Following the defeat suffered by President Goodluck Jonathan and his party, the Peoples Democratic Party, during the March 28 and April 11 elections, the President has asked the party and government officials who handled campaign funds to refund monies not spent, or those not judiciously expended, SUNDAY PUNCH can authoritatively report.
Jonathan, credible sources said, has also set up a committee of five to get those with the funds to return them.
Sources within the party and government told our correspondents that President Jonathan was disturbed that despite giving campaign coordinators, ministers, special advisers, close aides and friends, support groups and traditional rulers over N2trn in cash, most of them could not deliver their polling booths and local governments.
The President was said to have been further irked by the results of an investigation he ordered. The probe showed that some coordinators used campaign funds to buy very expensive properties, especially in Abuja, and luxury cars. Some of the funds have also been traced to the bank accounts of senior party and government officials who were charged with the disbursement of funds to voters and groups.
A reliable source within the Presidency told our correspondents that one of the President, who recently admitted to a few close aides that it would be difficult to retrieve all the funds, was bent on getting senior party and government officials who received funds to account for all monies collected.
The source who is a close associate of the president said monies given to traditional rulers in different parts of the country, for example, would not be demanded for. But the source was quick to add that the President was determined to get his ministers, close aides and special advisers to make refunds.
He said, “Some ministers did not get less than N20bn each. None of them can deny it because this fact isn’t hidden within government circles. The only problem with such monies is that there is no receipt to show that they collected money. The sad part is that almost all of them performed woefully. Even in the states where the PDP won, some ministers could not deliver 100,000 votes. They could not mobilise their people to come out. The President is not happy. They all went property and car shopping. This was the most expensive election in the history of this country, yet there was no result.
“The sad part was that even after the President lost on March 28, more money was given to all of them to make up for the dismal outing by winning their states during the April 11 elections. But that turned out to be a bad decision because apart from losing the governorship election, we didn’t perform well at the National Assembly and House of Representatives polls.
“They must give an account of the money since they didn’t use it for the election. The President is not particular about the funds spent on genuine campaign needs like the hiring of jets, advertisements and the rest that also cost billions of naira. His focus is on the individuals that collected billions to deliver their states but couldn’t even win their polling booths.”
Our correspondents gathered that apart from the N20bn given to some key ministers and senior special advisers, especially in states where the PDP hoped to capture from the opposition All Progressives Congress, some pro-Jonathan support groups received about N16bn.
A former legislator who was to print five million recharge cards, T-shirts and base ball caps has also come under pressure to account for the billions she received because only a few people got the items she was paid to produce. Also, a top female politician in Lagos who got a contract to produce and supply thousands of mobile phones with pro-Jonathan messages was said to have produced just a few and pocketed most of the funds.
It was learnt that the funds Jonathan released were disbursed in three phases. Some were released before the March 28 elections, others on the day of the presidential election and more before the April 11 governorship polls.
Already, the committee of five has started asking some of the campaign coordinators and ministers who received a minimum of N20bn each to give an account and also refund residual funds where applicable.
However, our correspondents learnt that most of the people who received the funds had not cooperated with the committee. While some have not been forthcoming, others have simply ignored the committee.
Jonathan is said to be particularly focusing on the South-West and northern states.
In Lagos, a popular PDP chieftain who lost in his polling booth reportedly received $50m in cash a few days before the governorship elections.
A senior PDP party member who spoke to one of our correspondents in Lagos over the weekend confirmed the cash splurge in Lagos.
The source said, “Lagos was a show of shame. A few days to the governorship poll, about $150m was received in cash by about five top campaign coordinators. But they failed again, even more than we did in the presidential poll because we lost some areas we won on March 28 to the APC on April 11. They were to share this money to the local governments and the masses.
“Please understand me, I am saying that the sum of $150m was just for the governorship election in Lagos. We are not talking about the sums they got for the presidential election. Only one out of the five people that shared the money gave some of it to local government chairmen. This person disbursed about N2bn. The rest of them sat on the money.
“The coordinator that collected the sum of $50m later went to a Federal Government agency and complained of not having enough funds for the election and got an additional $20m. The story is the same in almost all the South-West especially Oyo, Osun, and the northern states. A female minister from the North, who got the highest amount of funds for that region, lost her state in a shameful manner.”
Confirming that campaign directors in different parts of the country had been asked for an audit, the PDP Campaign Director in Akwa Ibom, Mr. Idongesit Nkanga, said the instruction was not new.
He stated that the PDP’s campaign organisation in the state had concluded its audit.
“It is the normal thing. It is the right thing to do for transparency’s sake,” he said.
Nkanga said he would not be able to comment on the refund because he did not collect money from anyone.
According to him, the PDP’s campaign organisation in Akwa Ibom State received a letter for an audit from the PDP campaign headquarters.
He explained that “because the letter emanated from the national headquarters of the party, they were under obligation to submit the audit report about the campaign’s expenditure to them.”
He maintained that at the campaign headquarters, some of the information was available, adding that he would not be able to give SUNDAY PUNCH accurate details offhand to avoid possible conflict in the figures.
Asked what sanctions would be meted out to defaulters, Nkanga said they might be prosecuted.
However, our correspondent reports that prosecution, while not impossible, may be difficult as most of the monies disbursed were not receipted.
Contacted, the national leadership of the ruling PDP said it did not know anything about the money spent on its presidential campaign.
National Publicity Secretary of the party, Mr. Olisa Metuh, stated this in an interview with one of our correspondents in Abuja on Saturday.
Metuh said only those put in charge of the funds were in a position to account for the monies.
He said, “The national leadership of the PDP is not aware of any campaign fund. We were not part of it and therefore we can’t be asked to account for what we didn’t know anything about.
“There was a campaign committee and only the committee is in the position to account for any fund.”
Efforts made to speak with the Director-General of the PDP Presidential Campaign Organisation, Sen. Ahmadu Ali were unsuccessful.
Ali, a former national chairman of the party, did not pick his call and also failed to respond to a text message sent to him.
Similarly, efforts to get the Presidency’s reaction did not yield any result as calls made to the telephone line of the presidential spokesman, Reuben Abati, as at 10.30pm did not connect.

Deputy governor, senators, ex-minister quit in Edo, Kwara, Benue, others
A wave of defections has hit the Peoples Democratic Party (PDP).
It was not immediately clear yesterday whether the party’s loss in the March 28 presidential election triggered the defections.
In Jigawa, Kwara, Kebbi and Gombe states, key political figures yesterday defected to the All Progressives Congress (APC).
In Benue State, former Attorney General of the Federation and Minister of Justice Michael Kaase Aondoakaa resigned from the PDP. He is yet to join another party.
In Edo State, the PDP candidate in the 2012 governor ship election, Maj.- Gen. Charles Arhiavbere was received into the APC yesterday by Governor Adams Oshiomhole. He announced his defection at the weekend.
Jigawa State Deputy Governor Ahmed Mahmoud led the defectors at a ceremony in his home town Gumel.
Mahmoud along with a Special Adviser to Governor Sule Lamido, Alhaji Bello Dansokoto; the immediate past executive Chairman, Dutse Capital Development Authority, Alhaji Bashir Aminu and the immediate past Chairman of Gumel Local Government Council, Alhaji Ya’u Kura, defected, taking with them thousands of supporters.
The defectors were received by executive members of the party and a massive crowd of APC supporters. They described their exit from the PDP as “good riddance”.
Mahmoud, who spoke at the venue, said: “My defection is as a result of my personal and supporters’ interest that prevailed on my conscience to do the right thing.”
The deputy governor, who spoke amidst shouts of “change” by thousands of APC supporters, added: “I have been loyal to Governor Sule Lamido up to this moment and I pray that all of you should as a matter of respect reciprocate same to me and this party.”
He said he had no regret over his decision to join the APC.
Mahmoud becomes the fourth deputy governor to defect – the third to leave the PDP for the APC – after Niger State Deputy Governor Ahmed Ibeto and Ondo State Deputy Governor Ali Olanusi. Rivers State Deputy Governor Tele Ikuru left the APC for the PDP.
But after his action yesterday, the state PDP chapter issued a statement saying it had expelled Mahmud.
The statement signed by the PDP chairman of Galagamma ward in Gumel, Jigawa State Alhaji Ibrahim Kafinta, said the decision to expel Mahmoud was taken during a stakeholders meeting held in his ward.
Kafinta alleged that the deputy governor sabotaged the party during the National Assembly elections.
He said the Gumel Local Government headquarters of the party had endorsed the expulsion.
Former Governor Saminu Turaki also defected to the APC.
Turaki requested that his official reception into the party should be held at his Kazaure Emirate home town today.
He was joined on the defection train by Alhaji Abba Anas and Senator Muhammad Dudu. Dudu represented Jigawa North-East Senatorial District between 1999 and 2007.
Receiving the defectors, APC Chairman Ado Sani Kiri said the party had increased from strength to strength. He assured the new members that they would be accorded the same treatment as those they met in the party.
One of the defectors, former House of Representatives member Alhaji Anas, explained why he joined the APC.
The former member representing Guri/Hadejia/Kirikasamma Federal Constituency said: ”I am joining the PDP due to the overwhelming support Nigerians gave to General Muhammadu Buhari and one cannot be left out”.
Gombe State House of Assembly Majority Leader Mamman Alkali yesterday joined hundreds of others who left the ruling PDP for the APC.
The defectors included over 50 Special and Personal Assistants to Governor Ibrahim Dankwambo.
Alhaji Ibrahim Zamfara, a member of PDP Elders Committee, who spoke on behalf of the defectors, said they dumped the PDP because they wanted to avoid a situation where Gombe would end up as an opposition state.
”We have decided to embrace change because of shoddy happenings in the PDP. The party lacks transparency and we are fed up with the discriminatory activities of PDP in Gombe State.
”We feel it will be better for us to pitch our tent with the winning train so that the state can benefit and move forward,” he said.
Receiving the defectors, APC governorship candidate Alhaji Inuwa Yahaya promised them a fair deal, saying they should feel free and consider themselves as bona fide members of the party.
He said their decision was timely and would further enhance APC’s fortunes ahead of Saturday’s governorship and legislative elections
In Ilorin, no fewer than 20,000 supporters of the 2011 governorship candidate of the defunct Action Congress of Nigeria (ACN) in Kwara State, Mohammed Dele Belgore (SAN), have defected to the APC.
The defectors were led by Rev. Bunmi Olusona, a close associate of Belgore.
Belgore was the state’s coordinator of the Jonathan Campaign Organisation.
Mr. Adebayo Ajimoti, Alhaji Gobir Mohammed, Alhaji Dele Sarkinwa, Dr. Mohammed Potun, Funso Agaka, Alhaji Nasiru Ubandawaki, Mr. Yunus Abdullahi and Mr. Dada Abiodun also defected.
In a letter addressed to the state’s chairman of APC, Alhaji Ishola Balogun-Fulani, the former PDP leaders traced their decision to a meeting they held with the APC leader in the state, Dr. Bukola Saraki, and their realisation that the PDP is “made up of people who do not have the interest of the state at heart”.
The letter, dated April 6, 2015, described their decision to join the PDP in the first instance, as a result of “ignorance”, They lamented that what they found in the PDP was best described as belonging to a “generation of vipers”.
The letter said: “We make bold to tell Kwarans that they should stay away from the party because it is a sinking ship.” The letter claimed that the PDP had been able to produce an array of bad candidates who voters have come to see as clueless politicians.
The defectors also wrote that they were never comfortable with the environment due to what they labelled as the practice of politics of bitterness by “self-seeking and attention-craving politicians”.
The defectors said “for continued progress and prosperity”, the new APC members directed their followers to freely go to thelr wards and team up with the APC and vote for the party’s candidates for governorship and House of Assembly positions.
Aondoakaa (SAN) sent a letter of resignation “with immediate effect” from the PDP to his ward chairman, asking that his name be struck off the members’ list in Lessel Township Ward.
Aondoakaa, said he came to “this important decision” after due consultation with his family, friends and political associates. He said he would concentrate on his legal practice.
On the governorship and House of Assembly elections, he enjoined the people to vote according to their conscience.
The immediate past chairman of the PPD in Kebbi State and dozens of other leaders have dumped the party for the APC,.
Three aggrieved governorship aspirants – Mansir Mansa, Hussaini Adamu and Zubairu Dabai – also defected to the APC.
They accused the PDP of victimising them and expressed a lack of confidence that the party will give them justice.
Other party leaders who moved to the APC are: Abbas Jega, Danjuma Kamba, Shehu Malisa, Bala Gwandu, Rilwanu Auwal, Ilyasu Kambaza, Dambegu Vice, Usman Zuru, Danjuma Zuru, Aliyu Kalgo, Haruna Magarza, Abu Dangoje, and Bello Kaoje, who lost the Suru/Bagudu Federal Constituency election to an APC candidate.
The running mate of the APC governorship candidate, Sama’ila Yombe, who received the defectors in Zuru on Sunday, said the party was consulting with many other PDP members to join the APC before the governorship election.
“PDP is not a party to remain in,” he said.

Embattled Governor of Ekiti State, Mr Ayodele Fayose has sent two first class traditional rulers to meet the National Leader of the All Progressives Congress, (APC), Asiwaju Bola Ahmed Tinubu.
Sources close hinted that the traditional rulers who left Ekiti State this morning were mandated to meet with the Oba of Lagos, Oba Rilwan Akiolu who is expected to lead them to the former Lagos Governor whose political tactics continue to overwhelm the nation. The governor of Ondo State, Dr Olusegun Mimiko was said to have met with Asiwaju few days before the election pleading with him to forget and forgive his misdeeds having seen the inevitable failure of his party, the Peoples Democratic Party, (PDP) at the March 28 election. But it was too late.
“We are on a peace mission. Governor Fayose has asked us to meet with Oba Akiolu who should open the door for us to see Asiwaju Tinubu. We know there are moves to impeach the governor, our role as traditional rulers is the look for a constructive way to end the crisis. If the Governor will be impeached, we do not want him to be disgraced again for the second time in office”, one of the the first class traditional ruler told our correspondent on Sunday.
The royal fathers are currently being lodged at a high-rate hotel in down town Lagos and are expected to meet with Oba of Lagos later today who will take them to Tinubu later in the night.
The royal father who pleaded anonymity said the governor ‘is not arrogant. He has been misunderstood. We agree he made some mistakes, but there should be forgiveness and then Ekiti can move forward.” When asked if their mission was to stop the impeachment, he said: “We want a peaceful resolution of the crisis. We want Asiwaju to intervene and give Fayose a save landing.”
Mr Fayose was on Friday served with impeachment notice by the 19 legitimate lawmakers who want him to respond to allegations of gross misconduct within the next seven days. Reliable sources told citizenconfidential that President Goodluck Jonathan is not interested in Ekiti State any longer.
“The President has achieved a landmark when he congratulated the APC Presidential candidate, Mohammadu Buhari. He does not want to see any other thing that will cancel this goodwill,” a source at the Presidency told citizenconfidential this evening. The source said that President Jonathan actually holds the view that Fayose’s recklessness and tactless political moves were partly responsible for his failure at the national level.

Just few hours after the Director General of Muhammadu Buhari's campaign, Governor Rotimi Amaechi issued a clear warning to Police Officers that any of them who engages in impunity henceforth will be sent on retirement, things are beginning to change across the country.

The Inspector General Police have ordered the police in Ekiti State to restore security team of the Speaker of the House of Assembly, Rt. Hon. Adewale Omirin.

Omirin, who leads the 19 APC majority lawmakers, lost his security after seven PDP lawmakers working for Governor Ayo Fayose claimed to have removed him from office.

The question is why did the police withdraw his security before if they know it was wrong?

The restoration of his security on the orders of IGP Suleiman Abba follows the restoration of the SSS and other security personnel attached to the authentic Speaker at the weekend.

The Omirin-led lawmakers, who returned from ‘exile’ are set to hold a plenary at the Assembly complex.

Meanwhile, the police have stepped up security in Ado-Ekiti, the state capital, and other parts of the state following moves to remove Governor Fayose from office.

Nineteen members of the House of Assembly who belong to the APC have signed a notice of impeachment, which they sent to Fayose and his deputy, Kolapo Olusola.

The say Fayose committed eight impeachable offences since returning to power last October.

The APC Youth Wing has hailed the impeachment move.

Youth Leader Femi Ogundare described the lawmakers’ action as “timely and courageous to save Ekiti from the grip of one-man dictator who has violated the Constitution he swore to defend”.

Ogundare said Ekiti people were tired of what he called the unending rape of the Constitution going on under Fayose’s watch, adding that the emerging new Nigeria would not tolerate the impunity and lawlessness being witnessed in the state.

“No single individual can be bigger than Ekiti. A governor is on the executive seat by the grace of the mandate of the people and anytime he carries out any act that violates the Constitution, the House of Assembly is there to perform their functions [impeachment]."

Controversial Assistant Inspector General of Police, Joseph Mbu, on Saturday arrested a man with his dog while monitoring the conduct of the Presidential and National Assembly in the Lagos metropolis.
The man, Sunday Oduyemi, who is in his mid 20s, was arrested at Egbeda Area of Lagos.
Mr. Mbu ordered the arrest of the man and his dog when Mr. Mbu said he could not give a satisfactory reason for walking around with the dog.
Mr. Oduyemi, who said that he was a musician, told Mr. Mbu he was on his way home with the dog.
Mr. Mbu, however, handed him over to the Area Commander of Area M in Idimu, Lagos for further investigation.

The governor of River state and the APC presidential campaign director general refused to be accredited in his home state of Rivers at the March 28th presidential and national assembly elections citing non availability of result sheets at the polling unit as reason.

By this he couldn't vote, and could not stop others from voting. Although no part of the Law in either the constitution, the electoral Act or the electoral guideline specifies that the polling officers must tender the result sheets before voters can vote.

Is it not safe to infer that governor Amaechi's action was well thought out to shy away from voting a man he has spent so much in cash and kind to campaign for, but whom he does not trust one bit?

If Amaechi refuses to vote for a reason that's flimsy and not justiceable could it not be interpreted as betrayal?

Politics / Buhari Is Beating Jonathan In Imo, Kwara, Ondo, Oyo, Osun, Lagos by RICHIEBOI1(m): 11:47pm On Mar 28, 2015
Muhammadu Buhari of the APC is clearly leading Goodluck Jonathan of the PDP in the South-West, North-East, North-West and parts of North Central.

So far, Jonathan is only having a good show in Ekiti State in the South-West and Abia State in the South-East from results obtained directly from Polling Units as authoristed by INEC.

In the Nort-East and North-West, Buhari is leading with a wide margin so far. In fact, in Lagos State, President Jonathan is getting some serious bashing from Buhari.

In Ondo State that is even controlled by a strong PDP governor, the decamping of the deputy governor to the APC is really paying off. So far, Buhari is winning in Ondo.
In Oyo State, Buhari is winning. In Ogun State, Buhari is in the lead. In Osun State, Buhari is in clear lead.
