WASSCE: Stakeholders kick against WAEC over increase in fees, penalties


Stakeholders have continued to oppose what they describe as arbitrary increment in the fees for this year’s West African Senior Secondary Certificate Examinations (WASSCE) by candidates being organized by the West African Examinations Council (WAEC).

It was gathered from some private school owners and parents that WAEC’s decision to increase the examination fees was not communicated to schools and parents in good time.

And while many schools and parents were still struggling to pay the new fees, the examination body announced the closure of registration and subsequently imposed N5, 000 as penalty for late registration.

Against school proprietor’s claim that WAEC had set March 28 deadline for the 2022 WASCCE, a letter signed by Dr Adunola Osoba, the Deputy Registrar/Zonal Coordinator, WAEC, dated March 23, school proprietors were told that the registration, which closed midnight March 20, would be reopened on March 21 and closed April 3, with N5000 as penalty for late registration for each candidate.

“However, late registration with a penalty of five thousand naira (N5000) only per candidate commenced on Monday, 21st March, 2022, and will run till midnight of Sunday, 3rd April, 2022", the letter read.

“Those who have purchased pins but failed to upload will also be required to pay the penalty fee”, the letter added.

It was gathered the Lagos State Chapter of the National Association of Proprietors of Private Schools (NAPPS), had formally appeal to WAEC to drop the penalty charges, stating that the registrations exercise was slowed down because most parents and schools were not prepared for the increment in fees.

Many of the parents said that their children and wards may end up not writing the examinations this year because they found it difficult raising the examination fees and the N5,000 penalty slammed on each student whose school for late registration.

For the former two-term governor of Lagos State, Asiwaju Bola Ahmed Tinubu, they can hate him or detest him for frivolous reasons in their wildest thoughts; but his admirers are swelling in uncountable numbers, much to the chagrin of his loathers.
In their vitriolic of Bola Tinubu, he still stands tall and grandstands as a political titan, but try as they have continued in their accusations and counter accusations; they are not making any headway in their unjustified grievances against him and his big status in the political terrain.

The Jagaban Borgu has been called so many names and variously accused of so many things that many are now wondering his offence is. Even with the recent public outcries informed by the now-disbanded Federal Special Anti-Robbery Squad, (SARS,) arm of the Nigerian Police Force, they targeted him and every member of his household as being the sole bankroller of the crises, which later degenerated into unrests, chaos across the country.

Their prime allegation is that amongst many, Tinubu is the owner of Oriental Hotels, which is the most-talked about topic for some time now; even when some are claiming the 5-Star hotel, which has been put up for sale since 2017, belongs to the former governor of Lagos State. Going further, the real owners came out to categorically debunk the story on various news sites, but this set of people still continued in their quest to pin every highbrow property to him just to fit their narratives, in their campaign of calumny.

In their unbridled pull-him-down campaign, they still go ahead to allege that Tinubu is the owner of Lekki Toll gate which has never been set straight by those in authority. Wherever they got their information on Tinubu’s ownership of these plum properties will be left in their imagination and concocted allegations without solid facts and evidences to verify their claims.

By all instances, Lekki Toll Gate is currently owned authoritatively by the Lagos State Government after the Lekki Concession Company, (LCC,) was acquired and conceded as the rightful owners. Even as PDP chieftain, Chief Olabode George recent statement and that of others, linking Bola Tinubu to the ownership of the LCC is coming to nothing but lies and premeditated fabrications and should therefore be ignored in their entirety.

The Cable, published in June 13, 2018 a news story under the headline REVEALED: Lagos acquired LCC years before Lekki-Epe toll fare hike, how Lagos State Government under the current Minister of Works and Housing Babatunde Raji Fashola had approached the State House of Assembly for funds to buy back the concessioned toll.

In their wake of unsolicited allegations against Asiwaju Tinubu, they are even making sure that LIRS coming redundant on the matter, because they believed in error that Alpha-Beta Consulting is collecting all IGRs in Lagos State.

For matter of fact, Alpha-Beta is known to many as a consulting firm handling the computation, tracking and reconciliation of Internally Generated Revenues, (IGRs,) in Lagos State; in return for a commission, this was on record as it started helping Lagos State with aggressive revenue mobilization and generation in 2000; until 2006 when LIRS was created to compliment the works started six years earlier by Alpha-Beta which eventually raised the Lagos IGRs from N22.2bn in 1999 to N79.7bn in 2005, before the two organizations now moved the state’s IGRs to the present enviable level it is at the moment.

Still in their unfounded allegations they are still going ahead to claim that Tinubu is the owner of Alpha-Beta and that he collects 15% of the money coming into the State. It is however suffice to say that, though there have been so many claims linking Tinubu to the company like they did with Oriental Hotels and other establishments nobody can be bold enough to present any document to attest to these.

It is to note here that the company’s former MD, Mr. Dapo Apara, recent name-throwing, may be as a result of the financial misappropriation probe launched against him by the organization’s management. Findings also show that there are many areas where Alpha-Beta Consulting only takes 10% commission in the areas it mobilizes and helps generate IGRs from, as it was made known that areas that were not discovered by the company are usually off-commission for it.
It is equally on record that Tinubu personally pioneered many developmental things in the country, all of which are being built on by subsequent governors in the state, and being copied by other states in and Nigeria.

*Below is a list of the many good things which Senator Tinubu has left in his trail:*

1. Tinubu instituted a reform plan that greatly improved the welfare of judicial officers including magistrates.

2. He revamped the civil and criminal procedure rule as well as creation of the Citizens Mediation Centre; a well-staffed and independent Office of the Public Defender, offering legal services for the poor.

3. He established additional five (5) general hospitals in Lagos state

4. He upgraded facilities at the Lagos State Teaching Hospital, (LASUTH.)

5. He provided free healthcare services including free ante-natal care for women, free eye treatments and free glasses, popularly called 'JIGI BOLA.'

6. He pioneered the Bus Rapid Transit System and LAGBUS.

7. He established the Lagos State Traffic Management Authority, (LASTMA.)

8. Reference of at least 13 matters related to the principle of federalism to be tested by the Supreme Court

9. He created 37 Local Council Development Areas, LCDAs against all odds.

10. He established the Lagos State Waste Management Authority, LAWMA, to clear mini hills of refuses all around the State.

BODE GEORGE: THE UNREPENTANT CON ARTIST

Events of the past few weeks have been tumultuous. Unfortunate things have happened. Lives have been lost. Property damaged. Essential institutions such as the police force and army are under justifiable scrutiny. Protests call for needed reform. Taking advantage of the situation, less noble actors have pressed forward, either to steal the hard-earned property of others or to prosecute selfish political objectives not germane to the protests at hand.

Even with many people taking undue license to press cases that would otherwise be tossed from the court of public opinion, one would think certain people would keep their mouths shut and hide their pens even during this period. Bode George is one such person. In commenting on the protests and trying to fault Bola Tinubu for every human imperfection ranging from the original sin in the Garden of Eden to the cost of tomatoes in the local market, George is either one of the world’s most bulbous hypocrites or the victim of the worst bout of amnesia ever recorded in the journals of medical science. In that this gruff, indelicate man well remembers the sound of his own name and responds to the ruffle of fresh naira with the pounce of a hungry jackal, one may fairly assume that his particular diathesis points more to the former moral decrepitude than to any medical infirmity that might affect his memory.

In his recent article published by NEW DAWN entitled “Lagos State THE Anger, The Rage”, Bode George huffs and puffs in contrived indignation at recent events in Lagos. He misrepresents himself as a storm for change and justice. He is nothing of the sort. For all of his blowing and the grand noise he thinks himself to make, he barely manufactures an audible moment. He is but a rickety, broken tea kettle trying futilely with all its waning might to bring a tiny pot of water to boil.

Try as it might, the rickety kettle is unstable and cannot hold itself upright. In the end, the only noteworthy sound it can muster is the sound of its falling to the floor after toppling from the counter top.

Inept as he is loquacious, the former naval commander, once again, has proven that he cannot successfully navigate a toy boat from one end of a bathtub to the other. He would make a wreck of even this simple assignment. Everything he has touched ends up being worse off, if not in complete ruins, than when he first happened upon it. His coming into a room is a cause for sorrow and his exit a cue for celebration. The man is an albatross around his own neck.

Yet, he had the audacity to write that all conscientious men must stand with the righteous at this hour and the he had “chosen to identify with the voiceless...” It seems that George discovered morality a bit late in the game of life and over a decade after the time when even a fiber of morality on his part would have amounted to something. George squeals about the deaths and destruction that have occurred in Lagos and then lays the trouble at the foot of one man who happens to be his political nemesis. Such as assignment of guilt by George is based on political convenience and con games rather than fact. George says Tinubu has questions to answer about the incident at Lekki but he offers no proof as to why Tinubu should be on the spot.

If George were really interested in justice, how come he did not jump at his master Obasanjo when the latter was commander in chief? As commander in chief, Obasanjo presided over the slaughter of several hundreds and perhaps thousands of unarmed innocent men, women and children in separate incidents in Zaki Biam and Odi. In each case, people were burned alive in their homes or dragged away and butchered. George voiced no indignation at these large massacres although they cost a hundred fold more lives than even all the precious lives lost everywhere in Lagos, not just Lekki during this period. Unjust death anywhere is a tragedy and must be condemned. But George’s background tells us that he is not crying because he cares about those who died or were wounded during events in Lagos but because the moment conveniently serves his political interest.

If he had morality, he would have chastised Obasanjo for killing innocent women and children and ransacking whole towns. Instead, George kept publicly quiet while in private endorsing the carnage set down by his boss who would eventually reveal himself to be a turncoat friend and master who would shuffled George off to prison. George talks of people being brought before the ICC in the Hague for what has happened in Lagos. His lawyer should advise him to be circumspect. Should some diligent human rights attorney take a good look at his role in the Obasanjo government and his endorsement of the confirmed large-scale massacres at Zaki Biam and Odi, that lawyer might take a very keen interest in Mr. George. George would surely quake in his boots upon finding on his doorstep one morning a mysterious brochure saying that he just won an all-expenses paid holiday to the Hague.

George is infamous for his meanness of personality and mercenary outlook toward policy – give him an official position and he will do any number of ugly things to keep it. In his writing, he called himself a elder statesman. However, one cannot award that title to oneself. It must be earned not unilaterally expropriated lest it be taken away by those who can rightly bestow it. George is no more a statesman than a mosquito is an eagle.

George claims Lagos to be an awful place yet he still lives here even after vowing to move away forever should the APC win the 2019 election. George will not move because, deep in his heart, he knows Lagos is the best that Nigeria has. It is the best not because of anything George did. It is the best despite George for he tried to thwart every major constructive initiative the state’s progressive governors have attempted since 1999.

George has the nerve to lament about the poor state of infrastructure and blame Tinubu and others. George drips with a double dose of highly toxic hypocrisy here. George well knows he encouraged Obasanjo to illegally withhold Lagos state funds when Tinubu was governor. George did this because he was afraid Tinubu would gain political support if allowed access to those funds to do projects in the state. Thus, George cared nothing that his antics might hurt Lagosians. He is captained by the perverse logic that rules all people who crave public office but are inherently unfit for the roles they seek. He believes the best way for him to gain the support of the people is to make them suffer. This is the way his mind worked then and the manner it malfunctions now. He is more interested in inveigling support than in duly enhancing the public welfare.

As governor, Tinubu brought power generator barges to Lagos to provide 300MW of power to the state and give residents and businesses more, cheaper power. What did George do? He did not applaud the initiative as a boon for Lagosians. He connived with Obasanjo to stop this. Again, he decided that he would rather see Lagosians suffer than Tinubu succeed at doing something new and needed for the people

Like he did in the past, George today is happy about the events that have befallen Lagos. He only feigns concern. He now is possessed of that cruel happiness that specially effects the mean at heart. They are only truly happy when misfortune comes to others. George now gloats the evildoer’s gloat and dances the wicked man’s dance. He is in this deformed way because he knows he cannot gain political traction by outperforming anyone. He cannot win by doing something positive because there is essentially noting positive in him. He is a bundle of negative impulses and actions. Thus, his only avenue of political pleasure and success is to tear down that which others have built. George is a breaker not maker of things.

His career has been monstrous. As military governor in Ondo, he was known to be corrupt to the utmost. He plundered the state’s treasury describing himself, by way of explanation, as a ‘Lagos Boy' – giving the state a bad name. There was no part of the state treasure his sticky hand did not explore. As NPA chairman, he allowed the port to deteriorate. He is thus partly responsible for the economic bottleneck that is the port and all the harm and higher costs it brings to us. Worse, he was caught artificially segmenting large contracts into smaller ones so as to bypass procurement requirements and oversight. In this manner, he bilked the nation much like he did Ondo state as its governor. If nothing else, one can say that as a thief he has shown remarkable consistency if a coarseness of approach that always seems to get him caught.

As an operative of the PDP in Lagos and the SW, he has been the APC’s best friend for the division and antipathy he foments within his own party makes him one of the APC’s top recruiters.

Last, there is not a truly original thought that ever came from him. Toward the end of his piece, he asserts that the Lekki toll gate should be closed. George is a day late like most plagiarizers are. Tinubu made a similar recommendation the day before. George would not have made his copycat gesture but for having read Tinubu's earlier statement.

Like the thief he is, George steals someone’s idea then foments hate against the other man for having had the idea first.

George is not a leader, a statesman or a visionary. His is a criminal mind and a cold hearted and an amoral personality. Bode, don’t forget there are still people old enough to remember where you are truly from.

At the end of the statement, George signs off “CON.” For most people that would mean Commander of the Niger. Yet, to get the perfect description of him, one must simply use this word before writing the word “artist” who can’t even identify the grave of his father in Ogun State… WHAT A “LAGOSIAN”.

He is in this deformed way because he knows he cannot gain political traction by outperforming anyone. He cannot win by doing something positive because there is essentially noting positive in him. He is a bundle of negative impulses and actions. Thus, his only avenue of political pleasure and success is to tear down that which others have built. George is a breaker not maker of things.

His career has been monstrous. As military governor in Ondo, he was known to be corrupt to the utmost. He plundered the state’s treasury describing himself, by way of explanation, as a ‘Lagos Boy' – giving the state a bad name. There was no part of the state treasure his sticky hand did not explore. As NPA chairman, he allowed the port to deteriorate. He is thus partly responsible for the economic bottleneck that is the port and all the harm and higher costs it brings to us. Worse, he was caught artificially segmenting large contracts into smaller ones so as to bypass procurement requirements and oversight. In this manner, he bilked the nation much like he did Ondo state as its governor. If nothing else, one can say that as a thief he has shown remarkable consistency if a coarseness of approach that always seems to get him caught.

As an operative of the PDP in Lagos and the SW, he has been the APC’s best friend for the division and antipathy he foments within his own party makes him one of the APC’s top recruiters.

The message was of a tone that portrays it as if CDQ was disrespected by the IT enthusiast over an incident that happens where the two were hanging out.

We can however reliably tell you all that happen at the said David’s house, according to our source who is also present at the scene the situation between the familiar two was normal man to man talk about substituting ones children education to designer wears.

Sources within the school recently informed us that the Rector, who is having several allegation of financial improprieties leveled against him is recently in boastful mood, according to this source, Mr, Sogunro is allegedly telling whoever cares to hear that nothing will move him from his position because he’s having the backing of Asiwaju Bola Ahmed Tinubu and the Oba of Lagos.

It will be recalled that the whole thing became public knowledge months back immediately after the convocation of the school attended by the Governor of Lagos State, Mr. Akinwumi Ambode, that the staffs decided to down tools for a couple of weeks after which they called it off for 21days to allow negotiation after days of protest by the 3 association in the institution on the premises of the governor’s office.

Effort by the leadership of NASU, SSANIP and ASUP in the institution to also make the legislative arm intervene in the whole situation is also not yielding any effort as the appearance of the bodies before the House committee of Education did not seems to be yielding any fruits, it was even after this that he allegedly boasted publicly that he’s untouchable because of his relationship with former Lagos Governor, Bola Tinubu and Eleko of Eko, Oba Rilwan Akiolu.

The staff had in an earlier letter sent to the Governor of Lagos State, pleaded that he quickly intervene, investigate and liberate the staff , pensioners and students of Lagos State Polytechnic from constant security harassments at the instance of the rector, Mr Oluyinka Samuel Sogunro.

In the letter dated June 9, 2017, the rector was accused of harassing the staff and students with both internal and external security organizations. The letter reads “The staff and students have been at the mercy of the gun-toting security guards since the current administration assumed office. Students are always escorted out of the campuses with guns and siren like common criminals and equally molested in the name of dress code meant for adults of a tertiary institution ages.”

The case, brought up for hearing by the Economic and Financial Crimes Commission (EFCC) before the Federal High Court in Lagos, showed complicity on the part of the financial institution towards the perpetration of the fraud.

According to testimony by the EFCC former investigator, Bashir Abdullahi, findings revealed cheque-kitting and round-tripping. In his words: “Our findings was that he was involved in cheque-kitting and round-tripping. It is also known as Lazy Susan, a business model.”

This adage appropriately fits the current circumstances concerning Kase Lawal, a very influential Nigerian in the United States of America.

His influence in the USA has seen him befriending politicians in both Democratic and Republican parties, and this has earned him recognition, as reflected in his appointment by President Barack Obama into the White House Advisory Committee on Trade Policy and Negotiations.

Though he was born in Ibadan, Oyo State, as Kase Lukman Lawal, his journey to the USA dates back to the time he spent to obtain his Bachelor of Science in Chemistry from Texas Southern University, in 1976, after which he had his MBA from Prairie View A&M University, also in Texas, in 1978. He then founded the CAMAC International Corporation, of which he still remains the Chairman and Chief Executive Officer (CEO). He’s also the Chairman of Allied Energy Corporation in Houston, Texas; and Chairman/Chief Executive Officer (CEO), CAMAC HOLDINGS.



He is currently serving a seventh term as Commissioner to the Port of Houston Authority and as Vice-Chairman of the Houston Airport Development System Corporation. He is also a member of the National Urban League’s Board of Directors and the Fisk University Board of Trustees, and a significant shareholder in Unity National Bank, the only federally insured and licensed African-American-owned bank in Texas.

Over the years, he’s been known to be a strong supporter of Mrs Hillary Clinton. He was said to have, in 2000, single-handedly organised a fundraiser for the former American First Lady which generated more than $100,000. Clinton’s campaign lists Lawal among about 250 “Hillraisers” who pledged to collect at least $100,000 in donations for her then, and she attended a fund raising luncheon at Lawal’s home in Houston that generated more than $100,000, and she spoke to about 250 guests gathered around Lawal’s indoor swimming pool, including two former Houston mayors and Shell Oil President, John Hofmeister.

His mention in the past in some fraudulent activities may cost whoever he’s supporting, going by the way and manner Donald Trump is going about his campaign, as Lawal was at a time mentioned in a spectacular fraud-related matter in the oil industry in Nigeria. He and others allegedly conspired to “steal” an oil block and pump millions of barrels of oil from it. Despite protracted legal proceedings (though he was never prosecuted and he has consistently denied the allegations), information revealed he was at a time on the list of the Economic and Financial Crimes Commission (EFCC) wanted Nigerians and this much was confirmed by the then Attorney-General, Mr. Michael Andoakaa, at a function back then.

In 2003 the Mail & Guardian revealed how Lawal, after becoming close to former South African president, Thabo Mbeki, benefited from “what appears to be a fraud on the Nigerian and South African public”. It was reported that CAMAC, a company owned by Kase Lawal, had in that deal set up a subsidiary in South Africa, with the name “South African Oil Company”. This he was said to have done in association with a group of individuals connected to the ANC, South Africa’s leading and ruling political party.

According to the report, Mbeki was said to have written to his then-counterpart in Nigeria, Chief Olusegun Obasanjo, chipping in good words about the company and supporting the company’s request for “a long-term crude oil contract on behalf of the Republic of South Africa”. This it was said helped the company get substantial oil allocations at discounted “government-to-government” rates from Nigeria. The report explained further that the oil was however diverted as it was never taken to South Africa, with the proceed paid into an account opened in the name of South African Oil Company at a bank in the Cayman Islands, where a mystery co-owner shared the proceeds with Kase Lawal-owned CAMAC.

Kase and his CAMAC were also in the news over illegal transaction, this time in gold. In December 2010, Dikembe Mutombo, a Congolese basketball hero formerly with the Houston Rockets, was said to have introduced Lawal to the opportunity to buy 475kg of gold supposedly held in Kenya, and Lawal, we gathered, involved diamond trader Carlos St. Mary to help execute the gold deal with an agreement that Kase, Mutombo and St. Mary would split the estimated $10-million profit after the deal had been finalised.

It however turned out later that the gold was actually being bought from a DRC Congo warlord who had been banned by the UN. The deal, it was gathered, cost Kase Lawal a sum to the tune of about $30 million which he could not recover as the deal was stopped by the ban decreed by President Joseph Kabila on all precious mineral exports from the eastern DRC, in an attempt to stop the financing of arms smuggling and destabilisation in the country.


The intensity of the current electioneering campaign in America, which has seen the actors employing all sorts of measures to outdo one another, has seen some, especially Hilary Clinton, receiving backlash for her relationship with people like Kase Lawal. And it is only a matter of time before the Texas oilman’s name comes up for mention in the whole issue, especially if he raises any fund for the former Secretary of State in his capacity as a Hillraiser.

Sources revealed that the man became popular in the Africa’s largest IT market as the owner of Balotech Nigeria Ltd, on Oremeji Layout of the Computer Village, before he later move to start another company Brain Computers this time around on Medical Road axis of the market.

We were also reliably informed that he was selected to hold the position of President of the association without election, when the group was newly formed late 2004, and he held sway till the uproar about his leadership deficiency forced the executive out later in December 2014, when Alhaji Ganiyu Alimi, the Chairman of CAPDAN BoT inaugurated an 11 man electoral committee to take charge of the election process.

Balogun and his crew were accused of blocking people from joining the association for personal benefit, findings in the market revealed that his intentionally hike the membership form fee to discourage membership drive of those having business interest in the IT market. This is further enhanced as most of them are not privy to the benefit they stand to gain as members of the association whereas very few who are members of the executive and their families are feeding fat on their effort and labor.

Sources within the market explained that the executive was so reckless in their activities that they allegedly refuse to give account of their stewardship all the 10 years they spent as the market executives. They were was accused of collecting a huge amount of money in dollar from Microsoft and diverting such for their personal use, they were also alleged to have collected money for branding and not giving it to those who such money is meant for.

His executives were alleged to have cornered an IT training organized for phone engineers by Samsung where they allegedly send their family members.

It was even rumored that one of such money was used by Balogun to convey his executives and friends to the Dubai white wedding of Tiwa Savage, sources within the Computer village also claim that they decided with the money meant for the people working in the market to charter the flight that took them to the Dubai wedding fiasco.

Grapevine source revealed that the election to choose new executives of CAPDAN was frustrated after the December 2014 inauguration, when it became obvious they will not be having an easy stroll back into power, they decided to render the electoral committee that was given a mandate to put in place new executive in 2 months ineffective.

We gathered that it took the intervention of the Executive Governor of Lagos State, Mr. Akinwunmi Ambode, who directed the Sole-Administration of Ikeja Local Government, to conduct the election in one month and it was the directive that breathe life into the committee that has been in coma.


The election which is fixed foe 11th July is reaching fever pitch and the barrier of membership form fee was also broken as the price was crashed to N1,000. While interested individuals are in the process of being screened for eligibility to contest for the desired positions.

It began on February 13 at Oniru Estate, when in an incident that can be likened to the popular car race and stunt movie, the Fast & Furious, a Ford Edge belonging to Rosabon Financial Services with full speed ran into a parked Mercedes Benz GL 450 4matic, 2011 model, the impact was so severe that three airbags came out.
