FORMER Provost Marshal of the Nigeria Army, Brig.Gen.Idada Ikpomnwen has described as damaging distraction, the allegation by the Peoples Democratic Party (PDP) that the President Muhammadu Buhari’s war against corruption was selective, urging the leadership of the party to shut their mouth in shame. Gen.Ikponmwen, who also is a chieftain of the All Progressives Congress (APC) in Edo State, said “ I think all those accusing the President of selective justice, such as the PDP,saying that he is only dealing with perceived opponents and people of rival parties is just a distraction. Unacceptable and damaging distraction which Nigeria cannot afford at this time. “I believe that the best for Nigeria now is Muhammadu Buhari. The most outstanding quality that made Nigerians go for him is his incorruptibility and transparent life pattern and he obviously is the man who can change Nigeria by infusing selflessness and transparency into all facets of Nigeria life both public and private. According to him, “the PDP should shut their mouth in shame. They had opportunity to move this country forward over one and half decades, they did not do it rather a cabal grew within the group, growing in misrule that worsened from day to day and leaving nothing but anger and frustration to Nigerians. We have started moving forward even by mere presence of a leader that is known to be genuine and committed to the progress of this country. “We must all build on that gain by having personal commitment in the change to transparency and good governance of this country. TO deepen Nigeria’s democracy and improve on the gains of the 2015 general elections leading politicians in the country will hold a three-day meeting in January. Entitled National Political Summit and organized by a group under the aegis, Save Democracy Group of Africa, SDG- Africa, the gathering will be declared open by President Muhammadu Buhari. NIGERIA can overcome slowing growth with spending as the government plans to create a $25 billion fund combining public and private financing to develop infrastructure, according to Vice President Yemi Osinbajo. This is heartwarming at a time of great fear that the economy might slide into recession. The decline in oil prices since the middle of last year led Nigeria, Africa’s largest producer of crude, to slash its budget. The country’s credit rating has been downgraded by Standard & Poor’s, while JPMorgan Chase removed Nigeria from its local-currency emerging market indexes. The nation relies on oil for about two-thirds of its revenue and 90 percent of its exports. The Vice President said government is thinking of dodging the slide into recession by maintaining a healthy spending agenda rather than cutting back. Many in government quarters have already been calling for belt-tightening or austerity measures that could see a deep slash in 2016 government spending. In reality, it is in times of economic slowdowns that governments should borrow and spend more. Economists have long argued that massive public works in times of recession have, most of the time, had positive effects on economies faced with prospects of slumping. During the 2007/2008 global financial meltdown, the government of President Barrack Obama introduced a massive stimulus package that helped the American economy to overcome its difficult times. It is, therefore, imperative that President Muhammadu Buhari’s administration takes a cue from this and borrows even from the capital market to shore up spending in 2016. An economic stimulus package by this government will succeed as President Buhari has a track record of successfully guiding stimulus programmes as he did with the Petroleum Trust Fund (PTF). Buhari has a track record of frugal handling of public funds and zero tolerance for corruption. He will be trusted and supported by the people to borrow and invest heavily in infrastructure. Government robust spending in times of low cash flow has the capacity to stimulate the economy by increasing demand, production and job creation. On the other hand, deep cuts in government spending will lead to low production resulting from reduction in disposable income in the hands of consumers. Nigeria could follow the example of Asian countries that financed their stimulus programmes through domestic borrowing mainly by issuing government bonds. It is a global norm that borrowing money domestically in one’s own currency is not nearly as problematic as raising funds from external sources. We indeed support that Nigeria should not cut spending in 2016 but rather increase budgetary provisions for infrastructure even if we have to borrow. The Central Bank of Nigeria (CBN) governor, Godwin Emefiele has been summoned by the House of Representatives committee on banking and currency. The committee demanded the presence of the apex bank boss to explain to it why there is a directive by the CBN for Nigerians to disclose their Bank Verification Number (BVN) to every Bureau de Change operator upon transaction. The resolution by the lower house followed a motion sponsored by Hon. Dan- buram Nuhu, entitled “motion against proliferation of Bank Verification Numbers” raised as an urgent matter of public importance. According to Nuhu, the CBN’s move to stabilise foreign exchange market by making it compulsory for all Bureau de Change to have the BVN of all customers in the bid to stem money laundering will make financial records easily accessible to fraudulent people. He said: ”All customers desiring foreign exchange through any channel would be forced to give their BVN to those with whom they are doing transactions (with). ”In this era of internet fraud, this will endanger our people’s hard earned money and cause even more problems than it was meant to solve.” The lower chamber adopted Nuhu’s motion after it was put to a voice vote and was presided over by the Deputy Speaker, Hon. Yusuff Lasun. The house then mandated its committee on telecommunications to investigate the extent of compliance by all telecommunication companies operating in the country. Meanwhile, the apex bank governor, has stated that the CBN won’t devalue the country’s currency again. The CBN governor stated this today, October 30, while speaking to state house correspondents at the presidential villa, Aso Rock, Abuja. The Nigeria Senate will conduct the final lap of ministerial screening today, October 28 as five nominees are expected to answer series of questions raised on the floor of the House. The Presidency on Monday said the Senate acted within its constitutional right with its decision to screen former Governor Rotimi Amaechi last week Tuesday, despite the fact that the report of a petition against him had yet to be considered. The Peoples Democratic Party senators had last week protested the decision of the upper chamber to proceed with Amaechi’s screening without first considering the report of the Senate Committee on Ethics, Privileges and Public Petitions, which allegedly advised against the exercise. The leader of the opposition in the red chamber, Senator Godswill Akpabio, had said that his colleagues would not participate in the screening until the report of the panel on the allegation of fraud against the ministerial nominee was deliberated upon. But the Senior Special Assistant to the President on National Assembly Matters (Senate), Senator Ita Enang, told journalists in Abuja on Monday that the Senate reserved every right to adopt any procedure to carry out its legislative business. Enang said, “They (senators) are within their constitutional right to regulate their own proceedings. The constitution authorises the Senate and the House of Representatives and every legislative House to regulate its own proceedings, including managing matters that are brought before them. “Therefore, what the Senate did was domestic to the Senate and I am not in a position to speak about it, but they are within their constitutional right. What they did was domestic and internal and it was within their powers. So, I am not in a position to speak one way or the other about it.” Enang commended the senators and the nominees so far screened for the maturity they displayed in handling the exercise, which according to him, was very peaceful, contrary to insinuations that it would be rancorous. He said, “They have shown in the handling of the matter on the floor of the Senate, their personal interaction, the reception of the senators in the course of the consultation even outside the floor of the Senate. “They have shown the candour and the real characteristic nature of a matured Senate. I want to thank them in words that I cannot describe, in words that I cannot really utter. “We are very grateful to them and we are confident that the few that are remaining we will be able in not distant future, to conclude it and then get done with it. “I want to really appreciate them because Nigerians thought that the process will be very tumultuous, the process will be very rancorous. “Some people thought that the questions to the nominees will be very personal and attacking but the senators, in the course of their questions, showed their intellect, their candour, their appreciation of national issues. “They addressed the issues that relate to governance and international perspective to the quality of candidates. “I also want to appreciate the candidates who have appeared so far for the matured way they answered all the questions put to them. I think they are what Nigerians are waiting for and a good team of Mr. President.” Meanwhile, the Senate will on Tuesday (today) resume the screening of the remaining 11 ministerial nominees forwarded to it by Buhari penultimate Monday. Lagos State Governor, Mr. Akinwunmi Ambode, has said his administration has earmarked over N1bn for the renovation and supply of furniture and education materials across all secondary schools in the state. The governor, who reiterated the determination of his administration to invest massively in the educational sector, said 1,300 teachers would soon be employed for the primary schools in the state. Ambode, who spoke in Ilara-Epe on Friday while inaugurating Augustine University, a private university, owned by the Catholic Church, also assured the people of the plans of his administration to resolve the lingering crisis in the Lagos State University. He said the need to resolve the crisis in the institution prompted the inauguration of new Governing Councils for the institution and other tertiary institutions in the state. Appreciating the Catholic Church for the project, Ambode said the best way to prepare for change, whether positive or negative, was to anticipate and manage it. He added, “From my exposure, I have come to the conclusion that there is no greater form of preparation to manage change than through education. “There is no greater investment that the individual parent can make than investment in education of the highest possible quality.” The governor said considering the population of Lagos State, which is about 20 million, 60 per cent of which are people below 35 years of age, the state was seriously in a need for institutions of higher learning. He noted that the establishment of Augustine University, which brings the number of privately-owned universities in the state to four and six universities in all, was a welcome development. In his pre-inaugural briefing, Archbishop of Lagos Catholic Archdiocese, His Eminence, Adewale Martins, said the idea to establish the university was muted seven years ago with the laudable goal of taking Catholic education to the next level in Nigeria. The Rivers State Governorship Election Petitions Tribunal on Thursday reserved judgment in the petition filed by the All Progressives Congress and its candidate in the April 11 election, Dr. Dakuku Peterside, challenging the election of Governor Nyesom Wike as the winner of the poll. The Justice Mohammed Ambrosa-led tribunal reserved judgment after parties to the petition adopted their final written addresses on Thursday. Justice Ambrosa said the date for delivering the judgment would be communicated to parties when it is ready. At the final hearing day of the petition on Thursday, lead counsel to the petitioner, Chief Akin Olujinmi (SAN), urged the tribunal to nullify the election and order the Independent National Electoral Commission to conduct a fresh one. Olujinmi maintained that the petitioners had been able to establish that the April 11 poll was conducted in substantial non-compliance with the provisions of the Electoral Act. The petitioners, who called 56 witnesses, had tendered documentary evidence ranging from security to INEC reports; all of which indicated that the conduct of the April 11 election was characterised by fraud and widespread violence. The respondents – INEC, Wike and his party, the Peoples Democratic Party – while adopting their separate addresses, argued that the petitioners failed to prove the case in line with the standard set by the statutes and previous decisions of the Supreme Court. Lawyers representing the respondents– Onyechi Ikpeazu (SAN), for INEC; Emmanuel Ukala (SAN) for Wike and Wole Olanipekun for the PDP, urged the tribunal to dismiss the petition on the grounds that the petitioners failed to discharge the onus of proof placed on them by the law. At the trial, INEC called 24 witnesses, Wike called 16, but the PDP called none. The petitioners called 56 witnesses, including some of its agents during the election and officers of the Nigerian Army, the police as well as the Department of State Service, who narrated how the conduct of the poll was characterised by irregularities and widespread violence. Regional Agricultural Counselor in Nigeria for the US Department of Agriculture, Mr Kurt Seifarth, on Thursday restated his government’s commitment to supporting Nigeria in the development of her agriculture sector. Seifarth disclosed this to the News Agency of Nigeria in Lagos on the sidelines of a one-day interactive conference with Nigeria’s retail food business operators. The US official said that his government had concluded arrangement to assist more Nigerian farmers in “priority areas” so far identified by Nigerian government. “From my experience around the world, all countries are developing their agricultural resources based on their priorities. “And Nigeria is amongst those countries that have the possibility of being a very strong agricultural products producer. “We are, therefore, ready to provide the needed technical assistance to Nigerian farmers in the priority areas the government has identified,” he said. Seifarth said it was imperative for his government to support the farmers in overcoming their current challenges. He also said that it was imperative for Nigeria to sustain her food safety laws, overall framework for producing fruits, as well as develop her poultry farming system. The US Department of Agriculture is the US Federal Executive Department responsible for developing and executing the government’s policy on farming, agriculture, forestry and food. It was set up to meet the needs of farmers and ranchers, promote agricultural trade and production, work to assure food safety and protect natural resources.
