To make it worsen, I had a sleepless night trying various method to upload. Again, I've waken up as early as 4:00am to it, still no progress.
My conclusion is, the problem is from their site and I also believe the issue would be resolved.
They had issues with registration last week and they resolved it. For this week, we have passport issue, it'll be over soon.

I've tried white background and another red background, both are not working.
I've tried various types of resizes for both pics still its not working.
I've tried all the suggestions here to upload more than 15 times, still not working.

This is frustrating.

These inec guys are just trying to play with our intelligence. I don't think neither them nor the site is ready for any recruitment.
At first, the site interface was different as at yesterday. Later same yesterday, the site was reconstructed but not allowing candidate to SUBMIT application.

Information reaching me says that there would be oral interview but things might change at the long run. Shortlisted candidates should prepare themselves and questions can come under the following headings:
1. Your personal summary and objective
2. Current Affairs
3. Information about the Ministry

Dear All, kindly note that ODBIRS has already concluded on the candidate to make the interview stage. The selection was based on merit (according to source). All candidates that score above 60% has received the text message for the next phase of the process.

No matter what their cut-off mark is, pls just update us if you heard anything.

I heard the cut off marks would be 50%. Though, I believe the overall performance will be a determining factor too.

What's the next step after the just concluded aptitude test? I no wan carry last... Somebody should update us on the latest development. Jah bless

I've tried your code. The solution is ok with no failure but it still replied with 'Your solution failed to pass all the test'
