Background

The Federal Republic of Nigeria has received financing from the World Bank towards the cost of the Regional Disease Surveillance System Enhancement Project (Phase II), being implemented under the supervision of the Nigeria Centre for Disease Control, an Agency under the Ministry of Health.
The REDISSE Project was initiated by the World Bank to cover all countries in the ECOWAS sub-region as a result of the 2014-2015 West Africa Ebola crisis. The Project is cross-sectorial, with both human health and animal health sectors implementation. The project promotes regional collaboration among ECOWAS countries, in order to ensure that gaps in disease detection and outbreak response across the West African sub-region and effectively addressed. Successful implementation of the project is envisaged to minimize the health and economic consequences of major disease outbreaks. The REDISSE Project was formally launched in Nigeria on the 27th of April 2018.
The Project Development Objectives (PDO) is to strengthen cross-sectorial and National capacity for collaborative disease surveillance and response in Nigeria. It seeks to address systematic weakness within the animal and human health systems that hinder effective disease surveillance.
The Project funding is targeted to support five components and they are: a) Surveillance and Information System, b) Strengthening Laboratory Capacity, c) Preparedness and Emergency Response, d) Human Resource Management for Effective Disease Surveillance and Epidemic Preparedness, e) Institution Capacity Building, Project Management, Coordination and Advocacy.
Job Description

Politics / Oronsaye Committee Report Will Break So Many People’s Heart by shehuolayinka(m): 12:02am On May 02, 2020
Social Commentator Olupitan Oluwamuyiwa says the Oransanye Committee Report which has now being approved by President Muhammadu Buhari will break so many people’s heart.

The Oronsaye report is a 800-paged report that recommend the abolishment and merging of 102 government agencies and parastatals.

Zainab Ahmed, the minister of finance, budget and national planning, told Channels TV on Wednesday that the president’s approval has been forwarded to the head of civil service and secretary to the government of the federation.

“The president has approved that this administration should implement the Oronsaye report,” Ahmed said.

Oluwamuyiwa said this in a series of tweet on his twitter handle.

Stephen Oronsaye, a former head of civil service, had headed a committee set up by Buhari’s predecessor to identify civil service inadequacies.

At the time, the seven-man committee said the rationalization of agencies, parastatals and commissions would have human dimensions and cost implications” and recommended that the government should focus on empowering the MDAs “to do more for less.

At the time when the report was submitted, there were 541 government parastatals, commissions and agencies (statutory and non-statutory) in the country and the report recommended a reduction in the number of statutory agencies from 263 to 161.

At present, the number of federal agencies has increased and it is estimated to be close to 1,000.

I looked at the Oronsaye Committee Report….the report will break so many people’s heart and it the way to go, for example: ARMTI was recommended for self financing because they’ve been operational for more than 32years. NTA,FRCN and VON merged and renamed

The reccomendation for scrapping of FRSC and sent to relevant departments like Ministry of Works, Police, Vehicle Inspection department and so on is interesting but the reccomendation was rejected by the government at that time. We await the implementation of the Report soon.

So many lofty recommendation in the report but they were rejected. One of the rejected reccomendation was abolishing of both Christian and Muslim Pilgrim board. I don’t know why government will be paying or sponsoring people to go pray to their God.

Like they also recommended that Govt should restrict the subsidy of foreign currency for such program. All of which was rejected by the then administration…Hope those will be implemented.

The committee also recommended that the Nigerian Law School should reposition itself and self sustain by getting grants, endowment fund and others while Government only caters for essential capital expenses.

The report recommended that EFCC, ICPC and Code of Conduct Bureau be merged and strengthened, while the CCT should be made a anti corruption tribunal specifically for corruption cases such that the enabling law of CCT be replaced with a newly enacted law accommodating the scope.

Health / REPORT: Kano Will Record Higher COVID-19 Figures In Coming Days by shehuolayinka(m): 10:42am On May 01, 2020
Investigative Journalist and former Editor of The Cable, Fisayo Soyombo has said Nigerians may start seeing higher figures of Coronavirus pandemic (COVID-19) disease from Kano as the State COVID-19 testing lab at the Aminu Kano Teaching Hospital (AKTH) resume operations.

He also said the collapse of the Kano State COVID19 response team and shutdown of testing facilities in the State due to contamination may have been the major reason for the mass death recently recorded in the State.

Soyombo made this know in a series of tweets on his official twitter handle, Thursday.

His tweets read, “There’re at least four major reasons for the recent mass deaths and slow COVID-19 response in Kano: Three classes of ppl tested +ve for the virus, then the state govt played needless politics.”

But it’s not all gloom; there’s some good news, too.

1. At least three lab scientists at the Aminu Kano Teaching Hospital (AKTH) got infected with the virus, so the lab was closed down.

That you already know. But you probably didn’t know that:

2. Some members of the Rapid Response Team (RRT)— answering calls and going from house to house to retrieve patients with a mobile ambulance & convey them to the hospital for testing & subsequent relocation to the isolation centre — also tested positive for the virus. The RRT collapsed as well.

3. Some members of the Kano State Government Task Force on COVID-19, including the Co-Chairman and the Secretary, got infected with the virus and went into isolation.

The committee also collapsed. All of this in less than two weeks.

As these 3 arms shut down, the mysterious deaths started happening. Since the lab was shut, there was no way to test other than to move the lab to Abuja.

“But to do that moving, they needed the RRT to touch different locations in town to collect samples & forward them to Abuja.”

“This was no longer possible. Testing was summarily impeded.”

4. The state govt began denying the deaths until the figures rose so high that denial became untenable.

The Federal Ministry of Health offered to come into Kano to take over the COVID-19 response, but the state government initially refused, not wanting to be seen as a weak state.

When will Ishaq Akintola, Muslim Rights Concern director, be arrested for always spreading poison?

Hate speech and fake news appear to be the exclusive preserve of religious and political leaders. This class can spread poison in statements, commentaries and homilies without any check. They can stoke religious animosity and drive the wedge of hate deeper without being held accountable for their actions.

Alas! When Nigerians enduring government’s malfeasance tweet or post their frustrations in parlances that the leadership finds unsavoury or they protest against obvious maladministration, they are magicked away like in the case of Abubakar Idris, a critic, better known as ‘Dadiyata’ who has been missing without a trace for eight months. Or they are harassed, threatened and incarcerated like in the instance of Omoyele Sowore.

I had written about the indulgent liberties of clerics in a previous article entitled ‘When will Pastor Chris Oyakhilome be arrested for spreading injurious falsehood’. I believe we cannot purge the government without first eviscerating the bowels of the religious establishment which sustain temporal power.

I wrote: ‘’Clerics in the country defy the law unabashedly and with unrestrained arrogance. And when there is an attempt to hold them to account the refrain becomes ‘our religion is under attack’ by unbelievers.’’

Ishaq Akintola, director of Muslim Rights Concern, is one cleric who is abusing his privilege and going off the bounds of decency. He issues divisive statements, spinning dangerous conspiracy theories; in so doing inflaming religious passion and threatening the peace.

In his latest conspiracy theory, Ishaq insinuated that the deaths in Kano could be an attempt to reduce the population of northern Muslims.

Hear him: “More disturbing is the rumour that the National Centre for Disease Control (NCDC) in the state has locked up its offices and its officials are not responding to distress calls. The only testing centre in Kano which is situated at the Aminu Kano Teaching Hospital has also been allegedly locked up. So where did NCDC get its figure on Kano? Something is fishy here.

“Is this a deliberate attempt at debilitating Northern population with its attendant impact on Muslim majority population in the country? We, therefore, demand an inquiry into circumstances surrounding the alleged closure of NCDC office in Kano State as well as the paucity of testing centres in the whole North.’’

First, on April 16, Chikwe Ihekweazu, NCDC DG, said the health agency had activated a testing centre in Kano state to boost its testing capacity. In words: “We just activated the lab in Kano a few days ago.’’ So, naturally tests were conducted until April 22 when the testing centre was shut down temporarily for decontamination. This explains where the state’s figures came from.

Amidst the revelation that Nigeria had conducted a dismal 11,426 Covid-19 tests and recorded 1,337 confirmed cases,250 recoveries and 40 deaths, President Buhari’s address to the nation formed the main talking point of Monday 27th April.

The Buhari administration’s response to the Coronavirus pandemic has been very disappointing and asides the pronouncement of 50% of health care workers’ basic salaries as hazard allowance, nothing else was inspiring about his speech.Below are some of the highlights.

EXPERTS PROJECTED 2,000 CASES IN FIRST MONTH AFTER INDEX CASE

This may have been a plan hatched by President Buhari’s handlers to absolve him of blame for leaving it too late to shut our borders and portray his handling of the crisis as efficient.When the Minister of Health, Prof.Osagie Enahire said on March 13 precisely that the second Covid-19 case; an off-shoot of the index case who flew in from Italy was testing negative,there were no other confirmed cases and both were scheduled to be released in the following days.We were coronavirus-free.

The 3rd case did not contract it from any of the 2 cases or their contacts,she flew into the country from the UK on the very day the Minister was making that announcement and was confirmed positive after she developed symptoms days later in self-isolation.If Buhari had restricted travels from the Covid-19 hot spots or banned entry totally after the index case,Nigeria wouldn’t be in this mess.

No jankara ‘model’ told Buhari we were looking at 2,000 cases after the first month.I don’t think anyone fully aware of the facts on ground would believe that.

If he had shut down entry after the very first case like some of us were calling on him to do considering the quality of health care available,level of enlightenment and the drastic effects locking down the country like we were seeing abroad would have on the average nigerian, we would have been coronavirus free and going about our normal businesses.

BUHARI IS TAKING KANO FOR GRANTED

When some scary numbers started emanating from Kano after its index case,the Presidential task force said it was sending a team to the state but so far,the 2 week lock down is the only thing indicating the Federal Government appreciates the special treatment Kano should get.The most populous state in the country has been tipped by some to become the epicentre of the Covid 19 global pandemic.It not only has just one test centre,that too was shut down for days because it got contaminated.

The Presidential Task Force stayed mute during that period while Kano’s next door neighbours,Kaduna whose population is less than half its size was opening its second test centre.

The Kano state government had requested N15bn from the Federal Government to help tackle the crisis before Buhari’s speech and his promise to assist with ‘human,material and technical resources’ instead still depicts him as not fully grasping the sensitivity of the situation on ground.First,the state needs at least 2 more test centres.

Nigeria is an impoverished country. In fact, the country has never been rich – in the economic sense of the word. The assumptions of wealth have always been hyphenated to the abundance of crude oil and other natural resources.

But these alone do not make the country rich. As a matter of fact, the exploitation and expropriation of these resources by the thieving elite have only made the country poorer – and of course, the poverty capital of the world.

The price of crude oil has come under immense shock. The US WTI (West Texas Intermediate) crude price entered negative territory ($-2) on Tuesday. Though Brent crude, Nigeria’s brand still trades at $26.36. There is no doubt; it is a long way from recovery for the oil market as forecasts by some industry experts say.

According to Bloomberg, ‘’a near-term recovery in prices is unlikely’’.

‘’A near-term recovery in prices seems unlikely, with around 70% of 130 respondents to a Bloomberg Intelligence survey saying they see Brent still below $30 a barrel by June,’’ the business news organisation said.

‘’About 70% of Bloomberg Intelligence’s 130 survey respondents see Brent below $30 by June, prior to OPEC’s next meeting.’’

What does this mean for Nigeria where crude oil still accounts for 90 percent of government’s export revenue? It means the government cannot meet up with some of its obligations to citizens. It implies, the government may not be able to fund some capital projects and may experience challenges in paying salaries. There is a leaner purse; hence there is an exigent need to cut down the cost of governance at this time.

Already, the federal government has revised the 2020 budget, slashing it by over N320 billion; from N10.59 trillion to N10.27 trillion. But this is not enough. At a time Nigerians are losing jobs owing to the adverse impact of COVID-19; when some doctors confronting this lethal disease are receiving N5,000 as hazard allowance and even without an insurance cover; when small businesses are closing down, I believe our political leaders must show exemplary leadership and not leave the cross only to everyday Nigerians to bear.

In October, I wrote: ‘’The flatulent size of the national assembly accents the orthodoxies and paradoxes of Nigeria. Nigeria’s lawmakers are some of the highest paid in the world, in a country where about 100 million people live on less than a dollar per day, and where citizens are expected to be stoic and exist in deficit while their representatives in parliament ensconce themselves in surplus.

‘’Is it not pharisaic that while the government insists on burdening citizens with more taxes and increasing the yoke, there is no reciprocity on their part? What is the government doing to shrink the cost of governance?’’

Alas, I am revisiting this topic owing to the never-ending deprecating realities of Nigeria.

Bowing to public opinion in virtually all cases translates to bowing to what is right.Like the all too popular saying goes ‘Vox populi Vox dei’ (the voice of the people is the voice of God).

Nigerians had grown sick and tired of watching other Presidents not only give regular updates to the press since the coronavirus scourge started but also make themselves available for questions each time they did.

They expected Buhari to lead from the front by reassuring them personally that his administration was doing everything humanly possible to contain the spread of the virus on our soil if at all he was not going to tell them how he planned to utilize the N1trn intervention fund the Central Bank was handing him.

Even his rubber stamp Senate was calling on him to speak up.

Buhari was quiet and his fellow country men didn’t look like they would stop banging on his door.

Then finally on Sunday 22nd March, his aide on new media, Bashir Ahmad posted a 23 second video of Buhari telling Nigerians he was working together with the Ministry of Health to tackle the spread of the virus.

He had bowed to the voice of the people but to be quite frank, Buhari couldn’t have displayed a more blatant disregard for not only the Nigerian people but the gravity of the situation his inaction and improvidence has landed them in.

Is Bashir Ahmad’s twitter page now the official medium to address 200 million nigerians?.Since when did we matter so little?.

If Buhari was refusing to talk,there were ways of disguising his reluctance like a written statement for example instead of being recorded speaking for 23 seconds with no clear beginning indicating whom he was referring to and no definite end to a video that stopped while he was still talking.

For a man that has failed his people and is the singular reason why we are in this mess, Buhari needs to be remorseful and show us some respect.

Nigerians run to places like China,Italy and the US to treat ailments our hospitals can’t handle.The mere fact that these places were struggling to deal with this disease is the reason why a responsive government would have restricted entry from the coronavirus hot spots after the very first case.We simply can’t afford to have an epidemic here.

If you lock down a nigerian city for a week,there are people the government would have to start making plans to feed because they might have to attack and steal from those with enough food.

Coronavirus (COVID-19), an exorable doom, threatens life on the planet. It is exorable because it is conquerable. This explains why world leaders are taking the charge to combat this ominous apocalypse. It is a time for leadership from the fore-end; a time when citizens must hear their leaders speak to them; see them take action, making assurances and fulfilling those promises. The counsel, consolation and firm statement of a leader is imperative at this moment.

In Canada, Justin Trudeau, prime minister, despite being in self-isolation and his wife battling the virus after contracting it at a conference in the UK, is leading the fight against this dreaded disease from the fore. He is providing regular updates of the efforts of his government to roll back this scourge, listening and speaking to citizens.

In a popular broadcast on March 13, Justin spoke to citizens of Canada announcing measures to relieve the financial stress brought on by the pandemic on Canadians.

“We do not want any Canadian to have to worry about whether or not they’re going to be able to pay their rent, whether or not they’re going to be able to buy groceries, or care for their kids or elderly family members. We need to make sure that Canadians have the options and the ability to follow the best public health advice and keep themselves safe,” he said.

In the UK, Boris Johnson, prime minister, leads the struggle against coronavirus. He provides updates, alongside health experts, on the measures his government is taking to tackle the spread of the disease. And in the US, Donald Trump is not shying away from speaking to Americans on the virus.

As a matter of fact, President Muhammadu Buhari’s lapses are often easily dismissed by his supporters or by Nigerians who do not know better. Some of them say, ‘’ Why must the president speak when the minister of health and the NCDC DG are already doing that?” This is a contemptible rationalisation of incompetence. Are they suggesting the president lacks the capacitance to understand the issues?’’

Really, I surmise the president has been walled off the ‘’candid cameras’’ over the years by his handlers – not just now – because he lacks the intellectual propensity to understand and discuss incisive issues. The last presidential media chat he held was in 2015 and it was a woeful outing. Also, his non-choreographed media interviews have been abysmal to say the least.

The truth is the unfiltered Buhari is a vacuously gaffing one. On October 14, 2016, standing beside Angela Merkel, German chancellor, Buhari said his wife, Aisha, ‘’belonged in the kitchen and the other room’’, when he was asked to comment on the first lady’s criticism of his government.

On April 18, 2018, at the Commonwealth Business Forum in London, the president said the young citizens of the country he leads are lazy.

3. Saudi has the second largest oil reserves of 266billion barrels behind Venezuela’s 300billion. Nigeria is number 11 with 37billion. United States has 50billion.

4. Saudi Arabia produces 10million barrels per day and has a population of 33million. Nigeria produces about 2 million barrels per day with a population approaching 200million.

5. It costs Saudi $9 to produce a barrel of crude. It costs Nigeria $23.

6. Saudi Forex reserve is $500billion it can finance 40 months of imports. Nigeria Forex reserve is $36billion and can finance 3months of imports max.

7. Saudi has $320billion in Sovereign Wealth Fund, Nigeria technically has $2,2billion.

8. Before Corona Virus added to oil price woes. Saudi threw Nigeria and smaller producing OPEC members under the bus because Russia refuses to cut production to prop price up. Saudi flooded the market and offered discount to buyers. Russia refused production costs because it thinks; cuts empower Shale producers in America.

Business Context and Main Purpose of the Job

The role of HR Business Partner MAKE supports the delivery of the HR Strategy working closely and supporting the HRBP team.
You will also work directly with managers, advising on all HR issues and ensuring the effective execution of change.
In addition, you will use your knowledge and management of HR Information Systems to provide insight and ensure data reliability.
Main Accountabilities
The HRBP MAKE has the following main accountabilities:

Considers the bigger picture at all times by making connections and drawing conclusions about the impact of activities and issues on each other.
Supports the development and implementation of HR solutions by understanding how the organisation works.
Supports Unilever talent processes by educating the managers to generate objective and fair decisions.

Co-ordinates and rolls-out internal communication messages
Guides and supports managers in the fundamentals of learning needs and skill gap analyses and provides guidance on the range of learning interventions available
Supports managers and the HRBP team in all Organisational Effectiveness & Analytic activity.

Communicates ER policies and procedures to all levels of the organisation and work closely with the HRBP team to mitigate ER/IR risk.
Advises on Reward & Performance Management tools. Works closely with managers to ensure they understand how performance management tools combine to enhance performance, and attract, engage and retain employees.

Interfaces with HR service provider to ensure delivery of core HR services to the business. Monitors quality and timeliness of service provision
Supports the delivery of, and the compliance with, Unilever HR policies, processes and local employment/labour legislation for all employees.
Supports the HRBP team or Expertise teams in preparing & providing accurate information, collating & analysing data and producing clear, insightful and meaningful reports
Where responsible for Site HR, will be required to manage budgets and absence cost control and reduction.
In SC specific roles a good understanding of WCM is required to engage with Factory Leadership Teams and integrate HR for Factories plan and ManEx World Class Manufacturing vision. Drive implementation of ‘22 Steps to implement a World Class approach’ along with the factory leadership team

The Nigerian Navy said it has commenced online registration for the 2020 Recruitment Exercise.

According to a statement by the Director Naval Information, Commodore Suleman Dahun, the Recruitment Exercise will commence on 11 March 2020 and close on 21 April 2020.

The statement reads in part: “Interested candidates are to apply online at www.joinnigeriannavy.com. Applicants are advised to apply once as multiple application/registration will be disqualified.

“On submission, Applicants are to print out copies of the completed Application Forms together with Applicant’s Declaration and Certification by Parent/Guardian Form, local Government Area Certification form, Police Certification Form and Guarantor Form. Applicants are to come to the designated examination and recruitment centers with copies of their online completed Forms. Application is free of charge.

“Applicants must possess a minimum of 5 credits in not more than two sittings in WASCE/SSCE/GCE/NECO/NABTEB (English and Mathematics inclusive), must be between the ages 18-22 Years or 18-26 Years for those with ND, NCE, Nurses and Motor Transport Department (MTD) respectively.

Applicants with qualifications higher than those specified in the Guidelines should not apply.
