The main crux of my argument is that electromagnetic induction, which is the principle which transformers work is a function of voltage, EMF or Potential Difference, and current is a natural consequence of voltage. Voltage is stored up energy, current is the actual amount of that stored up energy that's being used.

You can have voltage without current, but it's impossible to have current without voltage.

I don't know why you are obsessed with power, we're are not talking about power, we are talking about voltage . It is the voltage component of electricity that allows us to step up or down. Alternating (changing) voltage induces electromagnetic flux in the primary coils which in turn induces voltage into the secondary coil.

It seems you don't understand the definition of current and voltage. You are stuck with the relationship which is power or p = IV

What do you mean step down current? Current flowing through a wire depends on the power being supplied by the wire. If there is nothing connected to the the wire, the current is zero (except the power wasted due to the resistance of the wires).
