The purpose of that provision is to give every state equal representation in the Executive Council since the President and his Vice have the whole federation as their constituency. This is why they are called the Federal Executive Council(FEC) because each state must have a representative in d Council. The FEC is believed to be the highest decision making body of Executive arm of Government.
