Cashmir Chinedu Luke, a Nigerian-born chief executive of a California home healthcare company, has been arrested in the United States for allegedly orchestrating a multimillion-dollar fraud scheme targeting military veterans.

According to a statement from the US attorney’s office, the CEO was arrested at San Francisco International Airport while attempting to board a flight to Nigeria.

The statement said he is charged following a criminal complaint alleging that he fraudulently obtained more than $7 million in payments from the department of veterans affairs (VA) for services that were never actually rendered, including care purportedly rendered to veterans weeks after they had died.

“According to court documents, between December 2019 and July 2024, Cashmir Chinedu Luke, believed to be 66, of Antioch, operated Four Corners Health LLC,” the statement reads.

“That entity provided unskilled in-home nursing and day-to-day care for elderly VA beneficiaries under the Veterans Community Care Program. Four Corners provided services in Fresno, Tulare, Merced, Mariposa, Madera, San Francisco, and Contra Costa Counties.”

The attorney’s office said Luke engaged in a five-year scheme to bill the VA for hours of care that were not actually rendered to veterans.

“Luke caused Four Corners to submit approximately 10,000 individual false claims of care provided that caused the VA, through its third-party benefits administrator, to reimburse Four Corners $7 million for duplicate claims for care actually provided, claims for days caretakers were not present with veterans, claims for hours of care beyond those actually worked by caretakers, and claims of care for veterans who were actually dead,” the statement added.

“Luke served as the sole owner and billing representative for Four Corners and actively deceived the VA’s third-party benefits administrator as it attempted to recover some of the fraudulently paid reimbursements.

“This allowed the Four Corners billing scheme to continue. Luke personally profited from the scheme as the sole owner of the bank account that received the reimbursement payments.

“Luke spent reimbursement payments immediately after being paid by the VA, either by spending lavishly on personal expenses or by promptly transferring the funds across a network of bank accounts throughout Asia and Africa.”

If convicted, Luke faces a maximum statutory penalty of 10 years in prison and a $250,000 fine.

Any sentence, however, would be at the discretion of the court after consideration of any applicable statutory factors and the federal sentencing guidelines, which take into account a number of variables.

Operatives of the Delta State Police Command have arrested suspects linked to the killing of retired Justice Ifeoma Okogwu in Anambra State, marking a major breakthrough in the investigation.

The command’s spokesperson, SP Bright Edafe, disclosed this in a statement on Sunday.
According to him, on 6 December 2025, operatives of the Homicide Section of the State Criminal Investigation Department (CID), acting on credible intelligence, arrested a 25-year-old security guard, Godwin Mngumi, who allegedly murdered the retired judge.

The mobile phone of the deceased was also recovered from him.

Edafe stated that the suspect confessed to inviting a friend, Nnaji Obalum, and another accomplice who is currently at large to the residence, where they reportedly carried out the act.

He added that Nnaji Obalum has also been arrested, while a manhunt is ongoing to apprehend the third suspect.

The arrests mark a significant development in securing justice for the retired judge and her family.

Former National Publicity Secretary of the Peoples Democratic Party (PDP), Kola Ologbondiyan, has announced his departure from the party.

Ologbondiyan made the revelation in a post on his X account on Saturday morning.

He stated that he had informed the PDP chairman of his Okekoko Ward 09 in Kabba/Bunu Local Government, Kogi State, of his decision to leave the party, citing personal reasons for his exit.

The copy of the letter which he shared on his X handle, titled “NOTIFICATION OF MEMBERSHIP WITHDRAWAL,” partly reads:

“Let me start by thanking you as well as other levels of leadership in the Peoples Democratic Party (PDP) for the opportunities provided for me to serve the party as well as our fatherland, Nigeria.

“It is now imperative to bring your attention to the fact that I have reviewed my participation in the PDP and come to the conclusion that, for personal reasons, I need to make my exit.

“I have therefore come to a decision to formally withdraw my membership of the PDP, henceforth.”

In addition to serving as the PDP’s former National Publicity Secretary, Ologbondiyan was also a former aide to David Mark, the current chairman of the African Democratic Congress (ADC), during his tenure as Senate President.

The Kogi-born journalist, however, has not disclosed which political party he plans to join following his departure from the PDP.

The Sokoto State Government has dismissed reports suggesting that Governor Ahmed Aliyu accompanied his Abia State counterpart, Alex Otti, during a visit to the detained leader of the Indigenous People of Biafra, Nnamdi Kanu, at the Sokoto Custodial Centre.

In a statement issued by the governor’s spokesman, Abubakar Bawa, on Friday the government denied the claim.

“For the avoidance of doubt, Governor Ahmed Aliyu was in the Holy Land performing Lesser Hajj as of 30th November 2025, at the time Dr. Otti privately visited Sokoto State,” the statement read.

According to the statement, Otti was received at the Sultan Abubakar III International Airport by selected commissioners and Special Advisers, who then accompanied him to the Sokoto Government House, where he received the customary courtesies accorded to visiting state governors.

[“As you all know, the people of Sokoto are hospitable. We treat our visitors with utmost respect, irrespective of tribe or religion,” the government said.

The statement further reiterated Aliyu’s commitment to the Nigerian project and his stance as a peace-loving, law-abiding citizen.

“The Sokoto State Government reiterates that Governor Ahmed Aliyu holds deep respect for constituted authority, remains committed to the Nigerian project, and continues to be a peace loving and law-abiding citizen,” it added.

The clarification follows public attention drawn by the visit of Otti to Kanu, which the IPOB described as “historic” and “surprising.”

Recall that the Abia State governor was accompanied by Kanu’s younger brother, Emmanuel Kanu; the state Attorney General and Commissioner for Justice, Ikechukwu Uwanna (SAN); and his Special Adviser on Media and Publicity, Ferdinand Ekeoma.

On November 20, 2025, PUNCH Online reported that Kanu was sentenced to life imprisonment by the Federal High Court of Nigeria, for being guilty of terrorism and other charges.
