Kabul, Afghanistan (CNN)A huge explosion hit near foreign embassies in Kabul on Wednesday morning, killing at least 40 people and injuring 300 others, Afghan officials said. Video from the scene showed a massive plume of smoke and emergency vehicles speeding toward it. Soldiers in fatigues stood with guns drawn nearby as sounds of screams, blaring sirens and traffic pierced the morning sky. Bystanders lifted an injured man from the back of a pickup as others hovered nearby in bloody clothes, some pressing pieces of cloth to their wounds. The blast was caused by a suicide attack near the German Embassy, according to Najib Danish, a spokesman for the interior ministry. The health ministry said the people injured were taken to various hospitals. Wall Street Journal reporter Jessica Donati said a vehicle packed with explosives detonated close to the green zone entrance. It injured one employee and shattered windows in the newspaper's bureau, which is in the most fortified area and requires passing through several checkpoints to get there, she said. "A lot of people come into this part of the city to work in embassies or at the military base," Donati said, India's foreign minister said that the nation's embassy staff is all accounted for, "By God's grace, Indian Embassy staff are safe in the massive Kabul blast," Sushma Swaraj tweeted. The green zone houses western embassies, government institutions and the residences of high-ranking officials and their families. This month, another attack targeted a convoy of foreign troops near the US Embassy in Kabul, killing eight people. The affidavit notes that Woods has not taken Vioxx this year. Woods was approached by a member of the Jupiter Police Department, who found him wearing his seat belt while sound asleep at the wheel of his $222,000 Mercedes. The star's car was idling in the middle of Military Trail about one mile from police headquarters, a deserted stretch of road at night but an extremely busy traffic artery during the day. Both his brake lights and flashers were on. After he was woken by cops, Woods -- who was alone in the car -- told them he had no idea where he was, according to the paperwork. 'Woods stated that he was coming from LA California from golfing,' reads the report. 'Woods stated that he did not know where he was. Woods had changed the story of where he was was going and where he was coming from.' He then asked 'how far from his house he was,' according to the affidavit. Wearing athletic shorts and a t-shirt, Woods was actually driving south, away from his home on Jupiter Island, the report notes. Woods was described as cooperative and confused at first in the reports, which goes on to reveal that he agreed to a breathalyzer despite earlier reports. The affidavit also states that there were no odors coming from Woods or the car, this also despite earlier reports claiming that Woods' breath smelled like liquor according to one officer on the scene. He was asked to perform a Walk & Turn first according to the affidavit, but 'could not maintain starting position,' 'missed heel to toe each time,''stepped off line several times' and 'used arms for balance.' Hannah Cornelius was killed in Stellenbosch, South Africa, after she and her male friend, Cheslin Marsh, who survived the attack, were carjacked by four men on Friday night. Police chased down two of the suspects who are believed to have taken part in the incident the following day. The men are now facing a series of charges, including rape and murder. Cornelius and Marsh were chatting in a blue Volkswagen Citi Golf, which had been given to Cornelius by her 91-year-old grandmother, when they were approached by four men. Marsh was thrown into the boot of the vehicle while Cornelius was forced into the back seat, police said.
