The job of the Chairman of the Economic and Financial Crimes Commission, Mrs. Farida Waziri, may be on the line. On Wednesday, a bill seeking to make the headship of the anti-graft agency the exclusive preserve of retired justices of either the Court of Appeal or Supreme Court passed the second reading. If the bill sails through both chambersof the National Assembly, Waziri might be asked to leave the seat. At best, she would not be allowed a second term at the end of her tenure next year. Waziri, who assumed office in May 2008, is not a retired justiceof either the Court of Appeal or Supreme Court but a retired Assistant Inspector General of Police. The bill seeking to amend the EFCC Act, 2004, is sponsored by a member of the House from Cross River State, Mr. Bassey Ewa. The bill passed second reading at the House on Wednesday after lawmakers debated it. Ewa claimed that the EFCC, as presently constituted, was deficient in prosecuting corruption cases. He said that the commission’s modus operandi had been to file charges it could not substantiate in court. According to him, the commission can file up to 500 charges against a suspect “and one by one, these charges do not hold in court” because the agency is not receiving proper guidance from its leadership. In his view, a retired judge will do a better job because such a person has the experience of knowing what charges can be sustained in court. He said he wanted the EFCC to be headed by a retired judge as was the case with the Independent Corrupt Practices and other Related Offences Commission, which Ewa claimed had done “more successful prosecutions than the EFCC.” The lawmaker blamed part of the alleged weaknesses of the EFCC on the absence of an investigation unit. He proposed the creation of a unit charged with investigation in the agency to be headed by an Assistant Inspector- General of Police, “either retired or serving.” While the Senate declined comment on the bill, preferring to await its coming, the EFCC on Wednesday described the allegations against the commission as “cheap blackmail.” Leader of the Senate, Victor Ndoma-Egba,said, “We have not seen the bill, we cannot say anything until it comes. “I will not be able to aggregate what all the senators will be thinking right now, so let’s wait.” Spokesperson for the EFCC, Mr. Femi Babafemi, said, “The allegation by the House of Representatives is invalidbecause there has never been any case filed by the commission in court that has ever been thrown out for lack of evidence. “So how does anyone come out with the allegation that we rush to court without proper investigation? That is a cheap blackmail.” He, however, declined to speak on the Bill for the appointment of a retired Justice of the Supreme Court or Court of Appeal, saying he had no details yet. Some lawmakers in their contributions to the debate alleged that the EFCC had become a political tool. Mr. Kamil Akinlabi told the House that the agency would “rush to court with all manner of charges” just to satisfy alleged political interests. “The EFCC is being used as a political tool. When you have a retired judge as the head of the EFCC, they will do a thorough investigation before rushing to courts”, he added. Mr. Uzor Azubuike shared the same views, accusing the commission of “operating from the presumption that the accused is already guilty.” Mr. Emmanuel Jime supported the bill on the grounds that it would be the first step to restructuring the EFCC and the ICPC. “The mentality of those fighting corruption at the EFCC right now is not consistent with the rule of law. “We cannot fight corruption in a manner that is not consistent with the law”, Jime stated. Lawmakers passed the bill in a unanimous voice vote to the Joint Committee on Justice, Drugs, Narcotics and Financial Crimes for further deliberations. It is unclear whether the Senate will concur to the bill after it has scaled third reading at the House. Last week, a proposal by the Chairman of the Senate Committee on Rules and Business, Mr. Ita Enang, to merge the EFCC and the ICPC, failed on the floor of the Senate. Meanwhile, constitutional lawyer, Prof. Itse Sagay, SAN, said the bill by the Reps might not achieve the desired results. He said the effectiveness of the anti- graft agency depended on the person heading it. Sagay said, “The appointment of a retired judge may not necessarily achieve the purpose the House of Representatives may be talking about. It depends on the personality of the EFCC chairman. A retired Police officer will be relevant in the area of investigation. “But a retired judge is likely to be better and independent than a retired police officer who is like a civil servant that has been in the office taking instructions from somebody as we have seen in many cases.” A Lagos-based lawyer, Mr. Bamidele Aturu, said appointing retired judges as the chairman of the EFCC would not necessarily enhance the commission’s performance. Aturu told one of our correspondents on the phone late on Tuesday, “Don’t you realise corruption is a war? Corruption is not a joke. Don’t we have corrupt judges? So the problem will not be solved by appointing retired judges. “What is important is appointing a person who can do the job. I will even recommend that the law should be amended to allow anybody, whether the person is a policeman, a teacher or whatever could be appointed as the EFCC chairman. What is important is that the person should be courageous and must not be a corrupt person.” |

The plaintiff is praying the high court to invoke its original jurisdiction and issue an order of mandamus that will compel the CCB to comply with its request of making available to the public, the said asset declaration of President Jonathan. In an affidavit attached to the suit marked FHC/ABJ/ CS/877/2011, the group said it had on July 28, forwarded a Freedom of Information request to the CCB asking “to be allowed to inspect and obtain copies of the 2007 asset declaration of President Goodluck Ebele Jonathan; the asset declaration of President Goodluck Ebele Jonathan after the end of his tenure on May 28, 2011; and the current asset declaration of President Goodluck Ebele Jonathan when he assumed office on May 29, 2011”. On July 28, 2011, AFRICMIL sent a Freedom of Information request to the CCB asking “to be allowed to inspect and obtain copies of the 2007 asset declaration of President Goodluck Ebele Jonathan; the asset declaration of President Goodluck Ebele Jonathan after the end of his tenure on May 28, 2011; and the current asset declaration of President Goodluck Ebele Jonathan when he assumed office on May 29, 2011”. Huhuonline.com can authoritatively report that Libyan strongman, Muamar Gaddafi, has been shot dead in Sirte. A senior NTC military official claim Colonel Muamar Gaddafi this afternoon died of wounds sustained in his capture near Sirte. Earlier NTC reported Gaddafi was captured and wounded in both legs. The NTC spokesman told Western media that Gaddafi’s corpse will soon be delivered to Misrata and that leader of the opposition, Mustafa Abdel Jalil, will address the Libyan nation shortly. Gaddafi was reportedly captured near Sirte while trying to flee in a convoy, which was attacked by NATO. The Netherlands' prime minister, however, confirmed Gaddafi’s death. A Libyan government fighter says Gaddafi was hiding in a hole in Sirte, shouting "don't shoot, don't shoot." Another source said the head of Gaddafi's armed forces, Abu Bakr Younus Jabr, was also killed during the capture of the Libyan ex- leader. Constitution Amendment: President To Lose Power To Appoint INEC Boss Jacob Okereke's picture Tue, 18/10/2011 - 2:12am |ADESUWA TSAN Cover Stories News The House of Representatives Committee on Electoral Matters has disclosed that efforts were on to amend the section of the constitution that vests the power to appoint the chairman of the Independent National Electoral Commission (INEC) on the president and place it in the hands of the National Judicial Counci (NJC). During a meeting with a coalition of civil society organisations (CSOs) led by the chairman of the Transition Monitoring Group (TMG), Mr Moshood Erubami, yesterday, the committee stated that it would also give way for independent candidature in the2015 elections in line with the recommendations of the Justice Mohammed Uwais-led Electoral Review Committee. Chairman of the committee Hon Jerry Manwe said that the two issues were among themeasures the National Assembly would reconsider in its commitment to strengthening the electoral process. “Thecommittee will soon come up with an action plan on how we can perfect the electoral process. The issue of reconsidering independent candidature and appointment of INEC chairman would be taken up by my committee at an expanded meeting with civil society organisations and other stakeholders. We at the National Assembly are very committed to strengthening the electoral process and giving it the credibility it deserved.” The CSOs had earlier asked the committee to take more serious steps in advancing the cause of credible elections in the country by effecting appropriate amendments to the constitution and the Electoral Act to legalise independent candidature as well as empower the NJC to appoint the INEC boss. The CSOs equally asked the National Assembly to ensure that INEC was unbundled so as to make it more focussed and effective in the conduct of elections. They also demanded the introduction of electronic voting to enhance the transparency of the electoral process. UnbundlingINEC, the CSOs said, would allow the electoral body to focus on its core business of election administration and management. “We specifically suggest transferring responsibilities of the following to separate bodies: political party registration; electoral offences adjudication through the creation of an electoral offences commission, a centre for democratic studies to co- ordinate voter education.” |

He said: “Statistics further reveal that USD 20 to 40 billion of this inflow originated in bribes to public officials from these countries. When viewed against the report of the commission for Africa to the effect that ‘stolen assets equivalent to more than half of the continent’s external debt are held in foreign bank accounts’, it becomes imperative for developing countries that bear the brunt of this capital flight to vigorously pursue the recovery of stolen assets.” While identifying lack of political will to recover stolen assets as the bane of successive administrations, the AGF said there was no doubt that the re-investment of recovered assets in development projects can make a significant contribution to the improvement of the socio- economic challenges in our country. We cannot over emphasize the need for developing countries to hold accountable, all those who have frittered away their national resources. “In this regard, victim states must rely solely on other countries to initiate proceedings that will ultimately be of benefit to them. You will agree that the success of this endeavor depends largely on committed and transparent leadership. This underlines the resolve of President Goodluck Ebele Jonathan’s administration to tackle the corruption and prevent criminals from benefiting from the proceeds of their crimes. “Closely related to the political will to recover stolen assets is the question of the judicious use of such recovered assets when it is eventually returned. Many developed countries have understandably expressed the fears that in the absence of good governance and accountability, asset recovery efforts would come to naught as recovered assets will again be looted and frittered away with devastating consequences on victim states. “To engender confidence therefore, requesting countries must be ready to put in place requisite governance structures that can guarantee accountability in order to sustain the support of the requested countries. “Until recently, these structures were largely absent in many victims states, a situation which prompted many requested states to impose additional requirements and conditions before acceding to requests for assistance in recovering stolen assets. “In addition, it would seem to us that in accordance with fairness and principles of accountability the agencies engaged in the investigation of crimes and seizure of assets should not also be tasked with the function of managing such assets, but should concentrate on the prosecution of the predicate offences. “Further more, given the increasing financial burden borne by the state in financing law enforcement initiatives particularly in the investigation and prosecution of economic crimes, there may be need to consider, as is the practice in many jurisdictions, transparent mechanisms for channeling a proportion of proceeds from recovered assets into an asset confiscation fund dedicated to initiatives that have long and short term benefits for law enforcement and crime fighting. “There is no doubt that the re-investment of recovered assets in development projects can make a significant contribution to the improvement of the socio- economic challenges in our country”, he added. |

Huhuonline.com can report that the unrepentant and deadly Nigeria’s Islamic sect, Boko Haram has issued a threat message to the Nigerian nation, saying that it has devised new strategies to detonate bombs in parts of the country, especially in Abuja, the Federal Capital territory. The statement issued, Sunday, by the sect, reads: “This is to let the residence know that we have no device in Abuja but we are planning an attack in two weeks time. People should stay clear. Our commodores are working on a different tactics against the Nigerian state. “Insha Allah, we will be guest in Abuja”, the terse message stated. Huhuonline.com findings have revealed that security operatives have been placed on red-alert in Abuja and most state capitals, in a bid to counter any planned attack by the dreaded Islamic sect. Recall that a suicide car bomber and member of the Boko Haram sect, on August 26, 2011 blew up the UN headquarters in Abuja, leaving at least 21 dead and dozens more injured among several other deadly attacks. Earlier in Yobe state, Boko Haram fighters reportedly "used fuel-laden motorcycles" and "bows with poison arrows" to attack a police station and in January 2010, the group struck again in Borno state, killing four people in Dala Alemderi ward in Maiduguri metropolis while on September 7, 2010, Boko Haram freed over 700 inmates from a prison in Bauchi State. In December 2010, Boko Haram were blamed for a market bombing, following which 92 of its members were arrested by police while on Friday January 28, 2011, the Borno state candidate of the All Nigeria People's Party (ANPP) for the April 2011 gubernatorial elections was assassinated, along with his brother, four police officers and a 12- year old boy. Meanwhile on Tuesday February 8, 2011, Boko Haram gave conditions for peace, demanding that the Borno State Governor, Senator Ali Modu Sheriff, should step down from office with immediate effect and also allow members to reclaim their mosque in Maiduguri, the capital of Borno State but on May 9, 2011 Boko Haram rejected an offer for amnesty made by the governor-elect of Borno state, Kashim Shettima. On April 1 (the day before the original date of Nigeria’s legislative elections), suspected Boko Haram members attacked a police station in Bauchi state and on April 9, a polling centre in Maiduguri was bombed while on April 15, the Maiduguri office of the Independent National Electoral Commission was bombed, and several people were shot in a separate incident on the same day. On June 17, 2011, the group claimed responsibility for a bombing attack on the police force headquarters in Abuja that occurred the previous day, just as security officials believed that the attack was the first suicide bombing in Nigeria's history and that it specifically targeted Police Inspector-General Hafiz Ringim. On June 26, 2011, the sect carried out a bombing attack on a beer garden in Maiduguri, according to officials and witnesses. Militants on motorcycles threw explosives into the drinking spot, killing about 25 people and on June 27, 2011, another bombing in Maiduguri attributed to the group killed at least two girls and wounded three customs officials. On July 10, 2011, the All Christian Fellowship Church in Suleja, Niger State was bombed, allegedly by the sect. Dogma: Boko Haram is opposed to, not only Western education but Western culture and modern science as well as the group forbids the wearing of shirts and pants and the act of voting in elections and believing that the Nigerian state is run by non- believers. In a 2009, Mohammed Yusuf, then the group's leader, stated that he rejects the fact that the earth is a sphere and views it as contrary to Islam, along with Darwinism and the fact that rain comes from water evaporated by the sun. Boko Haram, meaning "Western education is a sin" is a Nigerian Islamist group that seeks the imposition of Shariah law in the northern states of Nigeria and operating with an undefined structure and chain of command. Its official name is Jama'atu Ahlis Sunna Lidda'awati wal-Jihad, which in Arabic means "People Committed to the Propagation of the Prophet's Teachings and Jihad." NCC set for number portability 10 October 10, 2011 News Nigerian Communications Commission, NCC, weekend, said it had appointed a consortium of three companies to implement the proposed number portability services which will allow Nigerian phone users move from one network to another without losing their numbers. The consortium of Interconnect/Saab Grintek/ Telecordia was announced by the commission as the preferred vendor for the service after the technical, financial and demo presentations by the bidding vendors. Number portability will allow subscribers move to alternate networks when they are no longer enjoying the quality of services being obtained from their current operators or when they are no longer happy with the tariffs offered by their current subscribers. They will still retain their original numbers irrespective of the new network from which they may be obtaining their services. The company will be responsible for the set up and implementation of number portability clearing house and provide mobile number portability solution administration in the country within six months of receiving the licence with a testing period of two months. Members of the consortium will execute a tripartite agreement that will indicate their specific responsibilities in the process, with the regulator approving such agreement to tally with the conditions of the provision of the service. NCC will mandate the consortium to ensure local content participation and skills transfer were entrenched in the process during the implementation of the five- year licence. The consortium is also expected to configure the technical solution for number portability in line with the consultation documents as earlier published by the commission, and the solution is to be customised to meet specific process needs and other requirements of the Nigerian network operators. It will be recalled that NCC had earlier indicated that the Number Portability programme will be the next logical step following the SIM card registration exercise, as it was necessary to know the identity of subscribers who are porting their numbers at different times from one network to another. |

The group explained that Nigeria's founding fathers recognised the need to keep the country from disintegrating due to its religious plurality and therefore enshrined secularity in the nation's constitution. "The objections being voiced were the Islamisation of non-interest banking as a concept and driving of the very specific 'Islamic banking' by the Central Bank of Nigeria, which by our constitution is a secular body," it said. The PFN also advised the Central Bank of Nigeria to issue guidelines for "Profit and Loss Sharing Banking or non- interest banking" and allow religious groups to regulate the faith-based aspects of their banking services. |

Sovereign National Conference(SNC): Nigeria’s recurring political decimal The Sun Publishing Wednesday, July 20 , 2011 Agitation for convocation of Sovereign National Conference ( SNC), to right the perceived wrongs within the polity is gaining more ground rather than waning. RAZAQ BAMIDELE examines the genesis of the agitation that has become the country’s equivalent of the mathematical recurring decimal that has refused to go away. Genesis A geographically demarcated piece of land called Nigeria came to being in 1914 when the Northern and Southern protectorate were merged together by the then Governor- General-Lord Luggard. And with coming together of over 400 ethnic groups forcefully against their own volition, tendencies are there for contradicting behaviours and conflicting ways of relating to one another. And the Nigeria’s forefathers, patriots and nationalists also acknowledged from the inception that, the issue of ‘differences’ has to be addressed to guarantee peaceful co-existence in the geographical expression called Nigeria. In his back page column on Daily Sun of last Friday, the Deputy Managing Director/Deputy Editor- in-Chief (DMD/DE in C), Mr. Femi Adesina reminded his teeming readers what the nationalists of the blessed memory said about their fatherland. The column, captioned: Constitution review and unfinished matters, was where Adesina recalled a conversation between two of our founding fathers, Dr. Nnamdi Azikiwe and Ahmadu Bello, as contained in a book, Ahmadu Bello: Sardauna of Sokoto written by N. Paden. According to him, Dr. Azikwe had told Ahmadu Bello: “Let us forget our differences…” to which the latter replied: “No, let us understand our differences, I am Muslim and a Northerner. You are a Christian, an Easterner. By understanding our differences, we can build unity in our country.” Bello was further quoted as admitting that the amalgamation of northern and southern protectorate as “mistake of 1914 .” Writing further, the columnist further took us through testimonies of other living and late nationalities like the late sage, Chief Obafemi Awolowo, first Prime Minister of Nigeria, Sir Abubakar Tafawa Balewa as well as former Military Head of State, General Yakubu Gowon (retd. ). Confirming the fact that Nigeria is a country, which needs some manipulations to forge its true unity, the column quoted Gowon’s maiden speech as Head of State in 1966 as saying that, “the basis of ( Nigerian) unity is not there.” More confessions that the country Nigeria would have crises in the nearest future if something concrete is not done to attain nationhood came from Awolowo who said in 1947 that, “Nigeria is not a nation. It is mere geographical expression.” To underscore the need for system that will genuinely take the country to the path of nationhood, Sir Balewa was said to have had this submission to make in 1948 : “Since 1914 , the British Government has been trying to make Nigeria into one country, but Nigerian people themselves are historically different in their backgrounds, in their religious beliefs and customs, and do not show any sign of willingness to unite…Nigeria unity is only the British intention for the country.” Agitation Having laid a foundation for this discourse through the well researched quotations contained in the said Adesina column, one can easily deduce from them that the country requires a formular that would wedge all the different ethnic nationalities together to form a true nation without them losing their distinct identities. The agitation might be said to have started through the attempt at creating a Biafran State from Nigeria which led to a gruesome 30 month civil war between 1967 and 1970 . But since the efforts at keeping Nigeria one is a task that must be done, the agitation still continues. This is a pointer that something must be urgently done to douse tension in the country. Former National Secretary of the famous National Democratic Coalition (NADECO), that fought the Military to a stand still, Mr. Ayo Opadokun told Daily Sun in an interview that “for Nigeria to move forward, we must sit down and decide how we want to relate to ourselves.” Opadokun, a lawyer and activist, who is the current Convener of Coalition of Democrats for Electoral Reforms (CODER), is of the strong conviction that “without a round table conference to iron out issues, the country will for ever remain in crisis.” According to him, two questions that are germane are, “do we want to live together as a country?” If the answer is yes, Opadokun added that the second one will be “in what term?” He swore that until these two questions are asked and answered appropriately, Nigeria will continue to beat around the bush. NADECO came about when the acclaimed freest, fairest and most credible election in the country on June 12 , 1993 won by a southerner, Moshood Kashimawo Olawale Abiola was annulled by former President Ibrahim Babangida, a northerner. That was when agitation for restructuring of the polity reached a feverish crescendo. It led to formation of several groups that went to the trenches to fight the perceived injustice and at the same time called for a Sovereign National Conference to correct the perceived imbalances in the polity that were always in favour of a particular section of the country. Notable among the groups are the Campaign for Democracy (CD) of Beko Ransome-Kuti, United Action for Democracy (UAD) of Olisa Agakoba (SAN), Joint Action Committee of Nigeria (JACON), of Gani Fawehinmi (SAN), National Democratic Coalition (NADECO), of Chief Anthony Enahoro and Senator Abraham Adesanya among others. Chief Frank Ovie Kokori, a NADECO chieftain and former General Secretary of PENGASAN, in his several interview has told whoever cares to listen that it sitting around a table to discuss the national question was long over due advising that the earlier the better. Acceptance After the civil war, it appeared as the country has been successfully brought together and united. But successive ethnic crises that led to formation of militants proved the impression wrong. Even after the judicial murder of Ken Saro-Wiwa and the Ogoni 8, the agitation for self determination become more ferocious. Niger Delta Militants surfaced, Oodua Peoples Congress ( OPC), came onboard, MASSOB, Egbesu, and others also put up appearance and lately, the dreaded Boko Haram. All with demands that bother on self determination along their peculiar identities, thus making the call for the Sovereign National Conference an imperative national assignment. The agitation for the SNC, which was made to look like a Southern agenda has now assumed a national dimension as leaders of ethnic nationalities have seen the need for the exercise. Mallam Shettima Usman Yerima, the President of the Arewa Youth Consultative Forum (AYCF), is so passionate about the confab that he assured his kinsmen in the North that it is the only way out for the country. In a recent interview with Daily Sun in Lagos he has this to say: “ Violent crisis can not stop until there is clean environment that allow its stoppage. The issue of disunity must be addressed or else we would wake up one day to discover to our chagrin that Nigeria is no more there. That is why I am a strong advocate of Sovereign National Conference ( SNC), because there is the need to sit down together to iron out some of these issues that had been causing frictions among us. “Let us discuss to establish mutual understanding and eliminate all tendencies of mutual suspicion. Right now, northerners see southerners as enemies and vis versa. Likewise Christians and Muslims. With SNC, we can make it clear that we can make it together without breaking away.” Speaking in the same vein, a lawyer and the President-General of the United Middle Belt Youth Congress ( UMBYC), Abuka Onalo Omababa also buttressed Yerima’s position on the SNC. His words: “To me, the wrong foundation and faulty structure of the country give rise to all these crises. And we have been saying it repeatedly that to get the faulty structure corrected, we should go for a Sovereign National Conference (SNC). We should correct the structure. You can see how the faulty structure brought MASSOB, you can see how it brought OPC. The same structure has now brought the UMBYC. Boko Haram is faceless. It is the structure that brought the faceless group also.” National Coordinator of the OPC, Otunba Gani Adams (OGA), who allayed the fears that the SNC can break the country warned that “ refusal to hold it has greater potential to disintegrate the country.” According to him, the crises facing Nigeria today will persist until the SNC through which the correct structure would be put in place is organised. The concerned activist stated emphatically that “Boko haram and others like them will soon come onboard,” advising that “the earlier the conference is organised to fashion out the way things should be, the better for Nigeria.” The conference according to Adams would have genuine representatives of the ethic nationalities in attendance, saying, “anything contrary will amount to wasting our precious time and postponing an evil day.” To cap it all, the Coalition of Ethnic Nationality in Nigeria (CENN), comprising all the notable ethnic groups in the country met in Lagos recently to take a critical look at the state of the nation with a view to proffering solutions to them. At the end of their one-day retreat under the leadership of the Founder and President of the OPC, Dr. Fredrick Fasehun the whole house, without an exception or abstinence unanimously voted for the SNC as the only panacea to the national question. On a final note, the Coalition asserted that Nigeria would remain in crisis unless The Federal Government showed commitment to the convening of the Sovereign National Conference ( SNC) as the ultimate panacea for Nigeria’s multifarious problems. The attendance list at the retreat will suffice here to buttress the wide acceptability of the SNC. Azubuike Ihejirika As the nation grapples with the cases of incessant bombings, the increasing notoriety of the outlawed Islamic sect, Boko Haram, there seems to be no end in sight to the loss of lives and property as the sect has finalised plans to launch further massive attacks in seven states of the federation. The states, SUNDAY PUNCH gathered, are Bauchi, Niger, Borno, Kaduna, Taraba, Plateau, Benue as well as the Federal Capital Territory, Abuja. Maiduguri, the Borno State capital and Suleja in Niger State have witnessed in recent times, several explosions in which the sect had claimed responsibility for. Just on Friday, a bomb was thrown at some policemen in a patrol vehicle in Maiduguri. A few hours before the policemen were attacked, soldiers in Abuja had intercepted a truck conveying no fewer than 300 explosives suspected to be bombs. The fresh plan of the sect to focus on more states came to the fore on June 17, 2011 when the group announced on its website that it would attack Nassarawa, Plateau, Benue, Kaduna, and Taraba after its commandos arrived from Somalia where they trained in the acts of terrorism. Indeed, a top police chief confirmed to our correspondent on Friday that the force was aware of the plans, even as he said the group was becoming more sophisticated and deadly in its terrorism attacks. Though the identity of the members and leaders of the sect were still sketchy, he said the group’s determination in preparing more potent Improvised Explosive Devices was not in doubt. He said, “We know that they are planning more bombs. Initially, we thought that they would stop the evil activities when the elections ended but they seem to be more determined to continue. Even though they have turned detonating of explosives into a daily exercise, we are not folding our arms. “We will not rest on our oars until we unravel all the masterminds behind the sect. Unfortunately, people are not willing to give us information that will help our work. You need to understand that terrorism is not like armed robbery where we can block the robbers on the way and arrest them. In the case of the Boko Haram, they sometimes plant the bombs in the middle of the night and detonate them with cellphones when they are in their comfort places in the mornings. “And when they are not detonating with mobile phones, they go to secluded areas where they detonate the explosives, where they activate the bombs with matches or lighter. No one sees them do all of these politically-motivated activities apart from their co-perpetrators.” Declaring that the role of external forces cannot be discountenanced, he added, “There is no doubt that the al- Qaeda has links within the Boko Haram and the North. Even the sect boasts that it sends its members to Somalia to get more training on explosives. This means that the Al-Shabaab group networks with the Boko Haram.” The police chief, who threw more light on the composition of the substances used by the sect, said, “It is still local materials they use to prepare the bombs but we have noticed that there is an increase in the quantity of ammonium which is the most sought after explosive material for terrorists.” Meanwhile, another source in the military has declared that the security chiefs considered it their topmost assignment to stop the activities of the sect before its members start planting bombs in the South. He said, “It will be more difficult for them to penetrate the South but we can’t just assume they won’t. That was one of the reasons the Joint Task Force was set up. “The way they are carrying on is worrisome and they have this false belief that they can’t be stopped, but we will take decisive actions against them.” To nip this in the bud, the police have sent hundreds of plain- clothes officers to the states, particularly the flashpoints, to monitor the activities of the sect. The Force Public Relations Officer, Mr. Shola Amore, said, “We are doing everything we can about this situation but we need information. Already, our men have gone to some of these areas in plain clothes so that no one will identify them. We want to gather as much information as we can with the aid of the communities involved. “We call on the people residing in these states to work with the police to stop the sect. Already, people in Kaduna have been helpful and that is why we have detonated many bombs. We would be grateful if other states can do the same for us.” Similarly, the General Officer Commanding, 82 Division, Nigerian Army, Enugu, Maj.-Gen. Seriki Bello, has asked the army to wake up to the reality of the situation and evolve strategies to effectively contain the insurgency to prevent the sect from spreading to other states. Bello, according to the News Agency of Nigeria, reportedly stated this on Friday, in Calabar, Cross River State at the closing ceremony of the 2011 Inter- Brigade Warrant Officers and Senior Non-Commissioned Officers Competition. Represented by Commander, 14 Brigade, Ohafia, Brig.-Gen. Sylvester Audu, Bello said fresh strategies had become imperative to ensure that the current acts of terrorism did not spread to other parts of the country. Lawmakers reject 40% pay cut 14/07/2011 01:26:00 Yusuf Alli Senators and Representatives, hit by a 40 per cent pay cut, yesterday decided to ask President Goodluck Jonathan how the Executive has cut its overhead. They are also weighing whether to reject the cut, until the Executive makes its austerity measures public. But the National Assembly leadership said it might not go back on the 40 per cent cut. Although Senators and members of the House have been paid N8million per head for accommodation and furniture, they are angry that Ministers are earning more than that. A Senator from the South, who spoke in confidence with our correspondent after a caucus meeting, said: “If we are talking of cut in overhead, why is the Executive silent on jumbo allowances of its Ministers, Special Advisers and Special Assistants? “Our position is that before the 40 per cent cut in overhead can become effective, the President must also be forthcoming by laying the cards on the table on how the executive has cut its overhead. “What we have at the moment is that lawmakers are being made scapegoats. “Once the Executive does not cut cost, we will certainly revolt and insist on the restoration of the 40 per cent.” Another Senator said: “At our own meeting, we took note of the fact that the 40 per cent cut may affect interaction between the lawmakers and their senatorial districts and constituencies. “But we queried the rationale behind the decision of the National Assembly leadership for accepting the cost cut without asking the Executive to take the lead. “We also decided to mount pressure on the President of the Senate, Chief David Mark and the Speaker of the House, Aminu Tambuwal, to approach the Executive for its austerity measures.” A member of the House of Representatives said: “In our case, the cut is about 63 per cent, which is a terrible development. “Some of us are weighing options on what to do, if the Executive does not cut cost. We want to see clear evidence of what the President and his cabinet have done to reduce overhead.” Another member of the House from the Northwest said: “This cut in overhead is an acid test for National Assembly leadership. If it does not cut across board, they should be prepared for rough days ahead. “We want a detailed memo from the Executive on how it has reduced its overhead. We have fulfilled our own part of the bargain but the Executive is foot- dragging.” By the 2011 budget, the National Assembly is expected to spend N111, 244,416,513, although it had initially jacked up its estimate to N150billion before resolving the grey areas with the Executive. The National Assembly budget includes Personnel Cost (N17,974,915,979); Overhead Cost (N90,055,657,984); Recurrent (N108,030,573,962) and Capital (N3,213,842,551) The allowances that might be affected are recurrent (N108, 030,573,962) and overhead cost (N90, 055,657,984), such as travelling, entertainment, oversight to constituencies and projects, medical vacation, and so on. |

Addressing newsmen at the airport, the state Commissioner for Information, Mr. Christopher Ogeah, said: “Overland Airline is going to be the premier operator of this airport at the beginning and I can assure you that other Nigerian indigenous airlines are also going to join them and make this a lucrative route for the airlines. “I also want to say that we have certification. Like you all know, everything about this airport and aviation has to do with global safety standards and before certification can be given to us, you know the level of work we had done. “As I speak with you, today (yesterday) we can commence commercial flights into and from this airport.
