Up to 22 former members of the House of Representatives are presenting themselves for jobs to serve as aides to the Speaker, Mr. Yakubu Dogara, and the Deputy Speaker, Mr. Yusuf Lasun, The PUNCH learnt on Tuesday. Investigations showed that at least six of the ex- lawmakers had been handed letters of engagement to serve as special advisers to Dogara and Lasun. The majority of the job seekers were part of the 2011-2015 batch, members whose tenure at the National Assembly rounded off on June 5. A senior member of the House disclosed to The PUNCH on Tuesday that some of the ex- members were “very supportive” in the run up to the election of the presiding officers of the House on June 9. “The jostling for jobs here started long before now. Some of them worked in the speaker’s team before the election. “This is like compensating them for the roles they played, but there are others who truly requested to serve as aides to Dogara and his deputy. “Only a few have been confirmed really; there is no possibility that everyone will be on board. Many are still on the waiting list,” the official added. However, one of the engaged aides, a former Chairman, House Committee on Public Petitions, Mr. Cyril Maduabum, was carried over from the 7th Assembly where he had served as Chief of Staff to the Deputy Speaker at the time, Mr. Emeka Ihedioha. Findings indicated that among those Dogara and Lasun had engaged so far were a former Chairman, House Committee on Electoral Matters, Mr. Jerry Manwe, who was appointed as Chief of Staff to Dogara. He was allegedly considered for the job ahead of another former younger ex-lawmaker on the grounds that Manwe was “more experienced in administrative matters”, besides being a very close friend. The younger former member, who once served as the deputy chairman of a popular House committee in the 7th Assembly, is said to be among those still on the awaiting list. On his side, Lasun had appointed a former member from Ekiti State, Mr. Bimbo Daramola, as his chief of staff. Daramola was formerly the Director-General of the campaign organisation of a former Ekiti State Governor, Mr. Kayode Fayemi, in the last governorship poll. Similarly, a former Chairman, House Committee on Science and Technology, Mr. Abiodun Akinlade, is the Special Adviser on Special Duties to the deputy speaker. Another former Chairman on Youth Matters, Mr. Kamil Akinlabi, is also a special adviser to Lasun. But, when contacted, some of the members described as “erroneous” any impression that they were scrambling for the positions. For example, Akinlade told The PUNCH that their services were needed as experienced legislators to help the presiding officers to stabilise the House. “This is not even about saying we are looking for jobs or something. That is not correct. “Some of us have up to 12 years of experience in the House; so, the experience will help the system. “If you go to the Senate, you will see a similar trend of keeping some experienced hands behind”, he added. The Special Adviser to the Speaker on Media and Public Affairs, Mr. Turaki Hassan, did not comment on the issue when his reactions were sought. However, the Chief Press Secretary to Lasun, Mr. Wole Oladimeji, defended the decision of his boss to hire ex-members as his aides. He told The PUNCH that Lasun merely kept a tradition of retaining some ex-members to serve as advisers to presiding officers. “This is not new; since the days of (Aminu) Masari, some former members do serve as advisers or work for the presiding officers,” Oladimeji stated. A source at Dogara’s office also claimed that about six ex-members served as aides to the immediate past Speaker of the House, Mr. Aminu Tambuwal. The chairmanship of the 57 Standing Committees of the Senate may likely be shared equally among the ruling All Progressives Congress members and their counterparts in the opposition Peoples Democratic Party in September. However, the Senate President, Bukola Saraki, will announce the list. This is contrary to the recent assurance by the Senate spokesperson, Dino Melaye, during an interview with our correspondent in Abuja, when he said that APC senators would chair most of the committees. But investigations by our correspondent on Monday revealed that the current face-off between the Presidency and the leadership of the Senate over the appointment of principal officers would make some perceived loyalists of some party chiefs lose out of the power game in the red chamber. Already, Senate Leader, Ali Ndume, had confirmed in an interview with our correspondent that the standing committees, according to tradition, would be announced next month when members resume from their current long annual recess. Traditionally, the Senate President and his deputy are automatic members of the Selection Committee, but some senators, who spoke with our correspondent on condition of anonymity on Monday, said the Deputy Senate President, Ike Ekweremadu, might take full charge of the assignment. At the moment, the Senate President had constituted four special committees, adhering strictly to the rule on geopolitical spread, with both the APC and the PDP senators sharing the chairmanship on equal basis. The committees are Senate Services, headed by Ibrahim Gobir (APC, Sokoto East); Rules and Business, which has Babajide Omoworare (APC, Osun Central ) as chairman; Ethics and Privileges, chaired by Samuel Anyanwu ( PDP, Imo East ); and Public Accounts Committee, with Andy Uba (PDP, Anambra South) as chairman. Saraki had also asked senators who might wish to serve in the Senate Standing Committees to pick forms from the Clerk to the Senate, and indicated five committees where they wish to serve as soon as possible. A senator from the South-West geopolitical zone pointed out that the current plan by the leadership of the 8th Senate to adopt the provisions of the controversial amendments made to the Senate Rules in the allocation of committee chairmanship to senators was a grand design to favour the opposition. He said the amendment was a drastic departure from the Senate tradition, regarding the allocation of more committee chairmanship to members of the majority party. He noted that some APC senators might lose out in the process, and end up sharing the positions equally with the PDP members. President Muhammadu Buhari on Monday said he will gladly reverse or abandon some inherited economic policies if doing so will lead to the creation of more jobs for Nigerians. According to a statement by his Special Adviser on Media and Publicity, Mr. Femi Adesina, the President spoke at a meeting he had with executive members of the Manufacturers Association of Nigeria at the Presidential Villa, Abuja. Adesina said the President had therefore directed the Ministries of Industries, Trade and Investment, and Finance, as well as the Central Bank and other relevant government agencies to evolve before next year’s budget, new policies to boost domestic manufacturing. “We are in difficult times economically, but we will continue to do our best for manufacturing to pick up. We must begin to behave as if we have no oil at all. “We will gladly have policy somersaults, if it will mean more jobs, particularly for youths. “I campaigned on three major planks. To effectively secure our country, provide employment through revamping the economy, and wage a relentless war against corruption. “I intend to keep faith with these promises,” the President was quoted as saying. Buhari also lamented that the textile industry that employed about 320,000 people in the past only parades about 30,000 now. “It shows the carelessness of past governments, if almost 300,000 people lose jobs in a single sector. We have a clear idea of how we can stimulate employment and we will work very hard to do so,” President Buhari told the MAN delegation. The MAN President, Dr. Frank Jacobs, had appealed for a review of policies that stifled the manufacturing sector. Squabbles over key House of Representatives committees among lawmakers have worsened, leading to mounting tension between members of the All Progressives Congress and the main opposition party, the Peoples Democratic Party. The PUNCH learnt on Sunday that the Speaker, Mr. Yakubu Dogara, was also facing tough times on how to keep “pre-election agreements” he reportedly had with some lawmakers before the June 9 speakership poll. Key committees are referred to as ‘juicy committees’ by lawmakers, a term suggesting that such committees are lucrative and confer certain advantages on the chairmen or the members over others. The Speaker, under the rules of the House, chairs the Selection Committee, which has the responsibility of appointing the chairmen of standing committees. There are over 94 standing committees of the House waiting to be named. Although principal officers and state caucuses also sit on the committee, the prerogative of deciding the chairmen remains the Speaker’s. Investigations showed that the committee started sitting last week as members proceeded on a six-week recess to reconvene on September 29. But The PUNCH learnt that some members demanded chairmanship of particular committees as compensation for working hard to ensure that Dogara emerged as the Speaker. The committees keenly sought as of Sunday were Committee on Petroleum Resources (Upstream); Committee on Petroleum Resources (Downstream); Committee on Appropriation; Committee on Finance; Committee on Communications; Committee on Power; Committee on Works; Committee on Customs; Committee on NDDC; Committee on Electoral Matters; Committee on Gas; Committee on Aviation; Committee on Baking/Currency; Committee on House Services; Committee on Water Resources; Committee on Agriculture; Committee on Education; and Committee on Defence. Findings indicated that there were some PDP lawmakers who insisted on heading the committees on petroleum resources as rewards for backing the Speaker. However, the APC members opposed the bid on the grounds that high-profile committees were rarely given to opposition members, “no matter the circumstances.” A popular female lawmaker from the South-South is said to be the leader of the PDP group from the zone insisting on heading the petroleum committees. “The member in question wants to chair the Committee on Petroleum Resources (upstream), saying that the Speaker gave his word during the election campaigns. “But, last week when she approached him (Dogara) to remind him of his promise, the Speaker told her to wait for committees that would be zoned to her state first,” a National Assembly official informed The PUNCH on Sunday. Dogara’s “diplomatic” response was said to have come after the APC lawmakers protested that such key committees were not meant for opposition members. Similarly, two senior PDP lawmakers from the South-East are insisting on retaining their ‘Grade A’ committees. One of the committees oversees multi-billion naira operations in the transportation sector. “The problem now is that another influential APC member from the North-Central is opposing them and argues that a Grade A committee should naturally go to an APC member. “In the days of former Speaker, Aminu Tambuwal, no opposition party member was given such committees in spite of the fact that the then Action Congress of Nigeria helped Tambuwal to emerge as the Speaker,” the source stated. But the PDP members reportedly told Dogara that “agreement is agreement,” and that the Speaker must keep to his pre-election promise. The PUNCH gathered that the most contested committee remained the Committee on Appropriation, which had torn three senior APC members apart. Two of the members, from Kano and Kwara states respectively, were among the few APC lawmakers who risked being punished by the APC for daring to support Dogara’s emergence. The third member is from Katsina State, President Muhammadu Buhari’s home state. Inspector-General of Police, Mr. Solomon Arase The police have started investigations into the sudden death of the Deputy Governor of Borno State, Mr. Zannah Umar Mustapha, at a Yola hotel in the early hours of Saturday. Though no arrest had been made as of the time of filing this report on Saturday evening, the Public Relations Officer of the Adamawa State Police Command, DSP Abubakar Othman, told our correspondent on phone that the Police has not ruled out anything yet. He said it was still early to close the case, saying, “We have started investigations of what might be responsible for the sudden death of the late deputy governor.” The deputy governor was found dead by his aides on Saturday morning after they forced the door to his room open as he was late to come out to begin the day’s work. Mustapha, according to some of his aides who spoke on condition of anonymity, said the deputy governor retired to bed at about 11pm on Friday and had told his aides to come for Saturday’s activities at 7:30am. One of the aides said, “We became suspicious and worried when the deputy governor did not come out of the hotel room by 8:30am and we decided to knock on his door, when he was not answering, some of us went to peep through the window forcing it open. “We saw that he was lying on the bed clutching the pillow closely, we shouted his name but he did not answer. It was at this stage that we decided to call the hotel staff to open the door. “When we got inside, we saw him lying face down, and on close examination, we saw some saliva and blood being discharged from his mouth and we rushed him to the hospital where he was confirmed dead.” It was gathered that the deputy governor was taken to the Federal Medical Centre in Yola. He was later taken to the Yola airport where he was transported to the Borno state capital to be buried. The aircraft that brought his corpse touched down at the Maiduguri International Airport at 4:10pm and he was immediately taken to his official lodge to be prepared for funeral. The final prayer for the repose of his body was conducted by the Imam Idaini of Borno, Imam Adam Ibn Elsunusiya who led other prominent individuals, including the Borno state governor, Mr. Kashim Shettima, the Yobe deputy governor, Mr. Abubakar Aliyu, Adamawa deputy governor, , the National Security Adviser, Maj, General Babagana Monguno and other service chiefs who were in Borno and Yobe state to assess the security situation. Governor of Lagos State, Mr. Akinwunmi Ambode, may announce members of his cabinet this week, SUNDAY PUNCH has learnt. It was gathered that 15 names have been pencilled to head some of the 20 ministries in the state. The state Deputy Governor, Dr. Oluranti Adebule, will head the education ministry. Adebule, who holds a Bachelor of Arts in Education degree in Islamic Studies (1992), also has a Master of Education degree in Curriculum Studies (1997), both from the Lagos State University. Ambode, soon after his inauguration on May 29, had announced Mr. Tunji Bello as Secretary to the State Government; Mr. Samuel Ojo as the Chief of Staff; Mr. Abiodun Bamgboye as his Principal Private Secretary; and Mr. Habib Aruna as his Chief Press Secretary. A source close to Ambode, informed SUNDAY PUNCH on condition of anonymity that barring last minute changes, a former representative of Ikorodu Constituency II at the state House of Assembly between 2011 and 2015, Mrs. Modupe Akinsola, may step in as Commissioner for Tourism. Also, erstwhile Special Adviser on Central Business District to former Governor Babatunde Fashola, Folarin Coker, has been purportedly named to serve as Commissioner for Waterfront Infrastructure Development. Similarly, another former Special Adviser (Rural Development) to Fashola, Paul Kalejaiye, is said to have been named as the incoming Commissioner for Agriculture. Kalejaiye, a two- time House of Representatives aspirant, was a prominent member of Ambode’s campaign team. In the same vein, Mrs. Lola Akande, is said to have been named as the would-be Commissioner of the Ministry of Women Affairs and Poverty Alleviation. Akande, who gave up her ambition for House of Representatives membership, served as Deputy Majority Leader in the Lagos House of Assembly, where she represented Ikeja Constituency II from 2007 to 2015. The Managing Director of the Lagos Metropolitan Area Transport Authority, Dr. Dayo Mobereola, is believed to be the incoming Commissioner for Transportation. The source also revealed that a former Senior Special Assistant to Fashola, Mr. Mohammed Kabiru, would be among the new commissioners. Others said to be on the appointees’ list include two-time Special Adviser to Fashola on Works and Infrastructure, Mr. Ganiyu John (Ministry of Works and Infrastructure); former Senior Special Assistant to Fashola on Public Affairs, Mr. Idowu Ajanaku (Ministry of Information and Strategy); former aide-de-camp to APC National Leader, Asiwaju Bola Tinubu, Gbolahan Lawal (Ministry of Environment); and a former Special Adviser to Fashola on Political and Legislative Powers from 2007 to 2011, Mr. Abdullateef Abdulkareem (Ministry of Home Affairs). The Chairman of Bariga Local Council Development Area, Mr. Sulaimon Oriyomi, also known as Oris, was also said to have been named as the Commissioner of Local Government and Community Affairs. It was further learnt that a member of Ambode’s governorship transition committee, Prof. Ademola Abass, who is also a member of the Board of Trustees at King’s College, London, would head the Ministry of Wealth Creation and Employment.
