they're inviting foreign capital to fund reconstruction with the expectation of a return
which means the west (through their companies) will get back that $300B with profit adjusted for inflation

now, it would have been better to get the funds from china to rebuild key facilities like damaged refining, steel, electricity, and petrochemical facilities at less than 2% or at no interest but with the same profit incentives
and then direct the $300B to other underinvested areas
but apparently, they've already gotten commitment for $150B which would only happen if they had offered access to sumptuous economic assets

qatar has been on the cards for a while

i think the persians are going to use the gulf rapprochement momentum to significantly expedite economic opportunities that had been on ice or slow walked for years
