Politics / Re: No One Can Stop Us From Grazing In The South — Fulani Herdsmen by sleazy5(m): 12:24pm On May 01, 2016
omenka:
When you set emotions aside and think this through and through, you'd see some sense in it.

ALL LANDS in the country belongs to the government according to the Land Use Act and the constitution guarantees freedom of movement.

Nomads move around to graze their cattle, selling some where possible, while other people equally dispersed across every nook and cranny of the country sell clothes, vehicular spare parts and other such commercial activities. I don't see anyone calling for a ban on such activities.

What we should be bothered about is mitigating clashes between herdsmen and their host communities by way of ensuring they don't graze on cultivated fields.
That is the angle I think the government should be looking at working on, perhaps they could ensure noticeable barriers are created so when these herdsmen see them, they know "this is a restricted area" and trespassers would be duly punished.

There are some people inflaming the whole situation just because of the occupant of Aso Rock- taint the Fulanis and you essentially have tainted the president. What better campaign tool would there be for a party known for extreme ethnoreligious politicking, PDP, in 2019 than "Buhari is a Fulani man and his brothers are killers. Look at what they have done. Would you want to have them come back and kill the rest of you??" That is where I think this whole drama is headed.

As usual, I expect a lot of overly emotional kids to do nothing but insult me over my opinion, but hell, it wouldn't change nada.

On the other thread where they did the same, I wondered, the same people who wanted to bury Buhari alive when it was alleged he said "Nigerians are criminals", claiming (and rightly so) NOT ALL Nigerians are (Baba didn't say Nigerians are though but only listed some crimes we engage in abroad which give the country a bad image), are the people crucifying the Northern governors for saying essentially NOT ALL Fulanis are criminals!!

How the heck does one adopt two different opinions on these two (exactly similar) scenarios??

You made a valid point as regards mitigating the clash between the Fulani herdsmen and the host communities.
To correct and lean my voice to yours:
First, all lands in a particular state is vested in the governor of that state as a trustee for members of that state. See section 1 of the land use Act.
Second the constitution guarantees freedom of movement. But that freedom is subject to respecting the rights of other persons...
Third, the Fulanis are visitors in the states down south. It is unconscionable for a visitor to destroy properties and members of its host community. For there to be a final solution to this problem, such cannot be found in the Grazing reserve Bill but in the creating of ranches where cattle will be confined to those ranches. I think this will go a long way to solving the problem of Fulani herdsmen clashes.

Politics / Re: Grazing Commission Bill: When Men Die That Cattle May Live-reno Omokri by sleazy5(m): 6:09pm On Apr 20, 2016
I'm not in support of this Bill. The Bill is faulty on so many grounds. It offends the provisions of the constitution, and the Land Use Act. All lands in a state are vested in the governor of that state for the use and benefit of Nigerians in that state. See section 1 of the Land Use Act. Land in Nigeria is not vested in the federal government (this is without prejudice to those lands reserved for the control of the federal government). The idea of the land use act is that the governor of a state controls the land for the benefit of that state. If the federal government has need of land in a particular state, if applies to the state. Now the federal government is establishing a commission with power to take land from members in a particular state without the consent of the state government and award arbitral compensation. This is totally wrong. It will in itself cause acrimony between members of the state and the commission on the one hand and the state and the federal government on the other hand.
The Bill is discriminatory against the other groups in Nigeria. The grazing reserves is for the benefit of a a particular group of people who are herdsmen.(Fulani herdsmen). What is the moral justification for you to take my land and give it to another person who is not of the same tribe with me
Nigerians must rise up against this Bill. It must not be passes.

Like I said, I'm not against the project. But mistakes have been made. The solution is not to blame anybody continually. Section 81(4) of the constitution provides a way out....lets leave this blame game. Nigeria must move forward.

Like I said
Comprehension is ur problem
The said project was omitted from the budget nd d minister during his defense sent in a supplementary copy of the omitted project to be added. The committee chairman didn't refute the claim.
Mind like d Nass said 54billion was said to be been floating common sense didn't tell them that it was meant for Lagos-Calaba rail.
Always learn to understand wotever u reading before commenting. U don't read d headlines den conclude u understand d message/news

You've not answered my question. Since when does the law permit a minister to submit a supplementary copy of his budget to the National assembly?. Put in another way is the National assembly permitted by law to receive the budget of a ministry whether substantive or supplementary copy from the minister himself?
When you've answered my question we can trash the issue of comprehension....

The minister sent a supplementary copy. Since when does the national assembly receive budget from a minister Or since when is a minister authorized bylaw to send a supplementary copy of his budget to the national assembly Correct me if am wrong

Senator Ashafa has already clarified all that needs to be clarified on this controversy. The senate calling for Amaechi's resignation is a reckless attempt at face saving. They should simply return the N60 billion Lagos-Calabar coastal railway project to the budget as originally proposed by the transport ministry. That is the only thing Nigerians want to hear.

This is not about Amaechi, party or tribal politics. It's about opening up southern Nigeria for easy movement of people and goods. It's about opening up Calabar's tourist potentials to all parts of the South. This project must not be killed just to satisfy silly political interest.

In as much ad I commend the Lagos -Calabar coastal rail, I agree with the senators that the project was not contained in the two budget proposals sent to it. Senator Ashafa's statement is just a confirmation of the obvious fact. How do you submit a supplementary budget when the original budget has not been passed In as much as the national assembly has its share if the blame the executive should man up to theirs.... This whole mess was orchestrated by them.
