That's not true. INEC first budget 300bn in the original budget then went back for 50bn extra. NDDC budget is not part of federal budget any time it is considered separately.

You're mixing things up. If they are to be considered along with federal budget, then they need to be forwarded to the committees for defence and passing

So to added an agency budget with project is automatic padding if it is not tied to the original project that has been passed.
