FG secures $1.45bn to complete Ajaokuta Steel Complex


Minister of Mines and Steel Development, Mr Olamilekan Adegbite

In her renewed determination to diversify sources of income and create employment, the Federal Government has secured a $1.45 billion funding to finally complete Ajaokuta Steel Complex.

Already, the Federal Minister of Justice has been mandated to study all previous agreements that could serve as an encumbrance to the realisation of the project and resolve them once and for all.

Minister of Solid Minerals Development, Olamilekan Adegbite, who disclosed these facts at the weekend in Abuja said that Ministry of Finance, Budget and National Planning, which was also represented on the team set up by President Muhammadu Buhari was looking at some of the figures.

According to him, the process to complete the project commenced with the bilateral meeting between Nigeria’s delegation led by Buhari to Russia in 2018 and Russian Delegation led by Mr Vladimir Putin during the Russia/Africa summit.

“President Buhari and President Vladimir Putin of the Russian Federation had an agreement on a government to government basis where the Russian Government being the original builders of Ajaokuta would come back and help us to complete whatever is left.

“They will do some equipment audit. The plant is currently okay. Nothing has been looted, the plant is there and is running fine.

“The process of the completion has started but for COVID-19, Russians would have arrived for the technical audit. They were supposed to come in late February to start the technical audit.

“The technical audit would lead to a concrete document like a bill of engineering measurement and evaluation which will give us a concrete that will tell us about the cost.

“Unfortunately, COVID-19 restriction leading to lockdown in airspace prevented that from happening. As soon as this is lifted globally, these technical people would come in to do their job,” he explained.

With focus on Nigeria’s First gold production is scheduled for the second quarter of 2021.

TSX-V-listed Thor Explorations has executed its definitive documents with the Africa Finance Corporation (AFC) to secure all the funding needed for the Segilola gold project, in Nigeria, and has made the final investment decision to proceed with construction.

Construction at the project will continue following the implementation of Covid-19 procedures at the project in accordance with industry best practice and the guidelines as set out by the Osun state government and the Ministry of Mines and Steel Development in Nigeria.

The executed definitive documents include a subscription agreement with the AFC regarding a private placement of common shares of the company to AFC of C$5.6-million through the issuance of 28.2-million common shares at C$0.20 a share.

Thor also announced the proposed issuance of 34.7-million common shares against $5-million of invoices under the engineering, procurement and construction schedule.

In aggregate, the company expects to close an anticipated total of C$13-million through the issuance of 62.9-million common shares at C$0.20 a share.

Tranche 2’s shares will be subject to a hold period of four months and one day after the day of such issuance.

The company, through its wholly-owned subsidiary Segilola Resources Operating, has signed definitive documents with the AFC on a $21-million stream agreement, and signed definitive documentation for the provision of $54-million in senior secured credit facility funding.

The facility represents the balance of the funding required for the construction of the project.

In connection with the facility, Thor will issue 33.3-million common shares to AFC at a deemed price of C$0.20 a share in consideration of the risk taken by AFC.

Thor intends to use the net proceeds from the AFC funding as the major component of the capital cost and working capital requirements to construct the project. The total funding
