The news headlines these days were frighteningly disturbing: LASSA FEVER BREAKS OUT IN EKITI; HAUSA FULANI CLASH IN LAGOS; ESE ORURU KIDNAPPED IN BAYELSA; DOCTORS ON STRIKE IN OSUN; FUEL SCARCITY HITS LAGOS; PRESIDENCY FUMES AT BUDGET PADING and so on, and what all these suggest is that we are in a peculiar situation, suffice to say we are in a dare strait in this country. As a member of political class, I must appreciate that all stratified classes from politically exposed persons, academia, business moguls, financial experts, policy executors to security operatives, unemployed youth and the vulnerable ones are in state of confusion, because everything in our country appears to be in a perpetual flux, apologies to Heraclitus, the ancient Greek thinker. But one thing seems to be real, our country had been badly looted to an extent that its life blood which connotes economy has been contaminated and corrosive. So, I must say that President Muhammadu Buhari was apt to have traced the root of our challenges to corruption. No wonder, he says, "if Nigeria fails to kill corruption, corruption would kill Nigeria." For a fact, all Nigerians at face value have agreed that corruption must be defeated before we get the other things in the state of affairs right. Invariably, the breakdown of our health institution that could not support outbreak of epidemics; lack of refineries to refine our crude for domestic consumption; industrial disputes that spare no essential labour force; states that could not pay salaries and adulterated national budget must be traced to corruption. However, because of the hydra-headed challenges facing the country and different opinions that would trail each indicator pointed out for the cause(s) of the mess we find ourselves today, i have elected to descend from from national ladder for the purpose of clarity and indubitable facts. Being a major player in decision making in the State of Osun, I have chosen to critically examine some salient issues with a view to proffering pragmatic solutions as I see them from my own prism. In appreciating the peculiar situation of Osun as it obtains in not less than 30 states among the 36 federating units, I need to highlight some of the challenges and the street positions of the critics, before I explain the reality behind them as an insider, and the custodian of shrine of democracy (legislature) with a caveat: that some people may embark on spirited effort to fault my explanation based on speculation or politicking, but I shall stand to be faulted all the same on the point of undisputed fact. At a glance, our state reeks under a debt profile of not less than N100 billion in aggregate; our state services the debt facility with N2.4 billion monthly; some of the projects like Gbongan to Akoda road, Old Garage to Ese Odo dual carriage way, airport are temporarily abandoned. Besides, workers' pay is subjected to available resources; doctors are on strike and there is a low patronage on daily transactions in our markets. These are the catalogue of accusations and statements of facts used by the opposition to vilify Governor Rauf Aregbesola, and are also used by the government to explain our challenges arising from paucity of funds, depending on which side of the divides one stands to look at the issues. In the first premise, the executive arm of the government has defended itself on how the debt was incurred, what it used the bank facility obtained for, and it is not my call to start repeating what had been done severally like a broken record, but I know for a fact that nothing was done as touching the funds for projects that did not pass through my gavel. That projects were abandoned? This may not be completely true, for you and I know that it is irresponsible for a father to embark on building construction on existing site, while the households are starving. Quite painful that we have workers who are compelled to endure rational scale for their pay. As a matter of fact, I consider it our low moment in the history of this government, but I am consoled by the fact that we are not contemplating sacking our workers, and I pray it would not get there, because if a worker is relieved of his duty, he becomes a burden unto himself, and his family will suffer, while dependents would equally suffer. So, I suggest our workers should continue to show understanding by ignoring the "politrickicians" who are not only jobless, because they have no other means of livelihood except politics of looting but also desperately eager to return to the Government House, because it makes sense to hearken the axiom which says, "half loaf of bread is better than none" at the material time. And I promise to seek remedy for all workers immediately our state of economy improves. Let me quickly express my view as touching the debt portfolio of my state. I know for a fact that United States of America has population of 350 million with a debt ceiling of $17 trillion, and if we should choose a round figure to divide the portfolio, it suffices to say that an average individual has no less than $45,000 on his or her head as debt burden. Despite this, USA is still the the world superpower, and all nations, except pariah states want to befriend it. In that sense, debt is not problem, but non-judicious use of it for the development of the society is the mega problem. I think we are in order with the infrastructural drive of Aregbesola's government, because it is obvious that whatever we leverage on infrastructure today would not be of the same quality tomorrow. Yes, we have to eat, drink and enjoy ourselves, but whoever or a state that desires to rise, must grow through self denial. In our own case, our workers and political class who are enduring staccato pay must be commended for their sacrifice. As touching the doctors' strike and other issues, I shall explain our take at the state parliament, and effort to break the impasse in another piece. To be continued... |

Speaker, State of Osun House of Assembly, Rt. Hon. Najeem Salaam has deplored the unruly attitude displayed by students of St. Johns High school Ile- Ife after failing to make the privileged list of free WAEC examination list proposed by the state government. Speaker Salaam in a statement signed by his Chief Press Secretary, Mr. Goke Butikakuro asserted that the magnitude of violence displayed by the pupils has shown that the school management and the security agents were complacent, a situation that put the lives of staff and properties of vandalized radio station located in Ile Ife in great danger. Speaker Salaam stressed that the school management ought to have laid a moral template for the pupils on the consequence of failing the mock examination used to sift the unserious ones, and the wrath of law awaiting the deviants among them, while the security agents around the affected radio station ought to have called for reinforcement if overwhelmed; noting that paying for WAEC of indigent students was a privilege not a right, because, the examination body does not belong to the state. He then called on the Commissioner of Police to smoke out the students involved and their instigators, for the law to take its course, noting that such miscreants who visited violence on radio station are not supposed to be in conventional schools, but juvenile homes, saying that the state parliament would soon deliberate on what would be the fate of the school management concerned. Speaker Salaam further said that the parliament has now been compelled to come up with a legislation that would recommend severe punishment for violent attitude in public schools. |

Open Letter To Oby Ezekwesili By Akinyemi Oluwaseye Let me start by saying I am one of many Nigerians who cherish and admire everything you stand for; a mother, an exemplary public figure, an achiever, an activist and an icon. You are a good example for everyone out there and a great reference to the unborn. Ma, my name is Akinyemi Oluwaseye, another Nigerian that goes to bed sad, thinking about where the Chibok Girls may be, and the condition they may be in. There is nothing I can do than just to pray for God’s protection over them wherever they may be. Comrade Wahid Saka and I organised and executed a #BringBackOurGirls rally in Osogbo, State of Osun, in 2014. I respect your courage and hope that my 219 Chibok sisters will be reunited with their families very soon. Recently #BBOG group was at the Presidential villa to meet with the president, the outcome which did not go to well with the group. Going through the timeline of a member the group (Aisha Yesufu) on Twitter, I felt compelled to write you this open letter. Aisha is a lady I respect for her courage and steadfastness. She is one of few Nigeria ladies that deserves a national award for saying her mind. She has in recent times gained lots of recognition by carrying the cause of the Chibok parents and continues to be a voice for the safe and quick return of the Chibok Girls. Ma, I think there is a need to bring Aisha to order. Her grouse with the president is confusing to me and should be straightened out. To the best of my knowledge, “Bring Back Our Girls” is a call to action, one demanding action. The President, who is the Commander-in-Chief and person we demanding to bring back our girls, knows full well that the group came to him for answers and the immediate rescue of the girls and that the BBOG group also came to charge him to rise up to his responsibility. How will it sound if the person we look up to for answer now joins the activists to chant “Bring Back Our Girls!”? In my opinion I will see him a person who is not sure of his responsibilities. I will implore you, Ma, to use your wisdom, understanding and maturity to explain to my sister, Aisha, that the president cannot demand from us to bring back the girls. It is his responsibility to bring back our girls. I doubt if he meant any disrespect by beginning his address with the words, “Ladies and Gentlemen. Thank you I write this open letter in good fate. The speaker of the Osun State House of Assembly Rt Hon Najeem Salaam has Send his condolence to the Family invovle in the inferno the occurred at the supermarket within the premises of Bovas filling station Osogbo on 23rd September 2015. Speaking on the fire incidence that consumed two children of the owner of the supermarket, Speaker Salaam said the parliament would urge Governor Rauf Aregbesola to declare state of emergence on fire service of the state. He expressed his regret on the fire outbreak, saying it was a tragedy that would have been avoided if proper precautionary measure was in place . He said this while responding to questions from representatives of the Batch C 2014 National Youth Service Corps who paid him a courtesy visit in his office in Osogbo yesterday the 31st of August 2015. in his words; "The scheme is not just for the youth to serve the country but also a way to get the graduates familiarised and integrated into the rich culture and ethnicity in the country" He further advised the visiting Youth Corpers to be good ambassadors of their states of origin wherever they found themselves in the country and beyond. He also enjoins them to emulate the hospitality and accommodating nature of the people of the State of Osun.

"No one is born a good citizen, no nation is born a democracy. Both are processes that evolve over a lifetime." -Kofi Annan Legislative is the arm of government established to make laws for good governance of the state. As an institution, it comprises representatives of the people and has been playing important role in our democratic process, having the constitutional powers to make laws that determine the policies by which the affairs of the State are administered and resources are distributed to meet the needs of the electorate. In the words of John Stuart Mills, the legislature is a “Representative Assembly.” In the representative assembly, all wards, constituencies and districts are represented. A state may be termed democratic if it provides institutions that enhance the supremacy of the popular will on the basic issue of policy direction and leadership choice. The House of Assembly performs the following roles: · Makes Laws for the State; · Represent and discuss collective interest of the constituents; · Makes decisions on resource allocation; · Performs oversight functions over other organs of government. All of which illustrates the constitutional roles of the legislature. These tentative tasks are to see through bills proposition and implementation for the improvement of life in abundance for the majority of the people. Indeed, the House of Assembly is the principal forum to discuss public policy, carry out research and reach a consensus on issues that affect the life of citizens in the State. Although, the House of Assembly is not directly involved in the implementation of programs, the decisions it makes affect the programs and how they should be executed. The fifth Osun Assembly under the leadership of Hon. Najeem Salaam enjoyed an amiable relationship with the executive arm of the state, which has so far lead to the laudable developmental growth of the state and also betterment of life of the majority. Hence, it is imperative to build on this relationship as not to take for granted incumbency but further reenact strength in the developmental tentative goals which implies that the house is committed to implementing every bill in appropriation of the expectation of the state, who are the reason of essence of each budget. Although, the state of Osun is facing serious financial crisis, which the government is working day and night to find a lasting solution to, calls has been made to the State House Of Assembly to impeach the governor and his deputy, but there is a question we need to ask ourselves; will the impeachment of the governor and his deputy bring the solution to the financial crisis that is rocking the State? Apparently, the State of Osun is not the only state facing such problems. As far as I'm concerned, the State of Osun House Of Assembly has never fallen short of its legislative duties and commitment to serving the people of Osun. According to the State Of Osun sixth assembly speaker Hon. Najeem Salaam, he said and I quote, "We are open to constructive critizisim to enable better services to the electorates." What Osun needs now is continuous support of the governor, Ogbeni Rauf Aregbesola, who has demonstrated an uncommon ability to do the best for the majority. The members of the State House of Assembly must recall all the great reasons that made them stick with this man in the past and convince themselves that he is still the best man for the job. They must protect him from those who have no understanding of the issues at hand but only want to see a good man punished for a crime he has no hand in. With Ogbeni, Osun will get it right.
