How can the decree be the main issue when Military decrees are temporary laws that are dropped when civilian rule returns? Laws can made and unmade but restructuring is a very hard thing to achieve. That is why Gowon should never have abolished the 4 constitutionally created Regions he inherited from Ironsi to create 12 unconstitutional states. Had Gowon kept those 4 Regions, it would have been possible for Nigeria to return to 1963 constitution Nigeria was practicing before military intervention. But by creating states, Gowon and his fellow Northerners ensured that it was not possible. Ghana also had several coups and military rulers who suspended the constitution and centralised government. But what the Military rulers did not change the structure they met on the ground, just like Ironsi, today Ghana is made of 8 Regions and it's capital territory and practicing real federalism.

Ojukwu supported "One Nigeria" all the way to Aburi Ghana, even as thousands of his people were being slaughtered in a pogrom all over Nigeria. When your federal Government betrayed the agreement they signed in Aburi, Ojukwu realised that "One Nigeria" was just a term for Northern domination and he fought to free his people from it.
