Many of the cases are still in court, you cannot just share evidence before securing conviction. Some Nigerians act like they have never been to school, smh. |

Four banks have fully met the criteria to be lead players of the Nigerian Foreign Exchange market. The lead players, who would be known as Foreign Exchange Primary Dealers, FXPD, will include FirstBank of Nigeria Limited, Zenith Bank Plc, United Bank for Africa Plc and Guaranty Trust Bank Plc. The Central Bank of Nigeria had spoken about the creation of this primary dealers in its recently released Foreign Exchange Policy. The CBN said: “To improve the dynamics of the market, the apex bank will introduce Foreign Exchange Primary Dealers (FXPD), who would be registered with the CBN to deal directly with the apex bank for large trade sizes on a two-way quotes basis “These primary dealers shall operate with other dealers in the inter-bank market, among other obligations that will be stipulated in the Foreign Exchange Primary Dealers (FXPD) Guidelines. “There will be no predetermined spread on foreign exchange spot transactions executed through the CBN intervention with primary dealers, while all foreign exchange spot purchased by the authorized dealers are transferable in the inter-bank foreign exchange market.” Although the CBN’s guidelines indicate that about eight or 10 banks would be registered as FXPD, only these four have qualified thus far. If anything thing I am trying to showcase a state that is less than 30 years old trying so hard to catch up with the rest of the country, and on a side note I believe the development of any part of Nigeria is the development of the whole country. Many banks are not likely to make it as primary dealers in the new flexible forex market due to the stringent conditions set by the Central Bank of Nigeria (CBN). Of the 23 Deposit Money Banks and merchant banks, only about 10 will qualify to become the primary dealers as stated in the new guidelines of the policy. The Foreign Exchange Primary Dealers (FXPDs) system is one where interested Authorized Dealers are accorded access to transact FX products directly with the CBN. FX Primary Dealers (FXPD) who are to be released by the CBN would deal directly with the apex bank for large trade sizes on a two-way quotes basis. These Primary Dealers according to the guidelines will operate with other dealers in the Inter-bank market, amongst other obligations that will be stipulated in the Foreign Exchange Primary Dealers (FXPD). The conditions: To qualify, the policy demands that FX Primary Dealer must meet at least 2 of the following 3 Quantitative Criteria as of 31st May 2016: Minimum Shareholders Fund Unimpaired by losses of at least ₦200.00 billion; Minimum of N400.00 billion in Total Foreign Currency Assets; and Liquidity Ratio of 40 percent. In addition, FXPDs shall be evaluated on the following Qualitative Criteria: Strong FX trading capacity (qualified and experienced FX dealers, strong sales teams, and wide distribution networks); Deployment of all FMDQ1 Thomson Reuters FX Trading Systems or any other Systems approved by the CBN; Dealing Room Standards and a Dealing Room supported by independent market risk management, back-offices and effective disaster recovery plan among others. Likely banks to qualify: The banks that may likely meet the conditions as stated by the policy based on the shareholders fund N200billion shareholders fund and bulk forex assets are; FirstBank Plc, Zenith Bank, GTBank, UBA, Access Bank, Diamond bank, Fidelity Bank, First City Monument Bank and likely Ecobank. The same group of banks also have bulky FX transaction as at last month ending. The rest of the banks may fall under the normal dealers that will be accessing the forex through the FXPD. Investigations by the Medical and Dental Council of Nigeria (MDCN) led to police arresting a man who ran a private hospital for 10 years in Gwarimpa area of Abuja, where he offered surgeries and antenatal care, using forged certificates. Victor Moffat Akpan was the owner of Luna Maternity & Surgery, an outfit he opened in 2006 as a “surgeon” using a forged practice licence—four years after MDCN refused to grant him licence to practice as a homeopath. He's understood to have delivered by caesarean section a set of conjoined twins who later died at National Hospital in 2013. Dr Henry Okwuokenye, head of inspectorate unit at MDCN, who had been investigating Akpan, said the council did not grant him a homeopathic practice licence because the school he claimed to have graduated from in Enugu was unapproved to train students in alternative medicine. Akpan told police during questioning on Friday that in 2002 he paid N15,000 to one Mike Nwagbara, then an administrative official with the University of Nigeria Teaching Hospital in Enugu state, to get a forged MDCN practice certificate. The certificate, exclusively seen by Daily Trust, used a folio number—unique to every doctor—registered to a Dr Tuoyo Awani, a 1995 medicine and surgery graduate of University of Benin. Some documents also thought forged show Akpan to have interned at a Calvary International Hospital in Enugu in 1996, done his National Youth Service Corps with Prisons in 1997, attended an update course by the West African College of Surgeons in 2001 and a postgraduate course on the “scientific basis of obstetrics and gynaecology in 2002.” But his 1990 Senior School Certificate from Eastern Nsit Secondary School, Odot, showed he had no pass in any of his six subjects, scored all 7s and 8s apart from an A3 in Geography. Investigations show Akpan presented the forged documents to unsuspecting officials of Private Health Establishment and Monitoring Committee (PHEMC), which regulates private health outfits in Abuja, to get Luna registered.His big patient load goes back to 2007, and his clinic expanded to hire five staff, working in a converted apartment where he performed caesarean sections, removed fibroids and delivered babies from women.

We are tackling the problem head on and trying our best to eradicate cases of VVF from Northern Nigeria, I suggest you do the same instead of deflecting the issue. And about your mental picture of the North, have you considered that perhaps the North you grew up in isn't the same as the present North. |
