The Christian Association of Nigeria (CAN) says the scarcity of petrol is an attempt to sabotage the celebration of Christmas.
In the last three weeks, Nigerians have been finding it difficult to get petroleum products.
In a statement on Saturday, Kwamkur Samuel, director legal and public affairs, wondered why the scarcity of the petroleum products occurred during the Christmas celebration.
Samuel called on President Muhammadu Buhari to take measures to ensure that the product is made available.
“CAN is worried about the resurfacing of long queues at filling stations in Nigeria, after several increases in fuel price to ensure the availability of the product to all citizens,” the statement read.

“We are not only concerned that this seeming artificial scarcity happens mostly during Christmas period. We are also disturbed that everything is looking like an attempt to deliberately sabotage the celebration of Christmas by some people.
“We wonder why queues would suddenly resurface after all assurances and steps have been taken towards constant availability of petroleum product.

“We want to call on President Muhammadu Buhari, the ministry of petroleum and other relevant stakeholders to take decisive measures towards ensuring that fuel is made available and accessible to all citizens within the shortest possible time at a controlled price.”
He said the failure of government to take measures against saboteurs is unacceptable to the church.
“Christmas season does not just happen; it is a worldwide annual celebration that is known to everyone. For authorities to behave like the season came suddenly and fail to take necessary measures to control the activities of saboteurs is unacceptable to the Church,” he said.
“We deeply view the negligence of relevant authorities to ensure fuel availability to citizens as deliberate and an attempt to exploit the citizens and particularly Christians who travel distances for the celebration.
“As we celebrate, let us all be security-conscious and remember the persecuted church in Adamawa, Kaduna, Borno and all other parts of Nigeria in our prayers and gifts.
“May we never forget to celebrate this Christmas with the reason for the season — the birth of the saviour of the world, Jesus Christ our Lord. Merry Christmas to all Nigerians and a prosperous New Year.”

A subtle move by marketers for the federal government to increase fuel price appears to have failed.
President Muhammadu Buhari is not disposed to the proposal, The Nation gathered yesterday.
He is also saying No to the re-introduction of fuel subsidy, sources said.
The pressure on government to effect a rise in petroleum price from N145 per litre is coming amidst the current acute fuel scarcity across the country.
Hundreds of thousands of motorists, for the fifth day running yesterday, kept searching for petrol wherever they could get it at any cost.
Commuters, many of whom went shopping for Christmas, were made to pay high fares for transport to their destinations.
Many others had to walk long distances.
Well placed government sources said the administration is concentrating on finding permanent solutions to the recurring fuel crisis including checkmating sabotage by some marketers and stakeholders, and putting all the nation’s 23 depots in 100 per cent shape.
It was gathered that marketers are still unwilling to import products because of low or insignificant profit margin.
They are seeking full deregulation of petroleum products.
Key players in the petroleum industry attribute the fuel crisis in the country to agitation for price hike by marketers, disruption of the supply chain, and sabotage by some stakeholders to force the government to deregulate the sector further.
One of the sources said: “The key issue is price war. The marketers have made representation to the federal government and the Minister of State for Petroleum Resources, Dr. Ibe Kachikwu to allow price hike of petroleum products and leave the sector to market forces.
“The President and senior government officials are however opposed to price hike because of its spiral effects on the socio-economic life of the nation. It also has grave political implications for the survival of the present government.
“In the last few months, the government has been trying to cope through the Nigerian National Petroleum Corporation (NNPC) until there was stress in the supply chain following threats by PENGASSAN and the challenge in Lagos.”
Another stakeholder, speaking on the price war, said: “We import refined products as a nation. Once the prices of crude increase at the international market, they have effects on the cost of refined products being brought into our country.
“The landing cost of Premium Motor Spirit (PMS) is between N165 and N170 per litre. The marketers are claiming that the profit margin is insignificant and they cannot recover cost, they say they need to top up prices since they no longer enjoy subsidy.
“Initially, the same marketers said they had subsidy arrears to collect from the government and they will not import products. The arrears have not been appropriated for by the National Assembly and there was nothing the government can do.”
But a government source said: “To mitigate the issues raised by the marketers, this administration put some measures in place. For instance, the government created a special foreign exchange window for the marketers to enable them to import products.
“Instead of using the forex, some of them diverted it to other use. In order not to hold the nation into ransom by the marketers, NNPC in the last one and a half years has been importing 99.9% of products. This sole importation also drains the resources of NNPC but it has to sacrifice to ensure availability of products.
“And if NNPC imports, it sells to marketers but they are still complaining of low profit margin. The importation chain has its own stress because for the storage of the products, NNPC can only accommodate 55% of the products. The oil majors cater for 30% and independent marketers take charge of about 15%. So, at any point, these marketers are still needed.
“The alternative is for all the nation’s 23 depots to be operating at maximum capacity to check the antics of the marketers.”
A minister, who should know, also said the government was suspecting sabotage by some stakeholders.
His words: “Before the present crisis, the nation used to consume between 30million to 35million litres of Premium Motor Spirit (PMS) daily but since this current challenge started, the consumption has shot up to 80million litres per day.
“Without a soothsayer, it is obvious that something had gone wrong. We cannot just rule out sabotage including diversion of products.”

The celebrated imminent repatriation of $321 million stolen by Sani Abacha, former military ruler, has run into a storm with suspicious moves that may amount to “re-looting the loot” through the backdoor.
The federal government had, between 2013 and 2014, used the services of Swiss lawyers, Enrico Monfrini and Christian Luscher, to recover the stolen funds from Liechtenstein and Luxembourg — and domiciled the monies with the attorney-general of Switzerland since then.
Nigeria also undertook to pay 4% of the recovered Luxemburg assets as professional fees and expenses to the lawyers, in addition to roughly $6.8 million in fees to be paid to Monfrini for the Liechtenstein recoveries.
With the fees settled, all that was left for the money to be returned to Nigeria, TheCable understands, was for Abubakar Malami, Nigeria’s attorney-general, to sign an MoU with the Swiss authorities and commit to an undertaking that the funds would be properly utilised.
Previous repatriations were reportedly mismanaged with no obvious benefits for the people of Nigeria, a development that stalled further return of recovered loot to the federal government.
However, in a suspicious move, Malami went ahead to engage two Nigerian lawyers to act on his behalf in a deal that will further cede at least another 4% as commission and professional fees from the recovered funds.
The Nigerian lawyers, Oladipo Okpeseyi, a senior advocate, and Temitope Isaac Adebayo, were engaged in 2016 apparently to duplicate the job of the Swiss lawyers and get their own cut from the already done deal.
A senior official of the ministry of justice told TheCable that “this is a case of re-looting Abacha loot”.

DUPLICATING THE DOLLAR

“A simple letter from the office of our attorney-general of the federation to the Swiss attorney-general requesting the repatriation of the funds to Nigeria consequent upon the signing of an MoU was all that was required to consummate the deal,” the official said.
“From nowhere, Malami went and appointed another set of lawyers to do his job for him, and for few million dollars too.”
The official compared this to the recent Paris Club refund scandal in which governors said they engaged the services of consultants — for a fee of N10 billion — to calculate what was due to the states.
“The commissioners of finance from the 36 states of the federation could have sat down with the accountant-general of the federation as well as the minister of finance to calculate the Paris Club refunds to be made to the states. They do this every month with respect to federation allocation,” the official said, explaining the analogy.
“But the governors were half-clever in claiming that they engaged consultants to do the job their own commissioners of finance should ordinarily do, and N10 billion was shared in the process as consultancy and professional fees. This is exactly what the attorney-general is doing with the Abacha loot. In the end, Nigeria will be short-changed.”

QUESTIONS TO ANSWER
TheCable requested — under freedom of information (FoI) — from the office of the attorney-general information on: the agreements were between the federal government of Nigeria and the Abachas which led to the eventual withdrawal of the prosecution of Mohammed Abacha; and why another lawyer was appointed after Monfrini had completed the recovery job.
The office of the attorney general of the federation, the custodian of the FOI act, received TheCable’s request on December 8, 2017, and at the time of this report, it was yet to respond.
An official in the information department advised that TheCable request for an interview with the attorney-general as most of them do not have the needed details.
All efforts to speak to the attorney-general on the latest developments have proved abortive.
Messages to his phone were also not replied and calls were neither picked nor returned.
THE NEWLY RECOVERED $321M

Following the decision of the government of President Goodluck Jonathan to prosecute the Abachas for money laundering in 2013, the family entered into a deal to return funds traced to them.
Working with then-attorney-general of Nigeria, Mohammed Adoke, Monfrini traced about $321 million to Liechtenstein and Luxembourg.
The monies were recovered and kept in the custody of the attorney-general of Switzerland, awaiting final return to Nigeria.
But the federal government did not repatriate the funds until Jonathan left power in 2015.
A letter of intent was signed by Nigeria and Switzerland in March 2016 under a new attorney-general to ensure the restitution.
Malami and Didier Burkhalter, Swiss foreign minister, signed the document on behalf of their governments.
“The signing of this letter of intent is an important step towards the restitution of the funds under the control of the World Bank, which was made possible by the confiscation by the Geneva prosecutor’s office of this amount initially held in accounts in Luxembourg,” a statement from the Swiss foreign ministry read.
Not much was heard about the $321 million again until October 2017, more than a year after the letter of intent was signed.
Malami — at an event on asset recovery organised by civil society organisations (CSOs) — announced that the government had concluded plans to sign an MoU with the government of Switzerland for the release.
This MoU, Malami explained, is focused on meeting Nigeria’s obligation on the transparent management of returned assets.
At this year’s global forum on asset recovery in Washington, DC, a tripartite agreement was signed by representatives from Nigeria, Switzerland and the World Bank, who is to play an oversight function.

MONFRINI
Monfrini… recovering Abacha loot since 1999
Monfrini, the Swiss lawyer hired by the Nigerian government in 1999 to work on recovering the Abacha loot, was asked by TheCable on the appointment of new lawyers.
Recovering Abacha’s loot is one of his celebrated cases.
“I don’t know why the federal government of Nigeria decided to appoint other lawyers,” Monfrini replied TheCable in an email exchange over the deal.
He explained that since September 1999, there had been no breach in the agreement he signed with the Nigerian government.
“Upon the election of President Buhari, the newly appointed minister of justice and attorney-general, Malami, appeared to prefer using the services of other lawyers in Nigeria and elsewhere,” he said.
When contacted, Okpeseyi told TheCable he was already on holiday and would not be able to give comment on the issue.

THE LOOTING MACHINE

From 1993 to 1998, Sani Abacha — who was Nigeria’s military head of state — reportedly stole about $5 billion from the nation’s treasury.
At the request of the democracy in 1999, Switzerland had frozen about SFr1.4bn suspected to be part of the loot.
In 2001, three years after Abacha’s death, Mohammed Abacha, the former ruler’s eldest surviving son, was indicted for money laundering by a Geneva prosecutor.
An investigation had shown that Abacha and one Nigerian businessman were co-conspirators in the theft of Nigeria’s public funds.
Georges Zecchin, the investigating judge, disclosed that Swiss bank accounts containing SFr750m had been frozen as a result.
At the time, Nigeria’s government was making efforts to recover $4 billion in assets that Abacha and his family allegedly stashed in Switzerland and other countries in Europe.
About a decade later, Abba Abacha, another son of the late ruler, was sentenced by a Geneva court.
Abacha, the court announced, had been part of the family structure built by their late father to steal from Nigeria’s treasury.
He reportedly used false identities and passports to open over 30 bank accounts in Switzerland, Luxembourg, Liechtenstein and the Bahamas to stash his father’s loot.
The Swiss government had reportedly returned about $700 million — money frozen in accounts linked to Abacha — in installments to the Nigerian government.
In 2005, an MoU was signed by both countries that the recovered funds must go into health, education projects and infrastructure developments.

20 December 2017, Sweetcrude, Lagos — The first turbine of the 459-Megawatts Azura Power plant was synchronised and connected to Nigeria’s national grid and began producing electricity for distribution across the country today.
This marks the start of a four-month period of intensive commissioning of the 459MW Azura-Edo IPP located in Benin City, Edo State.
The plant is comprised of three Siemens turbines, each of which is capable of producing 153MW.
The first turbine synchronised today will undergo a battery of tests over the coming five weeks.
Tests on the second turbine will begin at the end of January 2018, with the tests on the third turbine commencing at the beginning of March 2018. The commissioning process will then conclude at the end of April 2018 when the plant is scheduled to reach full commercial operations, Sweetcrude Reports can report.
During this four-month commissioning period, the plant will produce over 100,000-megawatt hours of electricity which will be sold by the National Bulk Electricity Trading PLC (NBET) to the country’s distribution companies.
Deputy Managing Director, Mr Edu Okeke, expressed his pleasure that the commissioning process will start before Christmas: “This festive season is one of the peak periods for electricity consumption in Nigeria and it’s a source of real pride for Azura that we were able to bring our first turbine onto the Grid before Christmas Day.”
The project construction began in January 2016 and was anticipated to reach completion in December 2018.
Okeke added that with the vast bulk of the work already completed, the project is currently more than 7 months ahead of schedule noting that it has also become a standard-bearer for good health and safety practices, having clocked up more than 4 million man-hours of work without a single lost-time injury.
“The credit for this high-level performance is shared by the EPC Consortium of Siemens and Julius Berger and all the stakeholders in the project, including, amongst others: the Presidency; NBET; the Nigerian Gas Company (NGC); the Transmission Company of Nigerian (TCN); the Federal Ministry of Power, Works & Housing; the Federal Ministry of Finance; and the Edo State Government.
“NBET, for example, has a team of engineers that have conducted intensive, monthly, on-site monitoring of the works since the first day of construction.
“NGC has partnered with Azura in the construction of the gas spur line that connects the Escravos Pipeline System to the power plant and in the construction of the pressure reducing and metering station. TCN has also worked assiduously with Azura in the construction of the on-site switchyard and the connection into the neighbouring Benin-North Switchyard.
“Meanwhile, the Ministers of Power and Finance, and their respective Permanent Secretaries have provided unstinting moral support for the project; whilst His Excellency, the Executive Governor of Edo State, has constantly challenged the project team to “work faster, better and safer”.
“The success, to date, of the project is also a reflection of the close cooperation and strong and consistent support that it has received from the three local communities of Ihovbor, Orior-Osemwende; and Idunmwowina and from the palace of His Royal Majesty, the Oba of Benin.
“Whilst there is still some way to go and challenges to overcome, the project’s management team is confident that all parties will continue to work together to enable the power plant to reach full commercial operations well ahead of schedule,” he said.
How Azura first turbine was synchronised
The synchronised turbine also marks the historic completion of an industry chain where all the links are forged together through commercially negotiated contracts. Siemens and Julius Berger built the plant under the terms of the EPC Contract. The gas that was used to generate today’s electricity was supplied by Seplat PLC and the Nigerian Petroleum Development Company in accordance with the Gas Supply & Purchase Agreement.
NGC transported the gas to the site in line with the Gas Transportation Agreement. The electrons generated were then transmitted across the country’s high voltage network by TCN per the Grid Connection Agreement.
These same electrons were then bought by NBET under the terms of the Power Purchase Agreement and sold to the eleven distribution companies (“Discos”) under the Vesting Contracts between NBET and the Discos. Hence, for consumers and investors alike, the catalytic power of this value chain was on full display yesterday, (Tuesday)
The successful firing of Azura’s first turbine is also a key milestone in the Government’s Power Sector Recovery Plan (“PSRP”) which aims to increase the security of electricity supply for millions of Nigeria’s homes and businesses.

The Federation Account Allocation Committee (FAAC) distributed N609.95 billion to Federal, States and Local Governments as revenue generated in November.
This is N77.25 billion more than what it shared in October, Ahmed Idris, the Accountant-General of the Federation said.
Mr. Idris said that after the cost of collection deductions by FIRS, Customs and DPR, the Federal Government received N248.2 billion, representing 52.68 per cent; the states got N125.9 billion, representing 26.72 per cent and the 774 local councils received N97.06 billion, amounting to 20.60 per cent.
According to Mr. Idris, oil producing states got N54.48 billion, which represents the derivation share of 13 per cent.
He said the country generated N356.07 billion as mineral revenue and N193.46 billion as non-mineral revenue in November, both showing improvements over the earnings in October.
Mineral revenue increased by N38.78 billion, while non-oil mineral revenue also jumped by N68.65 billion.
Mr. Idris said oil revenue continues to be negatively impacted by low production due to poor maintenance, sabotage and the Force Majeure declared at Bonny Terminal.
He said the balance in the Excess Crude Account (ECA) as at Dec. 15 remained $2.317 billion. He also put the balance in the Excess Petroleum Profit Tax account, at $133 million.
Mr. Idris said the Federation Account has received instruction from the National Economic Council that $1 billion be removed from ECA to fight Boko Haram.
“The instruction has been given. But there is a process before money is taken out of an account. So unless that withdrawal is made, the balance remains the same.
“On what the money will be used for, the appropriate institution will have to give you that, namely the military, who are the ones that will utilise the money, and they know their needs,” he said.
On why the money is being taken from the ECA, Mr. Idris said everyone should know that it is a savings account and ordinarily should have been distributed to the three tiers of government.
“So if the same owners decide that part of it should be utilised to secure the country, to secure the system, to make the system work and provide security for life and property, I don’t think it should be an issue.
“If the Governor of Ekiti has a problem with that, he should have made his position known to his forum, which is the Governor’s Forum.
“His dissension should not come to me on the pages of newspapers. He is entitled to whatever, but it should be directed to the appropriate place,” he said.
Meanwhile, Mahmoud Yunusa, the Chairman, Commissioners of Finance Forum, said the distribution was timely, as it would enable states and local councils to pay workers ahead of Christmas. (NAN)

Say that to the various GENCOs and DISCOs that are in the hand of private investors, if government is lying about the figures of power generated, GENCOs and DISCOs have no reason to lie about the amount of power they generate or receive. The real problem in my opinion is not the generation ( well not only it) but distribution. Since Tuesday, I only used generator for two hours today. We have near 20 hours power supply in my area and not just for this week but the close to two years I have lived here. Whereas some people have not had for two weeks.

As a blogger, I enjoy the constant supply of power but do others enjoy it? Why the preferential treatment of some areas?

That distribution issue needs to be dealt with and asap then we focus on the saboteurs sabotaging the generation aspect.
Same here, and the high disparity of power supply to different area in the same city is based on the percentage of the revenue collected from power supplied to a particular area, if the percentage of revenue collected from a power supplied to a particular area is low EDCs will reduce the amount of power being supplied to that particular area and redistribute it to other area they are sure of collecting a higher percentage of revenue on power supplied.

Not worth celebrating yet. We have the resources to generate 10k megawatts if there is the political will. It is a big insult that a country with so much resources as ours is suffering from power supply. It is a big slap on our face as nation.
Honestly our power generation is a big slap on our reputation. But with the liquidity crisis rocking all segments of the power value chain I don't think we can attain 10,000MW unless if the government is willing to subsidize power transmitted to the discos which I doubt. 6,000MW is government target as from 1st of January next year and all discos have been notified about this plan.

grin this is not a joke, our generation has improved immensely in the last couple of weeks, we have been doing between; 4,500- 5,000MW peak generation and 3,300-3,600 lowest generation on a constant basis.

The government has 4 mismanaged refineries that can refine more than what we consume if revitalise, there are multiple new planned and ongoing refineries projects in the country that will bring up the nation refinery capacity to 5 folds of what we currently consume together with the revitalised government owned refineries.

Crude oil discovery wasn't handle by NNPC for a start in the south. Let the govt hands off oil discovery for privates hands who can make fairer jugdment without political influence.
This happen when the entire world with the exemption of UK, US and few others has no technical know how of oil exploration and production, and not now that we can explore, develop and produce on our own with little contribution of outsiders( West)

In your points I honestly think you involved too many needless facts that don't apply to Nigeria.

If you argue that govt has no business building and running refineries then the govt equally has no business prospecting for oil via a state owned entity(NNPC). In fact it will be far more sensible for a private entity to prospect for oil - a gamble - than for a govt to prospect for oil.

The covention is one oil magnate is always brainstorming and doing the gambling, the govt sits back, regulate, and eat the good. There may be tax window or other incentives for the discoverer of oil reserve correct me if I am wrong.

The search of crude oil in the interland basin might be politically motivated but no one can rule out its economical benefits, discovery of crude oil is not limited to or birthright of ND or Southern Nigeria, it is a global commodity that can be found in every part of the world be it swampy, dry, arid, desert or rocky part of the world sea inclusive, it tooks Ghana decades to discover crude oil in a very large quantity so is Chad and Niger, with the advent of new and improved technology reserves that are believed to be unrecoverable can now be exploited(shale, deep water, and tight gas) and improved prospecting technology.

The Federal government has approved a security contract valued at $195 million awarded to an Israeli firm to procure security equipment and assist in training Nigerian security personnel tackle crime along the nation’s waterways.
The Minister of Transportation, Rotimi Ameachi, who disclosed this at an event to mark this year’s World Maritime Day, in Lagos yesterday, did not reveal the name of the firm, but said the contract which will commence in December will last for a period of three years after which the company will handover to Nigerian security personnel.
Nigerian maritime domain is still facing security challenges, as more case of attack and kidnappings are recorded this year. Amaechi said the agreement became imperative given the high charges shipping firms’ pay for security escort on Nigerian waterways.
“The Israelis have assured us that after the training of our security operatives, such harassment and attacks on our waterways will not happen again. They even said we should hold them accountable if such harassment persists on our waterways after the training. That is one achievement that has happened under our leadership in the maritime sector, he said.
According to him, an operator spends about $18 million on a yearly basis due to insecurity on the nation’s waterways, in addition to high war risk insurance payable by shippers to do business Nigerian waters.
“One of the burning issues in the maritime sector is security. The Federal Government has contacted an Israeli firm who is going to train our security men. They will buy equipment and dominate Nigeria’s waterways for the next three years.
“Within those three years, the Israeli firm will train our security operatives for them to take over after the expiration of the contract. They are yet to launch because they are still buying the equipment. When you see the equipment on the waterways, people will know they are safe and secured.
“Mr President has kindly approved that, and that is being done through the Nigerian Maritime Administration and Safety Agency (NIMASA). In the three years, they will train our Navy, our Army and our Police so that we can stop spending money escorting boats and vessels on our waterways.
“Currently, Maersk told me they spend between $15m and $18m annually to those escorting their vessels from one point to another on our waterways. We should be able to deflate that by next year so that people can do their businesses on our waterways without any fear of being attacked or harassed,” he said.
Commandant, Nigerian Defense College, Real Admiral Adeniyi Adejimi Oshinowo, said im proving maritime safety in Nigerian waterways requires concerted efforts through inter-agency and cross-border collaboration on maritime security.
He said there is need need for recapitalization of national maritime patrol capability with a mix of 27 OPVs, nine helicopters and three MPAs.
On the efforts to commence movement of cargoes by rail, Amaechi said the government will acquire six locomotives and 100 wagons before the end of December.
“We are launching six locomotives before December. Initially, General Electric said they will pick the cargoes from the ports to Ebute-Metta, but I told them that such movement of cargoes to Ebute-Metta will not work.
“By next week, I will inform General Electric that all cargoes would be moved from the ports, straight to Papalanto in Ogun State. This will start before the end of December. We are doing that with the Nigerian Ports Authority (NPA) and the Nigerian Railway Corporation (NRC).
Director-General, NIMASA, Dakuku Peterside, said while the sector has made considerable progress, some reforms are still ongoing to ensure Nigeria maximise the benefits of the blue economy.
He said efforts are ongoing to set up the national fleet, which he said will be driven by the private sector.

The Ijaw Youth Council, IYC, has called on President Muhammadu Buhari, Minister of State Petroleum, Dr. Ibe Kachikwu; the Nigerian National Petroleum Corporation, NNPC, and the Nigerian Content Development and Monitoring Board, NCDMB, to stop what it termed “the internal colonialism and marginalisation of Niger Delta communities by Nigerian oil bloc owners.
President of IYC, Mr. Eric Omare, made the call while addressing protesting IYC members of Gbaramatu, Ogbe-Ijoh, Diebiri, Ogulagha, Iduwini, Kou and Egbema clans in Delta State and parts of Bayelsa and Edo states.
The protesting IYC clan executive members led by Mr. Doubra Wuruya of Gbaramatu and Mr. Smart Okosu of Ogbe-Ijoh Clans, in their address to the IYC President, expressed dissatisfaction with “internal colonialism” of Niger Delta people in the oil and gas industry.
According to the IYC clan leaders, “since the take-over of most assets previously owned by multinationals by the indigenous companies such as Aiteo, Seplat Petroleum, Neconde Energy Limited, Shoreline Group, Dubri Oil Company Limited and other local companies in line with the local content drive in the oil and gas industry, the local operators have introduced practices that amount to internal slavery of the Niger Delta host communities.
“These new oil asset operators apart from owning and operating the oil blocks, have also incorporated several companies with which they do lucrative oil servicing contracts within their bloc areas that ought to be done by local people and even employment opportunities that are supposed to be given to the host communities are given to the kindred of the Nigerian assets owners to the detriment of the Ijaw and Niger Delta oil and gas host communities.”
The IYC clan leaders stated that this new strategy by the Nigerian oil bloc owners is not only condemnable but it is also illegal as it amounts to conflict of interest for oil bloc owners to own subsidiary companies with which they execute key contracts for the operator to the detriment of the communities..
They specifically accused Neconde Energy for using Nestoil Nigeria Limited to execute most of the oil service contract jobs in Oil Mining Lease 42 oil fields namely Odidi I & II, Egwa I & II, Ajuju/ Batan field and Jones creek in Ogbe-Ijoh, Diebiri and Gbaramatu Kingdoms to the detriment of the indigenes of the host communities who have the capacity to do similar jobs.
The protesting Ijaw youths warned that the youths of the affected communities may be forced to take their destiny into their hands by disrupting company operations if these issues are not addressed by President Buhari, Ibe Kachikwu, NNPC and NCDMB.
Addressing the protesting youths, the President of IYC, Mr. Eric Omare, condemned the deprivation of host communities by Nigerian oil bloc owners who are beneficiaries of the local content policy, which he said was a product of the Niger Delta agitation.
Omare recalled that the Local Content Act was the first bill that was signed into law by former President Goodluck Jonathan on resumption of office as part of efforts to address the Niger Delta agitation.
“Local content law in the oil and gas industry was not introduced to turn Nigerians from other part of the country to overlords and internal oil colonialists to the Niger Delta people, but primarily to empower the people of the region to participate in the oil industry.”
He recalled that IYC under one of his predecessors, Mr. Mieabiye Kuromiema, as President initially negotiated five percent on behalf of the communities in the divestment of OML 42 but this was not implemented by the Petroleum Ministry and Neconde Energy Limited.
He promised to follow up the issue to ensure that OML 42 communities in Ogbe-Ijoh, Diebiri and Gbaramatu Kingdoms are given their five percent interest in the OML 42 oil fields.
The IYC leader therefore called for the introduction of what he called ‘community content in the oil industry’ to address the emerging marginalization of local people by Nigerian oil bloc owners.
“We call on President Buhari, Dr. Maikanti Baru of NNPC and Engr. Simbi Wabote of NCDMB, to investigate the allegation of oil bloc operators having sister companies to carry out key oil servicing jobs to the detriment of the host communities and in violation of the conflict of interest rule in corporate governance.”
Omare also reiterated one of the 16 points demands of PANDEF to award oil blocs to Niger Deltans, starting from the forth-coming marginal oil fields allocation.
