A lot of thought was put into the package. An average Nigerian eats rice, garri and bread in various degrees.
Even as individuals, if an individual you help can't at least say thank you, it's not only impolite, it's also morally wrong.

I don't think the supermarkets will be shut down. They provide food, especially those that carry groceries and other perishables.
I believe he just said that so majority of people residing in Lagos would be off the streets in coming days. No more business as usual, crowding the roads, food markets and supermarkets. People would only have to dash out to get things they've run out of and be back home immediately.
Police can't very well turn away a mother going to the supermarket to buy food for her children or family. You get what I'm trying to say don't you.

My colleague dropped off her baby at the creche this morning and came to work. She was called by the creche manager to come pick up her baby because they were about to be shut down by healthcare task force. Where is she to leave her baby? Is she supposed to bring him to work with every thing going on in Lagos?
