Nigeria Airways has taken delivery of all four of the Airbus A310-200s it ordered. The aircraft were officially handed over to Mr O.A. Oshikoya, Director of Legal Affairs and Company Secretary of Nigeria Airways, by Mr Roger Béteille, Executive Vice President and General Manager of Airbus Industrie, at a ceremony in Toulouse recently. Two aircraft were ferried to Lagos on 20 December last year and the two others in mid-January.

Nigeria Airways, which was the first African airline to order the A310, began operating the aircraft in December on the airline’s routes from Nigerian cities to major European destinations such as Paris, Rome, Frankfurt, and London. They will also be used on domestic and regional services – mostly along the West African coast route – where they will add capacity. Seating 18 passengers in first class and 207 in economy, the A310s will introduce new standards of wide-body passenger comfort and freight capacity on Nigeria Airways’ network. The aircraft are powered by Pratt and Whitney JT9D-7R4Es. Including the Nigerian aircraft, 45 A310s have now been delivered to 12 airlines.

PORT HARCOURT, NIGERIA Nigeria's new military government is moving forward with efforts to enforce strict economic discipline, as it vowed to do when it seized power in a New Year's Eve coup and ended four years of civilian rule.

Determined to make an example of the previous regime, new head of state Major General Mohammadu Buhari has embarked on a campaign to expose corruption and fraud in the deposed Shagari administration, which he says was responsible for many of the country's economic ills. The move has generally received approval from Nigerians, whose disaffection with Shagari and his supporters is expressed in their frequent calls for quick punishment of the former politicans.

In the most dramatic disclosure so far, Nigeria's Minister of Petroleum and Energy Tam David-West announced the discovery of a syndicate involved in massive smuggling and illicit trade in oil and oil products. The illegal oil deals, he claimed in a February 28 press conference, cost Nigeria more than $17 billion over the past four years. Nearly 350 Nigerian and foreign businessmen have been arrested in connection with the theft. The state-run Nigerian National Petroleum Corporation has initiated an investigation into the extent and methods of the smuggling.

A possible result of the oil swindles may have been the sale of oil to South Africa in violation of the embargo against that country imposed by Nigeria as well as OPEC (of which Nigeria is a member). Tam David-West admitted that the massive theft made it impossible to confirm the destination of many of Nigeria's oil exports. He insisted, however, that the Buhari government had made no direct oil sales to South Africa and reaffirmed the administration's commitment to continuing the embargo.

Smuggled Nigerian crude oil and petroleum products have reduced official oil income figures at a time when a worldwide oil glut has drastically reduced the country's exports, contributing to pressure on the government to seek loans and make purchases on short term credit. And with significant quantities available on the international market at lower than OPEC-determined prices, the smuggled oil has also helped depress world oil prices.

Nigeria's oil industry, the most important sector of the economy, is dominated by multinational interests-. Royal Dutch/ Shell accounts for 54 percent of production, followed by Gulf with 15 percent, and Mobil, Agip, Elf, and Texaco, each with 10 percent or less.

Nigeria relies on oil for 95 percent of its export earnings. With the fall in world demand, these earnings have dropped from $24.6 billion in 1980 to $11 billion in 1983. In recent years, Nigerian businessmen and politicians have stepped up their objections to OPEC prices and production quotas, arguing that Nigeria's need for cash is much greater than that of Arab countries. By late last year, member countries of OPEC became seriously alarmed at the anti-OPEC sentiments being expressed by many Nigerian leaders. During its 1983 session, the Nigerian House of Representatives voted to leave OPEC unless quotas were raised.

The Buhari coup sparked fears that Nigeria would start an oil price war that would upset a shaky world market. But Nigeria's new military administration has repeatedly affirmed its commitment to remain in OPEC and to respect pricing and production policies. However, Buhari has formally requested a substantial increase from Nigeria's current production quota and has received assurances from Saudi oil minister Yamani that he will support the request at the next OPEC meeting in July.

Larger incomes from oil production will affect Nigeria's ability to control its mounting debt problems, which had led deposed President Shagari to seek assistance from the IMF last fall. The occurrence of the coup just two days after Shagari announced a strict austerity plan led many to speculate that Nigeria would refuse to toe the IMF line.

But Buhari has stated that Nigeria will continue to negotiate with the IMF for a $2 billion loan and a strict austerity program. European and U.S. bankers continue to insist that their consent to reschedule the country's $14.7 billion debt rests on the success of these negotiations. Nevertheless, IMF demands for a 30 percent currency devaluation and for the removal of government subsidies on oil products-trouble spots in negotiations with the Shagari administration-continue to be sticking points under the new regime.

Though government policymakers and multinationals argue that an IMF plan is needed in order to attract foreign investment, critics charge that it will put an enormous strain on the country's economy. In 1980 Nigeria's foreign debt service amounted to only five percent of total foreign exchange earnings. By 1983, this had risen to 30 percent. If the IMF loan is agreed upon, debt service will swallow almost half of Nigeria's oil revenues for the rest of the decade.

Nigerian labor leaders have been particularly vocal in their opposition to the IMF plan. At a meeting of the Nigerian Labor Congress in late February, then president of the congress Alhaji Hassan Sunmonu argued that the consequences of the IMF program are "pauperization of the already impoverished masses of Nigerians, mass unemployment, mortgaging of national sovereignty, social unrest, and general instability." He urged that the government direct its efforts toward recouping the estimated $17 billion in stolen oil revenues rather than negotiate a $2 billion loan with the IMF.

But head of state Mohammadu Buhari, who delivered opening remarks at the gathering, upheld the need for IMF conditions and called for workers' compliance. He said that he expected the Labor Congress's "full cooperation to maintain industrial peace," and announced that the government intended to review labor laws, some of which he said were "obsolete in the present circumstances." "We will not tolerate frivolous industrial actions," he warned.

But the intentions of the new military regime to enforce a new order are being tested. The four months of military rule have been marked by food riots, a massive prison uprising, and a sustained armed rebellion by a Muslim sect which left 2,000 people dead. The 6,000-strong union of oilworkers has threatened to "bring the country to a halt in five days" if their demands for the removal of unpopular government oil administrators is not met. These rebellions raise questions about the military's ability to set Nigeria on a new economic course.

The Chairman of the Independent National Electoral Commission, Prof. Attahiru Jega, has assured Nigerians that its database is well fortified and cannot be hacked as alleged recently.

The INEC chairman made the assertion on Friday evening during a Town Hall meeting hosted by BBC Media Action’s “Talk Your Own radio” programme, held at Protea Hotel, Asokoro, Abuja.

Bulletin released by the commission on Saturday said that the INEC Chairman who answered various questions from participants said, “I can tell you from our own integrity test and from our own knowledge of the security features that we put in place, it is virtually impossible to hack into our system. It does not stop people from trying but we believe they will not succeed. Hacking is possible if your data is on line; our data is not online”.

When asked on the possibility of a staff compromising the data, Professor Jega was quoted to have replied that, “We have taken stringent measures to ensure our data cannot be compromised even by our staff, but if for any reason somebody succeeds in compromising our data, we can easily know who it is very easily. We have checks and balances.”

While admitting that there have been challenges in the production and distribution of Permanent Voter Cards, Jega was also said to have cleared the air on INEC’s preparedness to conduct the February polls due to such challenges.

The Coalition Against Corrupt Leaders has chided President Goodluck Jonathan over his unwillingness to tackle corruption in the country.

According to the group, corruption is the biggest problem the country is facing, besides the Boko Haram insurgency.

CACOL’s Executive Chairman, Debo Adeniran, told SUNDAY PUNCH there was an urgent need to tackle the problem.

It is a known fact that corruption is the greatest problem confronting our country Nigeria, thus if combated frontally, it would definitely put an end to many other challenges facing us as a people,” he said.

He also flayed the President’s criticism of the All Progressives Congress presidential candidate, Muhammadu Buhari’s, plan to ensure that individuals guilty of corrupt practices were jailed.

Adeniran stated, “President Jonathan’s criticism of General Muhammadu Buhari’s plan to jail any citizen guilty of corruption charges is highly condemnable. As a matter of fact, it is another confirmation that Jonathan isn’t keen on coming hard on corrupt individuals in the country.”

The activist further alleged that Jonathan’s government did not see stealing of public funds as corruption.

“The case of the unremitted $20bn raised by the then Central Bank Governor, Mallam Sanusi Lamido, the case of $10bn expended by the current Petroleum Minister, Diezanu Alison-Madueke, on chartered jets, the Stella Oduah scandal, the Malabu oil scandal, and Yakubu Yusuf, who allegedly stole about N27bn of the pension money and got a court fine of N750, 000 for the offence. These and many others are cases that establish that this administration is corruption tolerant,” the CACOL boss said.

Similarly, a University of Ibadan teacher of the Department of Political Science, Dr. Idowu Johnson, stated that Jonathan’s attitude to corrupt practices had been responsible for the country’s clamour for a change in government.

“General Buhari’s records in combating corruption during his regime gave him the chance to be accepted as an alternative to the current corrupt government. Even those who are Jonathan’s followers know that his government is corrupt but they keep silent because they are benefiting from it. Put simply, Jonathan cannot fight corruption,” Johnson said.

However, another activist, Dr. Joe Okei-Odumakin, told our correspondent that Jonathan’s approach to the fight corruption was not out of place.

“I think we need to balance Jonathan with Buhari. Buhari is saying we must deal with corruption by throwing thieves into Kirikiri prisons while Jonathan is talking of preventing corruption and following due process in dealing with those who are corrupt.

“We must do both. We must fight the scourge of corruption but we must not use arbitrariness at the expense of institutions and due process. We have seen the evil of corruption in our country that we must be eager to stamp it out but we must avoid abuses of due process in the name of fighting corruption,” she said.

Former Defence Minister Musliu Obanikoro, former Kwara State Governor, Bukola Saraki, the Conference of Nigerian Political Parties, spokesman of the House of Representatives were among the numerous Nigerians and bodies that condemned Dasuki’s call for election postponement. (See more stories on page 7)
As the attacks on Dasuki continued, the Chairman of the INEC, Prof Attahiru Jega, on yesterday assured Nigerians that there was no going back on the conduct of the elections next month.
Jega told a stakeholders meeting in Abuja that the issue of permanent voter cards distribution had been laid to rest as those who were yet to get their cards had been directed to where they could do so before the end of the month.
Jega said if Nigerians who registered to vote fail to show up and collect their PVCs, there was nothing the commission could do to force them to go and collect their cards. While some Nigerians have genuine cases of their cards not being available there many whose cards are at the various centres for collection.
The chairman said that there was no need to postpone the election, whose timetable was issued about a year ago without any opposition from any of the parties.
Several groups and individuals rose swiftly to denounce the Presidential adviser for what they see as a callous, self-serving and a potentially dangerous move to abort the election and throw Nigeria into avoidable crisis that can tear the nation apart.
Dasuki, seen as the most powerful leader of President Jonathan’s think-tank, went offshore to the British Chatham House and made his damning advocacy that the polls be shifted since INEC had not been able to distribute all the cards it printed for the electorate.
Although INEC said it had distributed 68.8 million cards so far, Dasuki told the London audience that only 30 million PVCs had been made available to Nigerian voters. This was apparently to justify his call for the poll shift. It triggered off an immediate condemnation by Nigerians.
Kano-based politician, Dr. Junaid Mohammed, descried Dasuki’s call for the poll postponement as a ploy by President Jonathan to plunge Nigeria into chaos, having seen clearly that his opponent, Gen. Buhari, was poised to win the forthcoming election.
Mohammed warned Dasuki to jettison their thoughts and allow INEC to conduct the elections as planned, as neither Jonathan nor himself would be able to predict the fall-outs of the planned poll shift.
The former House of Representatives member noted that Dasuki had not been able to marshal out any good reason to justify the poll shift, asking why he waited till the last minute to make such a malevolent demand with only three weeks to the elections.
Kicking against Dasuki’s idea, the Muslims Rights Concern, a group that promotes the interest of Muslims in Nigeria, described the call by the NSA as diversionary and unpatriotic, smacking of moral debauchery.
The group in a statement by its Director, Professor Ishaq Akintola, said it was worrisome and suspicious for a senior officer working for one of the parties in the election to suggest to INEC the postponement of the election.
Meanwhile, the Peoples Democratic Movement, the political group linked to former Vice President Atiku Abubakar and late Shehu Musa Yar’Adua, has thrown its weight behind the candidature of Gen. Muhammadu Buhari in next month’s election.
The party at its National Executive Meeting in Abuja on Friday, noted that Buhari had what it takes to solve the myriad of challenges facing Nigeria as opposed to the current leadership of President Jonathan.
“In a communique jointly signed by its National Chairman, Bashir Yusuf Ibrahim and Secretary, Ifeanyi Igwe, PDM noted that it did not field a Presidential candidate for the poll, it was solidly behind Buhari in the poll.
The PDM said: “NEC observed that of the available presidential candidates, two clearly stand out and the two represent a clear contrast and reference point for making a clear and informed choice.
“On the five critical issues which NEC believes constitute the nation’s top and urgent priority at this material time, namely, National Unity, Public Security, Job Creation, Fight Against Corruption and the Economy, it is the opinion of NEC that the incumbent who has been at the helm of affairs of the nation in the past six years had failed.
“In contrast, his opponent had a track record of achievement in these areas as a former Head of State and, later, Executive Chairman of Petroleum (Special) Trust Fund. NEC believes it is time for Nigerians to give him a chance. In view of the foregoing, NEC unanimously resolved to support the candidature of General Muhammadu Buhari for President of Nigeria and called on all members and supporters of PDM across Nigeria to vote for him in the presidential election of February 14, 2015,” the party said.

The Peoples Democratic Movement [PDM] has announced its support for Muhammadu Buhari, the presidential candidate of the All Progressives Congress, APC, in the February 14 election.
The party made the announcement on Friday in Abuja. It said the decision was reached at its National Executive Committee, NEC, meeting held on Thursday.
According to the party, the endorsement of Mr. Buhari was based on its consideration of the five critical issues which its NEC believes constitute the nation’s top and urgent priority: national unity, public security, job creation, fight against corruption, and the economy.
It noted that Mr. Buhari had “a track record of achievement in these areas as a former head of state and, later, executive chairman of the Petroleum (Special) Trust Fund.”
“The incumbent (President Goodluck Jonathan) that has been at the helm of affairs of the nation in the past six years has failed (in the critical issues considered by the party),” it said.
The party expressed concern over the deteriorating security in the country.
It said it “noted the rising level of corruption, unemployment and impunity in the country and condemned the campaign of calumny and hate by prominent citizens who are desperate to win election at any cost, including plunging the nation into chaos and anarchy.”
The PDM called on Nigerians to reject desperate politicians who have been given a chance to prove their worth but failed.”
It said Nigeria’s democracy had come to stay and would not be undermined by the desperation of those who are afraid to lose election in February 2015.
It called on all members and supporters of PDM across Nigeria to vote for Mr. Buhari.

LAGOS, Nigeria, March 10— Sectarian violence has claimed 718 lives in the northeastern city of Jimeta, it was reported here today.

Earlier in the week, the police said 535 people, including 7 policemen, had been killed in rioting started by the outlawed Maitatsine Islamic sect.

Today, the authoritative newspaper The Guardian published a list of casualties obtained from the Government medical officer in the area. The list recorded 718 deaths, 80 wounded people admitted to hospitals and 527 treated as outpatients.

In a day-by-day report between Feb. 27 and last Wednesday, the paper quoted the medical officer as recording 92 deaths on Feb. 27, the first day of the clashes, and 245 deaths last Monday, the worst day.

Riots erupted when sect members broke out of a jail and went on a rampage through a marketplace in Jimeta, about 500 miles northeast of Lagos.

Nigeria's Council of State, made up of the 19 state governors, armed forces chiefs and the country's military leader, Maj. Gen. Mohammed Buhari, have ordered an investigation of the religious uprising.

The Maitatsine sect was outlawed after rioting in 1980 in Kano, the center of the Islamic faith in Nigeria. The sect's leader, Alhaji Marwa Maitatsine, was among 4,200 people killed in the 1980 violence, which was quelled by the army and air force.

LAGOS, Nigeria, Jan. 7— The merchants of the Oke-Arin market, one of the best places to shop for most anything here, are a varied lot. They include members of all the country's major ethnic groups. There are old men in traditional dress, teen-aged boys in U.C.L.A. T-shirts, and nursing mothers. There are some who speak fluent English with a lilting accent and others who know only the language of their own tribe or region.

With such diversity, it thus comes as something of a surprise to a visitor to discover the extent to which the merchants appear to agree on one subject: the coup that last Saturday ousted the elected Government of President Shehu Shagari and replaced it with a military regime headed by Maj. Gen. Mohammed Buhari.

''This is a good thing that has happened,'' said Yabo Omot, a 21-year-old woman who sells canned goods under an elevated highway. ''That Shagari, he do nothing for the poor people. Buhari, everything I hear him talk from his mouth I like to hear.''

Along the narrow, littered streets of the Oke-Arin market are countless stalls and single-room shops offering everything from canned soup to packaged nuts, baby formula to Scotch whisky. The diversity of the neighborhood is further underscored by the nearby Unitarian Brotherhood Church, and, around the corner, a man selling gold-and- green decals that read, ''Islam is my religion.'' Most Merchandise Imported

Most of the merchandise in the market is imported and much of it is believed to have been smuggled into the country. That is why the variety and volume of goods is so rich in the market while Lagos's modern supermarkets are all nearly empty of both goods and customers.

The people of Oke-Arin market say they believe that the officials of the Shagari Government had been steadily enriching themselves while the prices of such basic items as soap and rice continued to rise.

''Under this civilian government a few were enjoying themselves but many people were suffering,'' said Bassey Vyire, a 35-year-old manager of a food shop. ''That's why I am happy about what has happened.''

The Shagari policy that irked the people of the market most was austerity, a term used to describe a list of measures meant to insure that Nigeria did not continue to spend far more on imports than it earned from exports.

''There will be no more austerity now,'' said Sunday Nwankwo, a 19- year-old who sells soda. ''That is the only reason we have been suffering is this austerity.''

Told that Mr. Buhari had also indicated that an austerity budget would be necessary for at least the next few years, Mr. Nwankwo replied: ''Well, I believe not. Anyway we pray to God to guide him.''

In recent days some prices have dropped because soldiers have come into the markets to persuade or force merchants to charge less. Mr. Buhari has said that no soldiers were given the authority to do this and that he would put a stop to it.

Soldiers have come to the Oke-Arin market, but even these intrusions seem not to have dampened enthusiasm for the new regime. ''The soldiers say, 'Bring prices down,' '' said Isyaku Mohammed, a 25-year-old cigarette seller. ''They want to change Nigeria, that's O.K.''

To many foreigners here it seems suprising that there are not more Nigerians lamenting the fall of the democratic system. In last summer's elections many people spoke with pride about taking part in their country's decision-making process. Many Seem Disillusioned

At this point, however, after months of angry charges of electoral fraud, many people seem to have simply become disillusioned.

''We like democracy,'' Mr. Nwankwo said, ''but prices are more important.''

''Why don't they care? Because the politicians were grabbing everything for themselves. The politicians were no good.'' That sentiment, though widely shared, does not appear to have led to fantasies of vengeance. ''I think the ill- gotten wealth should be taken back and those who took it should go to jail,'' said a merchant, Monday Inyang. ''I don't think Shagari or anybody else should be shot.''

''We were trying to have a democracy,'' said Mr. Vyire, ''but at long last we see that it does not work. The politicians are just not honest. Maybe next time they will have learned their lesson. In the meantime, Buhari has come to redeem us.''

The leadership of the All Progressives Congress (APC) in Bayelsa State on Friday received Senator Fred Oboro, a defecting chieftain of the ruling Peoples Democratic Party (PDP).

Oboro, a former Senator, was received by State Chairman of APC and executives of the party, three senatorial candidates of the party in the forthcoming polls, and party loyalists.

Speaking at a news conference, Oboro, who noted that he was a founding member of PDP in Bayelsa, criticized his estranged party for lacking internal democracy.

He said that President Jonathan owed the state an apology for neglecting his home state during his six years as President.

“In 1998, we laid the foundations for PDP and nurtured the party to become the dominant party that it has become in the state, but the outcome of the recent PDP congress has destroyed the cohesion in the party.

“The people of Bayelsa have been yearning for development, and pledged that the APC presidential candidate would reverse the trend,” Oboro said.

He expressed the view that Bayelsa has fared better under presidents from the North, recalling that the state was created by General Sanni Abacha while the amnesty programme being enjoyed by the youths of the state was the handiwork of Late President Musa Yar’Adua.

He regretted that the Ijaw nation has not benefitted from Jonathan Presidency and declared that those canvassing support for him base their support on mere sentiments.

He described a vote for Jonathan as a wasted one and urged the people to collect their permanent voters card and vote in APC in the coming polls.

Also speaking at the occasion, Chief Timipre Sylva, a former governor and an APC Senate candidate in the coming polls, said that Oboro, who was a pillar in PDP, will be an asset to APC.

He asserted that insecurity, widespread poverty and epileptic power supply would be addressed if APC was elected in the coming elections.

He also said that the leadership of the APC would soon receive more credible politicians who have indicated their interest in joining the APC, adding that Bayelsa needs the rest of Nigerian society, with its diversity, to optimally exploit its abundant natural resources for the benefit of its people.

Welcoming Oboro to the party’s fold, Bayelsa APC Chairman, Chief Timipa Orunimighe also described the former PDP chieftain as an asset to the party and urged him to join forces to enhance the fortunes of the party in the polls.

Dr Tunji Abayomi, a constitutional lawyer, on Wednesday in Abuja said that retired Maj.-Gen. Muhammadu Buhari, the All Progressives Party (APC) presidential candidate, had fulfilled the constitutional requirements to contest for the office of President.
Abayomi, who stated this in an interview with Newsmen said the logic of Section 131(d) of the Nigerian 1999 Constitution focused not on certificates but on educational level.
Recall that the Nigerian Army had on Tuesday said that it was not in possession of Buhari’s original copies of West African School Certificate (WASC) or statement of result.
“All that the constitution plainly requires in section 131(d) is a show that he has been educated up to the school certificate level or its equivalent, not any particular certificate.
“A certificate where available may well prove the education level of the citizen desirous of becoming president, but without it, he can still meet the educational qualification by other modes of proof.
“Buhari’s written profile, with or without the presentation of any certificates, supported by his deposition, puts it beyond doubt that he has been educated beyond School Certificate Level or its equivalent,’’ he said.
Abayomi further argued that it was constitutionally “trivial and definitely unwarranted’’ for anybody to insist that Buhari must produce his certificates.
He contended that the argument by some lawyers that Buhari must produce his School Certificate was based on ignorance of the provisions of the 1999 constitution.
“The 1999 constitution as amended is superior to the provisions of the 2010 Electoral Act as amended.
“In my considered view and having regard to the unambiguous words of the constitution, it did not even say that to qualify for election to the office of president you have to go to school,’’ he said.
Section 131 of Nigeria’s 1999 Constitution says that a person shall be qualified for election to the office of the President:
If (a) he/she is a citizen of Nigeria by birth; (b) he has attained the age of forty years; (c) he is a member of a political party and is sponsored by that political party;
(d) and must have also been educated up to at least School Certificate level or its equivalent.
Abayomi said that it was, therefore, left for INEC to send its officials to the institutions that Buhari indicated in his affidavit that he attended to verify the said certificates.

Boko Haram has claimed a massive attack feared to be the worst in its six-year insurgency and threatened Nigeria’s neighbours, as talks began for a regional response to the militants and fears grew of further violence.

The confirmation from Boko Haram leader Abubakar Shekau came as no surprise after multiple eye-witness accounts of the attack on Baga, which is thought to have killed hundreds, if not more.

But Shekau claimed that the January 3 attack, in which large parts of Baga were burnt to the ground and at least 16 surrounding settlements were razed, was only a prelude to further attacks.

“We killed the people of Baga. We indeed killed them, as our Lord instructed us in His Book,” Shekau said in the 35-minute message, which was posted on YouTube.
He added: “We will not stop. This is not much. You’ll see.”

– ‘I’m ready’ –
There has been mounting global outrage at the extent of the slaughter, with residents who managed to escape recounting how bodies littered the streets more than two weeks after the initial assault.

One civilian vigilante, who fled after hiding for three days, told AFP that he was “stepping on bodies” for five kilometres (three miles) as he escaped through the bush.
Hundreds of women and children were said to be still being held by the militants at a school and the home of a local lawmaker.

Some 20,000 people are said to have fled, many of them across the border into Niger and Chad, heaping pressure on the local authorities there, who fear they could soon be targeted.

“Heavy clashes” between Islamist fighters and Cameroon soldiers were reported in the far northern border village of Bonderi on Tuesday night in the latest in a series of confrontations.
Chad’s President Idriss Deby has sent a contingent of troops to help Cameroon repel the threat and has talked of recapturing Baga.

Nigeria and its neighbours met on Tuesday in Niger’s capital Niamey to seek a greater regional response to Boko Haram.
Ghana’s President John Dramani Mahama has also suggested a new force, possibly under the auspices of the African Union, to crush the group.

But Shekau dismissed the threat of a wider response and showed off a huge arsenal of weapons, apparently taken from a military base in Doron Baga and used by troops from Nigeria, Niger and Chad.

“The kings of Africa, you are late. I challenge you to attack me even now. I’m ready,” he said.

Shekau claimed that Cameroon’s President Paul Biya had asked for help because he was “gripped by fear” and mocked Deby for his offer of assistance.

Niger’s President, Mahamadou Issoufou, was also warned for commiserating with France after the recent Islamist militant attacks against the satirical magazine Charlie Hebdo.

“Muhammad Yusuf (Mahamadou Issoufou), is that your job? Ah, ah, ah! Muhammad Yusuf, you will see. President of Niger, you will see,” he said.

– Flag burnt –
The video came after testimony from people fleeing Baga that four villages some 40 kilometres (25 miles) from the town had been visited by Islamist fighters and their residents told to leave.

Security analysts have said the capture of Baga puts the militants in a strategic position to push south towards Maiduguri, the state capital of Borno State, where the group was founded in 2002.

Boko Haram was forced out of Maiduguri in 2013 after the declaration of emergency rule but has in the last six months captured dozens of towns in the far northeast, effectively encircling the city.

It has been feared that they want to recapture Maiduguri to form the centre of the hardline Islamic state it has been fighting to establish.

Shekau, who has previously declared some captured towns part of Boko Haram’s caliphate, burnt the green and white Nigerian flag to cheers of “Allahu Akbar” (God is greatest) and celebratory gunfire.

“This is the replacement of the Nigerian flag,” he said, waving the Islamists’ black standard.
He also said in English: “Nigeria is dead, (the) constitution is dead.”

Indications emerged last night that several top-ranking members of the ruling Peoples Democratic Party, PDP, might soon be dragged to court for allegedly demanding and collecting N750 million from a governoship aspirant in Delta State, Mr. Ndudi Elumelu.

The PDP top officials, who are members of the PDP National Working Committee, NWC, were named by the prime suspect, Mr. Dumebi Kachikwu, who was arrested and detained for five days by the operatives of the Economic and Financial Crimes Commission, EFCC, for his role in the crime.
Before he was admitted to bail last week, Kachikwu, who is a former son-in-law to the former Aviation Minister, Kema Chikwe and Women Leader of the PDP, had made what a top source in EFCC called “very useful information” on how the money was received and shared to the “beneficiaries.”
Further findings by Vanguard revealed that N100 million of the N750 million given by Elumelu had been traced to a top businessman in Delta State, who was also mentioned by the suspect.
EFCC confirmed, yesterday, that its operatives had since arrested and grilled the Delta businessman and brought him to its Abuja office for questioning having traced N100 million of the money to his account.
2 PDP NWC members under close watch
An impeccable source in EFCC confirmed to Vanguard that two members of the PDP NWC, who were named by the prime suspect in the bribery saga, were being kept under close watch and might soon be arrested for questioning.
The source explained that the two NWC members were being closely monitored to ensure that they do not escape from the country.
The EFCC source said the commission would leave no stone unturned in bringing those named in the scandal to book in response to the challenge by the PDP leadership to the commission to name the suspects and charge them to court.
The source said: “We have accepted the PDP challenge and we are going all out to ensure that all those who shared the N750 million bribe will be duly exposed and prosecuted to serve as a deterrent no matter their positions in this country.”
The source confirmed that EFCC operatives were working assiduously to wrap up investigations on the suspects before pressing charges against them.
It was, however, learnt that the man, who reportedly gave the money-for-ticket bribe, and House Health Committee Chairman, Ndudi Elumelu, was more interested in recovering his money than in prosecuting the suspects.
It was further gathered that the delay in proceeding with prosecution might not be unconnected with the forces behind the crime and the ongoing campaigns for next month’s polls.
Elumelu had petitioned the EFCC, asking it to move in and recover the huge sum from Kachikwu, who had demanded and collected the sum with a promise to use it and influence top ranking Wadatta House members in securing the PDP governorship ticket for him.
He lamented that having given the suspect the money, he failed to secure the Delta State governorship ticket for him and did not also refund the huge amount to him, making him to suffer double jeopardy in the process.
