha, last weekend commissioned a N48 million Skill Acquisition Centre he built at Karamajiji, a suburb of the Federal Capital Territory (FCT) Abuja.

Built under Rochas Care, an arm of Rochas Foundation, the Senator representing Imo West Senatorial District, claimed that it was a pet project by his children to empower the less privileged and downtrodden of the society.

While a total number of 31 participants from Internally Displaced Persons (IDPs) camp graduated from tailoring, 15 Physically Challenged Persons from the Disabled colony trained on ICT, all at Karamajiji were empowered.

Speaking after commissioning the building, on what informed the basis for the project, Senator Okorocha explained: “This is Rochas Care programme, an arm of Rochas Foundation, a reach out and touch programme where we go to rural areas to uplift the lives of the downtrodden and the poor of the poor like Karamajiji.

“Today, we commissioned a skill acquisition centre built in their honour to train them in skills like computer, tailoring, salon, among others to empower them.

“We have realised that majority of our people live in the rural areas and somehow we are not area of the fact that we have many of them suffering there. Rochas Foundation is breaking the jinx by reaching out to these rural dwellers to touch the lives of the poor people.

“Coincidentally, the plan has been one for one month but within the period of planning, one of my son’s close ally and a son of my wife’s sister passed away. We decided to honour him by dedicating this skill acquisition programme building to him as Dozie Centre. However, the programme, primarily is about reaching out and touching lives and helping the poor and the less privileged in the society,” he said.

Asked if it has anything to do with 2023 presidential election, he said: “Well, it has nothing to do with politics or 2023 presidential aspiration. Rochas Foundation has been in existence before any presidential ambition. The foundation has existed for more than 25 years.

“We have also raised about 23,000 Nigerian children, empowering them with free education. It has nothing to do with politics but if politics is helping the poor it will be good if everybody plays it.

“As I said previously, it has nothing to do with 2023. Incidentally, these people may not even know what is happening and may not likely vote. What can a hungry person at the IDP do for anyone? We are here on humanitarian ground to help bring succour to the poor and the less privileged.

“It may be difficult to quantify in monetary terms what we have expended here. As I said before, we have over 23,000 children in our scholarship and we admit 2000 children to our different schools every year and that will give you an idea of what we spend.

“We have schools in Zaria, Jos, Kano, Adamawa, Calabar, Enugu, Owerri, Ibadan and many more states. In all the schools we have thousands of children going to school free. We provide accommodation, feeding and school uniforms. Teachers are paid and we have over 1000 teachers that we pay monthly in support of the Foundation.

“I never quantified what goes into it because more importantly, it is a spiritual thing. It is a covenant between me and my God, when I told God to bless me so that I can bless others, honour me so that I can honour others, give me so that I can share with those that don’t have because on my own, I can do nothing but can do all things through God that give me the strength,” he said.

Echefu made this known during a courtesy visit on the Broadcasting Organisation of Nigeria (BON) in Abuja. Demola Olanrewaju, Director of Public Affairs of the company disclosed in a statement on Wednesday in Abuja.

Olanrewaju said that Echefu explained during the visit that the Pay As You Go model would help subscribers to recharge their decoder accounts with as low as N50 and keep their account balance intact when they do not use the decoder.

Politics / 774,000 Jobs: Successful Applicants To Be Paid Via BVN, Says FG by ProsperChild: 7:59pm On Sep 03, 2020
Successful applicants for the 774, 000 jobs under the Special Public Works Programme will be paid through their bank accounts using their Bank Verification Numbers, the Federal Government has said.
The government stated that the resort to BVN would help entrench transparency and avoid double payments to applicants during the implementation of the programme.
The Special Public Works Programme is designed to employ 1,000 persons from each of the 774 Local Government Areas of the country.
The programme is expected to gulp N52billion meant for the payment of the participants at N20, 000 per month for three months.
The exercise is expected to commence in October.
Minister of State for Labour and Employment, Festus Keyamo (SAN), stated this during a press conference jointly addressed by the Director General of the National Directorate of Employment (NDE), Nasir Ladan on Thursday.
He said the biometrics of successful applicants would be captured by the banks during the process.
According to him, arrangements with the banks would be concluded in the next few days to ensure that there is transparency in the process.

Speaking on the banks, the minister said: “Mr. President has given a clear directive for this programme to be totally free of fraud; everybody will be paid by a bank account and BVN. You must not only have a bank account you must have a BVN so you cannot be paid twice.
“You can’t open an account under two different names. Everybody’s biometrics will be taken by the banks to ensure that you don’t have two different accounts. Within the next few weeks we will do that.
“We are going to conclude with the banks in the next few days to ensure that we are transparent and the banks will tell Nigerians exactly how they want to go about this in all the local governments in the country.”
He stated that there would be implementation committees at different levels to ensure proper documentation of those who have been selected.
“There will be implantation committees at different levels to ensure proper documentation of those who have been selected. They (the committees) will work closely with the banks. They will also select the projects to be done and they will also go ahead and supervise the different works that will be done in the various local governments.
“In other words, we don’t just want to give people money and sit down here in Abuja and assume that those community services are going on everywhere. We don’t want to assume that.
“We are going to have actual people on the ground; implementation committee supervising this work. Over the next fear days the DG and myself we will put our heads together and announce these committees across the country,” the minister stated.
Ladan stated that the agency was ready to commence implementation of the programme.
“They (selection committees) have sent their reports to us and we have made some corrections and adjustments and we are good to go. As far as I am concerned, issue of special public works, are fully ready.
“We believe the said date of October first, to us it is a reality,” he stated.

The Chinese Government has stated that it has no plan to take Nigeria’s Sovereignty.

POLITICS NIGERIA recalls that some members of the Nigerian House of Representatives, last week, issued a statement that a clause ceding Nigeria’s sovereignty to China was discovered in loan documents used to procure a $500 million loan from the Asian country.

However, the Chinese foreign ministry in a statement debunked the claim saying the country had no such plan.

“We follow a “five-no” approach in our relations with Africa: no interference in African countries’ pursuit of development paths that fit their national conditions; no interference in African countries’ internal affairs; no imposition of our will on African countries; no attachment of political strings to assistance to Africa; and no seeking of selfish political gains in investment and financing cooperation with Africa,” the ministry quoted President Xi Jinping, as saying at the FOCAC Beijing Summit in 2018.

“China is committed to enhancing investment and financial cooperation with African countries based on their needs to help them improve infrastructure and extradite socio-economic development.”

“By funding infrastructure and other areas that lag behind for short of money, we have helped the relevant countries break bottlenecks, enhance their capacity for independent development, realize social and economic sustainable development, and improve people’s livelihood.”

“In the process, China always gives full consideration to debt sustainability and seeks mutually-acceptable proposals through equal and friendly consultations.”

The Federal Government has called on resuming Junior Secondary School (JSS) 3 and Senior Secondary School (SSS) 3 students that are yet to pay their third term school fees to do so without delay.

Schools were shut down across the country in March 2020 to guard against the spread of COVID-19, resulting in massive disruption of the normal third term’s academic activities.

But the Federal Government, which has 104 colleges (Unity Schools) spread across the country, said students in exit classes- JSS3 and SSS 3, who are expected to resume on Monday (today) will show evidence of school fees payment for the abridged term.

“A lot of issues have been raised, especially on whether or not students are to pay third term school fees, and whether JSS 3 will have to resume on Monday. The answer to both questions is yes.

“Resuming students are to pay their third term fees where they have not yet paid. JSS 3 students are also to resume in school as from Monday so they can do their revision preparatory to their exams. We have to make these clarifications quickly because Monday is the reopening date,” a terse statement by the Director of Public Relations, Federal Ministry of Education, Mr Ben Goong, said.


The Ministry had on Wednesday issued a statement in Abuja detailing various dates for earlier suspended national examinations.

Part of the statement read: “The West African Examination Council (WAEC-SSCE) will start on the 17th of August, 2020 while the National Business and Technical Examination Board, (NABTEB) examinations will start on the 21st September and end by 15th October, 2020.

“Other details of the schedule indicate that the Senior Secondary School Certificate Examination (SSCE) for SS3, conducted by NECO will start on the 5th of October and end on 18th of November, 2020.

“The Basic Education Certificate Examinations, (BECE) for JSS 3 also conducted by NECO, will start on the 24th of August and end on the 7th of September, 2020.

“Furthermore, the National Common Entrance Examination, (NCEE) which is a one-day NECO examination for intending applicants into Unity Colleges (JSS1) will run in-between the Senior Secondary Certificate Examinations i.e. on Saturday, 17th October, 2020.”

Rivers State High Court sitting in Port Harcourt, has directed that the state command, Nigeria Police, should be served by substituted service means on the matter instituted by the former acting Managing Director of the Niger Delta Development Commission (NDDC), Joi Nunieh, against them and other parties.




Nunieh had dragged the NDDC, Minister of Niger Delta Affairs, Senator Godswill Akpabio, Department of State Service (DSS) and Inspector- General Police (IGP), to court to restrain them from arresting her pending the determination of the case on her fundamental human rights.

When the matter came up yesterday, counsel for the ex-acting Managing Director of NDDC, Sylvester Adaka, informed the court that he had not been able serve the police because of the defendant’s refusal to accept service.

Adaka, however, sought the court’s relief through motion ex parte, to paste the service of the court at the gate of the Nigeria Police in Port Harcourt. Nunieh’s counsel also disclosed that he had served the other defendants in the matter.

The judge, Justice Elsie Thompson, in her ruling, ordered that Police should be served by substituted means. Thompson adjourned the matter till August 5, 2020, for hearing. It would be recalled that the former acting Managing Director of the commission, Nunieh, had instituted a legal process against the defendants after the State Governor, Nyesom Ezenwo, rescued her from being arrested by security operatives.

Security operatives reportedly invaded Nunieh’s residence in Old GRA, Port Harcourt, early morning on Thursday, July 16. She was billed to appear in Abuja before members of the House of Representatives Committee on NDDC, to make her submissions on the probe investigation of corruption. But, a swift response by the state governor foiled police’s plot to arrest the woman, who had accused Akpabio of being the mastermind of the siege.

The National Agricultural Land Development Authority, (NALDA), is to engage 28 thousand youths across the country in agricultural production to enhance food security and economic diversification.

The Executive Secretary, Mr. Paul Ikonne stated this in Katsina where he paid a working visit preparatory to the take-off of the program.

Mr. Ikonne explained that in the pilot phase of the program, the agency has selected 14 states where it will train 100 youths in three Local Government Areas each on various forms of agricultural production.

He said the pilot states were selected from the six geo-ploitical zones of the country, as more states will be picked in subsequent phases of the program to maximize its impact on the economy.

Mr. Ikonne noted that “the essence of the program is to engage as many Nigerian youths as possible by giving them employment and empowering them with skills and tools to handle the business aspect of farming”.



“This will enable farmers to get value for their produce, and the globa economic trend warrants that we call on everybody to go back to farm.

“The government of president Muhammadu Buhari has assured Nigerians that farming will be fully mechanized to make it more attractive and more profitable, and that is what NALDA is driving.

He said “in this project, we will engage institutions, corporate bodies, governments, and individuals to lease their land that is not in use so that we could put it to use in a way that will contribute to economic productivity and youth employment”.

While at the Government House in Katsina, the NALDA team held a closed-door meeting with Governor Aminu Bello Masari.

This tragedy is too much for us to bear –Families of 26 church youths who drowned in River Benue

Wailings from an inconsolable young lady in her 20s, Renance Vincent, moved many sympathisers to tears.

The lady’s younger siblings identified as triplets were among the 26 youths of the Evangelical Church Winning All who drowned in River Benue last Sunday.

Many sympathisers thronged the MOPOL 13 barracks located in Adeke, a suburb of Makurdi, Benue State capital, to condole with families of the victims.

It was a sad sight at Adeke at the time our correspondent visited the barracks on Monday. Residents, comprising women and children, were seen weeping and men wore sober looks, discussing the calamity involving children of policemen, many of whom were on special duty in the North-East.

The mourners took turns to visit some blocks in the barracks to console with the bereaved families.

At one of the flats, the unidentified mother of the triplets; namely Paul, Peter and Paulina, sat dejectedly on the floor of their living room, oblivious of the presence of many sympathisers including our correspondent.

The parlour was as quiet as a graveyard except for intermittent cries from mourners gathered outside and other affected families few blocks away.

The woman gazed at the ceiling occasionally, deeply lost in thought. The family in one of flats lost two children to the boat accident while another lost one of their two children.

At the extreme of the barracks is the flat where the family of a 29-year-old leader of the youth, Shedrak Sanni, lived and the Bulus family lives opposite the flat. The Bulus lost five family members; two children, a grandchild and two relatives.

During the cacophony of cries, our correspondent heard an unidentified resident in the barracks shouting, “I have lived here for the past 23 years and never heard that even a motorcycle brushed anyone not to talk of witnessing calamity of this magnitude.”

The voyage

Saturday PUNCH gathered that the church youths were travelling to an annual conference known as ‘New Life for All’ (Sabo Rai in Hausa parlance) when the boat they were in capsized and they all drowned.

Their destination was an island opposite Kwaghter called Ole-Gabu in the same Makurdi Local Government Area of the state and to get to the area, the youth had to cross the River Benue.

Our correspondent learnt that the youth leader arranged for a bigger boat which would convey them. But at the time they left the church and arrived at the River around 12:30pm that day, the boat operator had gone and they were left to seek alternative means of getting to their destination.

It was further learnt that they had to get a smaller boat and before they moved, one of them, according to reports, called to find out from one of the attendees already at the venue if the event was still on.

Saturday PUNCH further learnt that the caller was informed that the event was over and that they shouldn’t bother coming but upon informing others, they were said to have insisted on going. Sadly, on the way to the programme venue, the boat capsized midway around Ijaha community.

Ironically, some of the attendees returning from the programme saw the capsized boat and quickly alerted villagers at Ijaha community who formed a search party to find the bodies which had sunk into the water.


The grieving families

Renance is the eldest child of a policeman identified only as Supol Vincent who is on a special duty in Borno, Maiduguri. Renance lost her siblings who were triplets to the boat accident.

Her regret was that she couldn’t stop the trio from embarking on the journey.

She said amid flowing tears, “Paulina was a female while Paul and Peter were male. They were born in 2003.

“Paulina was committed to church activities. Some of her friends after service on Sunday saw her collecting N200 for the trip and told her not to attend. But she replied them that they wanted to stop her from serving God.

“Paul and Peter were learning tailoring and I thought that due to the nature of the work, they couldn’t attend practice. I told them that since they couldn’t attend rehearsals they wouldn’t cope. I asked them not to go. But Paul said they attended the practice and would go. If I had known, I would have insisted that they should not go.

“Our father is on special duty in Maiduguri and our mother returned to Makurdi on Sunday after two months, only to find out that her children went on a journey and didn’t return.”

On how she heard news about the accident, Renance said, “Around 4pm that Sunday, a sister named Ellen called me to ask if my siblings had returned. Then, I thought I heard a voice which sounded like Paulina’s outside, so I told her that they had returned. It was when the conversation ended that I called Paulina and no one answered. I went outside to check and discovered that nobody was there.

“It was later I heard someone say the youth who went for the programme were involved in a boat accident. That was when I started calling the phones of my siblings. The phones rang out.”

Renance who was visibly heartbroken said Paulina who was in SS 11 planned going to the Nigerian Defence Academy after secondary school while Paul and Peter, though learning tailoring and in SS1, loved football. She added that the incident was too much for her family to bear.

For Lamido Sanni, younger brother of Shedrak, he described his elder brother’s death as shocking to his family and an act of God.

Lamido said his last discussion with Shedrak that Sunday was to know if he could use his motorcycle because he wanted to go somewhere.

He added, “He told me that I could use it as he would be attending the programme. Shedrak became the eldest child in our family when we lost the first child sometime ago and now, he too is no more.

“He completed the mandatory one-year National Youth Service Corps scheme last year and was teaching at a school. He was the leader of the youth group in the church.”

On how he heard of the tragedy, Lamido said he was at 72 Battalion when someone called him to ask if his brother had returned home.

Lamido stated, “It was a friend who called me on the phone to ask if my brother was back from the trip and I said he had yet to return home. He told me to call my brother’s phone because he heard that a boat capsized.

“I tried his phone four times and it rang but nobody picked it. I also called the phone of another person I knew they were together, the person’s phone rang but there was no response too.

“Immediately, I went to the Marine Police at the river and told them that there was a boat accident on the river and they should help to search for the victims.

“To my surprise, the policemen just looked at me and said what did I want them to do. Infact, I wanted to make trouble with them but I sensed it would not help. I had to run to the river to see if I could get local divers to help. By the time I got there, I saw many people and what was left was to pray for divine intervention.”

Lamido, who said that they were from Taraba State, hinted that their father was currently serving at the Kaduna State Police Command.

John Bulus, an Assistant Pastor with the ECWA, Adeke chapter, Makurdi, is a member of the Bulus family who lost five persons to the boat calamity.

He noted that God always revealed things, adding that he couldn’t say why things were different regarding the incident.

The cleric said, “Five members of the family were involved in the accident; Dogara Bulus and Mary Bulus were my siblings, Precious Kalbari was a niece, Mary Ibrahim and Saadutu Kalbari were our relations.

“I was at a prayer meeting when I missed my mother’s call and when I returned the call, she asked me if I heard that my siblings who went for a programme did not get to the place.

“I did not believe it, so I called other people and was told the same thing. I quickly gathered some of my friends committed to God’s work and we went to the river. When we got there, we prayed. Normally, when things are to happen, I always hear from God. But on this, I heard nothing. This tragedy is too much for us.”

He added that their father, Etsu Bulus, is a police inspector serving in Zamfara State.

The Secretary, District Church Council of ECWA in Makurdi, Rev. Benjamin Dooga, who led the district pastors to commiserate with families of the victims, told journalists that as sad as the incident was, the church had surrendered to the will of the all-knowing God.

He noted that 26 members of the church were involved in the incident.

The cleric said, “When they learnt that the boat they arranged for the journey had left and one of them called and was told that the conference was over, they shouldn’t have gone. But they still went to arrange for a small boat and decided to go. It was those returning from the conference that saw the capsized boat and made contact.

“The church as believers in Jesus believes God is Supreme and no human can question his authority. Since we are humans, we cannot understand what happened but He understands.

“Pastors of EWCA within Makurdi have come to identify with the affected families. We should all know that this world is nothing so people should come back to God because we don’t know when we will leave the earth. We should live our lives as if we are going to die tomorrow.”

Uzodimma receives report on verification of staff, salaries of Imo LGAs


Governor Hope Uzodimma has received the report submitted by Committee on Verification of Staff and Salaries of the Unified Local Government Councils in Imo State.

Receiving the report at the Exco Chambers, Government House, Owerri, Wednesday, Governor Uzodimma said the verification became necessary as a result of what was observed at the inception of his administration, where 85% of Local Government fund was spent on payment of salaries of workers with nothing more to show at the Councils by way development.

He commended the Committee for living up to expectation of submitting the report on record time, noting that government will only pay those that have employment history and actually working for her.

Governor Uzodimma emphasized that no amount of brigandage by any group of persons will stop the government from doing the right thing, adding that “government will drop as many as possible on the local government payroll that are not working for government.”

In addition, the Governor reinstated his earlier stand on the automation of all workers salaries in Imo State. He said that “no worker in Imo State will, any longer, receive double salaries.” He warned that those old days and ways are over and there must be sanity in the system.

Presenting their report earlier, the Chairman of the Committee on Verification of Staff and Salaries of the Unified Local Government Councils in Imo State, Mrs. Rosemary Izuogu who is also the Permanent Secretary in the Local Government Civil Service Commission of Imo State, pointed out a lot of rot in the management and administration of Local Governments in the state.

She informed that their discoveries were worrisome and ugly, ranging from salary padding, amounting to N9 million and above in a single LGA, and some workers receiving double salaries per month.

She advised on the need to solve the hydra-headed problems discovered in the process of the verification, noting that a syndicate and cabals have been there for a very long time.

Mrs. Izuogu said that her Committee uncovered many workers who ought to have retired but are still working, as well as many illegal recruitment exercises which have resulted in resources being wasted on people who are not workers, but always come to demand for salaries.

She thanked the Governor for giving them the opportunity to serve and assist in bringing up the report that will help the current government in Imo State anchored on Rehabilitation, Reconstruction and Recovery.

Present at the event were the Deputy Governor of Imo State Prof. Placid Njoku, Secretary to the State Government, Chief Cosmos Iwu; the Chief of Staff, Barr. Nnamdi Anyaehie, and other members of the State Executive Council.

Tragedy has struck in Orlu Zone of Imo State following the death of Chief Edwin Ihenacho, the All Progressive Congress, APC candidate for Orlu/Orsu/Oru East Federal Seat in the 2019 general elections.
Until his sudden demise, Ihenacho was the major contender against the sitting Reps members of the PDP, Hon Jerry Alagbaso.
It was shocking following the circumstances that surrounded his death, barely 24 hours to the final judgment of the suit he filed challenging the victory of Alagbaso.
His death, Trumpeta gathered happened on Sunday night, a day to Tuesday slated for the court judgment.
Grapevine information had it that he died in his Owerri residence, without any symptom of sickness.
However, Ihenacho’s death has been likened to that of a contender for the said Orlu Reps seat, Chief Dibia, who gave up the ghost 2 days to a slated date of election petitions Tribunal judgment.
While arrangements were said to be on top gear for the much expected Re-run election judgment, the exit of the Umuafor Orlu business man turned politician has sent shivers down the spine of Orlu APC political family.
Recall that after the 2019 elections, Ihenacho was reported to have defeated the PDP’s candidate, Alagbaso, but was purportedly lost in the end.
Against this backdrop, he headed to Tribunal to challenge the results of the January 5th 2020 re-run.
Aside politics, Chief Ihenacho owns a security outfit known as the “CEED”. He has also Transport Company and a brand with Kia motors. Owner of CEED air conditioners and refrigerators.
Okuenyeremba, as fondly called is married with five children.
As at press time, his corpse had been deposited in an undisclosed morgue in Owerri.
Reacting to the death of Ihenacho, the campaign Director General, Chief Collumbus Nwadike described his Principal’s death as the biggest blow of his life; a man full of life and energy, ready to hear the judgment of Tuesday.

Palpable tension has enveloped Obudi Agwa community in Oguta council area of Imo State following marauding Fulani herdsmen attacking and killing an indigene of the community in his farm.



Sunday Sun learnt that deceased Elder Ozoemena Iriaka had gone to his farm in the morning hours when he saw Fulani herdsmen grazing their cattle on his farm and that he had confronted for grazing their cattle on his farm.

It was further learnt that the deceased had tried to chase away the cows from his farm, an action which had angered the herdsmen who attacked him with their machetes, inflicting deep cuts on the back of his head as he tried to escape from them.

Mr Declan Odime Okaru, an indigene of the community, revealed that Elder Ozoemena Iriaka was attacked and killed by Fulani Herdsmen who had challenged for grazing their cows on his farm earlier in the day.

He lamented that the herdsmen have been in the habit of grazing their cows on the farms of the community.

According to him, ‘Ozoemena Iriaka, who is one of the elders in this community, had gone to his farm and met the Fulani herdsmen grazing their cows on his farm, and when he tried to chase away the cows the herdsmen had attacked him and even when he tried to escape from the attack, they had chased after him and macheted him to death. The herdsmen inflicted a deep machete cut on the back of his head and even on his two hands and then ran away.

‘But when we got the report, the youths mobilized and in the process, we caught up with one of the fleeing herdsmen who we handed over to the Oguta Police division because we had restrained the angry youths not to take the law into their own hands.’

He added, ‘those herdsmen have been in the habit of grazing their cows on the farms of the people of this community and when the people challenge them they will attack you.’





When contacted for comment, the spokesman of the Imo State Police Command, Mr Orlando Ikokwu, asked that our reporter send him an SMS, but at the time of press time, he had not replied.

The Petroleum Products Pricing Regulatory Agency, PPPRA, has removed the cap on the price of Premium Motor Spirit (PMS), also known as petrol, giving marketers freedom to fix price of the commodity and sell above the price stipulated by it.

The PPPRA, in a document released, yesterday evening, titled, ‘Market Based Pricing Regime for Premium Motor Spirit (PMS) Regulations, 2020,’ stated that, henceforth, the price of PMS would be determined by market forces.

In the document signed by its Executive Secretary, Mr. Abdulkadir Saidu, the PPPRA, however, stated that it would continue to monitor trends in the crude oil market and advise the Nigerian National Petroleum Corporation (NNPC) and oil marketers on the monthly guiding price for the commodity.

The PPPRA said, “In exercise of the Powers conferred on it by Sections 7 and 24 at the Petroleum Products Pricing Regulatory Agency (Establishment) Act. No. 8 of 2003, and all other powers enabling it in that behalf, the Petroleum Product Pricing Regulatory Agency (The Agency), with the approval of the President hereby make the following Regulation:

“Short title: Market Based Pricing Regime for Premium Motor Spirit (PMS) using the Pricing Template of the Petroleum Products Pricing Regulatory Agency.

“The price cap per litre in respect of Premium Motor Spirit (PMS) is removed from the commencement of these Regulations. From the commencement of these Regulations, a market based pricing regime for Premium Motor Saint (PMS) shall take effect.

“The Agency shall monitor market trends and advise the NNPC and oil marketing companies on the monthly guiding Market Based Price.

“The price of Premium Motor Spirit (PMS) advised by the Agency shall be guiding retail price at which the product shall be sold across the country.

“This regulation may be cited as the Premium Motor Spirit (PMS) Market Based Pricing Regime Regulations, 2020, made this 20th day of March, 2020.”

The PPPRA, in the explanatory note to the regulation, disclosed that the Regulations seek to complement and enforce the provisions of the PPPRA (Establishment) Act 2003, and to notify the general public of the existence of a Market based Pricing Regime for PMS with effect from March 2020.

As the negative economic effects of the COVID-19 crisis continues to plague Nigerians, subscribers to DStv and GOtv have taken to social media to reject and protest the latest increase in tariff.

The announcement of the tariff increase was recently circulated to subscribers via text messages and many Nigerians have lamented about the increase, calling both companies “inhumane” and “insensitive”.

Verifications from the DStv site showed that Premium subscribers, who have been paying N15,800 should prepare to pay N16,200; Compact Plus subscribers will now pay N10, 925 instead of N10,650 while those on Compact will pay N6,975 as against the previous N6,800.

Also, customers on Confam bouquet will pay N4,615 against N4,500, while those on Yanga will from June 1 be made to pay N2,565, against the N2,500 previous payment. Those on Padi bouquet will pay addition N50 to put the price at N1,850.

These online protests began in the late hours of Saturday and Nigerians have continued to call on the government and regulatory bodies to help overturn this increase.

The Nigerian Supreme Council for Islamic Affairs has announced that the Ramadan fast would continue on Saturday.

The National Moonsighting Committee of the NSCIA said no moon was sighted in the country on Friday.

It said the Ramadan fast would reach 30 this year as against preparations earlier made by Muslim faithful to celebrate Eid-el-Fitri tomorrow (Saturday).

The PUNCH reports that the Muslim holiday of Eid-el-Fitr marks the end of the fasting month of Ramadan.

While announcing the outcome of its moon searching on Friday, it tweeted, “There was no positive sighting report of the Shawwal crescent in Nigeria, tomorrow is 30th Ramadan. An official statement from the Sultanate will be released shortly.”

Also, Eid will begin on Sunday in Saudi Arabia, authorities in the kingdom said on Friday.

“Saturday will be the last day of the sacred holy month of Ramadan and Eid-el-Fitr will take place on Sunday,” the royal court and the supreme court said, quoted by the official Saudi Press Agency.

Religious authorities in Jerusalem, Egypt, Jordan, Syria, Qatar, and Lebanon also said that Eid would begin on Sunday.

The timing of Eid is determined by the position of the moon, in accordance with the Muslim lunar calendar.

The holiday is normally celebrated by families gathering together.

Usman Gur Mohammed sacked
The managing director of the Transmission Company of Nigeria, Usman Gur Mohammed has been sacked.

This development was announced via a statement issued by the Minister of Power, Mamman Sale, signed by his spokesman, Artimas Aaron on Tuesday evening. His replacement, Sule Abdulaziz, has been ordered to take over immediately.

“As part of continuing measures to reposition and improve the performance of the Power Sector in the country, the Honorable Minister of Power Engr. Sale Mamman hereby announces major changes at the Transmission Company of Nigeria”

“Accordingly, the Managing Director of the TCN, Usman Gur Mohammed has been removed from office with immediate effect. He is being replaced with Engr. Sule Ahmed Abdulaziz, as Managing Director, in acting capacity.”

Founder of DAAR Communications Plc, Raymond Dokpesi has clashed with his son over comments made on Coronavirus (COVID-19).

Recall the media mogul had said that he was being treated with malaria drugs while in isolation, adding that he was confused about the difference between COVID-19 and malaria.

But in an internal memo to the staff of Africa Independent Television and Raypower, Dokpesi asked the two media outlets to pull down his comment and his son’s views on the pandemic.

He added that following his meeting with the federal government and Nigeria Centre for Disease Control, the issue has been resolved and no comments should be broadcast.

He said, “I write to request you to discontinue referencing the comments and views expressed by both the founder, Engr. Raymond A.A Dokpesi, and the Chairman, Chief Raymond Dokpesi Jnr, in all your news bulletins and in fact bring them down from your official websites for now.

“Very senior citizens and elders have argued and I agree with them that I should have addressed a private message to the PTF and the Presidency rather than cast aspersions on their methods thereby creating doubts in the minds of the public.

“I also agree to an immediate truce.”

However, reacting to the development, Dokpesi Jnr has condemned the plan by his father to supres his views on the pandemic.

Not satisfied with his father’s censorship of his views, Dokpesi Jnr was said to have told some DAAR Communication staff that he will not grant any more interviews to his father’s media comapny.

He said, “I note and observe that the Facebook link that started trending has been taken down. I regret the action but reserve comment.

“Please note that this was my last interview with any DAAR Communications PLC media and I will never grant this media house comment on any issue whatsoever.

“If you have interest in any comment I may have, you may report it from other media houses or from my personal social media comments.

“Please do not even consider approaching me for any comments. Official comments regarding DAAR Communications PLC shall henceforth be routed via press release through the ED Corporate Communications or the Company Secretary.”

Minister of Foreign Affairs, Mr Geoffrey Onyeama’s move to patronise local carriers for the evacuation of Nigerians abroad has suffered a setback.

The Canadian government had denied a local airline, Air Peace, landing right to evacuate Nigerian citizens in Ottawa on the ground that it has no license to undertake commercial flight to that country.

Mr Onyeama confirmed the development on Thursday at the daily media briefing by the Presidential Task Force on COVID-19.

He however said his ministry was hopeful that the Canadian government would reverse its decision.

He revealed that the Nigerian High Commissioner in Canada had opened discussion with his host government for it to have a rethink.

He said: “The question on evacuation of Nigerians from Canada and the news that the Canadian government had denied landing right to the Nigerian carrier that was supposed to undertake the evacuation.

“Indeed, the Canadian government denied landing right on the grounds that this particular carrier, the Nigerian carrier, doesn’t have license to undertake commercial flight to that country.

“Our High Commissioner in Canada is engaging with the Canadian government on this issue and we are hopeful that we can have the decision reversed. The argument that it is being put forward, which is a strong argument is that this isn’t a regular commercial flight to Canada to take passengers. But this is an emergency flight and there is a difference between the two.

“So, the negotiations are ongoing and we hope that there will be a positive result.”

Nigeria has recorded 239 new cases of coronavirus, bringing the total number of confirmed infections recorded in the country to 1273.



The Nigeria Centre for Disease Control made this known via its website on Sunday.

NCDC said, “On the 26th of April 2020, 92 new confirmed cases and five new deaths were recorded in Nigeria.

“Four new states (Ebonyi, Bayelsa, Kebbi and Taraba) have reported confirmed cases in the last 24 hours.

“Till date, 1273 cases have been confirmed, 239 cases have been discharged and 40 deaths have been recorded in 32 states and the Federal Capital Territory.

“The 91 new cases are reported from sixteen states- Lagos (43), Sokoto (cool, Taraba (6), Gombe (5), Ondo (3), FCT (3), Edo (3), Oyo (3), Rivers (3), Bauchi (3), Osun (2), Akwa Ibom (1), Bayelsa (1), Ebonyi (1), Kebbi (1).”

Kano Loses 12 Prominent Persons In 10 Hours

Kano State has continued to witness a rise in unusual deaths as over 12 persons were confirmed dead on Saturday. The deceased include professors, a newspaper editor, and other professionals.

They were buried at different cemeteries within and outside the metropolis.


Within the past eight days of lockdown in the state, no fewer than 20 persons have died from undisclosed ailments.

Eyewitnesses and undertakers at cemeteries in the state said an unspecified number of people had died and were buried over the past few days.

Among the prominent persons that died in Kano on Saturday were Prof Ibrahim Ayagi, Dr Musa Umar Gwarzo, Alhaji Dahiru Rabiu (former Grand Khadi), Musa Tijjani (Editor of Triumph Newspaper) and Adamu Isyaku Dal, who was a former Executive Secretary of the State Universal Basic Education Board.

Others are Alhaji Salisu Lado, Hajiya Shamsiyya Mustapha, Hajiyaj Nene Umma, Alhaji Garba Sarki Fagge, Dr Nasiru Maikano Bichi, Secretary Student Affairs, North West University, Prof Aliyu Umar Dikko of Physiology Department, Bayero University Kano, and Ado Gwanja’s mother, among others.


The spate of deaths in the state has continued to instil fear and confusion among people living in the state.

A dweller, Tijjani Abdullahi, who spoke to our correspondent, called on the state government to investigate the increasing number of deaths in the city in order to address the possible cause of the deaths.

“The state government has concentrated on the fight against coronavirus while people are dying of other ailments in silence. Some even suspected that the people are dying of coronavirus without being detected.”

According to him, most of the recent deaths have been attributed to high blood pressure, malaria, ulcer and even hunger, adding that the dearth of medical doctors to attend to patients in hospitals across the state has become worrisome.

Some people in the state have continued to express concern over the increase in the number of deaths since the state government imposed a total lockdown on the state as a result of the rising cases of coronavirus.

Meanwhile, Governor Abdullahi Ganduje on Wednesday denied that there was any strange death in the state, saying, “There is nothing to show that there is unusual frequency of deaths in Kano State.”

The Kano State Taskforce Committee on COVID-19 said the number of confirmed cases was 74 as of Saturday.

The Coordinator of the taskforce committee, Dr Tijjani Hussaini, told our correspondent in Kano on Saturday.

There was pandemonium in the oil rich Mgbala Agwa community in Oguta council area of Imo State last week when armed soldiers allegedly acting at the behest of an oil services stormed the community shooting sporadically into the air.

This is just as the member representing Oguta state constituency in the State Assembly, Hon. Frank Ugborma described the action of both the oil company and the army as irresponsible behaviour.

The action of the armed soldiers who came in 15 Hilux vans and led by one Captain Bala caused panic, sending the people who were already holding a peaceful protest against the maltreatment being meted on them by the oil company scampering for safety.

In the process many of the people, especially elderly women and men, sustained varying degrees of injuries.

The soldiers did not stop at that as they chased after the people lashing them with horse whips.

The traditional ruler of the community, Eze Blaise Uba, who lamented about the situation said that since the oil services started operations in the community 16 years ago the community has not benefitted anything except intimidation.

According to him, “Last week the trucks of this oil company had knocked down an indigene Mrs Sabina Opara and crushed one of her legs. Angered by this, the youths of community blocked them and demanded that the company should come and settle with them over non-implementation of the MoU signed with them. But instead of them to come, they sent the army who invaded the community shooting sporadically for over three hours.”

Chairman of Mgbala Agwa Town Union, Emeka Egbulugha said that since the oil services started operation in the community that nobody has been employed by the company and that even the MoU signed between it and the company has never been implemented.

Member representing Oguta state constituency, Hon. Frank Ugborma who condemned the action of the oil company said that he will take up the matter by informing the leadership of the Assembly at the resumption of plenary.

First Person to Receive Coronavirus Trial Vaccine has finally Spoken








The injection, applied to the left shoulder, lasted only a few seconds. But with it came the hopes of a world locked in a battle with coronavirus and no small amount of personal risk.
Jennifer Haller, a 44-year-old mother of two, did not flinch in the corner of the Seattle laboratory as the man in a face mask and blue gloves made the injection.
She had made up her mind long before the morning in March on which she became the first person in any country to receive a possible vaccine for Covid-19, according to US researchers.






Weeks earlier Ms Haller, an operations manager at a tech start-up, had spotted a call-out for participants in the historic trial on Facebook. She decided to opt-in.
“Even at that time we were all feeling so helpless,” she told The Telegraph from her self-isolation in Washington state. “There was nothing I could do to stop this global pandemic. Then I saw this opportunity come up and thought: ‘Well, maybe there is something I can do to contribute.’”








Looking on as things once taken for granted – freedom of movement, the right to work – began to disappear under the shadow of Covid-19, the trial offered something tangible. “It gave me some sense of control,” Ms Haller said. “We’re all so out of control and helpless. This just gave me something that I could hold on to that could be helpful.”






The final yes was not instantaneous, however. As she went through the medical checks needed to get approved for the trial, concerns were raised by her friends and family. Her husband wondered whether it really was safe. The couple had allowed their son to take part in a few medical studies while an infant, but this was different.






The trial, run by Kaiser Permanente Washington Health Research Institute in Seattle, would involve two doses of an experimental vaccine being given 28 days apart, then a year of monitoring.






The vaccine, named mRNA-1273, had been tested on animals and showed promise. This was the first time it would be used on a human.
The trial would not actually involve injecting any part of Covid-19 itself, a point Ms. Haller used to reassure her concerned loved ones. But that did not guarantee a smooth ride.
The 45 pages of disclaimers given beforehand spelled out the uncertainties, not least that participants could be more vulnerable to catching coronavirus afterward. She signed anyway. “There was a tonne of risks involved. But I’m a real positive person and the benefits of this far outweighed any risks in my mind,” she said.






It is hard to over-exaggerate just how much is riding on this trial, and scores of similar ones now taking place
