You are right. Without having some levels of knowledge (which comes with self-study e.g GNS3 and etc) you MIGHT not get the chance(or opportunity) to work on live gears for fear of incompetence and disruption of critical traffic flow.

By the way, I've worked with a major ISP here in Nigeria, so I'm not assuming.
