THE acting Managing Director of the Niger Delta Development Commission, Mrs. Ibim Seminitari, has pledged to actualise the development vision of President Muhammadu Buhari for the oil-rich region. Seminitari, who said she had knowledge of what the NDDC should be doing in the area of developing the Niger Delta, added that she had a responsibility to drive the development of the region. The newly-appointed NDDC MD, made this remark when her predecessor, Chief Bassey Dan-Abia, handed over to her at the commission’s corporate headquarters in Port Harcourt, on Tuesday. Explaining that she was mindful of the challenges facing the Niger Delta region, Semenitari pointed out that it was time for her to play a role towards the growth of the region. “I have knowledge of what the commission ought to be doing in terms of development. I understand what our challenges are. It is now time for me to do my part. “I have a responsibility to God and to President Muhammadu Buhari to ensure that his vision for the Niger Delta comes to pass,” she stressed. Seminitari, who is the immediate past Commissioner for Information in Rivers State, told NDDC officials and board members to be ready to face the commission’s challenges. “Because I am yet to get a briefing from the directors, I cannot make a clear policy statement. But I will do what the President wants, which is the development of the region. We will hit the road running,” she said. Seminitari commended Dan-Abia for his service to the nation, adding that he (Dan-Abia) had done well as the MD of the NDDC. The Senior Staff Association of the Nigerian Universities has called for an indefinite strike on December 24, 2015 to protest a recent decision of the Federal Government to sack 2,000 university workers across the country by January, 2016. The National President of SSANU, Mr. Samson Ugwoke, said during a press briefing in Abuja on Friday that the National Salaries, Income and Wages Commission, and the National Universities Commission had written letters of termination to 2,000 members of staff of the universities. Ugwoke said that the senior staff union of the universities had already dispatched letters to the Ministry of Education, the NUC and the National Salaries, Incomes and Wages Commission to withdraw the letters of termination issued to varsity workers of the University of Ilorin, Federal University of Technology, Akure, Usman Dan Fodio University, Sokoto and others. He said that SSANU also urged the Education Ministry and the other agencies to ensure immediate withdrawal of similar letters to vice chancellors to terminate the appointment of personnel of university staff primary schools. He said the letter dated December 17, 2015 also copied President Muhammadu Buhari, the President of Senate, Bukola Saraki, the Speaker of the House of Representatives, Mr. Yakubu Dogara, the Minister of Labour and Employment, Dr. Chris Ngige and others. Ugwoke added that the 2,000 workers affected in the planned retrenchment exercise were drawn from 31 universities and were employed by the councils of the various institutions to make the requisite contribution to educational development in the institutions and the society over the years. The SSANU leader noted that the directive to sack the workers who are expected to leave service in January 2016 was contained in a circular said to have been written and signed by a Deputy Director in the Ministry of Education, Mr. E.O Fayemi, on behalf of the minister. He stated further that the circular dated April 21, 2015, was attached with a memorandum and report from the National Salaries, Income and Wages Commission dated March 2014 and February 2014 respectively. According to him, the commission responded to the circular by directing the removal of personnel of staff schools and other institutions affiliated to the universities from the payroll. He said, “The implementation of this directive would be a gross violation and breach of the SSANU/FGN 2009 Agreement, which explicitly stated that the University shall bear full capital and recurrent cost of University Staff primary schools. “It is further shocking to note that till date, the Federal Ministry of Defence still funds the capital and recurrent costs of over 100 Army Children Schools, Command Children Schools, Navy Primary Schools and Air Force Schools; while the Ministry of Police Affairs still funds its Police Children Schools, all from the Federal Treasury. “We are surprised that an agency of government, the National Salaries, Incomes and Wages Commission, could continue with this callous, wicked, insensitive and ill-intentioned agenda, despite our calls, letters, press releases and publications on the issue. “With the advent of the administration of President Muhammadu Buhari, we had written series of public and confidential letters on same with no positive response.” He said that 90 per cent of the pupils of the university staff schools were children of the staff of the institutions stressing that the schools were established alongside other academic components of the universities in some cases. The unionist said SSANU had to give the December 24, 2015 deadline to the Federal Government as part of the efforts to prevent the over 2000 workers of the universities from being sacked. Monday, May 11, 2011 was a day Beauty Igbobie wanted to remember for good things as it was her 19th birthday. Born to Chief Jeremiah Igbobie and Doris, Beauty had always wanted to join the Nigerian Air Force and also, it was her first birthday as Air Police, a dream job for her. She was enlisted into the Nigerian Air Force in August 2010 and was serving at 335 Base Services Group, Kaduna State as an Air Police following her passing out from the Nigeria Air Force basic military training about two months earlier. But sadly for Beauty, the day did not end with the joy that heralded a beautiful morning for her. It ended up as a day that changed her life and robbed her of her innocence. “I was raped, brutalised, beaten up by a superior officer and the trauma has not left me since then,” she told Saturday PUNCH i n a long telephone interview in a voice laden with emotions. Her account of the experience started with an anonymous call around 8pm from someone, who introduced himself as one of her instructors during the training period. The caller, who she said was Flight Lt. B.F. Vibelko, told her that he had got her contact from one of her course mates, Air Craft Man Bello. He asked her to meet him at a popular church in the Nigeria Air Force Base in Kaduna for an important matter he did not want to discuss on the phone. At the location, Beauty met Vibelko, Bello, a Sgt. Hossan, one of her other instructors and a lady she did not know. She said, “They (Vibelko and the other instructor) said they needed to drop the lady off first and pleaded with me to join in the car. I resisted but they said they could never harm me because they were my instructors.” After dropping the lady off, they drove to a place called ‘Communicator Mess’, where Beauty said Vibelko ordered for wine and roast fish. She said she was offered a glass of wine, which she later found out, had been drugged. She suspected that the drug was put in the wine when she left for a few minutes to use the ladies room. Beauty said from there, Vibelko and Hossan also discharged Bello and the other instructor, leaving just the three of them. They, however, promised that Hossan, whose car was being used, would drop her back at a place later, which was described as close to hers. She said Vibelko and Hossan were later engaged in discussion at a flat in JD Quarters, where Vibelko was supposed to be living. She was asked to wait at the former’s living room while they concluded their discussion. She said, “Suddenly, I heard Hossan starting the car and as I tried to rush out to join him, Vibelko pushed me back inside. He locked the door and Hossan sped off. “I said ‘Sir, why are you pushing me back inside when the person I’m supposed to leave with is going? He said ‘you’re very stupid; you mean say after I don train una finish, your course mate go charge through you before me? “I said I didn’t understand what he was saying. He said he must sleep with me. I struggled with him for more than two hours and when I tried to shout, he would use his hand to block my mouth and push me to the ground. I received severe beating. What I went through that day was too painful and so traumatising. “I told him I was a virgin but he insisted that he must have his way. As I pleaded with him, the beating got more severe. It was then that he told me that since I was stubborn, he would teach me a lesson. He hit my head on the wall and I passed out. I didn’t know what happened afterwards till I woke up and realised I was naked. The bed was soaked with water and I was bleeding.” Beauty said Vibelko attempted to rape her again after she regained consciousness but she managed to get out, still feeble and dizzy from the drugging, battery and rape. “It was on May 18, 2011, at around noon that I realised that I was in the hospital,” she said. “When I regained consciousness, I attempted to urinate, but could not. The doctor had to hold my hand to help me to the toilet. He said I was brought in by Vibelko and Bello, and that Vibelko said I had malaria.” Following the incident, Beauty said she spent two weeks and three days on admission at the hospital and had to be operated on after bleeding nonstop for three days. She also made a 25-page medical report to substantiate her allegations available to the Saturday PUNCH. She said she also found out later that she had contracted a sexually transmitted disease after the sexual assault. But that was not the end of Beauty’s ordeal. Soon, intimidations, transfers and her eventual dismissal followed. She was soon transferred from Kaduna to Abuja and later to Lagos. She said, “After I was discharged from the hospital, the Aeromedical Commander said I should not tell anyone what happened, including my family members. “Air Commodore N. A. Sanusi, the Director of Air Police also told me not to talk about it or tell my family; AVM I. Saliu, Air Officer Training Command, Kaduna, also told me not to talk; the late Air Commodore Falodoye came to my place to tell me to keep quiet. From that point, my life was under threat. “They told me that a dead woman cannot make a case. They asked if I was the first woman that would be raped and that didn’t I know that Air Force women are male officers’ materials. Group Capt. Inuwa also told me that a dead man could not make a case. “At Muster Parades, Group Capt. Inuwa would ask me before everybody if my virginity was as precious as gold.” In Lagos, Beauty said she was detained for days on several occasions for no reason except that she reported to the authorities that she was raped, even though, the alleged rapist was not punished. According to her, Vibelko was court-martialled, but she was barred from following the proceedings except once that she was called in to give her account of the incident. She was later dismissed from the Air Force in October 2015, following an incident with Flight Lt. E. Miji, who she described as a “friend and former course mate to Vibelko”. “One day, he (Miji) threatened to kill me,” she said. “He said ‘you are dirty thing and a very poor idiot, if I kill you, nothing is going to happen. He was drunk and reeked of alcohol. He advanced towards and tried to snatch my rifle from me, I could not give my rifle to a drunken man. I told him that I would shoot if he came closer. We were taught not to ever lose our rifle to anyone and here was this man threatening to kill me.” Beauty said a senior officer later intervened and took her rifle from her, but that she was thrown in guardroom for days after that. She said, “Meanwhile, I had given them my retirement letter. In the guardroom, I collapsed, and I was taken to the hospital. But at the hospital, I was being given drugs that would make me appear to be psychologically deranged. “Then, I was placed on medical review. One day, I got a phone call from my Admin Officer to see the Squadron Leader, Ilori, for an interview. Ilori directed me to another officer, Ejiga, who asked why I wanted to retire. I said it was because of my health and threat to life, then, he said I should be locked in the guardroom. Nobody enquired what happened between Miji and I till they pronounced that I was dismissed. It was an unlawful dismissal because I was not given any letter to that effect, only verbally. “I was dismissed and still taken to the guardroom. I was given a seven-count charge and locked up for days. They said that I removed my uniform, shouted that I was tired of the Air Force, and assaulted one Corporal Ubani. I did nothing of such. “They beat me up and took me to the hospital. I was unconscious for 48 hours and never knew where I was. I was chained to the hospital bed. I spent seven days at the hospital before being dragged half naked back to the guardroom. Then they threw me out of the Air Force Base.” There is one thing that seems to drive Beauty these days and that is to see justice done after her experience in the military. She once loved nothing more than to join the Air Force, but her story has since changed to that of utter disgust for the military. She said, “I joined the Nigerian Air Force because I had passion to serve my fatherland, with integrity. But on getting there, I found that the glamour I used to see in the military was not there. “I am disappointed with the Nigerian military because there are lots of terrible things happening there. The male officers treat the women like prostitutes; they point at the women they have slept with. When they sleep with a female colleague, they share the story and urge other male officers to do the same. And this includes both senior and junior officers. They make laws and break laws; I was disappointed when I was there.” Sometimes, Beauty now wishes she would “sleep and not wake up because of the trauma” she has gone through. She is jobless now, but hopes her degree in Security and Operation Management would chart a new course for her in life. “I am tired of life because of the psychological trauma I have passed through,” she said. “Every day, I remember the rape incident. Even when I was in service, there was no day I didn’t shed tears because my heart had been shattered. “I was raped as a virgin. I wanted to die; meanwhile, nothing was done about it. The rapist walks freely while the victim continues to face the trauma, victimisation and threats to life. “My life has been so unbearable for me; it has not been easy. You try to make sure you don’t mess up and at the end; the country you serve pushes you out to become a prostitute. I don’t want this to happen to any other woman in the military. Let them have their pride as women to serve their fatherland.” However, Air Commodore Dele Alonge, Director Air Force Information, declined to comment on the issue, saying it was “already in court”. But a source in the Force confirmed to our correspondent that Beauty’s rape allegation was true and that the officer responsible for the crime was court-martialled and duly punished. “He was duly punished because he was demoted to Flying Officer,” the source said. Beauty’s case has been taken over by the Committee for the Defence of Human Rights. Its Chairman, Delta State, Mr. Benefit Orugbo, said it had petitioned the President, Senate President and the Chief of Air Staff, asking that Beauty’s account be investigated and the alleged rapist and others who intimidated Beauty be prosecuted if found guilty. He added that the organisation would be suing the Nigerian Air Force for N1bn. He said, “They should be prosecuted so that it would act as a deterrent to others who also rape our women in the military and rid it of such characters. A professor at Christian college in the United States has been placed on leave for wearing a headscarf to show solidarity with Muslims. Fox News reported that Larycia Hawkins, a Christian and an associate professor of political science at Wheaton College in Chicago, was suspended on Tuesday. Hawkins, however, defended her action, saying it was a demonstration of her own faith and that she began wearing a hijab to counter “vitriolic” rhetoric against Muslims in recent weeks. The associate professor said she felt it was important to show solidarity with Muslims who may feel threatened after the terror attacks in Paris and San Bernardino in California as well as the call by Republican presidential frontrunner Donald Trump for Muslims to be blocked from entering the US. “Theoretical solidarity is not solidarity,” the tenured faculty member said. The college said in a statement Tuesday that it placed her on leave because of statements she made about similarities between Islam and Christianity on social media. “In response to significant questions regarding the theological implications of statements that Associate Professor of Political Science Dr. Larycia Hawkins has made about the relationship of Christianity to Islam, Wheaton College has placed her on administrative leave, pending the full review to which she is entitled as a tenured faculty member,” the statement read. In its written statement the college said it had “no stated position” on the wearing of headscarves as a gesture of care and concern. But it also said that “overtures of Christian friendship must be enacted with theological clarity as well as compassion.” The school insists that Hawkins’ suspension doesn’t reflect on her desire to wear the headscarf, but rather the explanation she gave as to why she was wearing the headscarf. The Chicago Tribune reports Hawkins said on social media that Christians and Muslims share the same God, despite some differences between the religion. “I stand in religious solidarity with Muslims because they, like me, a Christian, are people of the book,” Hawkins wrote on Friday. “And [as] Pope Francis stated last week, we worship the same God.” While Hawkins had received some support from her colleagues, Denny Burk, a biblical studies professor at the Southern Baptist Theological Seminary in Louisville, Ky. told the newspaper that Hawkins didn’t clarify her statement well enough and claimed she denied Christian teachings. “We’re people of the book, but our books are very different. They’re witnessing to two different ways of salvation. The Bible is witnessing to Jesus Christ, the son of God. That’s unique of all the world religions, and that uniqueness was what I thought was missing from what she said,” Burk added. Hawkins’ suspension will last through the spring semester and sparked protests on the Wheaton College campus from students who called for her reinstatement, according to the Tribune. Christian leaders also supported Hawkins at a news conference Wednesday. An emergency meeting of the Federal Executive Council is scheduled to hold on Friday. The meeting to be presided over by President Muhammadu Buhari is expected to consider and approve the 2016 Budget to enable the executive arm of government to forward same to the legislature. Buhari is expected to present the budget to a joint session of the National Assembly on Tuesday. When asked on Thursday whether the President will submit the budget personally to the National Assembly or send it through a minister as was done in the recent past, the Minister of Budget and National Planning, Senator Udo Udoma, said the details would be made public later. The Speaker of the Kogi State House of Assembly, Godwin Osiyi, and three other principal officers of the House were on Wednesday attacked by suspected thugs loyal to the impeached speaker, Momoh Jimoh. The thugs invaded the Riverton Hotel, Lokoja, venue of a meeting held by members of Osiyi’s group. According to eyewitnesses, thugs armed with machetes, and other weapons damaged the official vehicles of the Speaker and those of other principal officers present at the meeting. It was learnt that the official vehicle of the Majority Leader, Prince Kolawole Matthew, that of the factional Deputy Speaker, John Abah, and another vehicle belonging to a member representing Ofu were badly damaged by the thugs. The factional Speaker, who addressed journalists after the incident, accused the impeached Lawal of orchestrating the attack on him and his members. He alleged that the thugs arrived at the hotel in an official Hilux van belonging to the impeached speaker, adding that the hoodlums were led by a younger brother of the embattled Speaker. According to Osiyi, “We have informed the police and the Department of State Services of our members since the impeachment saga of last Thursday.” “We have been moving from one hotel to the other to avoid this ugly incident but naturally you cannot be roaming the streets. We were in the hotel when we started hearing gunshots. When we came out, we saw our vehicles vandalised.” He said the majority leader had earlier in the day escaped attack from the suspected thugs while on his way to the bank, explaining that they were at the hotel to address the matter when another attack was launched against them. But the embattled Speaker denied having a hand in the said attacks, saying he is a peaceful and humble person who does not believe in violence. “I did not send anyone to go and attack anybody; I had no business there, I’m a humble person and I condemn it in its entirety. I have been in my house since morning and I don’t know what happened at Reverton. I’m not part of want happened there,” he said He also exonerated his brother from the attack, describing him as a decent person who will not engage in anything violent. “My younger brother is a decent person and could not have led the attack as alleged. The Governorship candidate of the All Progressives Congress in Rivers State, Dr. Dakuku Peterside, has hailed the verdict of the Appeal Court, endorsing the earlier judgment of the Rivers Elections Petitions Tribunal on the nullification of the April 11 Rivers State governorship election. Reacting to the judgment in Abuja, Peterside praised the Nigerian judiciary for its courage and efforts towards deepening the nation’s democracy and political process. He said that the judiciary would be remembered for standing tall even in the face of provocation and vilification by those who stole the peoples’ mandate during the March and April elections in Rivers State. He also congratulated the people of Rivers State for their patience and understanding especially in view of the painful process of reclaiming their mandate. He said, “I am happy that the Nigerian judiciary is rekindling hope in our electoral process and in our country generally. “This is so because the judiciary is sending the right signal, particularly to those who perpetrate violence and fraud during elections. “Never again will a people’s mandate be subverted so viciously by a violent and self-seeking few, all in the name of political contest. Members of our party and supporters were murdered in cold blood in their homes and campaign grounds for their political beliefs. “We are happy that this injustice is currently being addressed by a credible institution like the judiciary. “We pray never to experience the level of persecution, violence and deaths that characterised both the March and April elections in our state. Democracy is about freedom, equality and justice; so, everybody must join hands to defend it at all times.” He said he was dedicating the victories recorded by the party in the legislative and executive arms to “our fallen brothers and sisters, our supporters and the entire Rivers people for believing in us and for keeping faith. “Our state will be great again if and only when we vote into public office, our sons and daughters who will not bring shame to us by their words and actions. “We, members of the APC know the needs of our people as we fully appreciate the leadership crisis rocking our state today. You have sacrificed and waited all these agonising months for justice. Now, justice has come.
