Well, after all said, I think there are a couple of cops who are just different and this is based on my experiences with a certain team of cops almost every night back then in 2010, usually on my way from Unilag after 10pm somewhere around Skymitt motors in Ikeja. Courteous and very nicely dressed set of cops I must say. They simply stop you, check your car in a very professional way, without making you feel uncomfortable and then politely send you off. I can't forget a certain tall, fair skinned one of the lot. His nice smile, good accent, dress sense and decorum always got I and a friend puzzled. There was this day we even decided to tip them willingly, as a way of encouraging them, but they rejected it and we were so shocked. And these are cops on the road, not office attending to people driving ordinary cars, not Porsche. So, I believe there may be lots of cops like that out there but it is just that a black dot on a white piece of paper is usually more conspicuous than the enormous white mass.

The exchange rate (PRICE of dollars) is determined primarily by SUPPLY of dollars (through exports, FDIs, foreign borrowing, etc) and DEMAND for dollars (through imports, payments of foreign school fees/medical bills, online purchases, etc). The NET flow of these transactions determine the Balance of Payments (BOP) account with the Central Bank. Elementary economics tells us that when demand exceeds supply, prices go up!

Coming back to Nigeria, it is well known that oil accounts for 95% of our FX earnings. As oil prices have collapsed from ~$100 in 2014 to ~$30, our supply of dollars has dropped tremendously. This is even worse when one considers that our cost of oil production is ~$20/bbl, meaning that our dollar revenue from oil has dropped from ~$80/bbl to ~$10/bbl. On the demand side, the request for imports are increasing. With such supply shock and increasing demand, there is only one way for the exchange rate to go. This is basic economics and has nothing to do with Emefiele or Buhari, except you are simply being mischievous or grossly ignorant.

When oil collapsed from around $147 to $38 due to the 2008 Global Financial Crisis (GFC), Nigeria had a Foreign Reserve of ~$62bn. The then CBN Governor had to spend ~$20bn from the Reserves to meet import demand thereby preventing devaluation/depreciation. Between 2011 & 2014, oil price was above $100, meaning that the administration never had a dollar supply problem and so could maintain a stable exchange rate. Fast forward to late 2014 when oil prices slid to ~$60, the CBN had to devalue the Naira twice within a period of 6 months (Nov 2014 & Feb 2015) because the Reserves were too low (<$35bn) to deplete to support imports. Now in 2016, oil prices are around $30/bbl while FX Reserves is less than $28bn. The supply shock has reached unprecedented levels, yet demand for imports has not decreased. There is absolutely no way that the exchange rate can stay below N250/$. Simple economics says that price will continue to move till a new equilibrium is reached where demand equates supply.

There is no policy from Emefiele, Soludo, Greenspan, Bernanke or any other Central Bank governor that can strengthen the Naira in the near term. Except we want to completely deplete the Reserves or go to the IMF to borrow SDRs just to meet import demands. Brace up folks, if oil price collapses to $20 (thereby increasing the supply shock) the exchange rate shall hit N1000/$ and I repeat, this has nothing to do with Emefiele or Buhari but simply economic forces. The only thing that can save the Naira is either for SUPPLY of dollars to increase (through high oil price) or DEMAND to reduce. Since we do not have control over the supply side, we can at least focus on managing the demand side.

So Mr Ifeanyi Ubah, you have zero knowledge on what you are talking about. With all the money you made from the last government, you can start by building a refinery or some other manufacturing facility (like Dangote) to help us substitute for imports. That would help the Naira more than you seeking cheap consultancy from the government. Or except you want to broker a deal for the government to give amnesty to your Dasuki-Gate friends, so they can bring out stashed up dollars from soakaways and graveyards to support the economy.
Your analysis is no doubt very much on point sir and i must commend you for educating nairalanders but sometimes herculean tasks require crazy, out of the box thought processes mostly displayed by nerds, geniuses, creative folks and more importantly God's prophets, even though I hate to sound religious. A prophet once declared in Israel that the comatose economic situation will change within 24hrs and some experts faulted it, citing economic indices, faultlessly as you have done here but the prophecy came to pass anyway. The business mogul may just have an ingenious solution characteristic of geniuses and nerds or may even be God's prophet to save the nation at such a time as this. Anyone who has the courage to set up a business and persists in it until it becomes successful, is sure the kind of fellow Nigeria needs because he would have developed timeless, creative problem solving skills and the tenacity to execute tested concepts. I once had the privilege of meeting his executive vice president in charge of real estate (Dave Oguejiofor)at ACA, when by chance I stumbled on their website and discovered the amount of equity ACA could invest in a bankable idea. In fact, if your idea is not big enough and worth millions of dollars, do not bother approaching ACA cos they think and do big over there. They are responsible for funding most of the huge construction projects, hotels, companies and even your yellow network. To crown it, they don't look down on young people because when I had an executive meeting with this great men, I had just rounded up in school. Once your business plan is great and your project is in the right location, they deal with you. They encouraged us so much after our series of meetings with them even though our proposal to them didn't sail through due to its location outside of their investment zones. My prayer and hope is that He will be given the right portfolio and the enabling environment to function adequately. God bless Nigeria.

I am watching with utter dismay the ongoing charade tagged screening by our senators, where assumptions(which I understand to be the lowest level of knowledge) is the order of the day. Imaginary portfolios have bn assigned to the candidates in a process that otherwise should have been a detailed, precise and coincise interview of the nominees. This goes to show the lack of depth of thought of our leaders, beginning from our President, who took so long to come up with this list without corresponding reasons to show for the time taken. In a serious clime, where the change mantra has been spuriously bandied, the nominees should be making to the nation today, precise presentations of their solutions to the challenges in their assigned but yet to be confirmed ministries. In a serious nation, the senate should forward that list back to the presidency requesting more details to enable her carry out a thorough process, as soon as Senator Ben Bruce described the process as based on assumptions and a danger. I am so grossly disappointed because these nominees will take a bow today and go ahead to again require another six to twelve months, just like their principal, to first and foremost understand their portfolios, when it is eventually assigned before even coming up with blueprints to tackling the various challenges. And the masses will have to wait almost until the electioneering year, which by the way is less than 36months from now, to experience this elusive change. Going by history, nothing much is usually done in the electioneering year in terms of development. So sad hearing a lot of 'ifs' during this sham tagged screening.

Here is our call to duty, as great minds to take action beyond the rhetorics of our grand independence day events, to push this failure of leadership in the face of our government and to suggest practical methods, ideas and concepts of doing things in a series of ways that will bring about the desired change. Even though I don't have to explain myself really but I have to because emorons keep saying stuff that exposes their uneducated Nigerian mentality. They've accused me of starting this thread to belittle Architects, even though my older Brother owns a successful Architectural firm here in Southern California and I grew up surrounded by drafting boards, rolls of architectural plans, actual models not 3d, etc.
The bone of contention is my usage of the word "artisan" to include an architect. I pondered on this for a while and then I realized that some of my audience are limited in their knowledge. They only know what they have learned in Nigeria, they've only built in Nigeria. We're not on the same footing. I am ashamed to admit this and not a proud moment.
I then also realized why I had such a hard time getting an Architect that would listen to my needs and what I wanted. Some even after I learned SketchUp and drew my houseplant still did not get my idea and still drew the typical Nigerian house with all ensuites, roman pillars (which I robustly have a hatred for and which I specifically told them to avoid).
I am not just building a structure, I am building an artistic structure where my family and I can live and entertain our guests, thus I require someone that can turn that artistical need into something that is sound, will pass codes and be build able (some of the BS 3D on this forum can never be buildable).
So for those that are not close minded and want to learn, there is as such as Artisan Architects and that is who I was looking for and only what I'm interested in.

I work with Doctors, world class leading Neuro Surgeons who has more humility than you. These guys work on the very most delicate parts of the human anatomy. In actual fact, you need neuro-psychiatric examination before enrolling in a proper school, so that you can learn how to speak or should I say write good grammar.

When you cannot adequately interpret information, how do you then translate it to wisdom? That's why your case looks desperately and foolishly hopeless. What you're referring to as artisan architect is better known as architectural technician or technologists. In mega projects, they are called resident architects because they represent the main architect on site. The main architect is not normally required to be on site on a daily basis but once or twice per month, since the architectural technician or technologists is expected to interpret his instruction to the other artisan's on site. It is this category of people that most laymen and illiterates see daily on site, and erroneously refer to as engineers even though they didn't study civil or structural engineering. This architectural technicians are majorly N.D and or HND holders from polytechnics and not universities in the Nigerian context. That is why new entrants into architecture programs in polytechnics are not taken through the design process but hardcore draughting and sitework details. That is why I noted that architects should not be referred to as engineers, because even when the main architect shows up on routine site visit, he is inadvertently called an engineer, by illiterates like you, which is professional miscast and misplacement of roles.

Some of these technicians knowing and acknowledging the shortfall of the polytechnic structure, enroll to the university through direct entry, either from OND direct to 200L, or HND direct to 300L. I have colleagues in these categories, who joined us at 200/300L and they are the better for it today. But here you are, a retarded ignoramus wasting away with stale information.

Purported learned individuals should learn to tailor their use of words to reflect their background. Referring to Architects as artisans is not just gross but crass ignorance. An individual who spends six solid years in school coupled with one year compulsory youth service and then two additional years under a senior colleague before qualifying to sit for professional exams after nine years in total (that's if he passes the professional exam at a sitting), is sure not a mere artisan.

A little research will show you that architects are in training as long as medical doctors and lawyers, if not more. And just as the legal profession engages professional percentages in billing clients, so does the architecture profession. It is unfortunate however, that the economic situation of our country has bastardized the system so much so, that architectural fees are negotiated like pepper in the open market, forcing new entrants into the profession to compromise standards and consequently value.

The last time I checked, architectural fees are a percentage of the entire construction cost, which is then further divided into percentages, to be payed at different stages of the project, starting from design to handover. Nigerian Institute of Architects stipulated 8% three years ago or thereabout. Therefore, a professional should first ask for a commitment fee from the client, start work on the design, consult a QS for a B.O.Q[Bill of quantity] or aN MLP [material, labour and professional cost], before billing the client reasonably. The reason cases of collapsed buildings seems to be escalating in the country can be traced to defects in due process in construction.

The architect is the 'chief consultant' in a building project, who should coordinate other professionals such as civil/structural, M&E e.t.c from the design stage through to completion. But since clients are bent on cutting cost, they subvert the process. They choose to consult a draughtsman or even a bricklayer, because of the belief that since they are the elements they see on site, they should know better than the architect, who was trained for so many years to be 'a thinker'.

When the 'thinker' is allowed to think through the project and provide 'instructions', otherwise referred to as 'Architect's Instruction', we can avoid the incessant cases of building collapse, rising damp(for failure to use DPM), and numerous meaningless grotesque structures referred to as beautiful homes just because it is glowing from new paint.

So, you may get a cheap quote today from a desperate architect or even a quack, who calls himself an architect, the building may look good upon completion but you can bet the professionals know the difference. And time will tell, when the paints start wearing off. And sometimes, clients discover too soon. I have consulted for clients, who had built 11 or more structures before we met. But they appreciate the difference now. Thanks.

N.B - It is degrading to refer to certified architect as an engineer because in hierarchy, the architect is the 'chief consultant'.
Draughtsmen are not trained to design, but draught [Draw in simple terms; meaning translating an architects design or sketch into drawing]
Quacks say 'Yes sir' to the clients. Certified architects insist on design principles.
