What I should stress instead is that the system makes it easier for people who have no business on the road to get away with illegally being on the road. Assuming they know they have a steep price to pay when caught driving without a license, the rate of accidents will reduce. Moreso, illiteracy is a major factor as well. I drove for 20yrs, between 2005-2015. In those years I only did my licence of 5yrs and renewed it once. So those years of not having license, why didn't not having license makes me have accidents. . In other words what I am trying to say is: license or no license, if you know how to drive is that you know to drive. License is just like certificate that shows people that you truly are.
