Abuja, originally shouldn't have any skyscraper ( according to it's masterplan ), during the early development of the FCT, the highest building was supposed to be the fed secretariat, no building was allowed to even go above 10flrs........ That's how they intended to build the FCT. It's not an economic capital but an administrative one.

It was later that they allowed 15flrs for office buildings and 5flrs for residentials..... The tallest one could build in abuja was 15floors until GEJ built the WTC there.
