Buratai also urged the commanders to ensure a prompt and timely response to distress calls from communities in the besieged area. The Acting Director, Army Public Relations, Col. Sani Usman, said in an electronic mail on Monday that the COAS made the comment during a visit to troops of 103 Battalion Nigerian Army, Konduga, Borno State, on Sunday. Usman said that the Army Chief also renamed the military operation in the North-East from Operation Zaman Lafiya to Operation Lafiya Dole as part of the efforts to intensify the onslaught against the insurgents in the area. He said that the change of name was to send out a strong message to the insurgents that they would not be allowed to perpetrate their heinous crimes in the region. According to him, Buratai used the opportunity of his visit to assure the troops of the Federal Government’s commitment to the provision of necessary equipment for the fight against the insurgency. Buratai who briefed the troops about his vision for the Army and resolved to end the insurgency commended them for their resilience and bravery. “As part of the efforts to rejig and add renewed vigour to the fight against terrorism and insurgency in the country especially in the North-East, the Nigerian Army has decided to rename the “Operation Zaman Lafiya” to “Operation Lafiya Dole”. The Chief of Army Staff (COAS), Major General Tukur Yusufu Buratai made this known at 103 Battalion Nigerian Army based in Konduga, Borno State today… “The COAS also used the occasion to inform the troops of his vision and the resolve to end the activities of Boko Haram terrorists. He also assured them of the Federal Government’s support and that all necessary equipment and facilities would be provided to actualise the defeat of the insurgency. “He commended them for their resilience, bravery and dedication and enjoined them to take the initiative and be more proactive. He commanded that troops should do more by pursuing and destroying Boko Haram terrorists within the bounds of Rules of Engagement. “General Buratai further warned that he would not tolerate any act of indiscipline or cowardice from any soldier. He also exhorted commanders to be more proactive and respond promptly to distress calls. In line with his vision, some of the identified challenges in the frontline were proactively addressed through specific directives,” the statement read in part. |

EXCLUSIVE: Joda committee asks Buhari to appoint only 19 senior ministers The Ahmed Joda-led transition committee of the All Progressives Congress (APC) has asked President Muhammadu Buhari to prune the number of federal ministries from 28 to 19. In its report seen by TheCable, the advisory committee recommended that Buhari should have only 19 senior ministers, while 17 ministers of state should be appointed, bringing the total to 36 in fulfillment of the constitutional requirement of one minister per state. Previous governments, starting from 1999, appointed 42 ministers — picking one from each of the six geo-political zones in addition to one from each of the 36 states of the federation. Under former President Goodluck Jonathan’s administration, there were 28 senior ministers and 14 ministers of state. Three of the ministries were directly under presidency. The issue of small government has dominated public debate, with the new governor of Kaduna state, Nasir el-Rufai, reducing the number of ministries from 19 to 13 upon inauguration. Buhari promised to reduce the cost of governance and only on Thursday ordered that nine of the VIP transport aircraft under the presidential fleet, better known as presidential jets, should be sold. The Joda transition committee submitted its report to Buhari on June 11, but the details, which the president is expected to evaluate before taking his initial key steps, are yet to be made public. TheCable can report that under the Joda proposals, only nine ministries will not be affected in the pruning exercise: (1) industry, trade and investment (2) education (3) defence (4) FCT (5) finance (6) labour and productivity (7) justice ( foreign affairs and (9) national planning. The report posited: “There is no direct relationship between the number of ministries and efficacy of service delivery. The US with a population of 316 million and with GDP of $17,328 trillion (30 times Nigeria’s GDP) has 15 ministries. India has 24 ministries, while the UK has 17. “The current structure of the FGN with 28 ministries and 542 agencies (50 of which have no enabling laws) [results in] very high cost of governance. These proposals are believed to have been influenced by the report of the Stephen Oronsaye committee which was set up by Jonathan to provide a comprehensive blueprint on reduction of cost of governance in 2012. The Joda committee is said to have studied the report, which is also a reflection of a similar exercise carried by President Olusegun Obasanjo in 2007 in the twilight of his administration. The rationalisation of ministries and agencies was not implemented by Obasanjo but his successor, President Umaru Musa Yar’Adua, initially implemented it before reverting to the old structure. President Buhari has continued to keep mum on the direction of his government, but Joda has pleaded for patience, suggesting that the report of his committee was very important in charting a new direction. As part of the federal government’s cost measures, President Muhammadu Buhari has directed that nine of the VIP transport aircraft under the presidential fleet should be sold. Industry sources informed THISDAY that the presidential fleet, which are registered as Nigerian Air Force aircraft, is one of the largest in Africa and the third largest in Nigeria after Arik Air and Aerocontractors. According to an aviation source, who is aware of the directive to sell the aircraft, the presidency has a number of serviceable and unserviceable aircraft that need to be disposed of in order to reduce the amount spent by the federal government for aircraft maintenance annually. “Nine, which still have market value, are to be sold immediately to reduce maintenance costs,” he said. For years, the federal government has spent over N12 billion annually for the maintenance of the presidential fleet. Although information on the exact size of the fleet is treated as classified information, the fleet, according to aviation sources, is believed to comprise about 16 aircraft, chief of which is the Boeing 738 BBJ, NAF 001 or Eagle One, used by the president for his travels. With its luxury configuration comprising a master bedroom, washrooms and showers, a conference and dinning area, and a living area, the plane seats 25 to 50 passengers and would cost at least $100 million to replace today. Eagle One can spend 12 hours in the air, covering 11,489 kilomtres or 6,200 nautical miles. In addition to the Boeing 733 reserved for the president, the fleet boasts two Gulfstream 550 jets. The Gulfstream 550 can seat eight to 18 passengers, depending on the configuration, and has a cruiser range of 12,501 kilometres or 6,750 nautical miles. A new luxury Gulfstream 550 would cost an estimated $53.5 million. According to Wikipedia, other planes in the Nigerian Air Force VIP transport fleet include two Dassault Falcon 7X jets, one Hawker Siddeley 125-800 and one Cessna 550 Citation II. Information from a Nigerian web portal and Nigerian Air Force sources further revealed that the fleet also boasts two Dassault Falcon 900 jets, a Gulfstream IVSP, a Gulfstream V, a Dornier Do 228, which can carry 19 passengers, one Beechcraft King Air B200, and three AugustaWestland AW139 helicopters. Sources said each of the two Dassault Falcon 7X jets were purchased for $51.1 million in 2010 while the Gulfstream 550 cost $53.3 million. Aviation experts also put the average price of the Falcon 900 at $35 million; Gulfstream IVSP at $40 million; Gulfstream V at $45 million; Cessna Citation at $7 million; and the Hawker Siddeley at $15 million. THISDAY also discovered that though all the aircraft are under the presidential fleet, about eight of the planes are reserved strictly for the president. These are the Boeing 737, the two Gulfstream 550 jets, the Gulfstream V jet, two Falcon 7X planes, the Hawker Siddeley aircraft and one AugustaWestland chopper. Others are reserved for executive airlift. Aircraft used for this function include the two Falcon 900 planes, the Dornier, the Cessna Citation, the Beechracft King Air, and two AugustaWestland choppers. Aircraft reserved for executive airlift are used by the Vice-President, Senate President, Speaker of the House of Representatives, Ministry of Foreign Affairs, and could be used to convey African heads of states visiting or departing Nigeria. |
