The arraignment of Senate President Bukola
Saraki by the Code of Conduct Bureau before
the Code of Conduct Tribunal on Tuesday is
without doubt one of the most dramatic
political events of the past week. The case,
however it is resolved, will be remembered
not just for what it says but also for what it
fails to say, or rather its symbolism regarding
the anti-corruption posture of the Buhari
administration.
In order to comment fairly, this writer reveals
upfront that he has never met Saraki, nor is
he, as the readers of this column will recall,
sympathetic to the shabby manner in which
he emerged in his current position. But if that
antecedent provoked turbulent ruminations,
the current attempt to nail or get at him,
through a so-called anti-corruption vehicle is
even more rickety and ominous. As Emeritus
Professor at the Boston Law School, Elizabeth
Spahn, quoted above, informs, very few
things are as corrosive of reform efforts as
the targeting of political opponents through
selective prosecution. To be sure, the
criminalisation of opposition and dissent in
our national life bring forward anxious
reminiscences: Chief Obafemi Awolowo at the
treasonable felony trial, Ken Saro-Wiwa,
appearing before a military tribunal whose
predetermined brief was to sentence him to
death and several others. We can recall too in
passing that Chief Bola Tinubu was
incompetently arraigned before the Code of
Conduct Tribunal in 2011, with the barely
disguised intention of settling scores with a
star opposition leader. In other words,
political authorities have historically
employed the legal system to indict those
who fall out with them.
However, the All Progressives Congress, in
particular, President Muhammadu Buhari
told us that we would be starting on a new
page, a page that will part ways with the
cynical routines of the past. But the Saraki
case thus far has been so ineptly handled as
to give up the game right from the outset. The
CCB significantly omitted to invite Saraki for
clarifications; it went back to the early years
of democratic rule to dig up alleged
inconsistencies in his Asset Declaration Form
without explaining why it took it several years
to remember his transgressions. The Bureau,
also did not tell us if this was the beginning of
a widespread probe regarding office holders
between 2003 and 2011 or not. Could it, one
may ask, to satisfy the canons of elementary
justice have arraigned a few other ‘offenders’
along with Saraki to disguise what appears to
be naked power play masquerading as
reformism? The questions are endless, but
even if the political system or the faction of it
seeking a pound of flesh achieves its prime
target, the anti-corruption agenda of the
administration would have suffered
irreversible damage.
The foregoing should not be taken as holding
brief for Saraki who, in the opinion of this
writer, is as morally vulnerable as they come.
It is rather to point up the dangers of
subverting anti-corruption through the cynical
manipulation of politicians at daggers drawn.
Before proceeding with the comment
however, I crave the reader’s indulgence to

The All Progressives Congress (APC) in Rivers on Wednesday said the Gov. Nyesom Wike administration had done well in the area of completion of projects. Mr Davies Ikanya, the party’s state chairman stated this in Port Harcourt during a forum on Wike’s 100 days in office. Ikanya, who was represented by Mr Chris Fynebone, APC’s state publicity secretary, said the previous administration abandoned the projects due to shortfall in revenue. “Those projects of a truth were not abandoned but left in line with the belief that government is a continuum. “So, completing the projects are imperative for the progress of the state,” Ikanya said. Also speaking, Mr Chika Onuegbu, Rivers chairman of Trade Union Congress (TUC), commended Wike for making roads passable again, condemning the unlawful scrapping of Rivers Traffic Management Agency (TIMARIV). Onuegbu noted that crime wave, especially kidnapping was on the increase, stressing that it was capable of stalling investment in the state. The TUC boss called on government to design a blueprint for economic prosperity of the state with the aim of creating wealth and jobs. Earlier, the chairman of the forum, Mr Emeka Unachukwu, warned against character assassination and calculated attacks on governments or individuals. Unachukwu, who is also the President of Port Harcourt chamber of commerce, said the forum was necessary for an objective directive to government on areas that required attention. FORMER Spokesperson of former President Goodluck Jonathan Presidential Campaign Organisation, Chief Femi Fani-Kayode has condemned the abduction of former Secretary to Government of the Federation (SGF), Chief Olu Falae, calling on security agencies to as a matter of urgency fish out perpetrators of the act. In a statement Monday, Fani-Kayode who described the act as a dangerous development, said that the people of South West cannot watch idly while leaders of the zone and Afenifere were being humiliated. Former president Olusegun Obasanjo has alleged that a “cabal” surrounding late President Umaru Musa Yar’Adua framed corruption charges against his daughter, Iyabo when she was a senator in order to get back at him because of his personal views against them. He has previously been openly accused of incest and adultery by his son, Gbenga, who sought to divorce his wife alleging that his father was sleeping with her. “My adversaries tried other means to get to me,” he stated. “If Obasanjo could not be cut down to size, they must have thought, what about those close to him, including his daughter? When Senator Iyabo, my daughter, was accused of corruption, I took my time to have a serious interview with her on what exactly had transpired. She briefed me in detail and I was satisfied. “But I did not stop there. I spoke with the Senate President, who also briefed me and assured me that Iyabo had not committed any offence as he had personally looked into the matter. I was again reassured but did not stop there. I talked to another senator, Mrs. Ekaette, who was a member of the health committee of which Iyabo was chairman. Mrs. Ekaette again satisfied me with her explanation. I was advised to talk to President Yar’Adua but I refused to do this, especially as I was told he was expecting me to. Instead, I advised Iyabo to hand the matter over to Chief Afe Babalola, a lawyer and friend, to deal with it through the court process. She was discharged and acquitted by the court. “The fact that my ordeal, and that of my daughter, occurred under the administration of President Yar’Adua, who was brought into power by God through me, did not surprise me. I have always held to a belief that any person who expects commendation, praise, eulogy, or credit from any human being might die a frustrated wretch.” He named some members of the “cabal” as Tanimu Yakubu Kurfi and Baba Kingibe “aided and supported by two governors – Bukola Saraki and James Ibori – for their own personal and selfish reasons”. This was part of the revelations in his yet-to-be-released three-part volume of his memoirs titled My Watch, which was exclusively obtained by an online journal, The Cable Alert. He had also accused Goodluck Jonathan’s administration of inducing Iyabo to attack him while pointing accusing fingers at governors during his tenure of sponsoring the third term bid. IT has been shock and surprises for Imo people since President Muhammadu Buhari came on board in the past 100 days. Most respondents, who reacted to the developments within the past 100 days of the Buhari administration, were of the view that “the President has been implementing a carefully planned programme of exclusion of the South East geo-political zone”. They were shocked that President Buhari did not appoint an Igbo man as the Secretary to the Government of the Federation. “Before the current announcement of Buhari’s appointees, Dr. Ogbonnaya Onu and Senator Chris Ngige were widely tipped for the post. The speculation went haywire when the post was said to have been zoned to the South East”, Sir Murphy Emeto said. Continuing, Sir Emeto said that seeing things now on the ground so far, the Igbo have no place in this administration because he said that he would compensate the political zone that gave him 97 per cent instead of those that gave him a paltry five percent. While agreeing that it is the prerogative of the President to appoint members of his kitchen cabinet, Emeto said he should realize that Nigeria is one country and should remain one. For an Owerri based legal practitioner, Chief Uche Ohia, President Buhari has confounded and proved political bookmakers, including his apologists wrong, in his choice of individuals to work in various critical positions. According to Chief Ohia, “the appointments seem deliberately skewed to exclude the South East zone and Ndigbo”. One other sore issue that has pained Imo people is the planned downgrading of Alvan Ikoku University of Education, Owerri, to its former status of a College of Education. “We expected President Buhari to find ways of implementing the lofty policy of the upgrade of the institution to the status of a University. Downgrading the institution is another direct way of mortgaging educational development of the South East”, Lolo Nkechi Aladu fumed. Some civil servants, who, however, spoke on strict grounds of anonymity, lamented that President Buhari has busied himself trying to demonize his predecessor, Dr. Goodluck Jonathan and his former aides, while workers and pensioners continue to wallow in poverty, disease and avoidable death. “Virtually all the projects started by Dr. Jonathan have been stalled since President Buhari came on board. The roads are getting worse everyday. The earlier the President realizes that he is not a saint the better for Nigeria and its citizens,” a civil servant cautioned. A loyalist of the All Progressives Congress, APC, who pleaded anonymity, expressed regret that sycophants were gradually taking over the Aso Rock, stressing that except the needful were done, and quickly too, the country may sadly find her way to another round of retrogression. A former Commissioner for Information and Strategy in Imo State, Dr. Kelechi Okpalaeke, who recently decamped from the People’s Democratic Party, PDP, to APC, had this to say in reply to Vanguard’s inquiry: “Are Igbo winning in this dispensation? My brother the answer to this your question lies in the yardstick that one employs in measuring winning. If the yardstick is personal appointment then the answer is no”. While saying that personal appointments have only led to loss of internally generated revenue to the states of Igboland, Dr. Okpalaeke, however, pleaded that “we have to wait until the President forms his government before we can really evaluate and make an intelligent conclusion as to the question you posed”. The Vice-President of Nigeria has disclosed that he was directed by the president of the country to visit Gombe twin bomb blasts victims which he visited this afternoon at the Federal Teaching Hospital Gombe. Osinbajo who spoke to the victims and their families said it was sad that on the day people are meant to be celebrating they are mourning men, women and children and it is indeed a sad thing. He also a$$ured them that the president sends his greetings and boko haram will be wiped out in no time. What he said after the cut; “The incident is unfortunate; we are convinced we are going to stamp out insurgency in the country. This morning when we paid the President Sallah homage, he asked me to come to Gombe to commiserate with the people, the Emir and governor of Gombe over the terrible incident that happened. He said I should let them know that we are with them; we heard about the death of men, women and children and we feel your pains.
