Well with how America is right now it is good will that will pull them through from both sides if there are any in the GOP.But then again he can make some gains with executive orders too he strategically put people who may get some long shots in senate confirmation to personal appointments that don't need the senate he also has some key advisers on legislative affairs that can help him too.
What I meant by outsiders is some of Trump appointees whom like himself had no prior government experience like Rex Tillerson who were just round pegs in square holes or something like that compared to the Biden team bringing in experienced and competent persons with some good portfolios.

You raise good points, but those big shots potential appointment will require Senate confirmation.
