This will meaning having something like a basement depending on the desired height?
I think i prefer this approach of raising d foundation to a desired level before sand filling to Sand filling before construction. The fear of proper compaction btw d time of sand filling to construction has been my worry.

well it depends on your preference.
But for me I think sand filling is faster.Truth Is even if you raise the foundation you are still going to do some level of landfilling.

In terms of cost, sandfilling is cheaper.

Someone suggested sand fillng will take sometime to compact before i can start building on it. But i don't have that much time.

no, it won't really take that much,you can hire a compactor,the small portable ones thats faster,and is the best option.

What is best possible solution & approach for a plot below road level before construction? will gladly appreciate your inputs.

sand filling might be your best option. During raining season your plot might be flooded due to the flow of water. Sandfilling would take care of it.
