LAGOS—The naira, yesterday, depreciated to N281.85 per dollar in the interbank foreign exchange market as the Central Bank of Nigeria, CBN, sold $4.02 billion to clear the backlogs of matured foreign exchange obligations of banks.
Meanwhile, the naira appreciated to N340 per dollar in the parallel market due to panic selling which boosted the supply of dollars into the market.
Consequently, the premium (difference) between the official interbank market and the parallel market dropped to N68.15 from N168 per dollar last week.
Prior to, yesterday, the inter-bank exchange rate was fixed at N197 per dollar via controls and administrative measures which paralysed trading activities in the inter-bank market. But last week, the CBN introduced a flexible exchange rate regime which allows for the determination of the exchange rate by market forces of demand and supply.
Under the new regime, the CBN can intervene in the market by conducting a Secondary Market Intervention Sales, SMIS, through the sale of foreign exchange to Authorised Dealers (wholesale) or to end-users through Authorised Dealers (retail).
CBN intervention
Yesterday, the CBN, in order, to kick-start the interbank trading conducted Special Secondary Market Intervention Sales, SMIS, to purposely clear the over $4 billion backlog of matured foreign exchange obligations of banks.
The results of the foreign exchange sales were announced by the Financial Market Dealers Quote, FMDQ. According to FMDQ, the CBN sold $532 million in the spot market (immediate delivery) and $3.489 billion in the Futures market (delivery in the future). Out of the $3.487 billion sold in the Futures market, $697 billion is for One Month Future (1M), $1.22 billion for Two Months (2M) and $1.57 billion for Three Months (3M).
How the market operated
Vanguard investigations revealed that the interbank market opened as the 21 banks submitted bids to CBN for their matured foreign exchange obligations.
This was followed by each bank posting their Buying (bid) and Selling (Offer) exchange rates on the Financial Market Dealers Quote, FMDQ, trading platform. Most of the selling rates quoted in the early hours of the morning ranged from N260 to N274 per dollar. According to a banker who spoke to Vanguard on condition of anonymity, “Everybody wanted to buy, nobody indicated any intention to sell because there was no dollar in the market. Consequently, there was no transaction for most of the day.
By 4p.m., the average selling rates had dropped to N254, the market waited for CBN to announce the result of the bids submitted by the banks. The much awaited announcement came around 5p.m., that the apex bank sold $532 million at N280 per dollar in the spot market.
However, the CBN allowed interbank trading to be extended by two hours to allow market forces determine the interbank exchange rate. After about one hour of trading, the FMDQ announced a closing exchange rate of N281.85 per dollar for the interbank market.
Acting Director, Corporate Communications, CBN, Mr. Isaac Okorafor who confirmed this development in a statement said: “The CBN was happy that the objectives of the CBN to clear the FX demand backlog, perform its role as strictly a market intervention participant; and re-launch a functioning and efficient inter-bank market, were being met.
“The CBN, in line with its desire to promote a transparent, liquid and efficient market, and in order to engender market confidence and ensure credible price formation, intervened in the market through a special Secondary Market Intervention Sales, SMIS, addressing the issue of the foreign exchange demand backlog by clearing $4.02 billion through spot and forward sales. This served in no small way to stimulate price discovery, with the determination of a marginal rate of N280.00 per dollar through the Special SMIS process.
“So, we can state to you categorically, that the foreign exchange demand backlog has now been cleared and behind us for good.”
He assured the market participants and the general public that the Bank was resolutely committed to making the Nigerian foreign exchange market globally competitive, credible, transparent, liquid, and efficient.
He lauded market participants that collaborated in their conduct to achieving these feats and looked forward to another successful and historic day on June 27, 2016, when the market launches its innovative hedging product, the Naira-settled OTC foreign exchange Futures.
Panic selling in parallel market
Meanwhile, the naira appreciated in the parallel market to N340 per dollar, due to panic selling which boosted supply of dollars into the market.
According to a BDC operator who spoke to Vanguard on condition of anonymity, “a lot of dollars came into the market today from people selling their dollars out of panic, because of uncertainty of how the new policy will affect the exchange rate in the parallel market. In a bid to exploit the situation, BDCs offered lower bid (buy) rates, some as low as N310 per dollar.”
Investigations, however, reveal that though BDCs reduced their bid rates in order to buy cheap, they still quoted selling rates as high as N350 in some segments of the market.
NSE retreats as investors lose N164bn
The four day rally that greeted activities on the Nigerian Stock Exchange, NSE, last week following the announcement of flexible foreign exchange policy by the CBN, was halted yesterday, with investors losing N164 billion of their investment.
According to the trading results announced by the NSE, total value of listed equities or market capitalisation dropped by N164 billion to N9.881 trillion from N10.045 trillion, representing 1.6 per cent decline. In the same vein, the All Share Index lost 477.37 basis points to close at 28,769.90 points from 29,2457.27 points, also representing 1.6 per cent decline.
Also, in what was a reversal of the trend in the previous week, investors’ sentiment across various sectors waned with exception of oil and gas sector and insurance sector that recorded marginal increases. The Alternative Securities Market, ASM, a window for indigenous small and medium scale industries and other start ups to list on the Exchange, closed flat at 1,212.54 points
The banking sector depreciated the most, reclining by 2.6 per cent as 13 banks shed weight out of 33 losers that emerged during the day. The losses in the banking sector were fuelled by five per cent and 4.60 per cent losses in the share of Ecobank Transnational Incorporated, ETI, and Diamond Bank Plc respectively. The NSE 30 Index and the consumer goods sector weakened by 1.7 per cent apiece, to settle at 1,276.22 points and 722.64 points respectively. The industrial goods sector was down 1.2 per cent to 2,064.13 points from the previous close of 2,109.91 points.
Gainers and Losers
There were almost two losers to a gainer as 33 stocks emerged losers as against 17 that gained weight. ETI Plc and Nigerian Breweries Plc led the laggards with five per cent price depreciation to close at N16.15 and N141.42 respectively. National Aviation Handling Company, NAHCo, dipped by 4.96 per cent to close at N4.02; PZ Cussons went down by 4.91 per cent to close at N21.11, while Dangote Sugar Refinery Plc shrank by 4.86 per cent to close at N6.66.
Others are NPF Micro-finance Bank Plc, 4.84 per cent to close at N1.18; Airline Services and Aviation Plc, 4.74 per cent to close at N1.81; Diamond Bank Plc, 4.60 per cent to close at N2.28; NEM Insurance Plc, 4.59 per cent to close at N1.04 and Fidelity Bank Plc that depreciated by 4.41 per cent to close at N1.30 per share.
Neimeth International Pharmaceutical Plc, on the other hand, led the gainers with 8.89 per cent to close at N0.98, followed by Law Union & Rock Plc with an eight per cent increase to close at N0.54, while Champion Breweries Plc chalked up by 7.25 per cent to close at N3.70 per share. GlaxoSmithKline went up by 5.49 per cent to close at N15.00, while Honeywell
FlourMills Plc Nestle Plc and Mansard Insurance Plc were up five per cent each to close at N1.89, N794.88 and N2.31 in that order.
Analysts at United Capital Plc had said that while increase in Foreign Portfolio Investors, FPIs, is expected in the near term, a full resurgence would likely be delayed until the CBN demonstrates an effective management of the new market framework.
According to Emeka Mmadubuike, Chairman, Association of Stockbroking Houses of Nigeria, ASHON, the downward trend witnessed in the market was just a normal market circle. He noted that since the market has gone up for about four straight days, it is expected that profit taking activity will resume by bargain hunters no matter how marginal the profit is. He stated that it becomes abnormal when there is s consistent upward or downward movement in any market.
Mmadubuike explained that given the new forex policy, investors are treading cautiously to see how event turns out before taking full leap.
Agreeing with Mmadubuike, Mr. Johnson Chukwu, Managing Director/CEO, Cowry Assets Management Limitd, said the reversal is expected since the rally recorded last week was not driven by any market fundamentals.
He noted that local investors had simply swooped on stocks based on speculation that foreign investors would return to the market.

An Ado-Ekiti Magistrate’s Court, yesterday, remanded 33-year-old Emmanuel Imole in prison custody for allegedly pouring hot soup on a police officer.
The police prosecutor, Sergeant Bankole Olasunkanmi, told the court that the accused committed the offence on June 13 at about 5.30p.m. at Ilawe Road, Ado-Ekiti.
He said the accused unlawfully poured hot soup on a police officer attached to Iyin Police Station, while performing his lawful duty.
He requested for adjournment to enable him study the case file and assemble his witnesses.
The magistrate, Idowu Ayenimo, remanded the accused in prison custody pending the time his counsel’s written application for bail is filed and adjourned the case till July 7.

Former Super Eagles striker, John Utaka is on the verge of completing a move to his former club, Ismailly of Egypt where he made his name almost two decades ago.
The 34-year-old former Super Eagles striker has said the deal is almost done after he became a free agent at the end of his contract with Turkish side Sivasspor.
“Yes it’s true, I have been offered a pre-contract by Ismaily and we’re in the process of finalizing the deal. As you know as a professional player you get to be offered a pre-contract first then you can sign the contract. That step has been done,” Utaka told KingFut.com.

A university in westernmost Canada became the latest in North America Wednesday to face a backlash over its handling of sexual assault allegations by students.
Three women at Simon Fraser University (SFU) in Vancouver, British Columbia alleged that a fellow student sexually assaulted them in separate incidents on campus last semester.
Since then, two of the accusers have dropped out of school, apparently after the man was allowed to continue his studies while under investigation by the Royal Canadian Mounted Police.
“We know of three allegations of sexual assault that were made last semester by female students against one male student,” SFU vice president Jon Driver said in a statement Tuesday.
“The individual who is the subject of these allegations is not on campus,” he said, but did not elaborate on the suspect’s enrollment.

Microsoft said Monday it was buying the professional social network LinkedIn for $26.2 billion in cash, a move that helps refocus the US tech giant around cloud computing and services.
With its biggest-ever acquisition and one of the largest in the tech sector, Microsoft takes a big step into the world of social networking and adds a new tool for its efforts to boost services for business.
“This deal brings together the world’s leading professional cloud with the world’s leading professional network,” Microsoft chief executive Satya Nadella said in a statement.
“It’s clear to me that the LinkedIn team has grown a fantastic business and an impressive network of more than 433 million professionals.”
According to a statement from the two firms, LinkedIn “will retain its distinct brand, culture and independence,” with Jeff Weiner remaining at CEO of LinkedIn.
“Just as we have changed the way the world connects to opportunity, this relationship with Microsoft, and the combination of their cloud and LinkedIn’s network, now gives us a chance to also change the way the world works,” Weiner said.
The two firms said they had reached a “definitive” agreement that would close later this year, with the support of LinkedIn chairman and controlling shareholder Reid Hoffman.
The move comes with Microsoft moving away from being a pure software firm, and LinkedIn seeking ways to boost growth.
LinkedIn, which enables members to connect with similar-minded professionals and facilitates recruiting and job hunting, has carved out a social network with a distinct identity.
But LinkedIn in the past quarter reported a loss of $46 million and a $166 million loss for 2015, which let its shares at multiyear lows early this year.
Nadella, in an email to staff, said the deal reflects Microsoft’s new focus on the enterprise and cloud.
“We are in pursuit of a common mission centered on empowering people and organizations,” he said.
He added that the deal “is key to our bold ambition to reinvent productivity and business processes. Think about it: How people find jobs, build skills, sell, market and get work done and ultimately find success requires a connected professional world.”
LinkedIn, which calls itself “the world’s largest and most valuable professional network,” has been seeking to expand its offerings with more messaging, mobile applications and revamped its “newsfeed” to help boost engagement.
“Today is a re-founding moment for LinkedIn,” Hoffman said in the statement.
“I see incredible opportunity for our members and customers and look forward to supporting this new and combined business.”
Microsoft said it would finance the deal mostly by issuing new debt.
– Clever, or too late? –
Benedict Evans, a member of the Andreessen Horowitz venture capital firm who blogs on technology, said in a tweet that deal appear to be future-looking.
“Very clever and oblique MSFT thinking — how will we communicate, share & connect in a decade? Not docs + email. Social graph is key,” Evans said in a Tweeted referencing the company’s Wall Street trading symbol.
But Roger Kay, analyst and consultant with Endpoint Technologies Associates, said it was doubtful that Microsoft can use the deal to compete in the world of social networking dominated by Facebook.
“It doesn’t help at all competing with Facebook,” Kay told AFP.
“LinkedIn is not in the same league as Facebook.”
Kay said Microsoft, paying a premium of some 50 percent for LinkedIn, is likely to end up writing down much of the investment.
“It seems extraordinarily expensive,” he said.
“I’m going to make the prediction they will write this down. There is no way they can extract $26 billion from LinkedIn.”

Minister of Petroleum Resources has assured the people of the Niger-Delta that he will fight against the relocation of the Maritime University, Okerenkoko, Delta State.
Kachikwu made this known in Uyo, Akwa- Ibom State on Monday during a town hall meeting organised by the Federal Government to sensitise the people on policies of the government in the last one year.
Kachikwu who was responding to a question on its relocation order promised to oppose the position of the Minister of Transport and former governor of Rivers State who gave order.
He said: “As far as it is about development in Niger Delta, I will pursue it, if Amaechi continues to refuse it as Maritime University; I will take it up as Petroleum University.”
Meanwhile some angry youths believed to be students in Akwa Ibom State stormed and disrupted the meeting chanting war song, expressing their displeasure at the President Muhammadu Buhari’s administration.
Representatives of the Federal Government at the meeting, Lai Mohammed, Amina Mohammed and Rotimi Amaechi, who are respectively Ministers of Information, Environment and Transportation, were almost attacked by the angry students.
The incident occurred as soon as representatives of the National Association of Nigerian Student, South South Zone was given the microphone to speak.

A middle-aged man, simply identified as Benjamin, has been electrocuted in Benin, the Edo State capital.

It was learnt that the deceased was a security guard in the building located on Federal road, in Egor Local Government Area of the state.

He was said to have assisted some bricklayers working within the building when the incident occurred.

An eyewitness explained that the deceased had attempted to disconnect a borehole from electricity supply when he was electrocuted on Wednesday.

The incident attracted sympathisers, who gathered to catch a glimpse of the corpse, even as some of them cried as a result of the circumstance leading to Benjamin’s death.

According to a source, the victim was rushed to the Central Hospital in Benin, where he was reportedly confirmed dead.

A resident in the area said that Benjamin died before he could get any medical attention.

“People were shouting; we thought a snake or a rabbit was being killed. When we came in, we saw that someone had been electrocuted.

“We took him to the hospital, but before we got there, he gave up. He was working with the bricklayers.”

Efforts to reach the Police Public Relations Officer, Mr. Osifo Abiodun, were not successful as calls put across to his mobile phone rang out.

But the brother of the deceased, Randy Mandi, who expressed shock over the development, said that he was told that other workers in the building fled when the incident occurred.

He, however, noted that the matter was reported to the police, saying, “I was informed that my brother was dead. When I came around, I saw him (deceased) on the ground.

“When I asked about the bricklayers who were working in the building, I was told that they ran away. Now, we are looking for them. We have called the police.”

IJAW youths under the platform of Ijaw Youth Council, IYC has said the opening of the Maritime University, Okerenkoko, Delta State for academic activities is the first condition for a roundtable discussion with the federal government.
IYC president, Udengs Eradiri made the declaration at Effurun, Delta State during the 2016 annual Major Isaac Boro anniversary celebration with the theme, “The ideals of Adaka Boro and the renewed militancy in the Niger Delta: The way forward.”
Udengs in his speech, said: “People have started discussing. There was a meeting in Abuja yesterday (Wednesday) but I told them that such meeting would not work.
“If they want us to talk, they must first open the Maritime University and start admitting students, then we would now sit and talk.”
Speaking further, he said: “The same issues for which Adaka Boro and Ken Sarowiwa were killed are the same issues the Avengers are raising.
“There are no Avengers anywhere. Settle these issues and the Avengers would fizzle away.”
In his remark, the lead speaker at the event, Tony Uranta said: “Isaac Boro and Ken Sarowiwa died fighting for the emancipation of the Niger Delta, later we had Asari Dokubo, Tompolo and others. “But because Tompolo was taken out, new faces have come up.
“Government must reassure the people of the Niger Delta that it is not yet ready to terminate the Amnesty Programme as there are still a lot of people yet to go for training.”
“If you don’t engage these people, you are building up an army of discontent and the government must restructure Nigeria to a true federalism.”

FollowingSaturday PUNCHreport of Saturday, May 21, 2016 the three police officers who were fingered in the alleged murder of one Nonso Uchenwoke of Okpoko, Ogbaru Local Government Area of Anambra State have been arrested and detained.
The State Commissioner of Police, Mr. Hosea Karma disclosed this while taking questions from journalists in his office at Amawbia.
He said, “This is a belated story. Punch had reported it and thereafter, the three police officers, including the lady police officer involved, had been arrested and detained at the State Criminal Investigation Department.
“The DPO and DCO in charge of the division had been removed to allow free flow of investigation.”

The Civil Liberties Organisation and a family source of the deceased had said, “When we went to the police station to see the DPO, the police culprits were busy drinking beer at a joint near the station, contrary to what the DPO told us that they had been arrested and detained.”
Karma maintained that if the police officers were found guilty, they must be made to face the law.
”We are not going to shield anybody. Any police officer, who through his conduct, violates the law or veers off from his professional training, should be prepared to face the law.”
He condemned the action of the police officers for insisting on arresting the deceased at 9pm in a simple assault case.
“No law says you must not fail to arrest an offender. The policemen should have retreated when the victim resisted arrest because by insisting on arresting the victim that night, the officers put themselves at risk too.
“They would have been victims, themselves, had the relations of the deceased fought back.”
He said the command had concluded arrangements to conduct an autopsy on the deceased, adding that the parties in the matter would be free to bring in their independent doctors to observe the postmortem.
Karma warned police officers against being overzealous and taking the laws into their hands.
“Any police officer who violates the law should be prepared to face the music. We won’t protect such character,” Karma maintained.
Asked what could be the cause of the fracas between the police officers and the deceased, Karma said “Only the police lady and the deceased would be able to answer this question.”
“What we gathered was that the two had lived in the same compound for a long time”, the police boss said.
The CLO in the state has said it would ensure that justice was done in the alleged murder of Nonso Uchenwoke by the Okpoko policemen.
The Legal Secretary of the human rights group, Mr. Justice Ijeoma, stated this in a press briefing in Awka, the state capital.
He said, “The Anambra State Police Command wants to play game with the alleged murder of the 40-year-old man.”
