What the cities lack is funding for the finishing touches like covered drains, sidewalks, full street lightning etc.

You're notoriously fond of giving excuses for the failure of leadership in Nigeria as being about low taxes. Does it cost the govt extra ₦1 to make sure every land owner follows a specified set of rules while erecting building, including the direction it should face, whether it should be visible/invisible roof type, prohibition of rusty iron roofing, the space to give at the front for street/walkways, etc??

It's not the FG that develops towns and villages, though Nigeria needs a national urban planning masterplan to be floated by the FG and then enforced, so that every town or city has a very strict urban planning office that regulates how buildings and houses are arranged instead of the yeye jaga-jaga style we currently practice.
