The indian government protested, and since HE ALREADY HAD A VISA VALID TILL 2024, the cancellation was revoked.

Can you please do your findings and speak factually instead of making your opinion fact? Investigate the veracity or otherwise. There is a place for discretion and if the professor is seen as very valuable to Canada, and his mum was indeed wrongly denies a visa thrice, then based on discretionary powers, I don't see this as an impossibility.
