UK can be dirty very well well. The trick is...they pay hefty council taxes of over 240000 or more. Monthly. (If you are poor, you can pay in bits, but ye must make it up eventually).

The large money means they can afford dumpster trucks for even small tiny villages. And dustbins, and refuse processing plants, and the private sector comes in with recycling plants. NIgeria? No Nigerianis going to pay even N50000 monthly to get better council and municipal services. Them go argue , them go riot. SO, the dirt show continues.
Of all cities in Nigeria, only Abuja and Lagos have weekly refuse collection (and it is inadequate even self).
You're notoriously fond of giving excuses for the failure of leadership in Nigeria as being about low taxes. Does it cost the govt extra ₦1 to make sure every land owner follows a specified set of rules while erecting building, including the direction it should face, whether it should be visible/invisible roof type, prohibition of rusty iron roofing, the space to give at the front for street/walkways, etc??
