As the articles of confederation brings about loose states and didn't empower the congress to task the states for fund for federal responsiblities, though the national responsiblities appeared on the articles. Hence, the articles of confederation was discarded for the Constitution.
Virginia was the first to ratify the articles of confederation and Maryland, the last. Delaware was the first to ratify the constition while Rhode Island was the last. Virginia was the 10th state to ratify the constitution even after the 9th state, New Hampshire had ratified. As provide by article vii stating that the constitution would become effective/binding if the constitution could be ratified by 9 states. You can get some literature on history of US to confirm. Tolexander: you are confusing the ratification of article of confederation with the constitution.
Delaware first ratified the constitution followed by Pennsylvania, New Jersey, Georgia, Connecticut, Massachusetts, Maryland, South Carolina, New Hampshire, Virginia, New York, North Carolina and Rhode Island respectively.
