Senate crisis: We have agreed on ceasefire – Sen. Ali Ndume, on Friday said that the members of the 8th Senate have agreed to put aside their differences and work in harmony for the progress of Nigeria. He spoke with State House correspondents after leading the All Progressives Congress (APC) governorship candidate for Taraba, Sani Danladi, to a closed-door meeting with President Muhammadu Buhari at the Presidential Villa, Abuja. While noting that Nigerians have been supportive of the National Assembly and expected so much from it, he regretted that the leadership crisis made the 8th Senate to perform below the expectations of Nigerians. He said “The legislative arm which is supposed to be interdependent was more or less independent and extensively antagonistic; and to some extent, you can say the leadership has been sabotaging the activities of the executive instead of cooperating with the executive to deliver the services Nigerians are expecting from us. “I am accusing specifically, the Senate President, Bukola Saraki, not the leadership so to say; as I have said several times, we elected the Senate leader who turned out to be Senators’ President. “We have a leftover time of six months and we have agreed on ceasefire including the Senate President himself; that we put the interest of Nigerians first. “That was why when we resumed, we have been able to pass certain outstanding bills and we have agreed to work together; the interest of the nation first before party’s interest or any other individual’s interest. “Any breach in that agreement that we have, will also send us back to our trenches,’’ he added Speaking on the 2019 budget proposal, Ndume said that timely passage of the budget was important as it was one of the agreements the senators had. According to him, the budget belongs to Nigerians and Nigerians are expecting that the budget be passed as quickly as possible so that the content of the budget will be delivered to Nigerians. He said that anybody that tried to stand on the way of the budget would be seen as a saboteur to Nigerians. Ndume said that APC senators were fully in support of the budget because they had input in it. He said “It is a budget of continuity; it is a realistic budget. So we are not expecting any hiccup but as usual, the normal dragging will continue but we will resist it and make sure that we are sent to the National Assembly, that is to work for Nigerians comes first before any other interest.’’ On the hue and cry over the appointment of Amina Zakari as head of its collation centre for the forthcoming presidential election, Ndume, said that her relationship with Buhari had nothing to do with her assigned role. He chided the opposition, Peoples Democratic Party (PDP) saying the party had resorted to what he described as CCC. “PDP is now is concentrating on what I call the CCC instead of doing what is the right thing. `They are concentrating on complaining, criticising and contradicting themselves instead of campaigning. “We in the APC; we said it initially and we even have a manual of campaign and that is to discuss issues, ideals, integrity and things that will move this country forward but as usual is the main opponent now; that is what makes it easy for APC. “PDP ruled this country for 16 years; instead of giving Nigerians democracy; they were practicing Kleptocracy; and after Nigerians tasted three years of democracy now, they are struggling to take us back to the period of their kleptocratic governance and Nigerians will not accept that. “This election is going to be the choice of Nigerians; to choose either to go back to the government of Kleptocracy or continue with government of democracy,’’ he said. He also disclosed that he has been appointed the Director-General, Campaign, in the Presidential Campaign Council of the APC for the North-East. The senator said that with the candidacy of Danladi, a tasted and trusted candidate, APC would reclaim Taraba. 373 3' FEATURED Buhari has cut deal with Yari, Masari to capture Zamfara, Katsina —Atiku Published January 4, 2019 Olusola Fabiyi, Abuja The presidential candidate of the Peoples Democratic Party, Atiku Abubakar, says he welcomes whatever reasonable measures the Federal Government takes to put an end to the needless loss of lives and property in Zamfara and Katsina states, but warns that imposing an emergency rule in the two states can only address the symptoms rather than the cause of the current security crisis facing the North-West states. Reacting to the call by Governor Abdul-Aziz Yari for the imposition of a state of emergency in Zamfara State, Atiku said in a statement by his Special Assistant on Public Communication, Mr. Phrank Shaibu, that a fundamental solution must be sought to the crisis to ensure lasting peace. The statement said the deal being struck between the Federal Government and the governors of Zamfara and Katsina states reflected the desperation of the All Progressives Congress-led Federal Government to ‘’capture’’ the states at all cost during next month’s general elections. “The deal, cut at a meeting in the Presidential Villa in Abuja, is simple: The Federal Government will impose a state of emergency in Zamfara, to provide a window for the APC to field a candidate for the governorship election in the state having failed to do so within the time frame stipulated by the (Independent National Electoral) Commission,’’ Shaibu said in a statement issued in Abuja on Thursday, adding that “everything that is required for this manipulation has been provided by the leadership of the party.” Atiku said the implication of the plot was that even President Buhari, ‘for all his sweet words on ensuring free and fair elections and avoiding unethical measures to win at all cost,’ was ready to do anything just to ‘’capture’’ Zamfara and Katsina states for his party. The PDP presidential candidate, however, said although the plot was meant to put his party at a disadvantage, the ‘PDP would not lose any sleep over the ignoble deal, since the battle to rescue Nigeria from incompetence and bad leadership would be fought by the people themselves and not by the Governor of Zamfara or President Buhari’s hatchet men.’ Atiku said the state of emergency would simply result in more militarisation of the affected areas, more roadblocks and the constriction of the civil liberties of the people, adding that unless legitimate and more far-reaching measures were adopted for common good, the perpetrators of the crisis would simply leave the affected areas and move to other areas to continue their dastardly act. Former Nigerian leaders including ex-Presidents Olusegun Obasanjo, Goodluck Jonathan and their Chiefs of Staff are to receive N2.3bn as benefits in 2019. The sum of N4.5bn was also proposed in the 2019 budget as severance benefits for retired Heads of Service and Permanent Secretaries while former heads of government agencies and parastatals would receive N1bn as severance benefits. This is contained in the budget document recently submitted to the National Assembly by President Muhammadu Buhari. The Federal Government also proposed N3bn for outsourced services and N5bn for ‘margin for increased in costs.’ Findings also showed that N65bn was budgeted for re-integration of transformed ex-militants while contingency got N15.8bn. The counter-insurgency operations in the North-East, Operation Lafiya Dole and other military operations were expected to gulp N75bn. The Federal Government allocated N20bn for university revitalization and another N20bn for additional support to universities. The sum of N160bn was voted for public service wage adjustment for ministries, departments and agencies including arrears of promotion and salary increases and severance benefits. The N1bn planned expense jerked the proposed budget up by about 13.9 per cent over the ministry’s 2018 budget. According to the budget estimate, the sum of N1bn proposed by the Ministry of Justice to be spent on what is described as “Election – Logistics Support” represents about 13.5 per cent of the ministry’s budget size of N7,431,288,232. Since the budget proposal is for an election year, it is believed that the item has to do with the forthcoming general elections. Further strengthening this belief is that the item which surfaced under the miscellaneous expenses of the ministry for the 2019 financial year, was absent in the ministry’s budget for 2018. A total sum of N1,140,273,822 is proposed for miscellaneous expenses of the ministry for 2019. Apart from election logistic support, other items under the heading are publicity and advertisements which are to gulp N5,5671,861; postages and courier services, N2,108,280; welfare packages, 93,600,001; sporting activities, N5,000,0004; annual budget expenses and administration, 28,893,676; and monitoring activities and follow-up, N5m. The sum of N1bn proposed for election logistic support represents 87.7 per cent of the proposed miscellaneous expenses. In the 2018 budget of the ministry the amount planned to be spent under miscellaneous expenses without the new item of election logistic support was N21,015,931. If the budget proposal of the Ministry of Justice is approved by the National Assembly, it means the ministry’s budget will increase from N6,526,592,382 in 2018 to N7,431,288,232 in 2019. The difference of N904, 695, 850 between the 2018 and the proposed 2019 budgets represents about 13.9 per cent increase in the proposed budget. Also, the Nigerian judiciary has proposed to spend the sum of N110bn in 2019. The third arm of government had proposed to spend the sum of N100bn in 2018 but the National Assembly passed the sum of N110bn. The party said this was one of the ways the President could convince Nigerians and the international community about his commitment to have free, fair and acceptable elections this year. The National Publicity Secretary of the PDP, Mr Kola Ologbondiyan, who stated this while answering questions in Abuja on Wednesday, said there was no need to extend the tenure of the IG. He said the police force as an institution had many officers that were capable of leading the NPF. There are insinuations that the Presidency is plotting to extend the tenure of Idris because of his alleged closeness to Buhari and the national leadership of the All Progressives Congress. However, the PDP said that President Buhari must show evidence that he would match his words with action, just as he said in his New Year message that the coming elections would not be a do-or-die affair. Nevertheless, Ologbondiyan said that if the APC and the President were not planning anything negative, they should allow Idris to retire. He said, “One of the ways to demonstrate or show that he (President Buhari) is committed to free, fair and credible elections, is not to extend the tenure of the IG, who is due for retirement this month. “He has said that he is committed to having transparent elections. She said it was even wrong to start discussing the extension of the tenure of the IG and service chiefs who she alleged had failed. In a statement made available to The PUNCH, she stated, “The idea of extending the tenure of the IG and the service chiefs who have woefully failed is a farcical travesty which abuses the patience and common sense of Nigerians. We can expect that the call of millions of people across party lines for their immediate retirement is not going to be unheeded by the President.” Muhammad said that there were instances where policemen had absconded from their duties due to poor welfare, adding that the alleged evidence of abuse of power should not be ignored.
