Aguiyi Ironsi's decree 34 abolished the regional system in Nigeria.

The military government is not, by definition, unitary, but Ironsi abolished the regional system because he believed that the regions were not loyal to the Nigerian constitution. Gowon exacerbated the problem of the unitary state, but the fault lies with Aguiyi Ironsi's Decree 34

Regionalism wasn't even a good thing, Gowon was very wise for abolishing it, unlike Aguiyi he opted for Federalism not Unitary government.

You always want to make excuses. What Gowon did was never federalism it was even worse than the unitary decree. Because the unitary decree still kept the regions, the only thing the unitary decree did was to unify the civil service.
