Under the emerging framework, Iran retains full sovereign control over inbound traffic and supervision over outbound traffic, bans U.S, Israeli, and hostile vessels from transiting, and may charge up to 7% fees on cargo value. A U.S official said "progress is being made and we expect a deal soon," adding that U.S actions will be "performance-based and tied to Iran's implementation of its commitments."
