He might have been very incompetent that his state was given an award of excellence by WHO. The only reason people, his Igbo brothers hate him and say all manners of evil against him is because he didn't allow them steal and he didn't steal. If he had stolen and shared money to some power brokers, he would have been a hero but since he chose not to be a typical Nigerian then he's a villain.
