PoliticsDickson, Sylva Make Final Moves To Win Southern Ijaw by sayyid(op): 7:23pm On Jan 02, 2016
Ahead of Saturday, January 9, 2016 rerun election in Bayelsa State, candidates of the Peoples Democratic Party, Seriake Dickson, and his All Progressives Congress counterpart, Timipre Sylva, are making final moves to win the poll.
In the rerun, which will produce the eventual winner, the candidates of the two frontline political parties, will contend for no fewer than 100,000 votes in Southern Ijaw Local Government Area and 101 polling units across six LGAs in the state.
In the seven out of the results of eight LGAs declared by the Independent National Electoral Commission, the incumbent governor, Dickson, polled 105,748 votes as against former Governor Sylva’s 72,534, indicating that Dickson is ahead with 33,214.
Based on records from the Independent National Electoral Commission, SILGA has Permanent Voter Cards collection of about 70,000, while the accredited votes of the 101 cancelled polling units are slightly above 30,000.
The INEC had cancelled Southern Ijaw poll over alleged widespread violence, ballot snatching and hostage taking of electoral officers and employees.
With the cancellation, electoral body declared the governorship election in the state inconclusive and a new date, January 9, has been slated for the rescheduled poll in SILGA and the 101 units.
As the rescheduled election draws near, Sylva, who is trailing behind Dickson, is poised to secure an overwhelming victory in SILGA and the units to upturn the majority advantage of the PDP.
Sylva, who spoke through his campaign outfit, Sylva-Igiri Campaign Organisation, said he was confident of victory because the people of Southern Ijaw would vote en masse for him.
The former governor said, “We rely on the people because the people are our strength.
Therefore, what we are trying to do once again, is to renergise and reassure the people.
“We want to tell them that in spite of all the talks, especially concerning violence and all that transpired and with all the threats from our opponents, they should not be afraid to come out in the rerun.
“Because we need the number in order to overturn the majority advantage the PDP already has, it is very critical for us to ensure that the people come out.
So, what we are doing now is engaging the stakeholders, leaders of the various communities and various wards to get them to encourage the people to come out on the election day so that the people will vote for the APC.
“They should know that the more people that come out in Southern Ijaw the better our chances of getting victory over the PDP and the incumbent governor.
“Beyond that, there are also other areas election will take place. There are over 100 polling units across the state in other local governments. We are also hoping to tap into those other opportunities to be able to help us to overturn the PDP majority.”
Sylva said he hoped the security agencies would create a level playing field for all, noting that the APC was seriously disadvantaged during the last time.
The APC candidate added, “We are also hoping that this time around, the security agencies will not only promise but will actually ensure that they create a level playing field for all the candidates.
“Our fear is born out of the fact that last time, we were seriously disadvantaged because some of the security agencies actively and openly worked against us in favour of our opponent.”
But Governor Dickson said Sylva was daydreaming, saying that he had lost the election ab initio.
He said going by voting arithmetic, the trend of voting and fear of mayhem giving experience of December 6, he doubted if the turn out of voters would be up to 40 per cent of votes recorded in other LGAs during the poll.
He, therefore, wondered how Sylva thought he could win after losing abysmally in six LGAs and with deficit of over 33,000 votes.
The governor, who spoke through his campaign outfit, the Bayelsa Restoration Campaign Organisation, said SILGA is the stronghold of the PDP and that the party would sweep it on January 9.
He, however, appealed to the security agencies and the electoral umpire to give all the candidates level playing field during the rerun.
Dickson urged Sylva to swallow his pride and accept defeat, saying that even him (the former governor) and his party knew that the election in Southern Ijaw is a mere formality.
The governor said, “Going by the voting patterns in the state it is clear that election in Southern Ijaw is a mere formality. The election has already been won by the PDP and lost woefully by the APC.
“The Southern Ijaw is the stronghold of the PDP. Former Governor Diepreye Alamieyeseigha of his blessed memory was from Southern Ijaw. Also, Speaker, Bayelsa State House of Assembly, Kombowei Benson, Chief of Staff, Government House, Talford Ongolo, member representing SILGA in House of Reps, Mr. A. Daniel, are all from the area. If election is conducted in SILGA 100 times, I will win.”
He said the PDP had done exhaustive campaigns, reached out to different groups such as elders, youth, women and men were for the PDP and had vowed to vote for the PDP.

PoliticsWhy I Am Slow - Buhari by sayyid(op): 7:11pm On Jan 01, 2016
President Muhammadu Buhari on Friday responded to criticisms on the alleged slow nature of his administration, saying he adopted the style deliberately so that he would not make mistakes.
According to a statement by his Senior Special Assistant on Media and Publicity, Mallam Garba Shehu, the President gave the explanation while receiving a delegation of Women In Politics Forum at the Presidential Villa, Abuja.
While defending the records of the administration in response to criticism that it is slow, Buhari was quoted as arguing that steps must be taken with caution to avoid mistakes.
He said any mistake by his administration would be a disaster for the country.
“People say we are slow. We are trying to change structures put in place by our predecessors in office for 16 years. If we hurry it, we will make mistakes. That will be a disaster,” the President said.
While decrying the spate of terrorism in the North East, Buhari told his guests that a committee to rehabilitate infrastructure and resettle Internally Displaced Persons in that part of the country would soon be inaugurated.
He said the committee which will be led by Lt.-Gen. Theophilus Danjuma (retd.) will also include Alhaji Aliko Dangote.
He added that all forms of assistance in this respect generated locally and from foreign countries as promised by the G-7 will be channeled through the committee when it is inaugurated.
He said that he had compiled a list of damaged infrastructure, including schools and bridges and handed it to the leaders of the G7 and the United States, adding that “I didn’t ask for a Kobo (in cash). It is up to them to choose what they will undertake. Already, some of them have sent teams to verify our assertions.”
Buhari regretted that women and children are the worst victims of the Boko Haram sect.
He said, “In the North-East, what I saw for myself and on those clips is a source of concern for people with conscience.
“They are mostly women, and children who are orphaned. Some of them don’t even know where they come from. This is the pathetic situation in which the country has found itself.”
The President also said that the fight for the return of the Chibok girls is ongoing and “continues to be a most worrying issue” to his government.
He promised that his administration will do all within its powers in making the best efforts to secure their freedom.
The President acknowledged the case made by the WIPF for better representation of women in his government and assured that women would fare well in the composition of parastatals and their boards in the first quarter of the year.
He also assured them that the country has a budget proposal for the new year that is good for employment and manufacturing.
“By the end of the second quarter, the full impact of these positive measures will be felt,” he told the visiting women.
The WIPF, made up of women leaders from 26 registered political parties led by Ebere Ifendu of the Labour Party expressed their full support for the government’s war on corruption and insecurity.

PoliticsI'll Complete All Projects, Says Wike by sayyid(op): 4:38pm On Dec 31, 2015
Chukwudi Akasike, Port Harcourt

RIVERS State Governor, Nyesom Wike, has said that his administration would not be deterred by the economic crisis facing the country, insisting that he would fulfil his promise of developing the state.
Wike also declared that the era of abandoned projects was over in the state as his government would ensure the completion of every project embarked upon.
The governor, who spoke on Wednesday while inaugurating the new Abuluoma-Woji Road in Port Harcourt, stressed that no local government area in the state would be left behind in the renewal programme of his administration.
He said, “We must see to the end of any project we embark upon. I will never do any project that will be abandoned. We are not going to discriminate against anybody. No part of the state will be neglected. Yes, we have a dwindling economy but that will not deter us from developing the state.”
Wike urged communities in the state to always provide a peaceful environment for contractors to execute their jobs without any hitch.
The governor said, “Those of you living in Borokiri town can see what is going on in Borokiri and other communities; those of you living in Diobu can see the total rehabilitation of all the roads in Diobu.
“We will do everything we can to see that we make our people happy. No part of the state will be neglected in the infrastructure renewal programme of my administration.”
He appealed to the people to support his administration’s execution of projects for the benefit of the state.
“You can see the level of development in the state. That is why you should always give your mandate to those who will use it to implement projects for all people irrespective of political affiliations.
“We have shown that it doesn’t matter what political party you belong. Once a government is formed, it works for everyone,” the governor added.

PoliticsDasukigate: Bafarawa Supports Buhari's Anti-corruption War by sayyid(op): 5:45pm On Dec 30, 2015
Former Governor of Sokoto state, Alhaji Attahiru Bafarawa, has endorsed the ongoing anti-corruption war of President Muhammadu Buhari.
The News Agency of Nigeria reports that Bafarawa, who is standing trial in the ongoing arms deal corruption trial, made this known to newsmen in Sokoto on Wednesday.
He said, “In spite of our ongoing trial by the court in relation to the arms deal allegations, I still support Buhari’s anti-corruption war.
“Nigerians should support the President’s efforts to tame the social monster, corruption as it stalls the even socio-economic development of the nation.
“I also fought corruption to a standstill when I was a governor in Sokoto state between 1999 and 2007.
“That was why I was able to leave over N12 billion in the coffers of the state when I left office in 2007.”
Bafarawa added, “I have taken the matter as an act of God and I am happy that Allah has enabled me to take it as such.
“As for me, I will not comment on any issues now since the matter is currently in the court.”

PoliticsFG Unlikely To Achieve Non-oil Revenue Target - TUC by sayyid(op): 5:30pm On Dec 30, 2015
The Trade Union Congress of Nigeria, Rivers State Council, has said the Federal Government’s non-oil revenue target in the 2016 budget proposal was ambitious and “most likely unachievable”.
The union, therefore, called on the government to provide a believable plan on how it planned to raise the budgeted amount for non-oil revenue; otherwise, it should put in place credible contingency plans to avoid serious budget underperformance.
The Chairman, TUC Rivers State, Mr. Chika Onuegbu, conveyed the union’s “serious concerns about the budget proposal” in a New Year’s message on Tuesday.
He said, “The Federal Government plans to raise the sum of N1.5tn from independent revenue sources. We need to know where these independent revenue sources will come from as the 2016 budgeted figure represent 208 per cent of the 2015 budgeted figure of N489bn.
“The Federal Government revenue projections for oil revenue, non-oil revenue (non-oil taxes) and independent revenue sources are very ambitious. They come with the risk that they may most likely be unachievable. If they become unachievable, then the planned expenditure, especially the planned N1.8tn capital expenditure, will become a mirage.”
According to Onuegbu, the major challenge with budgets in Nigeria is poor implementation. The budget performance history shows that while the recurrent expenditure aspect of the budget usually witness over-performance, the capital expenditure aspect is usually, as is often the case, under-achieved.
The union also stressed the need for the Federal Government to review downward the $38 per barrel proposed as the benchmark crude oil price for the 2016 budget.
It explained that the government would pay serious attention to the concerns “if it intends to implement the budget as planned and realise its laudable objectives.”
The TUC chairman noted that the basket oil price of the Organisation of Petroleum Exporting Countries stood at $32.14 per barrel as of December 24, 2015.
He said, “More worrisome is that some analysts, including the International Monetary Fund, have projected that crude oil will fall to $20 per barrel in 2016. Also, Goldman Sachs insists that the fall in crude oil price will be sustained and oil price will fall to $20 per barrel.
“Anyone who is a keen observer of the events that are shaping the crude oil price will recognise that we are in for a sustained low crude oil price regime. Accordingly, it is doubtful if the budgeted oil revenue of N820bn will be realised in 2016. If the budgeted oil revenue is not realised, this will negatively impact on the 2016 budget performance.
“It is, therefore, important that the government begins to make contingency arrangements should the crude oil price fall below the benchmark price or better still, review the benchmark oil price downwards.”

Olalekan Adetayo, Abuja

Ahead of the January 9, 2016 supplementary governorship election in Bayelsa State, Governor Seriake Dickson on Tuesday visited the Presidential Villa, Abuja.
Dickson, who is the candidate of the Peoples Democratic Party, arrived the premises around 2pm and headed straight towards the President’s office.
It was however not clear if the governor met with President Muhammadu Buhari.
He emerged from the office a few minutes after and he refused to grant formal press interview.
When told that he could not come and meet the President without disclosing the purpose of the meeting, Dickson denied visiting Buhari.
He claimed he was in the Presidential Villa to see the Chief of Staff to the President, Abba Kyari.
When he was also asked how he was preparing for the election, Dickson said the election had been won and lost.
“The people of Bayelsa have spoken,” he said as he was finding his way to the Chief of Staff’s office.
When he was also told the need to react to media reports that ex-militants are already re-grouping ahead of the supplementary election, the governor said members of his camp are always known to be peaceful.
“You know those who are always violent. You know that we are peaceful people,” he said.
The Independent National Electoral Commission had nullified the governorship election held in Southern Ijaw Local Government, therefore declaring the election inconclusive.
Out of the seven local government elections released by the commission, Dickson won six while the candidate of the All Progressives Congress won only in Brass Local Government.
The local governments won by Dickson included Ogbia, Sagbama, Yenagoa, Kolokuma/Opkuma, Ekeremor and Nembe.
The governor is currently leading with his total votes put at 105,748 while Sylvia scored 72,594.
Southern Ijaw which has the highest number of registered voters in the state is seen as the local government that will decide the winner of the election.

PoliticsI Won't Sack Incompetent Teachers - Tambuwal by sayyid(op): 7:16am On Dec 29, 2015
Sokoto State Governor, Aminu Tambuwal, has said he would not sack any teacher from the state’s civil service even if the teacher is incapable.
He, however, said he would ‘reassign’ any unqualified teacher.
The governor said this while addressing the annual national congress of the Dogon Daji Old Boys Association, according to a statement by his spokesman, Imam Imam, on Monday.
Tambuwal said beginning from the next budget circle, his government would ensure continuous training and retraining of teachers to update their knowledge and make them conform to modern teaching techniques.
He said huge sums of money had been budgeted for that purpose but warned that any teacher that fails to make the grade thereafter would be reassigned to other ministries and departments of government.
He said, “Let me announce here that we do not plan to retrench any teacher working with the state government. In fact, we need more quality teachers to address the shortfall in numbers.
“What we will not condone in our schools are unqualified teachers who have nothing to offer our children. If after giving you the necessary training, we discover you don’t have the capacity or enthusiasm to teach, we will reassign you to where your expertise is most needed.”
While commending the executive committee of the association for its diligence in the face of mounting challenges, Tambuwal urged the members to support his government in its effort to take Sokoto to greater heights.
At the end of the congress, Alhaji Nasiru Idris was elected national president of the association with Abdullahi Muhammed elected as the secretary.
Dr. Bello Wamakko emerged as vice-president and Ahmed Garba as the organising secretary.

PoliticsNigeria's Budget Without Oil Realisable - Fayemi by sayyid(op): 8:33am On Dec 28, 2015
The Minister of Solid Minerals and a former Governor of Ekiti State, Dr. Kayode Fayemi, has said the N6.08tn 2016 budget proposed by President Muhammadu Buhari is realisable.
The minister also said the budget was not bogus despite the dwindling revenues from crude oil.
The Ekiti State Governor, Ayodele Fayose, while criticising the budget, had said that, “It is only in a confused and clueless economy that government will plan to spend more when revenue has reduced by more than 50 per cent.”
But speaking in Isan Ekiti on Sunday during a thanksgiving ceremony marking his ministerial appointment, Fayemi said there was no amount budgeted to develop a vast country like Nigeria that was too much.
He lamented the neglect of the solid minerals sector since independence, saying the sector had the capacity to turn around the country’s economy, considering its local consumption by industries and export benefits.
He argued that the Ministry of Power, Works and Housing that received a staggering sum of N433bn largest share in the 2016 budget could still not boast that the amount would be more than enough to turn around the infrastructural facilities across the nation.
He said, “The former governor of Lagos State who superintends over the Ministry of Power, Works and Housing with about N433bn budgetary provision cannot say the amount is enough to turn around the facilities of this country if you look at what was involved.
“The Lagos-Ibadan expressway alone will gulp a sum of N250bn while the remaining amount may go with the second Niger bridge, so no minister can say the amount budgeted is more than enough.”
Fayemi assured Nigerians that the budget was targeted at improving their lives, promising that it would be pursued with passion to realise its goals.
“The budget presented by President Buhari has a focus and the focus is to improve on the well-being of Nigerians and to improve on the infrastructural facilities across the nation.
“So, what we need now is to prove our mettle by being innovative and be creative. We need to work very hard to actualise the focus of this budget and this will only be measured by the level of impact we are able to make on the Nigerian masses.”
Fayemi maintained that Nigeria’s self-sufficiency in cement production was enough to prove that the country was richly blessed.

PoliticsFire Outbreak: Wike Relocates Doctors To Guest Houses by sayyid(op): 9:59pm On Dec 27, 2015
Chukwudi Akasike, Port Harcourt

THE Rivers State Governor, Chief Nyesom Wike, has relocated doctors at the state-owned Braithwaite Memorial Hospital to government guest houses in Port Harcourt.
Wike’s decision to relocate the doctors and the Permanent Secretary of the State Ministry of Health with their families came shortly after fire gutted the doctors’ quarters.
The inferno, which came from the top floor of the two-storey building, started at about 3pm on Sunday.
Though nobody was hurt during the incident, the inferno damaged the top floor of the doctors’ quarters.
The state governor, however, sympathiised with the doctors and management of the Braithwaite Memorial Hospital, Port Harcourt over the incident.
Wike, who visited the quarters to supervise efforts of fire fighters to put out the inferno, also announced the setting up of a panel of inquiry to establish the immediate and remote causes of the inferno.
He said, “I want to sympathise with the doctors affected by this fire incident. We thank God that no life was lost.
“However, I have directed the Health Commissioner to set up a panel of Inquiry to find out what led to the fire incident. If it is as a result of negligence, those involved will be sanctioned. We must endeavour to protect government property at all times.”
Wike commended the fire fighters from the State Fire Service, Shell and the Nigeria Ports Authority, who fought the inferno and prevented it from spreading.
He also declared that the state government would rebuild the burnt doctors’ quarters.
The governor was accompanied to the Braithwaite Memorial Hospital by the State Head of Civil Service, Mr. Rufus Godwins and Commissioner for Health, Dr. Odagme Theophilus.
